CIRCULAR

Prescribing the Set of National Gender Development Statistical Indicators^[1]

Pursuant to November 23, 2015 Statistical Law No. 89/2015/QH13;

Pursuant to November 29, 2006 Law No. 73/2006/QH11 on Gender Equality;

Pursuant to the Government’s Decree No. 94/2016/ND-CP of July 1, 2016, detailing and guiding the implementation of a number of articles of the Statistical Law;

Pursuant to the Government’s Decree No. 97/2016/ND-CP of July 1, 2016, prescribing the contents of statistical indicators in the system of national statistical indicators;

Pursuant to the Government’s Decree No. 86/2017/ND-CP of July 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Planning and Investment;

Pursuant to the Prime Minister’s Decision No. 2351/QD-TTg of December 24, 2010, approving the national strategy for gender equality during 2011-2020;

Pursuant to the Prime Minister’s Decision No. 800/QD-TTg of July 2, 2018, adjusting and supplementing a number of contents of the national strategy for gender equality during 2011-2020;

Pursuant to the Prime Minister’s Decision No. 668/QD-TTg of May 16, 2017, approving the plan on implementation of recommendations of the United Nations’ Committee on the Elimination of Discrimination against Women;

At the proposal of the Director General of the General Statistics Office of Vietnam;

The Minister of Planning and Investment promulgates the Circular prescribing the Set of National Gender Development Statistical Indicators.

Article 1.Scope of regulation

This Circular prescribes the Set of National Gender Development Statistical Indicators. The Set is a combination of many indicators reflecting important characteristics and main relations on gender development in Vietnam; and serves as a basis for monitoring and evaluating gender development, advancement of women and gender equality in different fields of the socio-economic life, aiming to meet the demand of agencies, organizations and individuals for using gender-related statistical information.

Article 2.Subjects of application

This Circular applies to agencies, organizations and individuals that provide, produce and use national gender development statistical information.

Article 3. The Set of National Gender Development Statistical Indicators

The Set of National Gender Development Statistical Indicators comprises:

a/ The List of National Gender Development Statistical Indicators provided in Appendix I;

b/ Contents of national gender development statistical indicators provided in Appendix II.

Article 4.Organization of implementation

1. The Ministry of Planning and Investment (the General Statistics Office of Vietnam) shall assume the prime responsibility for, and coordinate with related agencies in:

a/ Collecting and synthesizing statistical information on the national gender development statistical indicators as assigned, ensuring that statistical data are provided in a complete, accurate and prompt manner, and meeting international comparison requirements;

b/ Formulating and completing forms of collecting information on the national gender development statistical indicators as assigned;

c/ Synthesizing statistical information of the Set of National Gender Development Statistical Indicators for submission to the Minister of Planning and Investment for disclosure; disseminating gender-related statistical information; monitoring, guiding and reporting on the implementation of this Circular;

d/ Building the national gender statistics database.

2. Ministries, ministerial-level agencies, government-attached agencies, the Supreme People’s Court, the Supreme People’s Procuracy and related agencies shall, within the ambit of their tasks and powers, base themselves on the Set of National Gender Development Statistical Indicators to integrate, collect and synthesize the indicators assigned to them, and provide such indicators to the Ministry of Planning and Investment (the General Statistics Office of Vietnam) for summarization, compilation and disclosure.

Article 5.Effect

1. This Circular takes effect on September 16, 2019.

2. Any problem arising in the course of implementation of this Circular should be reported to the Ministry of Planning and Investment (the General Statistics Office of Vietnam) for prompt guidance, study and revision.-
