Takes effect on April 08, 2016, the Circular No. 31/2016/TT-BTC dated February 23, 2-16 of the Ministry of Finance supplementing N-Hexan products used in the dried production of soya bean oil and vegetable oil, rice bran and rice bran oil into Chapter 98 of the preferential import tariff, with the import tax rate of 2%. To receive the above tax rate, the N-Hexan products must be used in the dried production of soya bean oil and vegetable oil, rice bran and rice bran oil into Chapter 98 of the preferential import tariff. The customs declarant must |
register the list of imported goods in the Heading 98.42 (List) with the nearest Customs Department together with the annually imported amount that is in accordance with capacity scale/needs to produce annually before importing the first shipment. If the registered list needs modifying or supplementing, the customs declarant shall modify or supplement but they have to submit documents to the Customs Department where they register the list before importing the next shipment involving the modified or supplemented list. The list proving that the modification is suitable. |

The Circular No. 207/2015/TT-BTC issued by the Ministry of Finance on December 25, 2015 amending and and supplementing the Circular No. 148/2013/TT-BTC guiding regulations on selling duty-free goods issued together with Decision No. 24/2009/QD-TTg and Decision No. 44/2013/QD-TTg amending and supplementing a number of Articles of regulations on selling duty-free goods issued together with Decision No. 24/2009/QD-TTg dated February 17, 2009 of the Prime Minister. Accordingly, from February 10, 2016 – The effective date of the Circular, duty-free goods is entitled to be sold to passengers on international flights to Vietnam. According to the international flight schedule, the trader shall make a note of goods supply for every flight. The note shall specify necessary information: the name of goods, unit, quantity and PLU codes (if any). Prior to landing, the flight attendant |
shall aggregate all buyer's information including: the name of the buyer, passport reference number, name of goods, unit, quantity and PLU codes (if any) and seal the remainder. After completion of the entry procedure, the trader shall take delivery of 02 statements of cash flow and foreign currency revenue earned from duty-free goods sold using form 02 hereof from the chief attendant and such statements shall be presented to the customs authorities. Within 24 hours from the scheduled time of landing, the trader shall input the following information into the management program of duty-free goods: the full name of the buyers, flight reference number, and date of flight, name of goods, quantity, total quantity, value and total value. Also from February 10, 2016, In addition to duty-free goods such as wine, beer, cigarette, every crewmember is entitled to buy extra duty-free goods for personal purposes. |

On December 16, 2015, the Ministry of Education and Training issued the Circular No. 32/2015/TT-BGDDT on regulations on determination of enrollment targets of higher education institution, takes effect on February 01, 2016. Universities shall not be licensed for college and vocational training except for those providing field II and universities under provinces or centrally – affiliated cities not being licensed for provision of field I for colleges and vocational training. The annual enrollment targets of associate degree of universities that provide associate degree programs shall be reduced by 30% in comparison with that in 2015 and expected to aim at zero by 2020. Universities that provide vocational training shall terminate their provision of such training by 2017. |
The number of full-time students including students in bachelor’s degree, associate degree, professional degree and educational bridge programs and/or second degree programs under full-time education (hereinafter referred to as full-time students) shall be determined according to a converted lecturer in a field of a university. The floor area directly designed for training and educational activities per a full-time student. The floor area shall not be less than 2.5 m2. The maximum number of full-time students of a university shall not exceed 8,000 full-time students for the university training for field VI; not exceed 5,000 full-time students, for the university providing field II; not exceed 15,000 full-time students for the university providing field I, II, IV, V and VI… |

The Ministry of Education and Training issued the Circular No. 31/2015/TT-BGDDT dated December 14, 2015 of the Ministry of Education and Training prescribing criteria for evaluating English textbooks in general education. The criteria includes 44 criteria with 05 groups: Criteria of prerequisites; Criteria of teaching objectives, principles and methodologies; Criteria of language knowledge and skills; Criteria of design and structure; Criteria of attached educational materials. Accordingly, The books must be conformable with the Vietnamese culture, history, geography, moral principles, habits and customs and in consistent with the tendency of international integration. The books shall not cause bad influence on the patriotism, national pride, political security, public order and social security and the sovereignty. The books do not include social prejudices on sex, race, religion, profession, social position and age group. Besides, teaching contents for |
developing capacity of Listening, Speaking, Reading and Writing skills and contents of Vocabulary, Phonetics and Grammar shall be suitably divided in each learning unit. The book must have attached educational materials which ensure the sufficient instruction of the book’s contents. Attached educational materials are suitable to the book’s contents and in conformity with Vietnam’s requirements. This Circular provides for the criteria for evaluating the English textbooks in general education. The national textbooks appraisal Council shall base on this circular for evaluating English textbooks. This circular is used to orientate the publishers and entities in editing a suitable book for learning program and assist educational managers, students and parents in selecting and using books in the course of teaching and learning. This Circular takes effect on January 28, 2016. |

On December 25, 2015, the Prime Minister signed the Decision No. 66/2015/QD-TTg on regulations on criteria, power and procedures for recognition of hi-tech agricultural zones stipulating criteria, the power and procedures for recognition of hi-tech agricultural zones and decision applies to entities involving in the recognition of hi-tech agricultural zones in Vietnam. A hi-tech agricultural zone means a centralized production area where high technologies are applied to produce at least one advantageous agricultural product which ensure high yield, quality, added values and environmental-friendly manner under regulations of laws. With above roles, an agricultural zone recognized as a hi-tech agricultural zone shall meet the following criteria such as production and consumption are part of value chains in which key enterprises, cooperatives, inter cooperatives are indispensable. Products of a hi-tech agricultural zone are advantageous products of, including plant varieties, domestic animals and aquatic breeds that produce high yield, high quality and have outstanding impact resistance; agriculture, forestry and fishery products that have high added values and economic effectiveness; and product |
quality satisfying standards of international, or Asia or Vietnam (Viet GAP). Besides, applied technologies are advanced technologies and biological technologies for variety selection, breeding , disease prevention, intensive and super-intensive production , intensive processing technologies for added value elevation; automatic and semi-automatic technologies; information technology and other remote sensing and environmental-friendly ones. Technology shall be applied on industrial scale to increase production yield, product values and labor productivity. On varieties of products and the scale of a hi-tech agricultural zone, the area of at least for flowers is 50 ha; fresh vegetables is 100 ha; rice is 100 ha; edible mushrooms and medicinal mushrooms is 5 ha; perennial fruit trees is 300 ha; perennial industrial plants (tea, coffee and pepper trees) is 300 ha; fisheries is 20 ha; the grow-out is 200 ha and cows is at least 10,000 dairy cows/year; at least 20,000 beef cattle /year. This Circular takes effect on February 10, 2016. |
