According to Circular No. 02/2017/TT-BLDTBXH dated February 20, 2017 of the Ministry of Labor - Invalids and Social Affairs guiding organization of the action month on occupational safety and hygiene, the action Month for occupational safety and hygiene shall be held annually from 01 to 31 of May; the launching ceremony for occupational safety and hygiene shall be held annually within 1 day during the first to the fifth of May. Content of the action Month for occupational safety and health focus on organization and implementation of specific activities to implement themes of the action Month for occupational safety and health; regulations of the Law on occupational safety and hygiene; objectives on improving |
working conditions, reduction on labor accidents, occupational disease and developing culture at workplace. Business establishments shall review, organize training sessions on occupational safety and hygiene in accordance with each group; provide information and guide laborers how to judge risks on occupational safety and hygiene; check health on occupational diseases and observing working environment; signing obligations on occupational safety and hygiene in each groups in accordance with specific conditions of units; encouraging victims and families whose victims are occupational injured… This Circular takes effect on April 06, 2017. |

On January 16, 2017, the Government issued Decision No. 03/2017/ND-CP on casino business, pilot permit for Vietnamese citizens to play in casinos included entertainment complexes at places satisfying requirements and approved by the competent authorities. The duration of pilot permission shall be 03 years from the day on which the pilot permission for Vietnamese citizens to play in a casino is first conducted. After 03 years of pilot permission, the Government shall consolidate reports, assess the data and decide on whether or not to terminate the permission for Vietnamese citizens to play in casinos in Vietnam. A Vietnamese citizen allowed to play in a casino must be at least 21 year olds and fully capable of civil acts; must have proofs of having current income of at least VND |
10 million per month or being subject to at least grade-3 income tax; has bought a casino entrance ticket with the price of VND 01 million/24 continuous hours/person or VND 25 million/month/person… Especially, a Vietnamese citizen allowed to play in a casino shall use only Vietnam dong for exchange for tokens; remaining or winning tokens may be re-exchanged for Vietnam dong. Also in accordance with this Decision, a casino-operating enterprise shall provide only 02 types of prize-winning games through a gaming machine or a gaming table; in case of suspend its business, the enterprise shall post a notification publicly at the casino and send it to the Ministry of Finance, People’s Committees of provinces at least 15 days before the suspension date. This Decision takes effect on March 15, 2017. |

This is one of targets that the Government had set at Resolution No. 19-2017/NQ-CP dated February 06, 2017 on main duties and measures for improving business environment and enhancing national competitiveness in 2017 and orientation towards 2020. With the aim by the end of 2017, starting a business of our country ranks top 70 countries; reduce time for carrying procedures for paying taxes and social insurance premiums shall be finished within 168 hours/year, procedure for licensing construction permit and relevant formalities shall be finished with 120 days; time for carrying procedure for property registration shall be finished within 20 days, a contractual dispute shall be settled within 300 days and bankruptcy shall be solved within 30 months…, the Government has asked every Minister, Head of Ministerial-level agencies, Governmental Offices, President of People’s Committees of provinces take charge for some main solutions. |
In particular, boost certification of conformity in the export countries and focus on post-clearance audit of imports; introduce online procedures for specialized inspection; amend regulations on fees for specialized inspection, ensure the transparency of methods of cost calculation and identification of fee payers, and gradually apply price mechanism; impose penalties on entities that are irresponsible and have acts of harassment to citizens and enterprises; publish the list of enterprises which have been undergoing bankruptcy procedures via the business registration national portal; do not limit the used lifetime of 10 years for all machinery and equipment. The Ministry of Finance shall apply information technology to at least 95% of work such as submission of tax declaration and tax payment; publish tax refund database, check 100% of tax refund records and punctually and duly resolve 100% taxpayers’ complaints… |

On January 06, 2017, the Prime Minister issued Decision No. 12/QD-TTg on approving the “scheme for determination of damage, compensation and assistance in business recovery and social security for maritime environmental incident - affected residents in Ha Tinh, Quang Binh, Quang Tri and Thua Thien Hue provinces” At the Scheme, the Prime Minister confirmed to assist health insurance for members of households on the List of affected entities (residents in Ha Tinh, Quang Binh, Quang Tri and Thua Thien Hue provinces) approved by the People’s Committee of the district with the duration maximum 02 years from January 01, 2017 to the end of December 2018 inclusive. Besides, workers who are members of households on the |
List of affected entities shall be assisted in job creation with the duration of maximum 02 years from January 06, 2017. In particular, workers shall be entitled to take concessional loans from the National Employment Fund at the interest rate of 50% of the interest rate of loans for poor household; workers are given priority to participating in projects and policies on marine environmental remediation, aquatic resource restoration and replenishment and local tourism development. Especially, business facilities employing these workers under 12-month contract or longer shall receive wholly subsidies for training fees and premiums of worker’s social insurance, health insurance and unemployment insurance… This Decision takes effect on the signing date. |

From February 17, 2017, organizational structure of the State Bank of Vietnam concludes 26 units, instead of 27 units as before is the important content at Decree No. 16/2017/ND-CP dated February 17, 2017 of the Government defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam. Accordingly, the new unit is the Communication Department; the Banking University of Ho Chi Minh City and the Representative Office in Ho Chi Minh City are eliminated from the organizational structure of the State Bank of Vietnam; other units still be the same, conclude: The Banking Academy; The Banking Times; The Banking Magazine; The Banking Strategy Institute; Branches in provinces and centrally run cities; The Transaction Bureau; The Administration Department… |
Within that, there are 7 divisions in the Monetary Policy Department, International Cooperation Department; there are 6 divisions in the Foreign Exchange Management Department, Finance and Accounting Department, Statistics and Forecast Department, Credit Department for Economic Sectors; the Administration Department has 7 divisions and a sub-division in Ho Chi Minh City; the Issuance and Vault Department has 9 divisions and a sub-division in Ho Chi Minh City; Branches in provinces and centrally run cities: there are 7 divisions in the branch in Hanoi, 8 divisions in the branch in Ho Chi Minh City, 5 divisions in Haiphong, Da Nang, Can Tho, Nghe An, DakLak and 4 divisions in 56 remaining provinces… This Decision takes effect on February 17, 2017. |
