Official Dispatch No. 2847/CV-BCD dated May 23, 2020 of the National Steering Committee on COVID-19 disease prevention and control on providing support for foreigners who are investors, technical experts, skilled workers, managers of enterprises entering Vietnam to work

To: Chairpersons of provincial/municipal People’s Committees

In implementing the direction of the Prime Minister Nguyen Xuan Phuc in the meeting of the Standing Government on COVID-19 Prevention and Control on May 15, 2020 (the Notice No. 182/TB-VPCP dated May 15, 2020 of the Government Office), to facilitate and support foreigners who are investors, technical experts, skilled workers, business managers (hereinafter referred to as experts) to enter but still strictly comply with the safety and prevention of the pandemic, the National Steering Committee on COVID-19 disease prevention and control, the People's Committees of provinces and cities (hereinafter referred to as provincial People's Committee) are requested to perform the following contents:

1. Based on the demands of agencies and organizations located in the area, the provincial People's Committee shall decide a List of experts to enter Vietnam to work. Such a List shall be sent to the Ministry of Public Security (the Immigration Department) for consideration and settlement.

2. To assign and select concentrated quarantine facilities only for experts on the area (hereinafter referred to as quarantine facilities) in accordance with the instruction in the Ministry of Health’s Decision No. 878/QD-BYT dated March 13, 2020 on providing the “Guidance on quarantine in concentrated quarantine facilities for the prevention and control of COVID-19 pandemic” or the Ministry of Health’s Decision No. 1246/QD-BYT dated March 20, 2020 on providing the “Interim Guidance for pay-to-stay concentrated quarantine at hotels for the prevention and control of COVID-19 pandemic”. Avoiding cross infection in quarantine facilities and infection in the community.
