Official Dispatch No. 1923/TTg-QHQT dated October 24, 2011 of the Prime Minister receiving Project sponsored to the Ministry of Health by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)

THE PRIME MINISTER

Official Dispatch No. 1923/TTg-QHQT dated October 24, 2011 of the Prime Minister receiving Project sponsored to the Ministry of Health by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)

To:

- The Ministry of Planning and Investment;

- The Ministry of Health;

- The Ministry of Finance;

- The Ministry of Foreign Affairs;

- The Ministry of Public Security.

At the proposal of the Ministry of Planning and Investment (Official Dispatch No. 6647/BKHDT-KTDN dated October 03, 2011) and opinions from relevant agencies: the Ministry of Finance (Official Dispatch No. 12047/BTC-QLN dated September 08, 2011), the Ministry of Foreign Affairs (Official Dispatch No. 2965/BNG-TCQT dated August 30, 2011), the Government Office (Official Dispatch No. 5677/VPCP-QHQT dated August 18, 2011), the Prime Minister has opinions as follows:

1. Agree to receive the Project “Health System Supporting” sponsored by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) with contents mentioned in the proposal of the Ministry of Planning and Investment, within that:

- Total GFATM’s ODA capital is USD 86,636,150. The Project is allowed to imported 40 TOYOTA Fortuner 7-seat-cars for some units directly under the Ministry of Health and localities attending in the Project.

- Total counterpart fund is VND 7,153,000,000 by arranging allocated budget for health sector and localities.

2. The Ministry of Health verifies and approves Project’s documents, signs the Agreement on sponsoring Project with the sponsor party, besides, it is necessary to pay attention to the contribution ideas from relevant agencies which are responsible for implementing the Project in compliance with Government’s current regulations on management and use of ODA capital.

3. The Ministry of Health coordinates with the Ministry of Planning and Investment and relevant agencies to finish the Regulations of  Vietnam Country Coordinating Mechanism of the Global Fund (CCM Vietnam) under the Prime Minister’s directive at the Document No. 5307/VPCP-KGVX dated August 03, 2011 and contribution opinions of the Ministry of Planning and Investment at the point 3.3./.
