RESOLUTION
On the promulgation of the Government’s Decrees guiding the implementation of Law No. 08/2022/QH15 on Insurance Business which continue to be effective

THE GOVERNMENT
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the February 19, 2025 Law on Promulgation of Legal Documents; and the June 25, 2025 Law Amending and Supplementing a Number of Articles of the Law on Promulgation of Legal Documents;
Pursuant to the June 16, 2022 Law on Insurance Business, which is amended and supplemented under the December 10, 2025 Law Amending and Supplementing a Number of Articles of the Law on Insurance Business;
Pursuant to the Government’s Decree No. 78/2025/ND-CP, detailing a number of articles of, and providing measures to implement, the Law on Promulgation of Legal Documents, which is amended and supplemented under Decree No. 187/2025/ND-CP;
At the proposal of the Minister of Finance;
Based on votes of the cabinet members,
RESOLVES:
Article 1. To promulgate the legal documents issued by the Government, providing specific measures to organize and guide the implementation of the Law on Insurance Business (Law No. 08/2022/QH15), which continue to be effective from January 1, 2026, to the date of issuance of amending and supplementing documents, including:
1. Decree No. 46/2023/ND-CP detailing a number of articles of the Law on Insurance Business.
2. Decree No. 67/2023/ND-CP on compulsory insurance for motor vehicle owners’ civil liability, compulsory fire and explosion insurance, and compulsory insurance in construction investment activities.
3. Decree No. 174/2024/ND-CP, on the sanctioning of administrative violations in the field of insurance business.
Article 2. Principles of application of law
The application of the Law Amending and Supplementing a Number of Articles of Law No. 139/2025/QH15 on Insurance Business and the legal documents referred to in Article 1 of this Resolution must comply with Clause 3, Article 58 of the Law No. 64/2025/QH15 on the Promulgation of Legal Documents, which is amended and supplemented by Law No. 87/2025/QH15 (in case legal documents have different provisions on the same matter, the document with higher legal effect shall apply).
Article 3. This Resolution takes effect on the date of its signing. Any difficulties or problems arising in the course of implementation of this Resolution should be reported to the Ministry of Finance for the latter to assume the prime responsibility for, and coordinate with related ministries and sectors in, provide guidance and resolutions or to submit them to the competent authority for consideration and direction.
Article 4. Ministers, heads of ministerial-level agencies and government-attached agencies, chairpersons of provincial-level People’s Committees, and the subjects involved in insurance business activities shall implement this Resolution.-
