On March 06, 2014, the Ministry of Labor, War Invalids and Social Affairs issued the Circular No. 05/2014/TT-BLDTBXH promulgating list of machines, equipment and supplies having strict requirement on labor safety. Within that, these machines equipment and supplies are: Types of boilers (including super-heated sets and water warming sets) having working pressure of more than 0.7 bar; Water heaters have solvent temperature of more than 115ºC; oil heating boilers; pressure tanks have a working pressure of more than 0.7 bar; tanks (cisterns) and barrels used for storage and transportation of liquefied petroleum gas or liquids with working pressure of more than 0.7 bar or liquid or solid in powder form with no pressure but when removing can be used with pressure higher than 0.7 bar; system of fixed gas pipeline, except for the gas pipeline on |
the sea; System of medical gas pipeline; types of bottles used for storage and transportation of compressed gas, liquefied gas, liquefied petroleum gas (LPG), dissolved gas having working pressure of more than 0.7 bar… Machines, equipment and supplies with strict requirements on labor safety as in the List of machines, equipment and supplies with strict requirements on labor safety which is under the management liability of Ministry of Labor, Invalids and Social Affairs, which are specially used for defense purposes under the management liability of Ministry of Defense. This Circular will take effect on May 01, 2014 and replaces the Circular No. 32/2011/TT-BLDTBXH dated November 14, 2011. |

At the Decree No. 195/2013/ND-CP dated November 21, 2013 of the Government detailing a number of articles of, and measures for implementing, the Publication Law, publishing houses may be established when meet all the conditions such as having a head office of at least 200 square meters (m2) for use; having at least VND 5 (five) billion for publication activities and having sufficient equipment for publication activities beside the regulations prescribed in the Publication Law such as having guidelines, objectives, functions, tasks, target service recipients and main publications suitable to its managing agency’s functions and tasks; having qualified persons for appointment of a general director (director) and an editor-in-chief and at least 5 full-time editors and being in line with the approved master plan on development of publishing houses. Besides, To be granted a publication import business license by the Ministry of Information and Communications, a publication import business must satisfy the requirements |
in which the diploma granted by a professional training institution to the head of the publication importer must be a university or higher degree in publication distribution. In case the head of the publication importer possesses a university or higher degree in a major other than publication distribution, he/she must possess a certificate of training in publication distribution granted by the Ministry of Information and Communications. In case of importing books, the publication importer must have at least 5 (five) staff members qualified for book content appraisal. Specifically, these persons must have been engaged in publication activities in Vietnam for at least 5 years, possess a university or higher degree in foreign languages or a university degree in another major but obtain foreign-language qualifications suitable to the requirements on appraisal of imported book contents and possess a certificate of training in publication distribution granted by the Ministry of Information and Communications. This Decree takes effect on March 1, 2014 |

On January 25, the Prime Minister signed the Decision No. 198/QD-TTg approving the master plan on socio-economic development of the northern key economic region through 2020, with a vision toward 2030. The master plan shall be implemented at 07 northern key economic region (embracing 7 provinces and cities, namely Hanoi, Hai Phong, Quang Ninh, Hai Duong, Hung Yen, Vinh Phuc and Bac Ninh) is a major political, economic, cultural and scientific-technological center of the country. + The average GDP growth will be 8.7% in the 2021-2030 period (1.3 times the national average); the average per-capita GDP (according to actual prices) will reach USD 10,500-12,000 by 2030; Economic restructuring: by 2030, the proportion of agriculture-forestry-fisheries will make up 2.2% of the region’s GDP, industry-construction, 47.8%, and services, 50%; The region’s export value will account for 39% of the country’s total by 2030; the region will lead the country in the modernization process with the technological renewal rate will be 20% per year on average and so on. The region’s development space embraces two sub-regions, namely the Hanoi capital sub-region and the |
coastal sub-region. The Hanoi capital sub-region embraces Hanoi capital and Vinh Phuc, Bac Ninh, Hung Yen and Hai Duong provinces. To arrange regional-scale trade and service centers, including training, scientific research, and high-quality medical establishments, and exhibition and fair, sports and physical training centers, etc. To concentrate on the establishment of hi-tech industrial parks, hi-tech agricultural zones and technology research and transfer centers. To develop high-quality paddy and fruit tree zones. And the coastal sub-region embraces Hai Phong city and Quang Ninh province (including even marine, coastal and island areas) with fast and active development potential, trade and service centers in large urban centers; to build regional and national tourist zones associated with ecological tourism in the Cat Ba National Park (Hai Phong), and Bai Tu Long, Ha Long, Van Don, Tra Co (Quang Ninh); to step up agriculture and forestry development, forestation and forest protection. To raise the value and quality of aquaculture and fishing, combine the development of seafood processing industry and export. This Decision takes effect on the signing date |

This is the content prescribed at the Decision No. 144/QD-TTg dated January 20, 2014 of the Prime Minister on Approving the scheme on formation and development of the voluntary pension program in Vietnam. At the Decision, the Prime Minister has pointed the Ministry of Finance to assume the prime responsibility for, and coordinate with related agencies, to encourage employees and employers (enterprises) that sign labor contracts to participate in the voluntary pension program. Employees and enterprises may only participate in, and enjoy preferential policies from, the voluntary pension program when they fully participate in all compulsory social insurance programs. By 2020, there will be some 400-500 enterprises with around 150,000 persons buying pension insurance products or making contributions to voluntary pension funds in the form of investment entrustment. By 2020, the accumulated turnover of voluntary pension funds for reinvestment in the economy, including the capital and securities markets, will approximate VND 10-12 trillion. The |
State shall encourage employees and enterprises to participate in the voluntary pension program through various products of the program, and adopt tax preferences for contributed amounts, investment profits and payments to laborers when they reach the retirement ages. The conditions for enjoyment of tax preferences and specific tax preference levels must comply with the Law on Enterprise Income Tax and the Law on Personal Income Tax and guiding documents. Besides, the Prime Minister also emphasizes to study and develop products of voluntary pension funds with the contributions of employees and employers (enterprises) after the establishment, operation, management and supervision models conformable with international practices and practical conditions of Vietnam, aiming to contribute to the assurance of social security and expand the basis for long-term capital investors on the capital market. This Decision takes effect on the signing date. |

On March 26, 2014, the Ministry of Agriculture and Rural Development issued the Circular No. 10/2014/TT-BNNPTNT on criteria for defining buffer zones of special-use forests and protection belt of marine protected areas. Within that, the buffer zone of marine protected area has the width not exceeding 1,000 m (one thousand) from the boundaries of marine protected area outwards with the activities of fishery, aquaculture, boat docks, tourist attractions and other activities of the people directly affected the conservation of marine protected areas; and the marine protected areas adjacent to land, islands, the buffer zones also include the area of land, coastal water with hamlet communities and residential groups living and operating their business and production and traditional living activities. The definition of internal buffer zones must meet the criteria as areas with hamlet communities and residential groups |
stably living before establishment of special-use forests; having no conditions for immigrant resettlement out of special-use forests; having long-term plan for stabilizing inhabitants in place in accordance with planning of special-use forest; the area inside the buffer zone shall be determined on the basis of the current state of land and water surface actually used of the households stably living and cultivating before establishment of special-use forest, but not exceeding a maximum of 10% of total area of special-use forests. The definition of external buffer zone of special-use forest must meet the criteria as areas with hamlet communities living and operating their business and production and traditional living activities and area of hamlets adjacent to the external boundaries of special-use forest. This Circular takes effect on May 12, 2014. |
