CIRCULAR
On promulgating the National technical regulation on general electromagnetic compatibility for radio broadband data transmission equipment
Pursuant to the Law on and Technical Standards and Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Law on Radio Frequency dated November 23, 2009;
Pursuant to Decree No. 127/2007 / ND-CP dated August 1, 2007 of the Government on detailing and guiding the implementation of a number of articles of the Law on Technical Standards and Regulations;
Pursuant to Decree No. 17/2017/ND-CP dated February 17, 2017 of the Government on defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
At the request of the Director of the Science and Technology Department,
The Minister of Information and Communications hereby issues the Circular on regulating the National technical regulation on general electromagnetic compatibility for radio broadband data transmission equipment.
Article 1. To issue together with this Circular National technical regulation on general electromagnetic compatibility for radio broadband data transmission equipment (QCVN 112:2017/BTTTT)
Article 2. This Circular takes effect from July 01, 2018.
Article 3. Chief of staff, Director of Science and Technology Department, Heads of the agencies and units under the Ministry of Information and Communications, Directors of provincial/municipal Information and Communication Departments; the concerned organizations and individuals shall implement this Circular./.

Preface
The technical regulations and measurement methods of QCVN 112:2017/BTTTT conform to EN 301 489-17 V2.2.1 (2012-9) standard of the European Telecommunications Standards Institute (ETSI).
QCVN 112:2017/BTTTT is compiled by the Research Institute of Posts and Telecommunications (RIPT), appraised and submitted for approval by Department of Science and Technology and approved and issued by Ministry of Information and Communications (MIC) attached with Circular No. 18/2017/TT-BTTTT dated September 11, 2017.
National technical regulation
on general electromagnetic compatibility
for radio broadband data transmission equipment
1 General provisions
1.1 Governing Scope
This regulation and QCVN 18:2014/BTTTT stipulate the requirements for electromagnetic compatibility (EMC) for radio broadband data transmission equipment are listed as follows:
- Radio communications equipment using spread spectrum modulation in the 2.4 GHz band;
- Radio access equipment operating in the frequency range from 5 150 MHz to 5 350 MHz, 5 470 MHz to 5 725 MHz and 5 725 MHz to 5 850 MHz;
- High-speed radio access equipment from 57 GHz to 66 GHz; and
- Equipment of BWA/WiMAX broadband radio access system in both TDD and FDD modes.
This standard does not regulate the technical specifications related to the antenna port and the emission target related to the enclosure port of the equipment.
This regulation specifies the applicability of EMC tests, test methods, limits and quality target and methods of test result assessment for radio broadband data transmission equipment.
Using environmental classifications, emission and immunity regulations in QCVN 18: 2014/BTTTT unless special conditions are prescribed in this regulation.
NOTE:
- In case there is a difference (eg. related to specific conditions, definitions and abbreviations) between this regulation and QCVN 18: 2014/BTTTT, this regulation prevail in use.
1.2 Applicable entities
The technical regulation is applied to agencies, organizations and individuals in Vietnam and foreign countries with activities of production, business and application of equipment under the governing scope of this regulation in the territory of Vietnam.
1.3 Normative references
TCVN 18:2014/BTTTT, national technical regulation on electromagnetic compatibility for radio broadband data transmission equipment.
1.4 Interpretation
This regulation uses the terms contained in QCVN 18:2014/BTTTT and the following terms:
1.4.1 Equipment Under Test (EUT)
The entities shall be assessed under the provisions of this regulation.
1.4.2 Fixed station
The equipment is used in a fixed position, using one or more antennas.
NOTE: The equipment can be equipped with the antenna or integrated antenna jacks or both.
1.4.3 Hand-portable station
The equipment is commonly used independently and can be accompanied.
NOTE: The equipment can be equipped with one or more antennas. The device can be equipped with integrated antenna or antenna jacks or both.
1.4.4 Host
Any equipment with full functions used when not connected with the radio equipment part that is needed in order that the radio equipment part provides additional functions and its functions is installed.
1.4.5 Plug-in radio equipment
The radio equipment also includes plug-in radio device, is used with a variety of host systems, using control functions and supply of the host.
1.4.6 Stand-alone radio equipment
Information equipment, normally used stand-alone.

2 TECHNICAL REGULATIONS
2.1 EMC Emission
2.1.1. Ability to apply EMC emission tests
Apply Table 1 of QCVN 18:2014/BTTTT EMC emission tests on the equipment's ports.
2.2 Immunity
Apply Table 4 of QCVN 18:2014/BTTTT for immunity tests related to the ports related to the equipment.
2.3 Test conditions
2.3.1 General
For the purpose of this regulation, test conditions of QCVN 18:2014/BTTTT may be applied as appropriate. The test conditions applicable to radio broadband data transmission equipment are specified in sections from 2.3.2 to 2.3.5.
The radio equipment may require mounting devices and/or special software while performing the tests. For the devices that is needed to be connected to the host for function setting, the measurement configuration shall be used under the regulation of the manufacturer. In any case, the EUT shall be tested in the normal state in accordance with the purposes of the EUT’s production.
2.3.2 Layout of test signal
Apply the test signal layout as stated in A.2, Appendix A of QCVN 18: 2014/BTTTT.
2.3.2.1 Layout of test signal at the transmitter input
Apply the test signal layout as stated in A.2.1 of Appendix A of QCVN 18: 2014/BTTTT with the following adjustments:
- Communication line is set to meet the requirements of control signal and/or desired signal shall be performed under the provisions of the manufacturer. The transmitter shall operate at a maximum capacity.
2.3.2.2 Layout of test signal at transmitter output
Apply the test signal layout as stated in A.2.2 of Appendix A of QCVN 18: 2014/BTTTT with the following adjustments:
- The manufacturer can provide a suitable receiver to receive the information or establish a communication line.
2.3.2.3 Layout of test signal at receiver input
Apply the test signal layout as stated in A.2.3 of Appendix A of QCVN 18:2014/BTTTT with the following adjustments:
- The communication line is set to get desired signals under the provisions of the manufacturer;
- The desired signal level at receiver input shall be greater than the stated minimum MUS level of 30 dB.
2.3.2.4 Layout of test signal at receiver output
The receiver output test equipment shall be placed outside the test environment.
Equipment quality can be assessed by receiver output signal monitoring.
If the receiver has an output signal connector or output signal port, the signal port shall be connected to the cable (using standard cable under normal operating conditions). The cable is connected to the test equipment outside the test environment. The test equipment provided by the manufacturer may be used.
Precautionary measures must be taken to ensure that all impacts from the test coupling are minimized.
The manufacturer can provide a suitable transmitter to transmit messages or establish a communication line.
2.3.2.5 Test arrangement of transmitter and receiver (as a system)
Apply the test arrangement as stated in A.2.5 Annex A of QCVN 18: 2014/BTTTT.
The manufacturer may provide an appropriate transceiver or receiver and transmitter for use in receiving and transmitting messages or for establishing a communication line.
Both the equipment under test and the test equipment shall be in normal test modulation. Furthermore, the output of the radio equipment to be tested shall be monitored by the test system.
2.3.3 Exclusion band
The frequencies at which the transmitter of the equipment under test shall be excluded from radiated emission tests when performed in the transmitting mode.
No exclusion band is applied to emission tests of the receiver part of the transceiver or stand-alone receiver and/or ancillary equipment.
The exclusion band is applied for immunity tests is calculated as follows:
- Lower limit of exclusion band = minimum side frequency of shared band - 5%;
- The upper limit of the exclusion band = highest side frequency of shared band + 5%.
Illustrating the way of calculation to apply for 2 450 MHz band as an example:
- The lower limit of the exclusion band = 2400 – 120 = 2 280 MHz;
- The upper limit of exclusion band = 2 483.5 + 124.175 = 2 607.675 MHz;
- Thereby, the exclusion band is determined to apply to the equipment operating in the 2.4 GHz band within the applicable scope of this regulation from 2 280 MHz to 2607.675 MHz.
2.3.4 Satisfaction with receiver narrow band or the receiver is part of the transceiver
Apply the requirements as stated in A.4 Appendix A of QCVN 18: 2014/BTTTT.
2.3.5 Normal test modulation
The test modulation signal shall be suitable for normal use and may include formatting data, identification information and error correction.
2.4 Target assessment
2.4.1 General
Apply the requirements as stated in B.1 of QCVN 18:2014/BTTTT with the following corrections.
At the time of submitting the application for the records of equipment under test, the manufacturer shall provide the following information for inclusion in the test report:
- Shared frequency range of the equipment and, if possible, operating bands;
- Type of device, for example, standalone equipment or plug-in radio equipment;
- Host in combination with the radio equipment to perform the test;
- Minimum quality after testing EMC (see 2.5.2);
- Normal test modulation, formula and form of error correction method and any control message such as ACK/NACK or ARQ message.
2.4.2 The evaluation solutions applied to the equipment are connected to the host and plug-in radio devices
For certain equipment parts, it’s required to combine with the host to support functions, there are two alternative evaluation solutions as specified in 2.4.2.1 and 2.4.2.2. The manufacturer shall announce his/her solution.
2.4.2.1 Solution A: Combined equipment
The combination of the radio equipment part and a specific type of the host is used to evaluate in accordance with the provisions in this regulation.
In case a specific combination between the host and a radio equipment part has been tested as a combined equipment for compliance test, it’s not needed to repeat the test for:
- Combined equipment is other combinations of the host and radio equipment part. The combination based on the versions of the host is nearly similar to the host already tested as above. The difference in mechanical and electrical properties between the host versions does not cause a significant effect on immunity and not cause the unwanted emissions of the radio equipment part;
- The radio equipment part, only used when there is an adjustment of software, mechanical or electrical part when used in the hosts is different from the host already tested as above.
For all other equipment combinations, each one shall be tested separately.
2.4.2.2 Solution B: Use a host or a mounting device
In case the radio equipment part designed for use with a variety of hosts, the manufacturer shall provide a suitable testing configuration consisting of a system of hosts used in normal conditions or a mounting device, in which this testing configuration represents the types of combination used by the equipment. The mounting device shall allow the radio equipment part is powered and enabled in a same way as being connected to or integrated into the host.
2.4.3 Evaluation procedure
The target evaluation shall be based on:
- Maintain functions;
- How to restore temporarily lost functions;
- Unintentional status of EUT.
The test system shall establish a communication line in a manner similar to the EUT in normal working conditions.
User data fields stored in the memory or stored by the EUT shall be filled in the same way as when the EUT operates normally.
The evaluation procedure must certify that the communication line established for the test shall be maintained and the user control functions of the equipment as declared by the manufacturer or the data fields shall be not lost.
2.4.4 Ancillary equipment
Apply the requirements as stated in B.4 of QCVN18:2014/BTTTT, however, if ancillary equipment isn’t within the scope of this regulation, it shall not apply.
2.4.5 Classification of equipment
Handheld devices or their combinations, which are declared using the source of the vehicle, shall be considered as a mobile device on the vehicle.
Handheld devices, mobile devices or their combinations, declared using an AC power source, must be considered as fixed devices.
2.5 Quality criteria
2.5.1 General quality criteria
There are three types of quality criteria used in this regulation:
- Criterion A applied for immunity test for continuous phenomena;
- Criterion B applied for immunity test for mutation phenomena;
- Criterion C applied for immunity test for cases of overtime sudden power loss as allowed.
The equipment shall meet the minimum quality criteria specified in the following sections.
2.5.2 Table of quality criteria

NOTE 1: Reduced quality in performing the test shall be understood as a reduction not less than the minimum quality level as prescribed by the manufacturer to ensure that the equipment operates as intended. In some cases, the minimum quality level can be replaced by an acceptable quality reduction level. If the manufacturer does not specify a minimum quality level or acceptable quality reduction levels, these quality levels may be found in the product description or documents attached with the equipment (including leaflets and ads) and the level that the user wants when using the equipment properly. NOTE 2: No reduction in quality after the test shall be understood as a reduction level in the quality not less than the minimum level as specified by the manufacturer to ensure that the equipment operates as intended. In some cases, the known minimum quality level can be replaced by an acceptable quality reduction level. After the test, there is no change in the actual operating data. If the manufacturer does not specify a minimum quality level or acceptable quality reduction level, these quality levels may be found in the product description or documents attached with the equipment (including leaflets and ads) and the level that the user wants when using the equipment properly. |

2.5.3 Quality criteria for continuous phenomena applied to the transmitter (CT)
Apply criterion A.
Repeat the test when the EUT is in standby mode (if applicable) to ensure that no undesirable transmission occurs. In the system using acknowledgments ACK, the transmission of ACK or non-ACK may occur, the steps for the test shall be taken to ensure an exact interpretation of any transmission due to the performance of the test.
2.5.4 Quality criteria for mutation applied to transmitter (TT)
Apply criterion B, except for voltage tests within 100 ms and voltage interruption within 5000 ms, Criterion C shall be applied for those tests.
Repeat the test when the EUT is in standby mode (if applicable) to ensure that no undesirable transmission occurs. In the system using acknowledgments ACK, the transmission of ACK or non-ACK may occur, the steps for the test shall be taken to ensure an exact interpretation of any transmission due to the performance of the test.
2.5.5 Quality criterion for continuous phenomena applied to receiver (CR)
Apply criterion A.
When the EUT is a transceiver, in any case, the transmitter will operate unintentionally during the test. In the system using acknowledgments ACK, the transmission of ACK or non-ACK may occur, the steps for the test shall be taken to ensure an exact interpretation of any transmission due to the performance of the test.
2.5.6 Quality criteria for mutation phenomena applied to receiver (TR)
Apply criterion B, except for voltage test within 100 ms and voltage interruption within 5000 ms, Criterion C shall be applied for those tests.
When the EUT is a transceiver, in any case, the transmitter will operate unintentionally during the test. In the system using acknowledgments ACK, the transmission of ACK or non-ACK may occur, the steps for the test shall be taken to ensure an exact interpretation of any transmission due to the performance of the test.
3 PROVISIONS ON MANAGEMENT
Radio broadband data transmission equipment within the governing scope as referred to in Article 1.1 shall comply with the technical provisions in this Regulation.
4 RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
The concerned organizations and individuals shall observe the regulations on certification and conformity of radio broadband data transmission equipment and are subjected to the inspection by state management agencies under the applicable regulations.
5 ORGANIZATION AND IMPLEMENTATION
5.1. The Department of Telecommunications and the Departments of Information and Communication shall organize the guidance of implementing the management of radio broadband data transmission equipment under this Regulation.
5.2. In case there is any change, addition or replacement in the provisions of this Regulation, the provisions of new document shall be applied.
