On the 2026 Legislative Program

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented under Resolution No. 203/2025/QH15;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which has a number of articles amended and supplemented under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents, which has a number of articles amended and supplemented under Law No. 87/2025/QH15;

Considering the Government’s Report No. 724/TTr-CP of August 26, 2025, the National Defense, Security and External Affairs Committee’s Document No. 702/UBQPANDN15 of August 1, 2025, and the Standing Body of the Legal and Judicial Affairs Committee’s Report No. 1049/TTr-UBPLTP15 of September 24, 2025,

RESOLVES:

Article 1. The 2026 Legislative Program

1. To submit the following 13 draft laws to the National Assembly for consideration and passage at the 1^st session of the 16^th National Assembly (April 2026):

a/ (Revised) Law on Civil Status;

b/ Law on Procedures for Promulgation of Administrative Decisions;

c/ (Revised) Law on Access to Information;

d/ (Revised) Law on Belief and Religion;

dd/ Law Amending and Supplementing a Number of Articles of the Law on Social Insurance;

e/ Law Amending and Supplementing a Number of Articles of the Law on Notarization;

g/ Law Amending and Supplementing a Number of Articles of the Law on Overseas Representative Missions of the Socialist Republic of Vietnam;

h/ Law Amending and Supplementing a Number of Articles of the Law on Real Estate Business;

i/ Law Amending and Supplementing a Number of Articles of the Housing Law;

k/ Law Amending and Supplementing a Number of Articles of the Law on Prevention and Control of Tobacco Harms;

l/ Law Amending and Supplementing a Number of Articles of the Law on Environmental Protection Tax;

m/ Law Amending and Supplementing a Number of Articles of the Law on Legal Aid;

n/ Law Amending and Supplementing a Number of Articles of the Law on Emulation and Commendation;

2. To submit the following 21 draft laws and 1 draft resolution to the National Assembly for consideration and passage at the 2^nd session of the 16^th National Assembly (October 2026):

a/ (Revised) Vietnam Maritime Code;

b/ (Revised) Law on Post;

c/ (Revised) Law on Oil and Gas;

d/ (Revised) Law on Property Auction;

dd/ (Revised) Law on Grassroots Conciliation;

e/ (Revised) Law on Lawyers;

g/ (Revised) Law on Adoption;

h/ Law on Prevention and Combat of Proliferation of Weapons of Mass Destruction;

i/ (Revised) Law on Law Dissemination and Education;

k/ (Revised) Law on Public Debt Management;

l/ (Revised) Law on Handling of Administrative Violations;

m/ Law Amending and Supplementing a Number of Articles of the Law on Measurement;

n/ Law Amending and Supplementing a Number of Articles of the Law on Donation, Removal and Transplantation of Human Tissues and Organs and Donation and Recovery of Cadavers (according to procedures for policy making as specified in Clause 1, Article 27 of the Law on Promulgation of Legal Documents);

o/ Law Amending and Supplementing a Number of Articles of the Law on Support for Small- and Medium-Sized Enterprises;

p/ Law Amending and Supplementing a Number of Articles of the Law on Environmental Protection;

q/ Law Amending and Supplementing a Number of Articles of the Law on Architecture;

r/ Law Amending and Supplementing a Number of Articles of the Law on International Agreements;

s/ Law Amending and Supplementing a Number of Articles of the Publication Law;

t/ Law Amending and Supplementing a Number of Articles of the Commercial Law, Competition Law, Law on Foreign Trade Management, Law on Electricity, and Law on Protection of Consumer Rights;

u/ Law Amending and Supplementing a Number of Articles of the Law on Physical Training and Sports, Tourism Law, Law on Cinematography, Law on Libraries, and Law on Cultural Heritage;

v/ Law Amending and Supplementing a Number of Articles of the Law on State Compensation Liability;

x/ National Assembly’s Resolution on the Coordination Mechanism and Special Policies to Enhance the Effectiveness of Preventing and Settling International Investment Disputes.

3. To submit the following 1 draft ordinance and 3 draft resolutions to the National Assembly Standing Committee for consideration and passage in 2026:

a/ Ordinance on the Remediation of Post-War Unexploded Ordnance Consequences;

b/ National Assembly Standing Committee’s Resolution on Principles, Criteria and Norms of Allocation of State Budget Expenditures;

c/ National Assembly Standing Committee’s Resolution on Principles and Criteria for Allocation of Value-Added Tax Revenues to Localities;

d/ National Assembly Standing Committee’s Resolution on the Environmental Protection Tariffs.

4. To assign submitting agencies, agencies in charge of verification, and schedule the submission of draft laws, ordinances and resolutions as provided in the Appendix to this Resolution.

Article 2. Organization of implementation

1. The Government and submitting agencies shall continue to thoroughly grasp and strictly implement the requirements of Resolution No. 66-NQ/TW and the direction of Party General Secretary To Lam on innovation in law-making mindset; fully comply with the Law on Promulgation of Legal Documents in the process of drafting, submission for consideration and passage of draft laws, ordinances and resolutions; tighten discipline and order, heighten responsibility and propose solutions to continue to renovate and further enhance legislative work, ensuring the strict implementation of the 2026 Legislative Program; strengthen control of power, fight against negative practices, and prevent the occurrence of "group interests" and local interests in law-making work; continue to intensify the application of digital technology, artificial intelligence and big data to support the entire law-making process.

The Government shall direct, urge and inspect agencies assigned to take charge of the drafting, assimilation of opinions and revision to ensure the quality and progress for submission to the National Assembly and the National Assembly Standing Committee; give an adequate period of time for discussing and giving opinions on drafts and the contents that need to have National Assembly deputies’ opinions explained or assimilated; formulate and promulgate detailing regulations to ensure they take effect at the same time with laws, ordinances and resolutions. To continue to study and thoroughly grasp the resolutions and documents of the 14th National Party Congress, the guidelines and policies in the resolutions of the Party Central Committee, the directions of the Political Bureau and the Secretariat to promptly propose to add necessary drafts to the 2026 Legislative Program. For documents of the National Assembly Standing Committee that need to be promulgated as assigned under laws and resolutions of the National Assembly, it is not required to complete the procedures for proposing their inclusion in the Program but to clearly state the legal grounds for their arrangement in the Program.

Agencies or organizations assigned to take charge of the drafting shall effectively organize the drafting, assimilation of opinions on, and revision of, the draft laws, ordinances and resolutions in the Legislative Program, ensuring the quality and progress as determined; carry out in a qualitative manner the making, consultation, and approval of policies before the drafting; make clear explanations and reports upon the submission of drafts that do not have to go through the policy-making process; thoroughly and seriously carry out summarization and collection of opinions from affected entities, and related agencies and organizations; and closely coordinate with agencies in charge of verification during the inspection and assimilation of opinions on, and revision of, drafts to ensure the prescribed quality and progress.

The Ministry of Justice shall strengthen its role in appraising, advising, and assisting the Government in developing proposals for the making of laws, ordinances, and resolutions; strictly control the dossiers of drafts submitted to the National Assembly Standing Committee and the National Assembly to ensure the prescribed quality of both contents and forms, especially drafts proposed for revision under Clause 2, Article 26 of the Law on Promulgation of Legal Documents; continue to properly perform the task of acting as the agency in charge of technical review of documents before they are submitted to the National Assembly and the National Assembly Standing Committee for consideration and passage; and assist the Government in monitoring, inspecting, and urging the implementation of the Legislative Program.

2. The Ethnic Council and the Committees of the National Assembly shall continue to uphold their sense of responsibility, foster their capacity, and promote democracy in legislative work; continue to innovate the method of verification, coordinate in assimilation of opinions on, and revision of, draft laws, ordinances and resolutions in the direction of early and far-sighted manner, comprehensive and in-depth research, closely grasping the reality, and effectively solving practical problems of economic and social life; organize the verification of drafts submitted at the first session of the 16th National Assembly in the direction that the Standing Body of the Ethnic Council and the Committees of the 15th National Assembly conduct preliminary inspection for submission to the 15th National Assembly Standing Committee for opinions, the Ethnic Council and the Committees of the 16th National Assembly conduct official verification for submission to the National Assembly for consideration and passage; assume the prime responsibility for, and coordinate with one another in reviewing laws, ordinances and resolutions in their assigned fields in order to detect inadequate, contradictory and overlapping contents and promptly propose amendments and supplementations to relevant documents; intensify the supervision, and promptly detect, clarify and propose handling of institutional bottlenecks and legal gaps.

The Standing Body of the Ethnic Council and the Committees of the National Assembly shall closely coordinate with the Standing Body of the Legal and Judicial Affairs Committee in the process of giving opinions on proposals for the making of laws, ordinances and resolutions, and for modification and supplementation of the 2026 Legislative Program (if any), focusing on giving opinions on the necessity, purposes of promulgation, scope of regulation, and subjects of application; specific issues to handle law-related inadequacies, contradictions and overlaps; new issues, new trends and other necessary contents (if any); projected time for submission and approval.

3. The Secretary General of the National Assembly - Head of the National Assembly Office shall promptly organize the summarization of National Assembly deputies’ opinions on draft laws and draft resolutions in group discussions and in the Hall; and provide sufficient information and materials for National Assembly deputies to discuss and give opinions on draft laws and draft resolutions.

4. National Assembly deputies’ delegations and National Assembly deputies shall devote adequate time to studying and seeking opinions of local agencies and organizations, experts, scientists and voters; and organize discussions and give their quality opinions.

5. The Vietnam Fatherland Front and socio-political organizations shall continue to promote, and improve the quality of, their social criticisms for draft laws. The Vietnam Chamber of Commerce and Industry shall actively give its opinions in the process of formulation and promulgation of policies and laws, especially in the fields of economics, trade, investment, and production and business activities of enterprises.

6. The Standing Body of the Ethnic Council and the Committees of the National Assembly shall assist the National Assembly Standing Committee in monitoring and urging the implementation of this Resolution.

Article 3. Effect

This Resolution takes effect from the date of its adoption.-

This Resolution was adopted on September 26, 2025, by the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam, at its 49th session.-
