STANDARD CONSTRUCTION CONSULTING COSTS
 

On February 15, 2017, the Ministry of Construction issued the Decision No. 79/QD-BXD on standard project management and construction consulting costs.

The most important content is the standard construction consulting costs; the construction consulting costs  are used for determination of costs of consulting works in the total investment and construction cost estimate, and is the basis for determination of the contract value. The consulting contract price is determined according to the consulting contractor selection result in accordance with regulations of law on bidding.

TEACHERS OF COLLEGE LEVEL MUST HAVE TEACHING TIME
AT LEAST FROM 01 YEAR
 

In accordance with the Circular No. 08/2017/TT-BLDTBXH dated March 10, 2017 of the Ministry of Labor, War Invalids and Social Affairs on standards in qualifications of vocational education teachers; teachers of college level  must have at least 12-month teaching experience; obtain at least a certificate of vocational pedagogy at vocational intermediate level, vocational college level, or a certificate of pedagogy level 2 or a certificate of pedagogy of professional secondary school or junior college's degree in pedagogy major or a certificate of pedagogy at intermediate level.

Beside above criteria, teachers of college level must have some other ones such as: Attain at least information technology level meeting standards for basic information technology; Attain at least foreign language level 1 (A1); Regularly engage class observation, exchange teaching experience with colleagues; participate in training of

WORKING TIME OF TEACHERS OF COLLEGE OR INTERMEDIATE LEVEL
SHALL BE 44 WEEKS PER YEAR
 

Takes effect on July 01, 2017, the Circular No. 07/2017/TT-BLDTBXH dated March 10, 2017 of the Ministry of Labor, War Invalids and Social Affairs on working regime for vocational education teachers.

Accordingly, Working time of teachers of college or intermediate level shall be 44 weeks per year according to 40-hour per week working regime, in which teaching and educating students: 32 weeks in case of teachers of college level; 36 weeks in case of teachers of intermediate level; study and participate in standardized training programs, advanced training programs, scientific researches: 08 weeks in case of teachers of college level; 04 weeks in case of teachers of intermediate level; probation at enterprises or specialized agencies: 04 weeks in case of teachers of college or intermediate level.

Annual leave of a teacher is 08 weeks, of a managerial public employee cum teacher prescribed in Clause 5 Article 5 of this Circular is 06 weeks, including summer holiday, Tet holidays, and other holidays. Working time of teachers

REGULATIONS ON TRAINING VOCATIONAL EDUCATION TEACHERS
 

On March 08, 2017, the Ministry of Labor, War Invalids and Social Affairs issued the Circular No.  06/2017/TT-BLDTBXH dated March 8, 2017 of the Ministry of Labor, War Invalids and Social Affairs on recruitment, employment, and training applicable to vocational education teachers. . This Circular applies to teachers in vocational education institutions; and other relevant agencies, organizations, and individuals and shall not apply to pedagogical institutions and teachers of pedagogy under scope of management of the Ministry of Education and Training.

In accordance with this Circular, training programs includes standardized training program means a type of training with the purpose of standardizing teachers in terms of professional competence and knowledge; standardizing professional titles and other matters; advanced training program means a type of training with the purpose of improving teachers in terms of professional qualifications, professional skills, pedagogy, foreign language, and information technology competence and other matters to meet the requirements for profession development and

TO SUPPLEMENT THE UNITS IN INSPECTION ACTIVITIES
OF SCIENCE AND TECHNOLOGY
 

On March 15, 2017, the Government issued the Decree No. 27/2017/ND-CP dated March 15, 2017 of the Government amending and supplementing a number of articles of the Decree No. 213/2013/ND-CP dated 20 December 2013 of government regulations on the organization and inspection activities of science and technology.

Within that, the most important contents is the regulations on supplementing the agency assigned to implement specialized inspection functions and operation of specialized inspection. In particular, from March 15, 2017, beside the General Department of Standards Metrology and Quality, Vietnam Agency for Radiation and Nuclear Safety, the Department of Standards Metrology and Quality under the management of Department of Science and Technology of provinces and central cities shall have the organization and inspection activities of science and technology.
