DIRECTIVE
ON THE CAMPAIGN "THE DECADE FOR THE DISABLED - THE ASIA-PACIFIC REGION" IN VIETNAM IN 2001
In furtherance of the commitment on the full and equal participation of the disabled, on the occasion of the Asia-Pacific Decade for the Disabled (1993-2002) launched by ESCAP, our country decided to host the Campaign "The Decade for the Disabled, the Asia-Pacific Region" to be organized in Hanoi from December 10-15, 2001. In order to well organize the campaign, the Prime Minister instructs:
1. The Ministry of Labor, War Invalids and Social Affairs to assume the prime responsibility and coordinate with the ministries, branches, the Hanoi Peoples Committee, the Quang Ninh People’s Committee and concerned localities in working out the plan of action and well organizing activities in response to the campaign "The Decade for the Disabled, the Asia-Pacific Region in 2001".
2. The Ministry for Foreign Affairs to provide support in establishing ties with international organizations involved in the campaign activities.
3. The Ministry of Public Security to ensure safety and security during the campaign time.
4. The Ministry of Health to prepare subject on functional rehabilitation for the disabled to be discussed at the campaign, and launch a movement in response to the campaign within the system community-based functional rehabilitation.
5. The Ministry of Culture and Information to propagate for the campaign, the Partys and States concern and care of the disabled; and support the organization of cultural and art activities (performance, exhibition) of the disabled.
6. The Radio Station Voice of Vietnam, the Vietnam Television, and local radio and television stations to broadcast weekly special programs on activities of the disabled and for the disabled.
7. The General Department of Tourism to support activities of visitors who participate in the campaign.
8. The Sports and Physical Training Committee and the Ministry of Education and Training to support the regular activities of and organize sport competitions for the disabled; create favorable conditions for students to voluntarily participate in serving the campaigns activities.
9. The Peoples Committees of Hanoi city and Quang Ninh province to direct the organization of the campaigns activities and ensure security and traffic order and safety in their respective localities.
10. To request the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Association for Support of the Disabled and Orphans and the Vietnam Sports Association for the Disabled to coordinate with concerned ministries and branches in carrying out the above-mentioned activities.
The Ministry of Labor, War Invalids and Social Affairs shall sum up and report to the Prime Minister the results of the campaign in response to "the Asia-Pacific Decade for the Disabled" in Vietnam in 2001.
