SUMMARY

To build Hai Phong into a green city

This is the content of the Prime Minister’s Decision No. 821/QD-TTg dated July 06, 2018 on approving the adjusted master plan on socio-economic development of Hai Phong city through 2025, with orientations toward 2030.

Hai Phong is built with the aim to be a green, civilized, modern and smart seaport city with a breakthrough economic growth rate. By 2020, Hai Phong will be ranked among 10 top provinces and cities in the provincial competitiveness index with more than 33,000 enterprises.

To achieve these targets, the Prime Minister commands:

- To speed up the construction of industrial park infrastructure projects, basically complete essential technical infrastructure facilities of the Dinh Vu-Cat Hai economic zone;

- To restructure the sector toward quickly raising the proportion of aquatic product and husbandry value. To develop and rehabilitate forests in association with the protection of forests and eco-environment landscape toward a “green city”.

- To equitize State enterprises, allow State enterprises to go bankrupt and divest State capital at equitized enterprises; to further review and restructure State capital in joint stock companies…

This Decision takes effect on the signing date.

DECISION

Approving the adjusted master plan on socio-economic development of Hai Phong city through 2025, with orientations toward 2030[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of socio-economic development master plans; and Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of Decree No. 92/2006/ND-CP of September 7, 2006;

At the proposal of the People’s Committee of Hai Phong city,

 

DECIDES:

Article 1.To approve the adjusted master plan on socio-economic development of Hai Phong city through 2025, with orientations toward 2030, with the following principal contents:

1. DEVELOPMENT VIEWPOINTS:

1. To build Hai Phong city into a strong economic hub of the northern key economic region.

2. To renew growth models for higher efficiency and competitiveness of the economy; to shift from extensive development to intensive development.

3. To build and develop Hai Phong toward a green, smart seaport city with unique architecture and synchronous socio-economic infrastructure system.

4. To boost fast economic growth, restructure the economy toward industrialization and modernization based on advanced institutions and scientific and technological foundations and bringing into play human factors; to build and develop culture and human resources to satisfy the city and country’s sustainable development requirements.

5. To closely combine economic development and environmental protection and landscape protection, ensure the long-term exploitation and use of natural resources, maintenance of the eco-balance and proactive adaptation and response to climate change toward a green, environment-friendly economy and sustainable development.

6. To combine economic development and defense-security, firmly maintain political security and social stability. To build Hai Phong into an inviolable defense-security fortress where the people’s physical and spiritual lives are constantly improved in an equitable and civilized society.

II. DEVELOPMENT OBJECTIVES

1. Overall objectives

To build Hai Phong into a green, civilized, modern and smart seaport city with a breakthrough economic growth rate, a large, competitive service and industrial center, and the country’s key area for marine economic development; with an initially developed knowledge economy, and a private economy becoming an important impetus of the socialist-oriented market economy; an education-training, medicine and science-technology center of the northern coastal region; a city with a synchronous and modern infrastructure system, meeting the criteria of grade-I urban centers before 2020 and basically the criteria of special urban centers by 2025;  an important transport hub of the country and the major sea gateway of northern localities and the two Vietnam-China economic corridors; a city strongly connected with the world and region as well as other localities in the country, a locomotive with spill-over socio-economic development effect in the northern region; a city with social security and welfare guaranteed and the people’s spiritual and material lives constantly improved; a well-protected environment adaptable to climate change, proceeding to building a green, environment-friendly economy; a strong defense-security fortress.

2. Major socio-economic development targets

a/ Economically:

- The city’s gross regional domestic product (GRDP) value at the current price will make up 19.6% of the northern key economic region’s GDP and 4.86% of the country’s GDP by 2020; and 23.7 % and 6.38% by 2025; and 28.3% and 8.2% by 2030, respectively.

- The average per-capita GRDP based on the comparative prices of 2010 will reach VND 86.3 million by 2020; VND 150 million by 2025 and VND 256 million by 2030 (equivalent to USD 6,993 by 2020; USD 14,740 by 2025; and USD 29,887 by 2030).

- The GRDP growth rate in the 2016-2020 period, 2021-2025 period and 2026-2030 period will be 13.5%/year; 13%/year and 12.5%/year, respectively.

- The proportion of services will be 57%; industry-construction, 38.1% and agriculture, forestry and fisheries, 4.9% of the city’s GRDP by 2020; and the respective figures will be 60.8%, 36% and 3.2% by 2025; and 63.3%, 34.6% and 2.1% by 2030.

- The total export value will reach around USD 12-17 billion by 2020; USD 20-21 billion by 2025 and USD 43-44 billion by 2030; the total volume of cargo handled at the ports in the city will be 130 million tons by 2020, 300 million tons by 2025 and 550-580 million tons by 2030.

- The state budget revenues will surpass VND 120 trillion by 2020; reach VND 180-190 trillion by 2025, and VND 300-310 trillion by 2030, of which domestic revenues will reach VND 35-38 trillion; VND 55-60 trillion; and VND 90-95 trillion, respectively.

- The whole society’s labor productivity will be VND 122 million/laborer by 2020; VND 195 million/laborer by 2025; and VND 300 million by 2030 (based on the comparative prices of 2010).

- The city will be home to more than 33,000 enterprises by 2020; more than 42,000 enterprises by 2025; and more than 53,000 enterprises by 2030. To raise the proportion of the private economic sector’s contribution to the GRDP to around 51-53% by 2020; around 55-56% by 2025; and around 60-65% by 2030.

- Hai Phong will be ranked among 10 top provinces and cities in the provincial competitiveness index by 2020.

b/ Infrastructure

To prioritize investment in infrastructure development according to grade-I urban center standards and close to special-urban center standards in some areas. The infrastructure development rate will be around 16% from now to 2020 and reach 20% by 2030.

To complete the building of a new countryside with infrastructure convenient for economic development and exchange with the outside by 2019. By 2030, to build a complete framework infrastructure meeting the major criteria for special urban centers. By 2020, to basically build an e-government, develop and operate a smart urban traffic management system with a centralized, uniform information system and database with Internet connection, integration and sharing among state management agencies, investors, enterprises and people. The rate of public transport use will reach 20% by 2020 and 30% by 2030.

c/ Culturally and socially

- Hai Phong city’s population will reach around 2.1 million with an urbanization rate of around 50-55% by 2020; around 2.25 million with an urbanization rate of 60-65% by 2025; and around 2.4 million with an urbanization rate of 65-70% by 2030. The average natural population growth rate will be below 1%/year in the 2016-2020 period; and 1.15%/year in the 2021-2030 period.

- The rates of pre-schools, and primary, lower secondary and upper secondary schools reaching national standards will be 50%, 75%, 50% and 40%, respectively, by 2020; and these rates will be 70%, 90%, 70% and 65%, respectively, by 2030. All students will learn two sessions (morning and afternoon) a day.

- The rate of health stations reaching the national health standards will be 90% by 2020 and 100% by 2025, which will be maintained afterwards. The number of medical doctors per 10,000 people will be 14 by 2020, 16 by 2025, and 18 by 2030. The average life expectancy will be 77 by 2020; 77.5% by 2025; and 78 by 2030.

- By 2020, the rate of trained laborers will be 85% by 2020 with 60% for vocational training, which will increase to 87-88% and 65%, respectively, by 2025, and 90% and 70%, respectively, by 2030.

- The poor household rate will see an annual decrease of 0.7-1% (according to the national poverty line).

d/ Environmental protection

The energy consumption/GDP rate will fall by more than 20% in 2020 and over 50% in 2030 against 2010. The forest coverage and green canopy will reach 23% by 2020, 24% by 2025, and 25% by 2030. By 2020, all urban waste will be collected and disposed of; 90% of rural waste will be collected and disposed of by 2020, and this rate will reach 95% by 2025 and 100% by 2030. All operating industrial parks will have a centralized wastewater treatment system up to environmental standards by 2020 and afterwards. All sectors and fields will be “greenerized” and incentives will be given to the development of energy- and natural resources-saving economic activities. The rate of green agricultural product value will surpass 10% by 2020 and 40% by 2030. To build more funeral homes in order to have 5-7 funeral homes in the city by 2030.

dd/ National defense and security

To build an all-people, comprehensive national defense and a strong defensive zone in the city. To effectively combine economic development and defense- security assurance; to create an environment conducive to socio-economic development and a peaceful life for the city’s people. By 2020, to build 6 works in the city’s number 1 rear base in Elephant Mount, An Lao district.

III. DEVELOPMENT BREAKTHROUGHS

1. To renovate the growth model, be proactive in international integration, raise economic efficiency and competitiveness.

2. To build and develop Hai Phong toward a green, smart and modern port city; to step up the building of a new countryside.

3. To develop a synchronous and modern infrastructure system to ensure its connectivity and bring into play its role as the major gateway to the sea of northern provinces.

IV. DEVELOPMENT ORIENTATIONS OF SECTORS AND FIELDS

1. Economic sectors

a/ Services

To invest in quickly developing services (port, ocean shipping, logistics, aviation, finance-banking, trade, tourism, education-training, healthcare, etc.) to build Hai Phong into a large maritime logistics service and ocean shipping center of Vietnam; a logistics service center of the northern key economic region in the South Dinh Vu industrial park with four satellite logistics centers, namely Lach Huyen, Trang Due, VSIP and Tien Lang; a large financial, trade, market promotion and investment mobilization center of the northern region, the country and the region; a large communication, post and telecommunications and international conference center of Vietnam; a large healthcare center of the northern coastal region. To take the initiative in and work out an appropriate roadmap for international integration in ocean shipping.

To set up a national and international import-export service center and an international trade-fair-exhibition center. To apply a sustainable export model and actively and proactively participate in the global production network and value chain; to manufacture and export high value-added, intensively processed, hi-tech and environment-friendly products.

To sustainably develop Hai Phong’s tourism into a spearhead, major, professional, high-quality, diverse, unique and environment-friendly sector, especially high-end tourism. To form national and international sea tourism resorts like Cat Ba and Do Son.

To combine the development of high-quality services for external economic activities (import-export business, finance services, telecommunications services, etc.) and the development of marine economy, mining and processing and international tourism.

b/ Industry-construction

To attach importance to developing major, spearhead industries with high productivity, added value and scientific and hi-tech contents; clean technologies, marine industries, electronics and electric home appliances industry, exports industry, supporting industries; and products capable of joining global value chains. To prioritize the attraction of green, natural resources- and energy-saving and environment-friendly industries. To raise the product localization rate, gradually shifting from processing and assembly to creation and manufacturing; to gradually reduce preliminarily processed products. To further attract foreign projects using cutting-edge technologies to form electronic industrial clusters to turn Hai Phong into a leading industrial center of Vietnam. To restructure industries in association with renovating the growth model in depth to deeply join regional and global industrial production networks. To encourage enterprises to invest in advanced, modern equipment to increase product yield and quality.

To speed up the construction of industrial park infrastructure projects, basically complete essential technical infrastructure facilities of the Dinh Vu-Cat Hai economic zone. By 2020, to selectively set up new industrial parks and clusters with a total area of 4,000-5,000 ha, bringing the total acreage of the city’s industrial parks and clusters to more than 10,000 ha. To prioritize the development of industrial parks in the Dinh Vu-Cat Hai economic zone to attract supporting industries, high value-added industries using modern, environment-friendly technologies.

To ensure sustainable industrial development.  To review and request industrial parks and clusters that fail to satisfy environmental standards to remedy, rehabilitate and upgrade works to protect the environment; to close industrial parks that are unable to remedy environmental pollution and rehabilitate their works;  to restrict the establishment of industrial parks and production facilities that are likely to cause serious environmental pollution in river basins. To continue encouraging and planning the relocation of polluting factories and industrial establishments out of urban and residential areas. To restore traditional craft villages, combining modern and traditional techniques and associated with tourism development. To transform traditional craft villages into rational industrial parks or clusters of traditional craft villages with technical infrastructure satisfying environmental protection requirements.

To further develop construction enterprises with well-known brands; to encourage the development of new construction enterprises.

c/ Agriculture, forestry and fisheries

To restructure the sector toward quickly raising the proportion of aquatic product and husbandry value. Major commodity farm products include high-quality rice, vegetables, tubers and fruits; flowers and bonsais; pipe tobacco; aquatic products and seafood, pork for export, poultry and cows.

To develop agricultural production toward concentration, high technology, eco- safety, high effectiveness and value, and organic agriculture. To develop plants and animals of high economic value suitable to local conditions; to efficiently use the agricultural land fund through intensive cultivation to increase productivity, crops, and product quality and value. To build an eco-agricultural sector associated with tourism and environmental protection and set up value chains from input materials, production to consumption. To build a sustainable agriculture, forestry and fisheries ecosystem that efficiently and economically use resources (land, water, labor, services, etc.) to create high-quality and safe products.

By 2025, with orientations toward 2030, to zone off 5,870 ha of technology-applied farming zones in 7 urban and rural districts. To prioritize competitive products such as high-quality cattle and poultry, quality rice, vegetables, tubers and fruits, pipe tobacco, flowers, bonsais, and aquatic products and seafood.

To develop selected areas of fisheries economy, building Hai Phong city into a center of breeds and feed production, science-technology, aquatic product processing and export and fishing logistics services.

To develop and rehabilitate forests in association with the protection of forests and eco-environment landscape toward a “green city”.

To promote the effectiveness of household and farming economy, fishing groups and enterprises. To step up the application of science-technology, particularly high technology, synchronously mechanize agricultural and aquatic product production. To develop and expand domestic and traditional markets; to access new export markets.

2. Orientations for enterprise development

To build competitive and sustainably developing enterprises in Hai Phong city.  To equitize state enterprises, allow state enterprises to go bankrupt and divest state capital at equitized enterprises under the Prime Minister’s instruction in each period. To further review and restructure state capital in joint stock companies and settle post-equitization problems. To create favorable conditions for joint stock companies to improve their corporate governance method, renovate technologies, and build brands for international economic integration.

To further develop the private economy in Hai Phong city in a sound, effective and sustainable manner to become an important impetus of the socialist-oriented market economy, contributing to the city’s fast and sustainable socio-economic development, creating breakthrough development and more jobs, improving the people’s life, realizing social progress and justice, ensuring national defense and security in order to build Hai Phong into a green, civilized and modern port city. To attach importance to improving business quality and efficiency of the private economy, building and developing strong and competitive private economic groups in domestic and foreign markets, with a number of enterprises joining regional and global production networks and high-value production chains. The growth rate of the private economic sector will be higher than that of the entire economy.

To attract foreign-invested enterprises into industries with high technologies and advanced technologies up to international standards to ensure the competitiveness of export products and goods. To focus on investment efficiency and improve investment quality, make full use of FDI sources to promote modern and effective economic restructuring, raise the economic growth quality and competitiveness. To prioritize the attraction of FDI industrial production projects into industrial parks and clusters with synchronous technical infrastructure so as to control negative impacts on the environment.

3. Orientations for social development

- To actively maintain a reasonable birth rate, improve population quality, increase people’s access to quality reproductive healthcare services, integrate population elements into sectoral socio-economic development policies and plans at all levels and of all sectors. To develop the labor market and conduct labor restructuring toward rapidly reducing the number of workers in the agricultural sector and increasing that in the service sector, with a focus on logistics. To develop and expand labor export markets, especially those where Vietnamese workers earn high incomes and are safe.

- To substantially and comprehensively renovate, develop, and improve the quality of, education and training as well as science and technology. To develop tertiary education and training and scientific research institutions, build Hai Phong into a high-quality human resources training center of the northern coastal region. To gradually improve training quality so as to create human resources fully qualified to access advanced techniques and modern technologies and competitive in regional and international labor markets; contributing to the development of knowledge economy after 2030. To further promote foreign investment in education and training, striving to have an international university and one or two vocational training schools applying international programs by 2020. To encourage the establishment of research institutes and centers in the city, invest in developing a number of marine studies and tourism universities up to international standards.

- To invest in building synchronous and gradually modern medical infrastructure to satisfy healthcare demands of the city’s people and the requirement of turning Hai Phong city into the northern coastal region’s health center and the country’s leading marine health center. To raise the quality of epidemic prevention and control and medical examination and treatment and physical rehabilitation services, and traditional medicine at all levels; to combine traditional and modern medicine; to combine the development of specialized and hi-tech healthcare in the city and development of grassroots-level health care.

- Science-technology: To build and develop Hai Phong city into a scientific-technological research, application and transfer center of the northern coastal region and the country in marine science, economy and environment by 2030. To raise the quality and effectiveness of scientific and technological research and application, boost hi-tech research, application and development.

- To build Hai Phong people in a comprehensive manner with the characteristics of eagerness for progress, dynamicity, openness, fast adaptation to market mechanism and international integration, long term vision, meeting the requirements of national industrialization and modernization. To develop Hai Phong city into a culture, sports and tourism center of the northern coastal region. To develop the movement “All people unite to build a cultured life” in association with implementing the national target program on building of a new countryside and development of rural culture in a substantive and effective manner. To strictly control, prevent and ward off social evils, fight and drive back drug addiction and prostitution. To effectively preserve and uphold Hai Phong cultural heritage values. To invest in embellishing and upgrading historical and cultural relics and preserving intangible culture. To uphold heritage values of 32 traditional craft villages in the city. To invest in developing 15 major sports and building the northern coastal region’s physical training and sports complex. To build prosperous, equitable, progressive and happy families.

- To concentrate on mobilizing resources for poverty reduction, closely combine economic development and sustainable social development, realize social progress and justice by creating opportunities for all members in the society to equally take part in and fairly enjoy the fruits of the development process.  To create conditions for and encourage all people to get rich lawfully and help the poor to escape from poverty.

- To build an e-government toward the goal of building a smart city. To provide a system of public information services for almost all city residents. To develop a system of public administrative services to communes, wards and townships; to expand e-commerce services.

4. Infrastructure development

a/ Transport

- To synchronously develop the city’s transport infrastructure to be in line with the roadmap of the national transport development master plan and connected with the national transport network, ensuring convenience for economic and cultural exchanges between the city and other localities. To develop various modes of transport to ensure connection at transport hubs with importance attached to linking the road network with Hai Phong seaport, Cat Bi international airport and railway stations. To speed up the construction of important key transport works in the city. To study modes of maritime passenger and cargo transportation, facilitate the transport of passengers and cargo at sea and among islands, especially Cat Ba islands, to promote socio-economic development.

- Roads: the national transport infrastructure system will connect Hai Phong city and the provinces in the regional, inter-regional and national economic space and China’s southwestern region along three major axes, namely Hai Phong-Hanoi axis with two branches to Lao Cai and Yunnan (China) and to Lang Son and Guangxi (China); Hai Phong-Ha Long-Mong Cai axis; and Hai Phong-Thai Binh-Nam Dinh-Ninh Binh axis. The orientation for planning the outbound routes in Hai Phong city by 2030 will cover 12 routes, including two new expressways (the expressway connecting Ha Long city and the Hanoi-Hai Phong expressway; and the Ninh Binh-Hai Phong-Quang Ninh expressway), four new sections connecting the expressways (the section connecting national highway 10 and national highway 5; an inter-provincial section from Thuy Nguyen district (Hai Phong city) to Kinh Mon district (Hai Duong province); the Trinh Xa-Lai Xuan inter-provincial route; the route connecting planned Tien Lang airport’s area to national highway 10), 3 existing expressways and an inter-provincial route and coastal route. To concentrate on completing the construction of 3 belt roads; to embellish and expand urban and rural roads, provincial roads; major road bridges, including Tan Vu-Lach Huyen 2 and Bach Dang bridges; Thai Binh and Van Uc river bridges; Nguyen Trai, Ben Lam, Hoang Van Thu, Dinh, Lai Xuan and Gia 2 bridges. To concentrate on building parking lots and terminals.

- Railway: by 2020, to concentrate on renovating and gradually upgrading the 96-km Hanoi (Gia Lam section) - Hai Phong route to the national railway technical standard. To renovate and upgrade rail stations to improve service quality and increase railway transport market shares. To study and construct a 32.65-km railway linking Hai Phong seaport and Lach Huyen seaport. In the 2021-2030 period, to complete the renovation and upgrade of, and effectively tap the existing railway route to satisfy transport needs. To complete the construction of the system of works to ensure order along the railway traffic safety corridor and rail-road intersections. To study and construct the electrified Lao Cai-Hanoi-Hai Phong railway which is 380 km long and has a track gauge of 1,435 mm and the Nam Dinh-Thai Binh-Hai Phong-Quang Ninh coastal railway which is 120 km long and has a track gauge of 1,335 mm; to build a new 99.7-km long and 1,435-mm track gauge railway linking Lach Huyen and Dinh Vu ports.

- Aviation: To upgrade the Cat Bi international airport to 4E standard capable of handling 13 million passengers and 250,000 tons of cargo per year.

- Seaports: To speed up the construction of Hai Phong international gateway port. To raise the capacity of Chua Ve and Dinh Vu ports. To build the South Dinh Vu industrial park’s port, South Do Son military port and the international passenger wharf at Hoang Dieu port. To build new key passenger ports in Ben Binh area and at Cat Hai and Cat Ba islands.

- Inland waterways: To develop inland waterway routes from Hai Phong to Mao Khe, Dien Cong port, Cong Cau port and Pha Lai, the Hai Phong-Hanoi-Tuyen Quang-Viet Tri-Hoa Binh-Lao Cai route, the Hai Phong-Hanoi-Thai Binh-Nam Dinh-Ninh Binh route, and the routes from Hai Phong to Quang Ninh, Co To and Cat Ba islands; the route in the downstream of Thai Binh, Van Uc, Lach Tray and Thai rivers and Cai Trap canal. To plan in advance wharves and piers along the waterway routes, including ports of large industrial parks and factories such as Gia Minh port, Do Son port (Lach Tray river); to renovate and upgrade passenger wharves; to build 1 international wharf; to study and construct the So Dau cargo port (Hai Phong) that is capable of handling 300,000-1,500,000 tons of cargo per year and self-propelled vessels of under 400 tons. To renovate and upgrade Vat Cach and So Dau river ports and build new special-purpose ports for cement and thermal power plants and industrial parks along the rivers.

b/ Water supply and drainage

To renovate and upgrade water plants to raise their capacity to serve central urban areas such as Vat Cach (An Duong district), An Duong (Le Chan district), and Cau Nguyet (Kien An district). To build new water plants, namely Hung Dao (Duong Kinh district), Ngu Lao (Thuy Nguyen district), Kim Son (An Duong district), and Dinh Vu (Hai An district). To renovate and upgrade water plants to raise their capacity and build new ones in townlets, townships and residential areas, namely Quang Thanh, Luu Kiem, Tien Cuong, Giang Bien, An Hoa and Hung Thang. To build a water supply system for public firefighting in urban centers according to regulations on fire prevention and fighting. To build a separate rain water drainage system via the system of sewers, canals, reservoirs, tidal prevention sewers and pumping stations to rivers and the sea. To renovate and upgrade existing reservoirs; to build 12 new reservoirs for rain water discharge in expanded urban areas, low land and natural water accumulation areas in the city. To upgrade and consolidate sea and river dikes to ensure safety for the city in association with transport.

c/ Power supply

To complete a medium- and low-voltage electrical system in the city; to supply electricity to new industrial parks and clusters and electrify rural areas. To gradually put underground existing medium- and low-voltage power networks. To build new networks underground along urban roads as planned to ensure urban safety and beauty.

d/ Information-communication infrastructure and information technology

To step by step develop the next-generation telecommunication network, provide multiple services via a unified infrastructure. To put underground all peripheral cables in the inner city and urban centers in districts. To build and maintain wireless Internet access points in the inner city, crowded areas, railway stations, airports and tourist docks. To implement the scheme on digitalization of terrestrial TV transmission and broadcasting under the Government’s roadmap, complete the digital TV transmission throughout the city. To upgrade information technology infrastructure, build websites and LAN networks for all Party and State agencies and the city’s socio-economic data system.

dd/ Environmental protection infrastructure

To establish an environmental monitoring network, focusing on the monitoring network of industrial areas, economic zones, and industrial parks and clusters. For new industrial parks: it is a must to build technical infrastructure and operate centralized wastewater treatment facilities right upon their operation commencement; to put into place automatic air and wastewater quality monitoring stations. To ensure ground areas and safe technical conditions for chemical-petrochemical trading and storage areas, especially in the Dinh Vu industrial park. To build and complete district-level residential waste treatment zones under the plan. To review and adjust rural solid waste treatment systems, especially for commune clusters and localities in the city’s freshwater protection corridors. To renovate and expand the water drainage system to thoroughly put an end to the inundation in the inner city. Each township or townlet will be equipped with a wastewater treatment station. To review, build or relocate the people’s cemeteries in communes appropriately. To upgrade and expand the Phi Liet cemetery in Lai Xuan commune, Thuy Nguyen district under the city’s cemetery master plan.

To re-plan the urban green tree system in the direction of planting flamboyant trees on some selected streets and thoroughfares in order to build the city’s image; to select a suitable type of tree for each thoroughfare or street. To renovate and upgrade existing parks and gardens and build new ones: Ho Dong and Tan Thanh parks, Thien Van forest park and the central garden strip. To embellish the systems of urban trees, especially in central points and along the streets and gateway to the city.

5.  Environmental protection and climate change adaptation

To intensify the management of natural resources, make fundamental changes in the exploitation and use of natural resources in a thrifty, reasonable, efficient and sustainable manner associated with the city’s socio-economic development targets. To attach importance to protecting the land, air, urban, seaport and rural environment; to limit environmental pollution in river basins to maintain eco-balance. To develop and use renewable, new energies and recycled wastes toward building a green, environment-friendly economy. To promote research into and application of technology and science to environmental protection, energy saving and cleaner production.  To settle harmoniously economic development issues and pressing social issues and environmental protection. To expand international cooperation and step up the socialization of environmental protection and adaptation to climate change. To take the initiative in climate change adaptation and natural disaster prevention and mitigation, ensuring safety for the people and property and reducing greenhouse gas emissions. To restructure plants and animals in response to abnormal climate and weather change and sea level rise.

6. Combination of socio-economic development and national defense-security and external relations

- To bring into full play the combined strength of the entire people, build the all-people defense posture in association with the people’s security posture and all-people border guard posture to firmly safeguard sovereignty over the sea and islands and national security. To form the city’s defensive zone under the master plan on the military posture in the city’s defensive zone. To strictly maintain the regime of combat readiness. To enhance education on all-people defense; to constantly build the city’s armed forces and improve their combined quality; to focus on closely instructing the protection of political security, social order and safety, effectively fighting hostile forces’ activities to prevent hot spots.

- To further expand and increase the effectiveness of external relations, focusing on foreign trade. To effectively address the relations between the openness and foreign investment encouragement policy and the task of ensuring national security, social order and safety, and proactively manage migrants. To closely combine the Party’s diplomacy, state diplomacy and people’s diplomacy. To prioritize cooperation in infrastructure construction and urban development; to coordinate in planning industrial parks and clusters, providing services and supplying material sources to the market.

V. ORIENTATIONS FOR ORGANIZATION OF TERRITORIAL SPACE AND  ORIENTATIONS FOR LAND USE PLANNING

1. Space development focuses

a/ Four development focuses

- The general center of administration-finance-commerce-services-office, culture, sports and physical training, international conferences and seminars, play and entertainment, which encompasses the old Hai Phong inner city and northern Cam river urban area that has been zoned off for expansion of the inner city before 2025.

- The eastern tourism-service cluster, which embraces the development space of Dinh Vu-Cat Hai economic zone.

- The western hi-tech cluster, which covers the development space of hi-tech industrial parks in An Duong district, of Nomura and An Hung-Dai Ban.

- The southeastern tourism - resort - training - physical training and sports cluster with the development space embracing new urban areas, the system of hotels, the Do Son deluxe resort and tourism center, and the education and training and resort zone in the green belt of Da Do river.

b/ Two dynamic corridors, one supporting bow-shaped zone

- The East-West industrial-service corridor, which covers national highway 5 as the major development axis with hi-tech industrial development as a driving-force sector and An Duong township as its general development center.

- The Hai Phong coastal economic corridor, which will accommodate services, industries, tourism, resorts, and hi-tech agriculture, forestry and fisheries production. The corridor’s development space encompasses the land strip along the coastal expressway and coastal road from Vu Yen island to the Do Son deluxe resort.

- The northeastern-southwestern industrial-service bow-shaped zone, which encompasses communes located along national highway 10 from Vinh Bao township and along An Lao, Nui Deo and Minh Duc townships and are home to hi-tech industries, transport services, mechanical engineering, tourism services, education-training, resorts and hi-tech agriculture.

2. Orientations for organization of economic space

- Urban development: The urban system will be formed by a nucleus city (the central city) and a network of urban centers, including central urban centers comprising 7 existing urban districts, two new ones to be formed by 2030, and other urban centers being the city’s townships and townlets. The urban land area will increase to around 47,500-48,000 ha by 2025 and 52,000-53,000 ha by 2030. Before 2020, technical infrastructure facilities in new urban zones must be built underground, while old urban centers will be embellished.

- Development of plain rural areas: To develop modern, civilized rural residential areas and concurrently conserve the identity of Vietnam’s villages, form economic clusters and points and develop urban-rural areas to facilitate the agricultural and rural industrialization and modernization process and create a premise for rural urbanization.

- Coastal region’s development: The coastal region will develop seaward and strive together with island districts to speed up economic development. To make full use of the advantages of the coastal region to develop large-scale industries, aquaculture and seafood processing, expand the city’s foreign-trade relations, attract foreign investment, and develop services up to international standard.

- Islands’ economic development: To develop Cat Ba archipelago into a regional and international tourist destination based on upholding the strengths of natural conditions and the Lach Huyen international port. At the same time, to develop Cat Ba into the world’s biosphere reserve and the national marine reserve; to combine economic development on Cat Ba and Bach Long Vi islands and the performance of national defense and security tasks.

3. Orientations for land use planning

To review and complete the land use master plan and plans of the city and urban and rural districts. To use the city’s land fund in a thrifty, economical, reasonable and effective manner to serve people’s livelihoods, take advantage of space in the construction of high-rise buildings in residential areas and administration, services, trade and culture centers. By 2020, Hai Phong city’s total natural area will be 156,908.89 ha, of which agricultural land will make up 45.95%, non-agricultural land, 52.56%, and unused land, 1.49%.

VI. ADJUSTMENT AND ADDITION OF PROGRAMS AND PROJECTS PRIORITIZED FOR INVESTMENT

(See the enclosed appendix)(not translated).

VII. MAJOR SOLUTIONS FOR IMPLEMENTING THE MASTER PLAN

1. Investment solutions

- To intensify the exploitation of revenue sources and reduce expenditures so as to increase the average budget investment level to 17.2%/year during the period of the three five-year plans, especially ensuring 17.5-18.0% in the 2016-2020 period due to big investment demand. To focus investment on completing the infrastructure system; to support the construction and preparation of projects, advertisement and implementation of investment promotion activities for projects funded with ODA and concessional loans; to propose and promulgate a list of projects prioritized for investment in each period.

- To vigorously improve the investment environment. To renovate investment promotion for higher quality. To select hi-tech large-scale projects for attracting investment in key economic zones, industrial parks and the development axis. To timely rely on the support of the Government, ministries and sectors to attract investment capital from countries with financial and technological potential and managerial experiences such as Japan, the Republic of Korea, Singapore, Germany, France and a number of Middle Eastern countries. To consolidate and expand cooperation with large financial organizations such as the World Bank (WB), Asian Development Bank (ADB), Japan International Cooperation Agency (JICA), the Import Export Bank of Korea, etc. and with non-governmental organizations. To further attract and mobilize capital sources from people and enterprises for business development and socialization of socio-economic fields. To rationally implement current mechanisms and policies; to study, formulate and promulgate Hai Phong’s specific mechanisms and policies; to improve investment procedures to encourage investment in the Dinh Vu-Cat Hai economic zone and hi-tech industrial parks of the city in association with the attraction of modern technology and creation of more jobs. To encourage investment in services, marine tourism, hi-tech processing industries, especially export processing. To satisfy the demand for credit with preferential interest rates and simplified procedures in order to encourage large-scale production. To focus on integrating capital sources for medium-sized works.

2. Market and enterprises development

To form centers to provide information and medium- and long-term forecasts about sectors and products. To renovate trade promotion activities, attaching importance to developing the domestic market and supporting and assisting enterprises in accessing regional and international markets. To develop and implement activities to support enterprise linkages via sectoral clusters and value chains; to connect with large and foreign-invested enterprises toward connection with international markets. To promulgate support, encouragement and incentive mechanisms and policies for the private economic sector in line with the World Trade Organization (WTO)’s regulations; to step up the restructuring of state enterprises to complete their equitization in the 2018-2020 period. To create favorable conditions regarding business registration procedures; to hold training courses in support of small- and medium-sized enterprises; to enhance the capacity of supporting industries in the locality; to maintain dialogues with enterprises, receive their feedback and issue instructions, respond to their inquiries and update information; to timely settle problems, petitions and complaints and strictly handle violating enterprises. To provide with concessional, low-interest loans for production and business entities operating in less attractive and risky fields with slow capital recovery but long-term values for socio-economic development.

3. Solutions on human resources development

To continue effectively implementing policies to support laborers to access jobs. To provide laborers with capital, environment, experiences and market information via occupation promotion programs. To encourage and adopt suitable policies to attract workers possessing high skilled in key sectors to work in the city. To implement schemes on training of excellent directors and enterprise administrators and training of farm owners. To study and apply the mechanism of hiring of, cooperation with and seeking of advice from leading hi-tech specialists to serve the city’s development.

4. Increase of effectiveness and efficiency of management and administration work

To synchronously and comprehensively carry out administrative reforms to ensure that Hai Phong always ranks among leading cities and provinces in administrative reforms. To focus on directing and earmark resources for performing the following key tasks: administrative procedure reform, administrative modernization and promotion of information technology application in state management activities. To effectively implement the Law on Organization of Local Administration. To tighten discipline and rules in public duty performance, determine and specify responsibilities of leaders of each level, sector and section; to renovate the training of cadres, civil servants and public employees. To actively prevent and resolutely combat corruption and waste, and practice thrift. To intensify inspection work, particularly inspection of management responsibilities. To raise the people’s awareness of citizen’s rights and obligations and knowledge and improve conditions for the people’s participating in social management and oversight.

5. Solutions on economic development

- To rapidly develop business infrastructure facilities and modern and civilized business methods. To formulate strategies and plans on development of the city’s key exports. To call for investment and create support mechanisms and policies to attract enterprises’ investment capital in forming large business groups in the provision of high-quality seaport services with reasonable prices compared to the region and competitive with foreign service providers. To adopt incentives to support and encourage investment in order to promote the production of export and import substitutes, application of modern technologies and production of raw materials and accessories, and step up service export. To build and develop scientific and technological capacity with priority given to advanced marine technologies up to regional standards.

- To prioritize the development of supporting industries, especially those for electronics-hardware and mechanical engineering. To establish linkages in enterprise development. To improve management methods to meet the requirements of global production chains in corporate governance and production management to enable gradual participation in production chains of multinational groups. To prioritize investment in the Dinh Vu - Cat Hai economic zone. To efficiently mobilize and use investment capital sources for the development of economic zones and industrial parks and clusters.

- To step up the restructuring of the agricultural sector for higher added value and sustainable development. To build brands for key products such as vegetables, tubers, fruits, flowers, bonsais, animal products and aquatic products. To build hi-tech agricultural zones and areas. To attach importance to accessing large markets of other cities in the country, with especial attention paid to potential export markets. To encourage investment in breed and variety production projects using advanced, biological and cell technologies. To increase the application of GAHP, VietGAP and GlobalGAP technologies in producing clean and safety farm and aquatic products.

6. Solutions on social development

- To improve the quality of education and education universalization at all levels, and expand career orientation and vocational training for laborers. To develop in a balanced manner academic disciplines and education levels. To further effectively carry out the socialization of education, raise the quality of teachers, expand the scale and diversify types of training, and set up study promotion funds and young talents support funds. To invest in developing synchronous and modern education and training infrastructure. To build and consolidate the model of a learning society.

- To encourage the socialization of and develop private healthcare. To promote training of health workers and adopt policies to encourage medical doctors to work at the grassroots level. To build and develop a contingent of leading specialized doctors. To strengthen and develop the network of public and non-public medical examination and treatment establishments from the municipal to grassroots level, and improve the quality of medical examination and treatment. To promote primary healthcare and develop the model of family doctors. To tighten the management of medicine prices and quality and safe and rational use of medicines.

- To timely and promptly implement preferential policies and mechanisms toward people with meritorious services to the revolution.  To promote charitable activities and support for disadvantaged people. To fortify and upgrade the system of social protection establishments, re-education establishments and dignity rehabilitation centers; to effectively manage drug addicts in the city.

- To synchronously implement three major tasks: To raise scientific and technological capacity; to renovate managerial mechanisms; to renew research and application. To step up the application of information technology in production and business and state administrative management.

7. Solutions on infrastructure development

To properly plan and manage the planning of the city’s infrastructure system. To improve the quality of planning management, promote investment and formulate and adjust specialized master plans or master plans on major fields and products in order to concretize master plans on transport development, development of hydraulic works and development of information and communications infrastructure. To mobilize to the utmost all resources for key infrastructure development projects, focusing on attracting non-state budget funds for investment under public private partnership.

8. Land use solutions

To review and adjust land use master plans and plans to ensure their consistency and satisfy socio-economic development as well as national defense and security requirements. To study and propose specific land mechanisms and policies. To continue implementing land use mechanisms and policies, quickly perform administrative procedures for land lease to investors having projects in the city’s priority fields and industries. To adopt appropriate compensation, ground clearance and resettlement policies with simple procedures. To intensify the inspection and examination of land use, apply solutions to resolutely handling delayed projects.

9. Solutions on environmental protection and climate change adaptation

To promote information, communication and education to raise public awareness about and responsibilities for environmental protection. To tighten the state management of natural resources and environmental protection. To establish marine protected areas as planned, attaching importance to the protection of biodiversity and preservation of primitive forests and the Cat Ba biosphere reserve of the world. To actively and effectively implement solutions set out in the city’s action plan on response to climate change and sea level rise and action plan to realize the national green growth strategy.

10. Solutions on urban development and management

To promote the dissemination of the law on urban development management and construction to all sectors, socio-political organizations and people for them to thoroughly grasp it. To publicize urban master plans and designs in different forms and organize landmark planting as planned. To mobilize people in supervising and managing urban master plans and designs. To apply new technologies to improve the quality of urban master plans, and smart technologies to urban management. To renovate and modernize organizational models of urban non-business service units, socialize the maintenance of urban infrastructure systems in order to satisfy the requirements of improving the quality and extending the life of urban works and reducing management costs. To supply modern equipment necessary for civilized urban services. To step up the application of modern, environment-friendly technologies to urban non-business services. To raise the effectiveness of state management of urban centers and facilitate urban construction and development. To propose to the National Assembly and Government to early adopt mechanisms and policies for the development of national-level central cities.

11. Solutions on performance of defense-security tasks, promotion of external relations and proactive international integration

To enhance the Party leadership and state management work to meet the requirements of socio-economic development tasks associated with the assurance of national defense and security in the new context. To step up the building of national defense and security assurance models in combination with economic development, organizational models of economic development (enterprises and community) associated with national defense and security, especially in important areas, border areas and coastal areas and on islands. To proactively step up international integration, promote the city’s image and expand the city’s economic development space. To take the initiative in seizing opportunities and effectively exploit advantages while dealing with disadvantages when Vietnam fully implements its international commitments, signs and takes part in bilateral and multilateral trade agreements. To strengthen and expand its relations with strategic partners in Japan, the Republic of Korea, Russia, China, the US, the European Union, international organizations and multilateral groups to further attract foreign direct investment and official development assistance (ODA) capital. To boost friendship and cooperation with organizations and people worldwide.

12. Solutions on enhanced coordination with ministries and central sectors

To formulate and implement specific mechanisms for coordination and cooperation between Hai Phong and ministries, sectors and other localities in the direction of facilitating market expansion and connection in production and business among enterprises. To enhance inter-provincial cooperation and coordination between Hai Phong and other provinces and cities in the region right from the stage of study and formulation of projects to ensure consistency with the master plans on sectoral, territorial-based and city development and ensure funding sources, provision of raw materials and product consumption, eco-environment protection and resettlement.

Article 2.The adjusted master plan on socio-economic development of Hai Phong city through 2025, with orientations toward 2030, serves as a basis for the formulation, approval and implementation of major sectoral master plans and investment projects in Hai Phong city.

Article 3.Organization of implementation of the adjusted master plan

1. To assign the People’s Committee of Hai Phong city to:

a/ Publicize the adjusted master plan on socio-economic development of Hai Phong city through 2025, with orientations toward 2030 as soon as it is promulgated by the Prime Minister.

b/ Base itself on the contents of the adjusted master plan to work out specific action programs to fruitfully implement the master plan; assume the prime responsibility for, and coordinate with related ministries and sectors in:

- Reviewing and revising construction, urban and land use master plans, sectoral master plans in the city.

- Formulating long-, medium- and short-term plans, key socio-economic development programs, specific projects for focused investment and rational arrangement of funding sources.

- Studying, elaborating, issuing or submitting to competent authorities for promulgation mechanisms and policies meeting the city’s development requirements in each period in order to attract and mobilize resources to implement the master plan.

- Stepping up investment promotion activities, introducing and advertising the locality’s potential and advantages to investors, focusing on calling for investment in prioritized projects.

2. Within the ambit of their functions, tasks and powers, related ministries and sectors shall:

- Guide and assist the People’s Committee of Hai Phong city in implementing the adjusted master plan.

- Elaborate, issue or submit to competent authorities for promulgation mechanisms and policies meeting the city’s socio-economic development requirements in each period to effectively use resources; encourage and attract investment for the proper implementation of the city’s socio-economic development objectives and tasks stated in the master plan.

- Coordinate with the People’s Committee of Hai Phong city in formulating specific mechanisms and policies for the city’s fast and sustainable development, to fulfill the objectives and tasks stated in the Politburo Resolution on Hai Phong.

- Coordinate with the People’s Committee of Hai Phong city in formulating and adjusting sectoral master plans of the country, the region and Hai Phong city to ensure their synchronicity and consistency.

- Consider and provide support for Hai Phong city in mobilizing domestic and foreign investment for implementing the adjusted master plan.

3. Hai Phong city’s authorities, sectors, socio-political organizations and people shall inspect and supervise the implementation of the adjusted master plan.

Article 4.This Decision replaces the Prime Minister’s Decision No. 271/2006/QD-TTg of November 27, 2006, approving the adjusted master plan on socio-economic development of Hai Phong city through 2020. This Decision takes effect on the date of its signing.

Article 5.Ministers, heads of ministerial-level agencies and heads of government-attached agencies, and the Chairperson of the People’s Committee of Hai Phong city shall implement this Decision.-
