CIRCULAR
Prescribing the auction of import tariff quota for sugar in 2017[1]
Pursuant to the Government’s Decree No. 95/2012/ND-CP of November 12, 2012, defining the functions, duties, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 187/2013/ND-CP of November 20, 2013, detailing the implementation of the Commercial Law regarding international goods sale and purchase and goods sale, purchase, processing and transit agency activities with foreign countries;
Pursuant to the Government’s Decree No. 17/2010/ND-CP of March 4, 2010, on property auction;
Pursuant to the Government’s Decree No. 52/2009/ND-CP of June 3, 2009, detailing and guiding a number of articles of the Law on Management and Use of State Assets;
At the proposal of the Director of the Import-Export Department;
The Minister of Industry and Trade promulgates the Circular guiding the auction of import tariff quota for sugar in 2017.
Article 1. Scope of regulation
This Circular prescribes the import tariff quota and principles for auction of the import tariff quota for sugar in 2017.
Article 2. Subjects of application
1. Traders that directly use sugar as an input material for production and traders that manufacture coarse sugar for refining.
2. Individuals and organizations involved in the import of sugar under the 2017 tariff quota.
Article 3. Sugar import tariff quota for auction in 2017
The sugar import quantity (HS Code 1701) put for auction under the 2017 tariff quotas is 89,500 tons.
Article 4. Principles for auction
1. The import tariff quota for sugar in 2017 shall be auctioned through the council for pilot auction of import tariff quota for sugar in 2017.
