RESOLUTION
On adjustments to the 2025 Legislative Program[1]
THE NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented under Resolution No. 203/2025/QH15;
Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which has a number of articles amended and supplemented under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents, which has a number of articles amended and supplemented under Law No. 87/2025/QH15;
Considering the Government’s Report No. 640/TTr-CP of July 21, 2025; and Report No. 661/TTr-CP of July 29, 2025, and Report No. 829/BC-UBPLTP15 of August 12, 2025, of the Standing Body of the Committee on Legal and Judicial Affairs;
RESOLVES:
Article 1. Adjustments to the 2025 Legislative Program
To add the following 2 draft laws to the 2025 Legislative Program for submission to the National Assembly for opinion and passage at its 10th session (October 2025) according to the fast-track procedures:
1. Law Amending and Supplementing a Number of Articles of Ten Laws related to Security and Order (including the Law on Guards, the Law on Foreigners’ Entry in, Exit from, Transit through, and Residence in, Vietnam, the Law on Exit and Entry of Vietnamese Citizens, the Law on Residence, the Law on Identity, the Law on the Force Participating in the Protection of Security and Order at the Grassroots Level, the Law on Road Traffic Order and Safety, the Law on Roads, the Law on Management and Use of Weapons, Explosive Materials and Supporting Tools, and the Law on Fire Prevention and Fighting, Rescue and Salvage);
2. Law Amending and Supplementing a Number of Articles of the Law on Treaties.
Article 2. Organization of implementation
To assign submitting agencies, agencies in charge of verification, and agencies participating in verification, and progress of submission to the National Assembly Standing Committee for opinion for the 2 laws to be added to the 2025 Legislative Program as follows:

Article 3. Effect
This Resolution takes effect on the date of its adoption.
This Resolution was adopted on August 14, 2025, by the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam.-
