RESOLUTION
On implementation of solutions to address difficulties and problems for slow-progressing or backlogged projects

THE GOVERNMENT
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the National Assembly’s Resolution No. 265/2025/QH15 of December 11, 2025, on the 10th session of the 15th National Assembly;
Pursuant to the Government’s Decree No. 39/2022/ND-CP of June 18, 2022, promulgating the Working Regulations of the Government;
Pursuant to the Political Bureau’s Conclusion in the Office of the Party Central Committee’s Document No. 15422-CV/VPTW of June 8, 2025, and Document No. 18976-CV/VPTW of December 18, 2025;
At the proposal of the Minister of Finance;
Based on voting opinions of the members of the Government.
RESOLVES:
Article 1. Ministries, central agencies and local administrations shall expeditiously implement solutions to address difficulties and problems for slow-progressing or backlogged projects, thereby putting an end to the prolonged wasteful use of assets of the State, the people and enterprises.
1. The Ministry of Finance
- To actively play its role as the standing body of the Steering Committee for addressing difficulties and problems for backlogged projects under the Prime Minister’s Decision No. 751/QD-TTg of April 11, 2025 (Steering Committee 751), in order to coordinate with and guide ministries, central agencies and localities in studying, summarizing and reviewing, and proposing solutions to address, difficulties and problems for backlogged projects specified in the Steering Committee’s 751 Database System (System 751), and report to the Steering Committee for handling.
- Based on the fields and characteristics of each group of difficulties and problems, to proactively propose Steering Committee 751 to give directing opinions and assign related ministries, central agencies and localities to assume the prime responsibility for conclusively solving problems within their competence, or propose solutions and policy mechanisms beyond their competence for submission to competent authorities for approval of amendments and supplements to regulations, or promulgation of special policies to address difficulties and problems for projects in accordance with law.
- To assume the prime responsibility for, and coordinate with related ministries, central agencies and localities in, studying and proposing mechanisms and policies for submission to the Government for promulgation of a resolution on addressing problems and difficulties for investment projects implemented in the form of build-transfer (BT) before the effective date of the Law on Investment in the Form of Public-Private Partnership (transitional BT projects), which is scheduled to be completed in January 2026.
- In January 2026, to notify the list of projects facing difficulties and problems within the handling competence of ministries, central agencies and localities, as summarized on System 751, so that ministries, central agencies and localities may proactively address them within their competence.
- To report to the Prime Minister the summarized list of projects and land areas permitted by the National Assembly to apply special mechanisms and policies under Articles 3 thru 8 of the National Assembly’s Resolution No. 170/2024/QH15 of November 30, 2024, for addressing difficulties and problems for projects and land areas specified in inspection conclusions, audit findings and judgments involving similar legal circumstances, in which violations were detected before the promulgation of the Resolution of the current National Assembly session for nationwide implementation under Resolution No. 265/2025/QH15 December 11, 2025; to assume the prime responsibility for formulating, summarizing and submitting the Resolution to the Government for promulgation in the first quarter of 2026.
- To proactively guide and open System 751 for ministries, central agencies and localities to continue updating information and the list of slow-progressing or backlogged projects that have yet to be reported, handled or resolved by December 31, 2025.
2. The Government Inspectorate and inspection agencies of provinces and centrally run cities
- To assume the prime responsibility for fully providing inspection conclusions relating to the list of projects within and without the Government Inspectorate’s Inspection Plan No. 1505/KH-TTCP of July 24, 2025, which have been inspected and concluded by inspection agencies, in order to enable ministries, central agencies and localities to review and identify projects eligible for the application of Resolution No. 170/2024/QH15 for addressing difficulties and problems; and submit such information to the Ministry of Finance for consolidation and submission to the Government for promulgation of the list of projects and land areas under Resolution No. 265/2025/QH15 of the 15th National Assembly’s 10th session.
- To assume the prime responsibility for summarizing and evaluating the implementation of the Political Bureau’s Conclusion No. 77-KL/TW, the National Assembly’s Resolution No. 170/2024/QH15 and Resolution No. 265/2025/QH15 (for contents related to addressing difficulties and problems for slow-progressing and backlogged projects), and report it to competent authorities in accordance with law.
3. The Ministry of Agriculture and Environment
- To assume the prime responsibility for guiding ministries, central agencies and localities in implementing special policies, conditions for application and principles of implementation specified in Resolution No. 170/2024/QH15 for projects and land areas eligible for application of special mechanisms and policies under Item 14 of the National Assembly’s Resolution No. 265/2025/QH15.
- To assume the prime responsibility for submitting to the Government for promulgation legal documents guiding the implementation of Resolution No. 265/2025/QH15 of the 15th National Assembly’s 10th session, expanding the scope of application of special mechanisms and policies under Resolution No. 170/2024/QH15 for addressing difficulties and problems for projects involving similar legal circumstances nationwide, including those amending, supplementing or improving Decree No. 76/2025/ND-CP of April 1, 2025, and other relevant regulations (when necessary), in order to ensure their unified application nationwide.
- To assume the prime responsibility for, and coordinate with related agencies in, actively and proactively handle slow-progressing and backlogged projects within its competence, or develop special mechanisms and policies for submission to the Government and the National Assembly for promulgation of resolutions (if any) for addressing difficulties and problems for projects specified in System 751 related to the fields of land, minerals, agriculture, irrigation, and other fields within its functions, tasks and competence as directed or assigned by the Steering Committee.
4. The Ministry of Construction
To assume the prime responsibility for coordinating with related agencies in actively and proactively handling slow-progressing and backlogged projects according to its competence or formulate mechanisms and policies for submission to the Government or National Assembly for promulgation of resolutions (if any) to address difficulties and problems for projects related to the fields of planning, urban areas, housing, construction, and other fields within its functions, tasks and scope of monitoring as directed and assigned by the Steering Committee.
5. The Ministry of Industry and Trade
- To assume the prime responsibility for, and direct the Vietnam Electricity (EVN) in implementing solutions to address problems for renewable energy-using power projects under the FIT pricing mechanism after they are approved by competent authorities.
- To coordinate with People’s Committees of provinces having projects benefiting from FIT pricing in inspecting, reviewing and handling administrative violations (if any) of such projects according to their competence in accordance with law. In case of arising difficulties, to send a written request to the Ministry of Justice for guidance on handling of administrative violations of the projects in accordance with law.
6. Hanoi city, Ho Chi Minh City, Da Nang city, Khanh Hoa and Tay Ninh provinces
- The People’s Committees of Da Nang city and Khanh Hoa province shall review and be held responsible for providing a list of 230 projects and land property that have been reported to the Government for permission to apply the similar handling measures under the Political Bureau’s Conclusion No. 77-KL/TW of May 2, 2024 as requested, in order to address difficulties and problems, and send it to the Ministry of Finance for summarization and submission to the Government for promulgation of the list under Resolution No. 265/2025/QH15; and complete the provision of project dossiers as requested in January 2026.
- To thoroughly address difficulties and problems for projects and land areas under the Political Bureau’s Conclusion No. 77-KL/TW of May 2, 2024, and the National Assembly’s Resolution No. 170/2024/QH15 of November 30, 2024; to complete the addressing of difficulties and problems before the second quarter of 2026, for submission of reports thereon to the Government Inspectorate before June 30, 2026, for the latter to make summarization and prepare the Government Party Committee’s draft report for submission to the Political Bureau. The Government Inspectorate shall organize the final review and assessment of the implementation of the Political Bureau’s Conclusion No. 77-KL/TW and the National Assembly’s Resolution No. 170/2024/QH15, which must be completed before the third quarter of 2026.
7. Provincial-level People's Committees
- To review the list of projects and land areas proposed for the application of the mechanisms and policies decided by the National Assembly in Section 14 of Resolution No. 265/2025/QH15 in their respective localities, ensuring adherence to the principles specified in the National Assembly’s Resolution No. 170/2024/QH15, and the Political Bureau’s Conclusion No. 182-KL/TW; to submit omitted information to the Ministry of Finance for summarization and submission to the Government for promulgation of the list of projects and land areas specified in Resolution No. 265/2025/QH15 of the 15th National Assembly’s 10th session.
- To organize the implementation of the National Assembly’s Resolution No. 265/2025/QH15 of December 11, 2025, on the addressing of difficulties and problems for projects approved by the Government, ensuring satisfaction of the conditions and adherence to principles of application specified in the National Assembly's resolutions, and take responsibility according to their competence.
- To take full and proactive responsibility for the implementation of, and immediate removal of obstacles for, projects according to their handling competence; to monthly report on results of the handling process on System 751 and report such in writing to the Ministry of Finance for summarization and reporting to the Prime Minister; to promptly report any issues beyond their competence during the implementation.
- To continue to update the list and information of projects as classified on System 751 and under the Ministry of Finance’s guidance to thoroughly address difficulties and obstacles according to their competence, or propose solutions, mechanisms and policies falling beyond their competence; to refrain from missing or omitting projects requiring the addressing of difficulties and problems that remain unaddressed or unsettled by December 31, 2025, especially projects that have received inspection and examination conclusions, or court judgments or involving similar legal circumstances.
8. Ministries and central agencies
To take full and proactive responsibility for implementing and immediately addressing issues for projects according to their competence; to report on a monthly basis on processing results on System 751 and send written reports to the Ministry of Finance for summarization and reporting to the Prime Minister; and promptly report any issues falling beyond their competence during the implementation.
Article 2. This Resolution takes effect from the date of signing.
The Government shall request ministries, sectors and localities to, in the process of addressing difficulties and problems for slow-progressing and backlogged projects, fully and correctly adhere to the principles specified in Article 2 of Resolution No. 170/2024/QH15 and other relevant principles, ensuring publicity and transparency and preventing the occurrence of new violations.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People's Committees, and related agencies, organizations and individuals shall implement this Resolution.-
