NEXT YEAR, GDP IS TARGETED TO INCREASE BY 6-6.5%
 

The XIII National Assembly approved the Resolution No. 11/2011/QH13 on the 2012 socio – economic development plan; of which, the general objectives by 2012 is to give priority to curbing inflation, stabilizing the macro economy and maintaining a reasonable growth rate in association with renewing the growth model, restructuring, and raising the quality, effectiveness and competitiveness of, the economy;

Some major targets regarding economically are set as follows: the gross domestic product (GDP) will increase by 6-6.5%; the total export turnover will grow by 13%. To strive to reduce the trade deficit to below 10% of the total export turnover; to strive to reduce the budget deficit to below 4.8% of GDP; the total development investment capital of the entire society will represent some 33.5% of GDP; the consumer price index will increase at below 10%.

 

For social targets, its objective is to create around 1.6 million jobs and trained laborers will account for 46% of the total workforce of the economy. The poverty rate will drop by 2%, particularly by 4% in poor districts. The malnutrition rate among under-5 children will drop to below 16.6%.

In order to achieve these targets, there are a number of major tasks and solutions given. The Resolution proposes 9 groups of solution, of which, the Government should restructure investment, focusing on incrementally reducing the proportion while raising the effectiveness of public investment; restructure the financial market with a focus on restructuring the system of banks and financial institutions; restructure enterprises of all economic sectors, focusing on state economic groups and corporations to increase the governance capacity of state enterprises.


BY 2015, SEVERELY HANDLING THOSE DISGUISED AS CRAFT VILLAGES

On November 26, 2012 the National Assembly approved the Resolution No. 19/2011/QH13 on results of supervision and stepping up of the implementation of environmental policies and laws in economics zones and craft villages.

The National Assembly agrees to the contents of the National Assembly Standing Committees’ report on results of the implementation of environmental policies and laws in economic zones and craft villages regarding the assessments of the obtained results, limitations and weaknesses and causes of such limitations and weakness as well as proposals to step up the implementation of environmental policies and laws in economic zones and craft villages.

The Resolution also requests to severely handle acts in violation of the law on environmental protection in craft villages, which cause serious environmental pollution. Bu 2015, 85% of production establishments, discarded material recycling establishments or those disguised as craft villages which process or manufacture seriously polluting products will be handled.
 

 

Under the Resolution, the National Assembly also noted that, at present, most of economic zones have just started their operations. As construction items in many economic zones remain in the stage of planning, ground clearance or construction, the environment quality is not alarming yet. In the future, when economic zones are completed and put into operation while due attention is not given to environmental protection, the danger of environmental pollution will be very high and the treatment of environmental pollution then will be costly and difficult.

Under the Resolution, the National Assembly notes that, at present, most craft villages have not yet been rationally planned, with small scaled and unstable production and obsolete technologies, which are scattered and intermingled with residential quarters. Hence, environmental pollution in these villages is hardly controlled, treated and redressed, and has become more and more serious in some areas, badly affecting the health of local inhabitants, particularly direct workers.

 
THE TIME LIMIT FOR SETTLEMENT OF CONSULAR CERTIFICATION
 AND LEGALIZATION DOSSIER IS ONE WORKING DAY

 

The time limit for settlement of consular certification and legalization dossier is one working day after the date of receiving a complete and valid dossier. For a dossier comprising 10 or more papers and documents, the time limit for settlement may be longer but must not exceed five working days.

On December 05, 2012, the Government issued the Decree 111/2011/ND-CP regulating on Consular certification and legalization.

Under the Decree, Consular certification means the competent Vietnamese agencies’ certification of stamps, signatures and titles on Vietnam’s papers and documents for being recognized and used abroad. Consular legalization means

 

 

the competent Vietnamese agencies’ certification of stamps, signatures and titles on foreign papers and documents for being recognized and used in Vietnam.

Consular certification and legalization is simply certification of stamps, signatures and titles on papers and documents, not coving certification of contents and forms of papers and documents.

The languages used for consular certification and legalization are Vietnamese and the official language of the country where the papers concerned are used, or English or French.

The Decree shall take effect on February 01, 2012.

 
BY 2020, GIVING THE PRIORITY TO MODERNIZING
THE HYDRO METEOROLOGICAL OBSERVATION NETWORK

 

This is one of the priority programs and projects in the period 2011-2015 according to the Decision 2139/QD-TTg dated December 05, 2012 of the Prime Minister approving the national strategy for climate change.

Accordingly, in addition to giving the priority to review, formulate and develop the plans for modernizing the hydro meteorological observation network and forecasting technology by 2020, the Government also determines to develop many other priority programs and projects.

Specifically, the Government gives the priority programs and projects for review, development and implementation: the national target program to respond to climate change, development of an extended plan for 2016- 2025; The national scientific and technological program on climate change; The water resources

 

management and climate change adaptation programs for Mekong River and Red River Deltas; The climate change response programs in major cities of Vietnam; The project on GHD emission inventory and reduction and management of GHG emission reduction activities; The sea and river dyke up gradation and renovation program under climate change and sea level rise conditions; The public healthcare system improvement program under climate change and sea level rise conditions; The socio- economic development program in inhabited islands to effectively respond to climate change and sea level rise; The program to pilot and widely multiply model communities to effectively respond to climate change.

This Decision shall take effect on December 05, 2011.
 


BY 2020, EXPORT TURNOVER OF AGRICULTURE,
FORESTRY AND FISHERIES REACH $ 40 BILLION

 

The Prime Minister approved the master plan of production development of agriculture to 2020 and a vision toward 2030 in the Decision No. 124/QD-TTg dated February 02, 2012.

The overall objective of the master plan is to build up an agricultural of overall development in the direction of modernity, sustainability, large-scale commodity production on the basis of promoting the comparative advantages; applying science and technology to increase productivity, quality, efficiency and high competitiveness to ensure national food security in both the short and long term, to meet the domestic diverse needs and for export; improving the efficiency of land use, water, labor and capital; raising incomes and living conditions of farmers, fishermen, salt and forest makers.

For the structure of agriculture, forestry and fisheries to 2020, agriculture accounts

 

for 64.7%, forestry 2% and Seafood 33.3%. GDP growth rate in agriculture, forestry and fisheries reaches from 3.5 - 4%/year. The forest coverage reaches 44 - 45%. Export turnover of agriculture, forestry and fisheries reaches $ 40 billion. Output value per 1 ha of agricultural land is average at 70 million VND.

Mechanization is an important solution to develop agriculture. Striving to 2020, the rate of mechanization in the stage of preparing soil will increase from 70% in 2010 to 95%; stage of cultivation, fertilization from 25% to 70%, harvest stage from 30% to 70%, processing stage from 30% to 80%.

This Decision takes effect from the date of signing and replaces the Decision No.150/2005/QD-TTg of June 20, 2005 on approving the planning of conversion of production structure of agriculture, forestry and fisheries of the whole country to 2010 and a Vision toward 2020
