SUMMARY

The average per-capita GDP will reach USD 4,700 - 5,000 by 2025

The Resolution No. 16/2021/QH15 on the 2021-2025 five-year socio-economic development plan is issued on July 27, 2021 by the National Assembly.

Accordingly, the National Assembly sets out major targets for the 2021-2025 period as follows: The average growth rate of gross domestic product (GDP) will be 6.5-7% per year on average during the 5 years; The average per-capita GDP will reach USD 4,700 - 5,000 by 2025; Processing and manufacturing industries will account for over 25% of GDP while digital economy will account for around 20% of GDP; The total factor productivity (TFP) will account for around 45% of growth rate; The average life expectancy will be about 74.5 years, in which the healthy life expectancy will be at least 67 years; etc.

Major tasks and solutions include: Focusing on realizing the dual targets of both containing the COVID-19 pandemic and boosting socio-economic recovery and development, but based on the actual situation and specific areas to choose priorities, ensure the health and life of the people and social security; Intensifying efficient mobilization, allocation and use of resources, etc.

RESOLUTION

On the 2021-2025 five-year socio-economic development plan

 

THE NATIONAL ASSEMBLY

 

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Considering the reports of the Government, the Supreme People’s Court, the Supreme People’s Procuracy, National Assembly agencies and concerned agencies, and opinions of National Assembly deputies;

 

RESOLVES:

 

1. General objectives

To ensure fast and sustainable economic growth on the basis of enhancing macro-economic stability, developing science, technology and innovation, and fully optimizing the country’s potential and advantages; to strive for an economic growth rate higher than the average figure of the previous five years (2016 - 2020), and for a target that by 2025, Vietnam will become a developing country with modernity-oriented industry, escaping from the lower-middle income status. To improve the economy’s productivity, quality, efficiency and competitiveness; to uniformly take solutions to effectively address the COVID-19 pandemic’s impact, and swiftly recover and develop the economy. To strongly promote Vietnamese cultural values, human strength and individual creativity. To gradually build an orderly, disciplined, safe, wholesome, democratic, fair and civilized society; ensure the peaceful and happy life of the people for the principle “leave no one behind”. In the process of the national development, to always pay attention to ensuring social security and welfare, improving the material and spiritual life of the people. To attach great importance to environmental protection and effective response to climate change. To strengthen national defense and security; resolutely and persistently struggle to firmly protect national independence, sovereignty, unity and territorial integrity, and maintain a peaceful and stable environment for national development. To proactively take initiative in international integration, raise the effectiveness of external activities, and elevate the country’s position and prestige in the international arena.

2. Major targets

2.1. Economic targets:

The average growth rate of gross domestic product (GDP) will be 6.5-7% per year on average during the 5 years.

The average per-capita GDP will reach USD 4,700 - 5,000 by 2025.

Processing and manufacturing industries will account for over 25% of GDP while digital economy will account for around 20% of GDP.

The total factor productivity (TFP) will account for around 45% of growth rate.

The social labor productivity will grow over 6.5% per year on average.

The urbanization rate will reach about 45%.

State budget overspending will be about 3.7% of GDP on average during the 2021-2025 period.

2.2. Social targets:

The average life expectancy will be about 74.5 years, in which the healthy life expectancy will be at least 67 years.

Agricultural labor will make up around 25% of the total social workforce.

The rate of trained labor will reach 70%, 28 - 30% of whom will possess degrees or certificates.

The urban unemployment rate will drop to below 4%.

The rate of poor households (according to the multidimensional poverty line) will maintain a decrease of 1-1.5% per year.

There will be 10 medical doctors and 30 patient beds per 10,000 people.

The rate of health insurance coverage will reach 95% of the population.

The rate of communes meeting the new-style rural area standards will reach at least 80%, 10% of which will meet the model new-style rural area standards.

2.3. Environmental targets:

95 - 100% of urban residents and 93 - 95% of rural residents will have access to clean and hygienic water.

90% of municipal solid wastes will be collected and treated in accordance with standards and regulations.

92% of industrial parks and export processing zones in operation will have centralized wastewater treatment systems in accordance with environmental standards.

100% of establishments causing serious environmental pollution will be handled.

The rate of forest coverage will remain not lower than 42%.

3. Major tasks and solutions

3.1. To focus on realizing the twin targets of both containing the COVID-19 pandemic and boosting socio-economic recovery and development, but based on the actual situation and specific areas to choose priorities, ensure the health and life of the people and social security.

To drastically take solutions to prevent and control the COVID-19 pandemic according to the four on-the-spot motto with the spirit of initiative, determination, flexibility and creativity; to boost up broad and effective application of technology; to urgently implement a comprehensive and effective vaccine strategy, organize a COVID-19 vaccine vaccination program for the people, strive to achieve herd immunity by the end of 2021 on in early 2022. To research on, formulate and implement a feasible and effective economic recovery and development program.

3.2. To continue building and completing synchronous development institutions, first of all socialist-oriented market economy institutions.

To timely institutionalize the policies and guidelines of the Resolution of the 13th National Congress of the Communist Party. To continue innovating and improving the efficiency of law enforcement and formulation. To urgently review, supplement and complete law provisions that are no longer appropriate, overlapping, incomplete or problematic, especially on planning, investment, business, land, finance, budget, public property and tax, etc. in the direction that the problems arise at any level, such level will actively and proactively amend and supplement related contents. To research on, urgently amend and replace mechanisms and policies that are no longer suitable to the reality to solve backlog problems causing loss and waste; when necessary, to promulgate a law amending multiple laws or a pilot resolution for new issues that have not yet been provided for in the law or have been specified but have various problems and inadequacies and are no longer suitable with the reality. To accelerate the development of policy and legal framework for digital infrastructure development towards national digital transformation. To build, test and complete the legal framework for new business models applying high technology; sharing economy models; transactions and management of digital assets; risky investment; new payment methods; electronic identification and authentication system. To review, adjust and supplement law provisions to meet requirements according to international commitments. To enhance the quality of analysis, forecasting, and warning; complete the information and statistics system. To expeditiously promulgate and implement the national planning system in accordance with law provisions. To further promote the decentralization and personalization of responsibilities associated with power control and enhancement of coordination, inspection and supervision, creating initiative, flexibility and creativity and strengthening the responsibilities of subordinates.

To operate tight fiscal policy and proactive, flexible and prudent monetary policy, and ensure an appropriate coordination of policies to control inflation, maintain the macro-economic stability and major balances, and promote the economic growth.

To effectively exploit free trade agreements, expand and diversify import and export markets. To enhance trade remedy capacity in line with international commitments. To intensify inspection, control and fight against commercial fraud. To promote the effective implementation of the campaign “Vietnamese people prioritize using Vietnamese goods” and build brands of made-in-Vietnam goods; to develop e-commerce in harmony with traditional commerce.

3.3. To further step up restructuring the economy in association with renewing the growth model, and increase the economy’s productivity, quality, efficiency and competitiveness; to develop digital economy and digital society

To build an independent and self-reliant economy, strengthen internal resources and improve the adaptability and resilience of the economy. To swiftly recover the economy in the first years of the term; to break through and develop the country in the following years. To continue promoting industrialization and modernization on the basis of science, technology, innovation and technological achievements of the fourth industrial revolution. To implement the National Program on increasing labor productivity; to focus on developing national products. To establish domestic and international supply chains and value chains, ensure quality and traceability regulations.

To develop a number of basic industrial sectors; to prioritize spearhead industries, high-tech industries and supporting industries. To focus on strongly developing the processing and manufacturing industries in association with smart technology; to attach importance to developing green industries. To improve the capacity of design, construction and installation, construction management in the advanced and modern direction; to develop new, intelligent, energy-saving and environment-friendly building materials.

To boost up agricultural restructuring; to develop rural economic development and high-efficiency farming in association with building a new countryside. To develop large-scale concentrated commodity agriculture in the direction of modernity, application of high technology, enhancement of added value and sustainable development. To encourage the development of green, clean, ecological, organic, high-tech, smart agriculture that adapts to climate change. To support and encourage the development of farm-based economy, agricultural cooperatives and cooperative groups. To develop markets and promote consumption of key and potential products.

To promote the development and quality improvement of service industries, give priority to industries with advantages, knowledge- and technology-intensive industries and industries with high added value. To develop new types of services and build service ecosystems in the domains of finance, banking, insurance, legality, healthcare, education and training, science, technology, telecommunications, information technology, logistics, transportation, distribution, etc. To develop and position the national tourism brand in association with the main and unique image imbued with national cultural identity.

To effectively restructure public investment in the direction of resolutely overcoming the state of spread, fragmentation, prolongation; to focus on implementing three strategic breakthroughs, especially key industries and fields as well as large and important national projects, reinforce regional and inter-regional connectivity to create spillover effects and increase growth momentum. By 2025, to complete the rearrangement of state-owned enterprises on time and effectively; to completely handle the weaknesses and losses of state corporations and controlling companies. To consolidate and develop a number of large-scale, efficient and competitive state economic groups. To restructure credit institutions and deal with non-performing loans in a more drastic and effective manner; to develop cashless payments and improve the performance of securities market.

3.4. To intensify efficient mobilization, allocation and use of resources

To renovate mechanism for allocating investment resources, give priority to attracting development resources to key economic regions, growth poles, large cities, spearhead industries, and national key projects. To strive for a target that total social investment capital will reach around 32-34% of GDP on average during the 5 years. To take public investment to lead and activate non-state resources, especially investment in infrastructure development under the form of public-private partnership. To focus on removing difficulties and obstacles of outstanding and prolonged investment projects of all economic sectors to soon put them into operation and use, and create resources for development.

To attract and cooperate with foreign investors in the direction of prioritizing projects with high technology, without causing environmental pollution, with high added value, with modern management models, with global supply chains or with ability to spread development and close connection with domestic economic sectors. To enhance connectivity between domestic economic sectors and foreign-invested sectors. To formulate internationally competitive incentive policies for large and important projects to attract strategic investors and multinational corporations to set up their headquarters and establish their research - development, innovation centers in Vietnam.

3.5. To promote the construction and development of synchronous and modern strategic infrastructure systems

By 2025, to basically complete the North-South expressway in the East and the first phase of Long Thanh international airport; with regard to a number of necessary coastal roads from Quang Ninh to Kien Giang, the Government shall carefully review and calculate the allocation of investment capital and take appropriate solutions to ensure the feasibility and efficiency of investment. To continue building important seaports according to planning; to soon put urban railways into operation; to submit policies on high-speed railway investment to competent agencies; to strengthen connectivity between domestic and regional cities; to invest in infrastructure that connects the Northern Midlands and Mountain Areas with the Red River Delta and Hanoi Capital; to invest and upgrade traffic routes that connect provinces in the Central Highlands with the Southeast region, the South Central Coastal provinces, develop traffic infrastructure that connects the Mekong Delta with the Southeast region and Ho Chi Minh City. To promote the implementation of projects under the form of public-private partnership, first of all projects in the form of build-operate-transfer (BOT) to develop strategic infrastructure on the principle of interest harmonization and risk sharing among the State, investors and the people. To upgrade and modernize strategic infrastructure as well as infrastructure adapting to climate change, especially in the domains of agriculture and rural areas in the Mekong Delta, Central Coast and Central Highlands. To build major irrigation works and reservoirs the Central Highlands, the South Central region and the Mekong Delta.

To pay attention to investment in promoting the development of energy infrastructure and information and communication technology infrastructure. To firmly ensure national energy security, encourage the development of smart grids, renewable energy and strong participation of the non-state economic sector. To strive to reduce energy consumption rate on average GDP by 1-1.5% per year.

3.6. To raise the quality of human resources in association with promoting innovation, application and strong development of science and technology

To restructure and raise the quality and efficiency of the labor market. To implement the program to support the the labor market development until 2030; application of digital transformation and information technology in the connection of labor supply - demand. To effectively operate the national population database and the national connection and sharing platform; to form, synchronously connect and unify the system of national, regional and local data centers. To carry out national digital transformation and digital transformation in Vietnamese enterprises. To conduct overall reform and synchronization of wage policy of employees in compliance with the principle of increasing labor productivity and business efficiency as the basis for salary increase. To continue promoting the development of human resources in both scale and quality, especially high-quality human resources. To effectively deploy the new national education system and diversify training methods. To implement the Strategy for Vocational Education Development in the 2021 - 2030 period; to prepare human resources for digital transformation and development of digital economy as well as digital society.

To set up specific and outstanding mechanisms and policies, prioritize resources in order for science, technology and innovation with new products, services, and business models of technology to be the main driving force of economic growth. To boost the strong development of social sciences in close connection with natural sciences and technology. To focus on developing basic research and core technology application research. To comprehensively restructure the system of public scientific and technological research institutions. To intensify connections between enterprises and research institutes and universities, take enterprises as the center; to effectively attract and promote the participation of foreign and overseas Vietnamese scientists and experts. To strongly develop the science and technology market, especially the network of intermediary organizations, appraise and evaluate technology transfer, support research on decoding and mastering the transferred technology. To strengthen protection and enforcement of intellectual property rights. To accelerate the establishment of national creative start-up centers, first in Hanoi, then Da Nang and Ho Chi Minh City. To maintain the ranking on the Global Innovation Index (GII) among the top three ASEAN countries.

3.7. To foster the development of linkages between regions and economic zones and urban development

To research appropriate zoning, improve the quality of regional planning in the direction of integration and multi-sector. To research and promulgate coordination regulations; to strongly promote the development of regional, intra-regional and inter-regional linkages, formulate regional coordination institutions, mechanisms and policies to promote the role of growth engines of key economic regions and to soon create new driving force zones and new growth poles.

To effectively diversify, exploit and use resources for urban development and urban economy, and urban finance innovation. To strive to have at least three smart cities in the three key economic regions of the North, the South and the Central region. To strongly develop satellite towns of a number of large urban centers, combine urban and rural development; to develop coastal ecological urban areas, form and develop strong marine economic centers in association with the protection of sovereignty over sea and islands. To select a number of locations and cities with special advantages to build economic and financial center with breakthroughs and high international competitiveness, connecting with major regional and global economic centers. On an annual basis, to report to the National Assembly for assessment of the pilot implementation of specific mechanisms and urban administration.

3.8. To promote the Vietnamese cultural values, human strength and great unity strength of the whole nation, realize social progress and justice, improve the people’s living standards, and ensure a harmonious connection between economic development and cultural as well as social development.

Not to trade justice, social progress and the environment to pursue purely economic growth. To build and promote cultural factors to be breakthroughs in socio-economic development and international integration. To step by step narrow the gap in cultural enjoyment between urban and rural areas and among regions; rich-poor gap; access to basic social services; access to jobs among regions and population groups. To effectively implement national target programs on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

To continue completing policies and laws on population, make effective use of the golden population structure. To switch the population policy’s focus from family planning to population and development. To strongly and comprehensively innovate, raise the quality of medical and health services for the people, and ensure social security; to strive for a target that by 2025, the rate of people’s satisfaction with health services will reach over 80%. To promote preventive medicine and improve health, prevent and control infectious and non- infectious diseases, ensure health safety and security, etc. To develop a network of satellite hospitals; to pay attention to the development of grassroots and school health care. To encourage public-private partnership, private investment and provision of health examination and treatment services upon request; to develop the family doctor model. To enhance traditional medicine in association with modern medicine. To strongly strengthen the research and production of vaccines, medicines and medical equipment. To implement the roadmap towards health insurance for all people. To ensure the balance of the Social Insurance Fund in the long term. To strive that by 2025, the rate of workers in the age group participating in social insurance is 45% while the rate of the labor workforce in the age group participating in unemployment insurance is 35%.

To foster the implementation of youth development strategies and policies. To effectively deploy the National Strategy on Gender Equality for the 2021 - 2030 period, and the Program on Prevention and Response to Gender-Based Violence in the 2021 - 2025 period. To uniformly take solutions to prevent and combat social evils, especially drug and prostitution. To step up the development of physical training and sports for the entire people and sports in the community; to focus on developing high-achievement sports and professional sports. To boost up the patriotic emulation movement; to renew and enhance information and communication to motivate and inspire the people as well as create high consensus of the society.

3.9. To strengthen resource management and environmental protection; to proactively prevent, combat and limit the impact of natural disasters and adapt to climate change

To effectively implement the sustainable development goals under the 2030 Agenda for Sustainable Development of the United Nations. To sustainably protect and develop natural ecosystems, conserve nature and biodiversity. To develop roadmaps, mechanisms, policies and laws to establish and operate models of green economy, circular economy and low-carbon economy to reduce greenhouse gas emissions. To actively monitor and effectively respond to climate change. To ensure water source security, safety of dams and reservoirs, and prevent depletion of water resources and pollution of water sources, especially freshwater and underground water sources. To actively prevent, combat and limit the impact of high tides, floods, landslides, saltwater intrusion caused by sea level rise, especially in the Mekong River Delta, Red River Delta and Central Coast; flash floods and mountain landslides in midland and mountainous areas. To raise the quality of environmental impact assessment. To enhance international cooperation in resource management, environmental protection and response to climate change. To step up the inspection, examination and handling of violations of the law, and to fight against and prevent crimes related to natural resources and the environment.

3.10. To improve the efficiency of state management and development creation capacity; to implement wage reform and tighten discipline, administrative rules in association with creating an innovation environment

To develop a modern and professional national administration; to build and implement e-Government, towards digital government. To continue substantially reducing administrative procedures and business conditions. To review and rearrange the organizational apparatus; to downsize in association with restructuring and improving the quality of cadres, civil servants and public employees. To concentrate resources to implement wage reform from July 1, 2022. Not to use the residual salary reform source for capital construction investment and other purposes, unless otherwise permitted by the National Assembly’s resolution. The Government shall be accountable for ministries, central agencies and localities’ compliance with the provisions of the National Assembly's resolutions on the use of the residual salary reform source for other purposes, ensuring adequate source of salary reform in accordance with the Resolution 27-NQ/TW. To promote the decentralization and individualization of official duties in association with inspection, supervision and control of power. To complete law provisions, create favorable conditions and protect cadres who are innovative, creative, dare to think, dare to do, dare to take responsibility for the common good. To strengthen the prevention and fight against corruption, negativity and waste; to strictly handle economic and corruption cases; to raise the efficiency of the recovery of corrupt assets; to prevent acts of harassment and trouble for the people and enterprises. To focus on settlement of complaints and denunciations, especially in complicated and long-standing cases.

3.11. To promote the socio-economic development in association with consolidating and enhancing defense and security potentials; to resolutely and persistently struggle to protect and maintain national independence, sovereignty, unity and territorial integrity; to maintain a peaceful and stable environment for the development of the country

To build the revolutionary, regular, elite, and gradually modern People’s Army and People’s Public Security with a number of services, corps, and forces moving straight to modernity; to maintain political security, social order and safety, human security, economic security, cyber-security. To be ready to respond effectively to traditional and non-traditional security challenges. Not to be passive and unexpected, and not to form opposing political organizations; To vigorously fight against crimes and social evils. To organize and implement synchronously and uniformly the socio-economic construction and development in association with consolidating the all-people national defense, the all-people defense posture in association with the strong people's security posture. To strengthen protection and support for marine economic activities, fishermen sticking to the sea, and efficient fishing. To continue building and developing the dual-use and increasingly modern defense and security industry.

3.12. To raise the effectiveness of external activities, proactively and actively integrate into the world in a comprehensive manner and elevate the country’s position and prestige in the international arena.

To closely connect foreign affairs with protecting national defense and security and serving socio-economic development. To promote comprehensive, effective, sustainable and interest-interweaving relations with partners, especially key partners; to handle relationships with major countries in a flexible, creative and effective manner. To raise the level of multilateral diplomacy and well perform international responsibilities. To closely and effectively combine the Party’s foreign affairs with the state diplomacy as well as the people-to-people diplomacy. To strive to basically complete the demarcation and marking, settle outstanding border and territorial issues, in which persistently promote the settlement of disputes in the East Sea by peaceful means in accordance with international law, the 1982 United Nations Convention on the Law of the Sea. To show performance in protecting Vietnamese citizens and overseas Vietnamese.

4. Organization of implementation

The Government, the Supreme People’s Court, the Supreme People’s Procuracy and the State Audit Office of Vietnam shall, within the ambit of their assigned functions, formulate an action plan for their term and detailed plans for each year of the term, effectively organize the implementation of the National Assembly’s Resolution, and report on the results of mid-term implementation of the Resolution to the National Assembly at the end of 2023.

The Standing Committee, the Ethnic Council and Committees of the National Assembly, National Assembly deputy delegations and National Assembly deputies shall oversee the implementation of this Resolution.

The Vietnam’s Fatherland Front and its member organizations, and social organizations established under law shall supervise and mobilize people of all strata to implement the National Assembly’s Resolution.

The National Assembly calls on people and soldiers nationwide and overseas Vietnamese to raise the spirit of emulation and patriotism, express solidarity, promote internal resources, take advantage of favorable opportunities, and overcome difficulties and challenges in order to best implement the 2021-2025 five-year socio-economic development plan .
