RESOLUTION

On adjustments to the 2026 Legislative Program

THE NATIONAL ASSEMBLY STANDING COMMITTEE

 

Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which has a number of articles amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents, which has a number of articles amended and supplemented by Law No. 87/2025/QH15;

Considering the Government’s Report No. 1280/TTr-CP and Report No. 1281/TTr-CP of December 29, 2025, Report No. 18/TTr-CP of January 17, 2026, Report No. 19/TTr-CP of January 19, 2026, Report No. 23/TTr-CP of January 21, 2026, Report No. 27/TTr-CP of January 28, 2026, Report No. 33/TTr-CP of February 3, 2026, and the Standing Body of the Committee on Legal and Judicial Affairs’ Report No. 1630/BC-UBPLTP15 of February 4, 2026,

 

RESOLVES

 

Article 1. To adjust the 2026 Legislative Program

1. To add the draft (revised) Law on the Capital to the 2026 Legislative Program for submission to the 16th National Assembly for consideration and passage at the 1st session according to the fast-track procedures.

2. To reschedule the submission of the draft Resolution on coordination mechanisms and specific policies to improve the effectiveness of prevention and settlement of international investment disputes to the 16th National Assembly for consideration and passage from the 2nd session to the 1st session according to the fast-track procedures.

3. To split the draft Law Amending and Supplementing a Number of Articles of the Commercial Law, the Competition Law, the Law on Foreign Trade Management, the Law on Electricity, the Law on Protection of Consumer Rights into 2 drafts, namely the Law Amending and Supplementing a Number of Articles of the Commercial Law, the Competition Law, the Law on Foreign Trade Management and the Law on Protection of Consumer Rights, and the Law Amending and Supplementing a Number of Articles of the Law on Electricity, and submit them to the 16th National Assembly for consideration and passage at the 2nd session

4. To change the draft Law Amending and Supplementing a Number of Articles of the Law on Real Estate Business into the draft (revised) Law on Real Estate Business, and reschedule its submission to the 16th National Assembly for consideration and passage from the 1st session to the 2nd session.

5. To change the draft Law Amending and Supplementing a Number of Articles of the Housing Law into the draft (revised) Housing Law, and reschedule its submission to the 16th National Assembly for consideration and passage from the 1st session to the 2nd session.

6. To add the draft (revised) Law on Food Safety and draft Law on Commodity Derivatives Trading to the 2026 Legislative Program for submission to the 16th National Assembly for consideration and passage at the 2nd session.

7. To remove the draft Law on Procedures for Promulgation of Administrative Decisions from the 2026 Legislative Program.

Article 2. Organization of implementation

1. To assign submitting agencies, agencies in charge of verification, agencies participating in verification, and schedule for submission to the National Assembly Standing Committee for opinion on the drafts that are adjusted in the 2026 Legislative Program as follows:

Article 3. Effect

This Resolution takes effect on the date of its signing.-

This Resolution was adopted on February 6, 2026, by the 15th National Assembly Standing Committee of the Socialist Republic of Vietnam.
