Person regularly living in a household for 6 months shall be analyzed as an actual demography
On July 30, 2019, the Ministry of Planning and Investment issues the Circular No. 10/2019/TT-BKHDT, prescribing the Set of National Gender Development Statistical Indicators.
One content of national gender development statistical indicators is population statistic. Within that, population collected according to the conception of actual demography permanently living in a household is a person who permanently live in a household for 06 months calculated to the statistical time, child born before the statistical time and newcomers who will settle permanently in the household, regardless of whether or not they have permanent residence in the current commune/ward/temporary absence.
People had documents to move (call for enlistment, enrollment papers, recruitment decisions, job transfer ...), but at the time of statistics, they have not left the household to move to a new place.
Persons temporarily absent include those who have been living in the household for a long time, but at the time of statistics, they are temporarily absent, including: Persons leaving the household to work elsewhere for less than 06 months up to the time of statistic and going to return to the household; Persons who are being treated for inpatient treatment in hospitals or nursing establishments (except for those being concentrated in convalescence centers, leprosy and detoxification centers; high school students who go to school/stay in other households...
This Circular takes effect on September 16, 2019.
