CIRCULAR
On suspension of border-gate transfer and temporary import of plywood into Vietnam for re-export to the United States[1]
Pursuant to the June 12, 2017 Law on Foreign Trade Management;
Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management;
At the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade promulgates the Circular on suspension of border-gate transfer and temporary import of plywood into Vietnam for re-export to the United States.
Article 1.Scope of regulation
This Circular prescribes suspension of border-gate transfer and temporary import of plywood into Vietnam for re-export to the United States.
Article 2.Subjects of application
1. Traders engaged in border-gate transfer and temporary import for re-export of goods.
2. Organizations and agencies managing border-gate transfer and temporary import for re-export of goods.
3. Agencies, organizations and individuals involved in border-gate transfer and temporary import for re-export of goods.
Article 3.Suspension of trading in border-gate transfer and temporary import for re-export of plywood
1. To suspend border-gate transfer and temporary import into Vietnam for re-export to the United States of plywood under HS heading of 44.12 on the list of Vietnam’s imports and exports promulgated together with the Ministry of Finance’s Circular No. 65/2017/TT-BTC of June 27, 2017.
2. Plywood lots having undergone the customs procedures for temporary import or border-gate transfer before the effective date of this Circular may continue being re-exported or border-gate transferred under the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management and current regulations.
Article 4.Effect
1. This Circular takes effect from December 27, 2019, through December 31, 2024.
2. Any problems arising in the course of implementation should be promptly reported in writing to the Ministry of Industry and Trade for settlement.-
