The Prime Minister signed the Decision No. 08/2015/QD-TTg dated March 09,2015 on piloting e-transactions in implementation of procedures for participating in social, health and unemployment insurance and requesting the grant of social insurance books and health insurance cards. In accordance with the Decision, an employer conducting e-transactions in the field of social insurance must have a digital certificate; have access to, and being able to use, the Internet; having registered with the Vietnam Social Security a permanent email address. The employer may select to conduct e-transactions in the field of social insurance directly via the website of Vietnam Social Security or via the portal of an I-VAN service provider. For e-transactions in implementation of procedures, employers don’t conduct transactions with paper dossiers for procedures which have already been registered for performance and are being performed by electronic means and prepare and submit a paper social insurance dossier to |
their managing social insurance agencies within 5 working days after the deadline for submission of electronic social insurance dossiers in case the electronic data interchange system or technical infrastructure incident has not yet been handled by such deadline. Electronic social insurance dossier submitters may conduct e-transactions via the Vietnam Social Security’s website or I-VAN service providers’ portals 24 hours a day and 7 days a week, even on weekends, holidays and New Year festivals. The Vietnam Social Security or I-VAN service providers shall send submitters notices of certification of receipt of electronic social insurance dossiers via email within 15 minutes after receipt. This Decision is effective from May 1, 2015, to the effective date of the Government’s Decree stipulating the order and procedures for participation in, and settlement of benefits under, social security regimes by the mode of e- transaction. |

This is the content prescribed at the Circular No. 63/2015/TT-BTC issued by the Ministry of Finance on May 06, 2015 amending the export taxes on the manioc commodities in the Heading 07.14 at the Export Tariff issued with the Circular No. 164/2013/TT-BTC dated November 15, 2013 of the Minister of Finance. Accordingly, the export taxes on manioc sliced or in the form of pellets shall formally increased to 5% from June 20, |
2015. In previous regulations, the Ministry of Finance issued the Circular No. 164/2013/TT-BTC on the Export Tariff and Preferential Import Tariff according to the list of dutiable commodities, prescribed that the export tax for this commodity is 0%. This Circular takes effect on June 20, 2015. |

Credit institutions coordinates with shareholders, groups of shareholder related to share ownership to set up remedial plans for owning excessive shares , to make sure that no later than December 31, 2015 the share ownership rate of shareholders, group of related shareholders in credit institutions shall comply with the law on credit institutions are the important content at the Circular No. 06/2015/TT-NHNN dated June 01, 2015 of the State Bank of Vietnam regulating on time limit, orders, procedures on forwarding for cases of owning shares exceeding the rate as regulated under Article 55 of the Law on credit institutions. Within the time of implementing the remedial plan as mentioned in the plan approved by the State Bank, shareholders, group of shareholders holding excessive shares are not permitted to increase the number of shares in credit institutions under all forms, except receiving shares as a form of bonus; or purchasing newly issued shares when credit institutions raise the working capital by selling |
shares but still ensure that the share ownership rate after purchasing shares matches with regulations under Article 55 of the law on credit institutions. Since July 15, 2015, credit institutions are not permitted providing credit or providing new credit (in the case of providing already) to shareholders, groups of shareholders who are holding excessive shares or related persons of those shareholders. In particular, after the time limit as that credit institution adjust the excessive share ownership rate before prescribed term (from 2016) or after the time as mentioned in the restructuring plan approved by the State Bank, shareholders, groups of shareholder fail to comply with the limit of share ownership as prescribed under the law on credit institutions. This Circular takes effect on July 15, 2015. |

new material production, forest and clean farm produce processing industry and environment-friendly production, to complete the construction of the Thai Nguyen-Bac Kan expressway section; to upgrade and expand National Highway 3; to complete the upgrade of National Highways IB and 37 up to grade-IV and grade-III delta road standards; to invest in building a 32-km section of the Ho Chi Minh Highway running through Thai Nguyen province Economic objectives is planned that the average economic growth rate will reach 10-11%/year; the average per-capita gross domestic product (GDP) (according to real prices) will reach VND 80-81 million (or USD 3,100); the rate of trained laborers will reach 70% (including 43% of vocationally trained laborers); to generate 20,000-22,000jobs per year; the urban unemployment rate will drop to 3.7%; and reduce the poverty rate by 1.8-2%/year, 80% of communes will meet national standards for healthcare… This Decision takes effect on the signing date. |

In order To step by step harmonize national standards and technical regulations with regional and international standards, on February 14, 2015, the Ministry of Agriculture and Rural Development issued the Circular No. 07/2015/TT-BNNPTNT guiding the adoption of international standards, regional standards and foreign standards in activities managed by The Ministry of Agriculture and Rural Development, permits for direct or indirect application of international standards, regional standards and foreign standards in activities managed by the Ministry of Agriculture and Rural Development. The application is only accepted when there are no national standards or national technical regulations or when there are firm grounds to prove the necessity to apply international standards, regional standards or foreign standards; the criteria meet the requirements of relevant

national technical regulations (if any); are suitable to economic, technical and technological conditions of Vietnam; meet management requirements and promote the development of domestic production; and are the newest versions which remain valid. Accordingly. an agency or organization engaged in activities managed by the Ministry of Agriculture and Rural Development shall make a dossier of request for adoption of a standard and send it (directly or by post) to the related specialized management General Department or Department for examination. A dossier comprises a written request for adoption of a standard; a version of the standard requested for adoption and explanations for adoption of the standard. This Circular takes effect on April 02, 2015. |
