RESOLUTION

On permitting eligible Vietnamese players in a number of casino projects

Pursuant to the Law No. 63/2025/QH15 on Organization of the Government;

Pursuant to the Law No. 64/2025/QH15 on Promulgation of Legal Documents, which was amended and supplemented by the Law No. 87/2025/QH15;

Pursuant to the Government’s Decree No. 78/2025/ND-CP (which was amended and supplemented by Decree No. 187/2025/ND-CP) detailing a number of articles of, and providing measures for organizing and guiding the implementation of the Law on Promulgation of Legal Documents;

Pursuant to the Government’s Decree No. 39/2022/ND-CP, promulgating the Working Regulation of the Government;

Pursuant to the Government’s Decree No. 03/2017/ND-CP (which was amended and supplemented by Decree No. 145/2024/ND-CP) of the Government on casino business;

At the proposal of the Minister of Finance;

The Government promulgates the Resolution on permitting eligible Vietnamese players in a number of casino projects.

Article 1. Scope of regulation

This Resolution specifies the casinos admitting eligible Vietnamese players; the places and duration of pilot permission of eligible Vietnamese players in casinos; and the policies on management of eligible Vietnamese playing in casinos.

Article 2. Subject of application

1. Phu Quoc casino project (An Giang province), Van Don casino project (Quang Ninh province), and Ho Tram casino project (Ho Chi Minh City) (hereinafter collectively referred to as the “casino projects”).

2. Players who are Vietnamese citizens eligible to play in casinos in accordance with the Government’s regulations on casino business (hereinafter referred to as “eligible Vietnamese players in casinos”).

3. State agencies, organizations, and individuals involved in the implementation of the provisions specified in Clause 1 of this Article.

Article 3. Casinos admitting eligible Vietnamese players; places and duration of pilot permission for eligible Vietnamese players in casinos

1. Eligible Vietnamese citizens are permitted to enter and play in the Phu Quoc casino project (An Giang province) from the effective date of this Resolution.

2. Eligible Vietnamese citizens are permitted on a pilot basis to enter and play in the Ho Tram casino project (Ho Chi Minh City). The duration of pilot permission is 05 years from the effective date of this Resolution.

3. Eligible Vietnamese citizens are permitted on a pilot basis to enter and play in the Van Don casino project (Quang Ninh province). The duration of pilot permission is 05 years from the date of issuance of certificate of eligibility for casino business.

Article 4. Policies on management of eligible Vietnamese citizens playing in casinos

The management of eligible Vietnamese citizens playing in casinos, operation and management of casino business activities at the casino projects specified in Article 3 of this Resolution shall comply with Decree No. 03/2017/ND-CP dated January 16, 2017 of the Government on casino business, or any amending, supplementing, or replacing document (if any).

Article 5. Termination of the duration of pilot permission for eligible Vietnamese players in casinos

Upon the end of the pilot duration, the casino projects specified in Clause 2 and Clause 3 of Article 3 of this Resolution shall cease permitting eligible Vietnamese citizens to enter and play in the casinos until a conclusion is issued by a competent authority in accordance with the law regulations on casino business.

Article 6. Implementation provisions

1. This Resolution takes effect on November 26, 2025.

2. The enterprises performing the casino projects specified in Article 3 of this Resolution shall be responsible for organizing their business and managing eligible Vietnamese citizens playing in casinos in a strict manner, in compliance with the law regulations on casino business.

3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of An Giang province, Quang Ninh province, and Ho Chi Minh City, and related organizations and individuals shall take responsibility for the implementation of this Resolution.
