SUMMARY:

On June 30, 2018, the Government issues the Decree No. 94/2018/ND-CP on public debt management operations. Accordingly, public debt management tools include public debt management indicators, five-year plans on borrowing and repayment of public debts, three-year programs on management of public debts, and annual plans on borrowing and repayment of public debts. In particular, public debt safety indicators are built base on: - Orientations of the five-year socio-economic development plan; - Implementation of public debt safety indicators in the previous five years; |
- Growth rate and internal saving rate of the economy; - Revenue and expenditure balances, State budget…; - The situation of and capacity for raising funds at home and abroad; - International experiences and practices in the formulation of public debt saf ety indicators; When a public debt safety indicator reaches the warning threshold, the Ministry of Finance shall propose the Government to implement, or to report the National Assembly or National Assembly Standing Committee, measures for keeping such indicator within the ceiling level. This Decree takes effect on July 01, 2018. |

This content is approved by the Ministry of Industry and Trade in the Circular No. 30/2018/TT-BCT dated October 01, 2018 on detailing a number of articles of the Government’s Decree No. 107/2018/ND-CP of August 15, 2018, on rice export. In particular, this Circular prescribes about: Rice export transactions into markets with centralized contracts and the signing and performance of centralized contracts; Reporting regulations applicable to rice exporters. |
Traders acting as the focal point under the alternation mechanism may directly export 20% of the quantity of rice to be exported under a centralized contract, in which: The trader singing the centralized contract shall take charge of 2/3 of the 20% of the quantity of rice to be exported under the contract. Other traders that do not sign the centralized contract shall take charge the remaining 1/3 of the 20% of the quantity of rice to be exported under the contract. This Circular takes effect on November 15, 2018. |

On July 13, 2018, the Prime Minister issues the Directive No. 20/CT-TTg on intensifying the reform of specialized inspection and reduction and simplification of business conditions. The Prime Minister press: In order to practically reform the specialized inspection and reduction and simplification of business conditions, every minister or head of ministerial-level agency shall implement these tasks: - Before August 15, 2018, ministries and ministerial-level agencies shall complete the promulgation of documents or submit them to competent authorities implementation of the plans on reform of specialized inspection and reduction and simplification of business conditions by the method whereby one document revises several documents according to summary procedures. - Every exported or imported product or goods item shall be managed by only one ministry or ministerial-level agency or its attached unit; inspection will not be applied to every goods lot, except for those subject to quarantine. |
- The plans on reduction and simplification of business conditions must be practical and refrain from consolidating several conditions into one condition or merely changing names/titles. - Ministries and ministerial-level agencies shall accelerate the elaboration of standards and technical regulations necessary for the specialized inspection. - Ministries, ministerial-level agencies and provincial-level People’s Committees are strictly prohibited from prescribing more business conditions or promulgating lists of goods subject to and procedures for specialized inspection which are contrary to regulations. - On a quarterly basis, ministries and ministerial-level agencies shall report to the Prime Minister on quantity and lists of products and goods subject to specialized inspection and the number of business conditions, clearly stating the increase or reduction and causes of such change in quantity and lists of products and goods subject to specialized inspection and business conditions |

The National Assembly’s Law on Survey and Mapping No. 27/2018/QH14 prescribes survey and mapping activities; quality of survey and mapping products; national geospatial data infrastructure; conditions for providing survey and mapping services… Each organization shall be granted a single Survey and Mapping License for one or several of survey and mapping services on the list of survey and mapping activities subject to licensing. A Survey and Mapping License shall be valid nationwide for at least 5 years and may be extended. Licenses granted to foreign contractors must specify the geographical area of operation and a validity period corresponding to the period of implementation of survey and mapping contents in the relevant bidding package. Survey and Mapping License already granted when the license holders so wish and fully satisfy the prescribed conditions. An organization shall be granted a Survey and Mapping License when fully meeting the following conditions: Being an enterprise or a non-business unit having survey and mapping functions and tasks; The person in charge of survey and mapping techniques possesses a university or higher degree in geodesy and cartography; and has actually worked for at least 5 years or possesses a class-I survey and mapping practice certificate, and is not concurrently in charge of survey and mapping techniques of another organization… This Law takes effect on January 1, 2019. |
