Circular No. 151/2016/TT-BTC guiding operation mechanism for enterprises and employees in enterprises in national security and defense as stipulated under the Decree No. 93/2015/ND-CP dated October 15, 2015 of the Government on management organization and operation of enterprises in national defense and security was issued by the Ministry of Finance on October 17, 2016. According to this Circular, in the course of operation, enterprises in national security and defense are entitled to enjoy some of the following financial policies: To be exempted from land rentals, land use charges and land use tax for land area that is used for national defense and security tasks; To be accounted some of expenses into business production expenses and shall be deducted when |
determining taxable income (expenses for paying wages, paying for social insurance for employees during the time of preparing for retirement; payment for discharge from the army, work cessation…). Besides, education establishments under the management of enterprises in national security and defense that classes are not as available as public system shall be supported up to VND 200 million/class; enterprises in national defense and security located in extremely difficult areas and far away from health centers as stipulated by the law that need to maintain polyclinics shall be supported with the maximum expenditure is VND 500 million/ 1 polyclinic. This Circular takes effects on January 01, 2016. |

On September 08, 2016, the Ministry of Industry and Trade issued Decision No. 3648/QD-BCT on promulgation of list of imports subject to inspection of quality assurance, conformity with technical standards and food safety standards before customs clearance under the management of the Ministry of Industry and Trade. The list includes 4 kinds of foodstuffs and 2 explosive precursors that need to be inspected of quality assurance, conformity with technical standards and food safety standards before customs clearance, such as: Wine of |
fresh grapes, including fortified wines; Vermouth and other wine of fresh grapes flavoured with plants or aromatic substances; Other fermented beverages; Mixtures of fermented beverages and mixtures of fermented beverages and non-alcoholic beverages, not elsewhere specified or included; Waters, including natural or artificial mineral waters and aerated waters, not containing added sugar or other sweetening matter nor flavoured; Ice and snow; Milk; Vegetable oil; Starch prepared products… This Decision takes effect on the signing date. |

The statute on provision and use of e-customs declaration information was promulgated on August 19, 2016 at Decision No. 33/2016/QD-TTg by the Prime Minister. According to the statute, e-customs declaration information will be sent to information users from the customs information portal within 1 minute as of the receipt of a request. In case the system errors or no e-customs declaration information found, the notice with reason will be sent within 1 minute. In order to use e-customs declaration information, information user must assign a unit in charge of registering the use of e-customs declaration information and send a notice thereof to the General Department of Customs. The |
period for use of account shall be 24 months or as requested by the information user provided that it shall not exceed 24 months. For 30 days before ending a use period, the General Department of Customs shall inform each individual who register the use of account or messaging form of the upcoming ending of use period. That notice may be sent under the forms of email or message from email addresses and telephone numbers officially announced by the General Department of Customs. The General Department of Customs shall carry out the revocation of account or use of messaging form if an account or mobile phone number is not used for searching information within 06 months from the issued date. This Decision takes effect on October 10, 2016. |

On July 29, 2016, the Minister of Ministry of Transport issued Decision No. 2369/QD-BGTVT approving the detailed planning for seaports in the Middle Central Vietnam (Group 3) by 2020 and the orientation towards 2030 includes seaports of following coastal provinces: Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam and Quang Ngai. At the detail planning, the Minister predicated to upgrade Highway 12, the segment from Highway 1A to Hon La terminal, and roads connecting from Highway 1A to Gianh terminals; upgrade Highway 9, the segment from Highway 1A to Cua Viet terminal, on from two lanes to four lanes; invest in railways connecting to Chan May, Lien Chieu and Dung Quat ports; enhance private involvement sector in |
development of seaport infrastructure under PPP form; enhance investment promotion, encourage and enable all domestic and foreign economic sectors to invest in seaport development under regulated investment forms. By the year 2020, the estimated capacity of goods movement will be from 54 - 61 million tons per year (in which, general cargo and container cargo account for 24 - 28 million tons per year); 108 - 124 million tons per year by 2030 (in which, general cargo and container cargo account for 43 - 51 million tons per year)… This Decision takes effect on the signing date. |
