CIRCULAR
On non-application of tariff quotas for import of ASEAN-origin sugar[1]
Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
For realization of the commitment to remove tariff quotas under the ASEAN Trade in Goods Agreement;
In furtherance of the Government’s Resolution No. 130/NQ-CP of October 17, 2018, on suspending the implementation of Article 20 of the ASEAN Trade in Goods Agreement (ATIGA);
At the proposal of the Director of the Agency of Foreign Trade,
The Minister of Industry and Trade promulgates the Circular on non-application of tariff quotas for import of ASEAN-origin sugar.
Article 1.General provisions
1. Not to apply tariff quotas for import of sugar items (HS code 1701) originating from ASEAN countries in accordance with current laws.
2. Volume of sugar imported from ASEAN countries is not subject to annual tariff quotas announced by the Ministry of Industry and Trade under the World Trade Organization (WTO)’s commitments applicable to its member states.
Article 2.Import duty rates
Import duty rates for sugar items originating from the ASEAN countries must comply with the Government’s regulations.
Article 3.Effect
This Circular takes effect on January 1, 2020.-
