SUMMARY

At least 35% of the people officially listed as candidates for the National Assembly and People's Council must be women

On June 24, 2025, the National Assembly passed the Law Amending and Supplementing a Number of Articles of the Law on Election of Deputies to the National Assembly and Deputies to People’s Councils, No. 83/2025/QH15, which takes effect on July 1, 2025.

The Law amends regulations related to the organization and implementation of elections for deputies to the National Assembly and People's Councils with the following five notable contents:

(1) Enhancing women's participation

The Law clearly stipulates the percentage of women in the list of candidates, requiring that at least 35% of the total number of people on the official list of candidates for the National Assembly and People's Councils be women.

(2) Regulations on the structure and allocation of candidates

The amended Law provides regulations on the anticipated structure, composition, and allocation of the number of people nominated for election to the National Assembly and People's Councils.

The anticipated structure must be sent to relevant agencies such as the National Election Council and the Vietnam Fatherland Front Committee to ensure representation and fairness.

(3) Organization of elections and division of electoral units

The Law details the organization of elections, including:

  • Establishing election committees at provincial and communal levels,
  • Dividing electoral units based on population.

Electoral units must be announced no later than 80 days before the election day.

(4) Regulations on polling areas

Each polling area has from 300 to 4,000 voters, with special provisions for mountainous and island regions.

The determination of polling areas is decided by the communal-level People's Committee and can be adjusted by the provincial-level People's Committee if necessary.

(5) Voter contact conferences

The Law provides for the organization of voter contact conferences for candidates, which can be held in person or online. This Law amends and supplements the 2015 Law on Election of Deputies to the National Assembly and Deputies to People’s Councils.

Amending and Supplementing a Number of Articles of the Law on Election of Deputies to the National Assembly and Deputies to People’s Councils[1]

 

Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented under Resolution No. 203/2025/QH15;

The National Assembly promulgates the Law Amending and Supplementing a Number of Articles of Law No. 85/2015/QH13 on Election of Deputies to the National Assembly and Deputies to People’s Councils.

 

Article 1. To amend and supplement a number of articles of the Law on Election of Deputies to the National Assembly and Deputies to People’s Councils

1. To amend and supplement Clause 6, Article 4 as follows:

“6. The Election Committees in provinces and cities shall organize the election of deputies to the National Assembly in their localities; the Election Committees in provinces and cities, the Election Committees in communes, wards and special zones shall organize the election of deputies to the corresponding provincial-level People’s Councils and commune-level People’s Councils; the Election Boards and Election Teams shall conduct the election of deputies to the National Assembly and deputies to People’s Councils at all levels in accordance with this Law.”.

2. To amend and supplement Clauses 3 and 4, Article 8 as follows:

“3. The number of women to be nominated as candidates of deputies to the National Assembly shall be proposed by the National Assembly Standing Committee at the suggestion of the Standing Body of the Central Committee of the Vietnam Women’s Union, ensuring that at least thirty-five percent of the total number of candidates of National Assembly deputies on the official list are women.

4. The National Assembly Standing Committee’s proposal on the proportion, composition and number of to-be-nominated candidates of deputies to the National Assembly shall be sent to the National Election Council, the Standing Board of the Central Committee of the Vietnam Fatherland Front, Election Committees in provinces and cities, and Standing Boards of provincial-level Vietnam Fatherland Front Committees.”.

3. To amend and supplement Article 9 as follows:

“Article 9. Proposal on the proportion, composition and number of to-be-nominated candidates of deputies to People’s Councils

Based on the number of People’s Council deputies to be elected in each administrative unit in accordance with the Law on Organization of Local Administration, after reaching agreement with the Standing Board of the Vietnam Fatherland Front Committee and People’s Committee at the same level, at least 105 days before the election day:

1. The Standing Body of the People’s Council of the concerned province or city (below collectively referred to as provincial-level People’s Council) shall propose the proportion, composition and number of members of the political organizations, socio-political organizations, social organizations, people’s armed forces units, and state agencies at the same level, subordinate administrative units, and non-business units and economic organizations in the locality who are nominated as candidates of deputies to provincial-level People’s Council, ensuring that at least thirty-five percent of the total number of candidates of People’s Council deputies on the official list are women; the number of candidates who are ethnic minority people shall be determined based on the characteristics, structure of ethnicities and situation of each locality;

2. The Standing Body of the People’s Council in the concerned commune, ward or special zone (below collectively referred to as commune-level People’s Council) shall propose the proportion, composition and number of members of the political organizations, socio-political organizations, social organizations, people’s armed forces units, and state agencies at the same level, villages and hamlets (below collectively referred to as villages), residential quarters and residential clusters (below collectively referred to as residential quarters), and non-business units and economic organizations in the locality who are nominated as candidates of deputies to commune-level People’s Councils, ensuring that at least thirty-five percent of the total number of candidates of People’s Council deputies on the official list are women; the number of candidates who are ethnic minority people shall be determined based on the characteristics, structure of ethnicities and situation of each locality;

3. The proposal on the proportion, composition and number of to-be-nominated candidates of deputies to the People’s Council, made by the Standing Body of the People’s Council at each level, shall be sent to the National Election Council, the Standing Body of the provincial-level People’s Council, and the Standing Board of the Vietnam Fatherland Front Committee and Election Committee at the same level.”.

4. To amend and supplement Clauses 2 and 3, Article 10 as follows:

“2. A province or city shall be divided into various constituencies for election of deputies to the National Assembly.

The number and list of constituencies and the number of National Assembly deputies to be elected for each constituency in a locality shall be calculated based on size of population of that locality and fixed by the National Election Council at the proposal of the Election Committee in the province or city and made public at least 80 days before the election day.

3. A province or city shall be divided into various constituencies for election of deputies to provincial-level People’s Councils. A commune, ward or special zone shall be divided into various constituencies for election of deputies to commune-level People’s Councils.

The number and list of constituencies for election of deputies to provincial- or commune-level People’s Council and the number of People’s Council deputies to be elected in each constituency shall be fixed by the Election Committee at the corresponding level at the proposal of the People’s Committee at the same level and made public at least 80 days before the election day.”.

5. To amend and supplement a number of clauses of Article 11 as follows:

a/ To amend and supplement Clause 2 as follows:

“2. Each electorate has between three hundred and four thousand voters. For mountainous areas, islands and sparsely populated areas, an electorate is still established even if it has fewer than three hundred voters.”;

b/ To amend and supplement Clause 4 as follow:

“4. The determination of electorates shall be decided by the commune-level People’s Committee and reported to the provincial-level People’s Committee. In case of necessity, the provincial-level People’s Committee shall adjust the determination of electorates. The determination of electorates shall be carried out before the establishment of the Election Team.”.

6. To amend and supplement Articles 21 and 22 as follows:

“Article 21. Local organizations in charge of election

1. Election Committees in provinces and cities, and Election Committees in communes, wards and special zones (below collectively referred to as Election Committees).

2. The Board for election of deputies to the National Assembly, Boards for election of deputies to provincial-level People’s Councils, and Boards for election of deputies to commune-level People’s Councils (below collectively referred to as Election Boards).

3. Election Teams.

Article 22. Establishment, structure and composition of an Election Committee

1. At least 105 days before the election day, the provincial-level People’s Committee shall, after reaching agreement with the Standing Body of the People’s Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level, decide to establish an Election Committee in the province or city (below collectively referred to as  the province’s Election Committee) to conduct the work of the election of deputies to the National Assembly and organize the election of deputies to the provincial-level People’s Council in the province or city.

The province’s Election Committee shall be composed of between twenty-three and thirty-seven members, including the Chairperson, Vice Chairpersons, Secretary and members who are representatives of the National Assembly deputies’ delegation, the Standing Body of the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the same level, and a number of concerned agencies and organizations.

The list of the province’s Election Committee shall be sent to the National Election Council, the National Assembly Standing Committee, the Government and the Standing Board of the Central Committee of the Vietnam Fatherland Front.

2. At least 105 days before the election day, the commune-level People’s Committee shall, after reaching agreement with the Standing Body of the People’s Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level, decide to establish an Election Committee in the commune, ward or special zone (below collectively referred to as the commune’s Election Committee) to organize the election of deputies to the commune-level People’s Council.

The commune’s Election Committee shall be composed of between nine and seventeen members, including the Chairperson, Vice Chairpersons, Secretary and members who are representatives of the Standing Body of the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the commune level, and a number of concerned agencies and organizations.

The list of the commune’s Election Committee shall be sent to the province’s Election Committee, the Standing Body of the People’s Council, the People’s Committee, and the Standing Board of the Vietnam Fatherland Front Committee at the provincial level.”.

7. To amend and supplement Article 24 as follows:

“Article 24. Election Boards

1. At least 70 days before the election day, the provincial-level People’s Committee shall, after reaching agreement with the Standing Body of the People’s Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level, decide to establish in each constituency for the election of deputies to the National Assembly a Board for Election of People’s Council Deputies composed of between nine and seventeen members, including the Chairperson, Vice Chairpersons, Secretary and members who are representatives of the Standing Body of the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the same level, and a number of concerned agencies and organizations.

2. At least 70 days before the election day, the provincial- or commune-level People’s Committee shall, after reaching agreement with the Standing Body of the People’s Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level, decide to establish in each constituency for the election of deputies to the People’s Council at the same level a Board for Election of People’s Council Deputies composed of representatives of state agencies, political organizations, socio-political organizations and social organizations. A Board for Election of Deputies to Commune-Level People’s Council shall also be composed of representatives of local voters.

A Board for Election of Deputies to Provincial-Level People’s Council shall be composed of between eleven and fifteen members. A Board for Election of Deputies to Commune-Level People’s Council shall be composed of between nine and fifteen members. An Election Board shall be composed of the Head, Deputy Heads, Secretary and members.

3. An Election Board has the following tasks and powers:

a/ To inspect and urge the implementation of the election law by the Election Teams in its constituency;

b/ To inspect and urge the drawing and posting of voter lists and the posting of candidates’ lists by the Election Teams in its constituency;

c/ To direct, inspect and urge the arrangement of polling stations and the electoral work at polling stations;

d/ To receive and distribute documents and ballots to the Election Teams at least 13 days before the election day;

dd/ To receive, summarize and check written records of vote count results made by the Election Teams; to make written records of election returns in its constituency;

e/ To settle complaints and denunciations about electoral work conducted by the Election Teams and election-related complaints and denunciations forwarded by the Election Teams; to receive and forward to the province’s Election Committee the complaints and denunciations about candidates of National Assembly deputies; to receive and forward to the Election Committees at respective levels complaints and denunciations about candidates of People’s Council deputies;

g/ To report on the organization and progress of election as guided or requested by the National Election Council or as requested by the Election Committee at the respective level;

h/ To forward dossiers and documents on the election of deputies to the National Assembly to the province’s Election Committee; to forward dossiers and documents on the election of deputies to People’s Councils to the Election Committee at the respective level;

i/ To organize by-elections or re-elections (if any).”.

8. To amend and supplement Clause 1, Article 25 as follows:

“1. At least 43 days before the election day, the commune-level People’s Committee shall, after reaching agreement with the Standing Body of the People’s Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level, decide to establish in each electorate an Election Team to conduct the election of deputies to the National Assembly and deputies to People’s Councils at all levels. The Election Team shall be composed of between eleven and twenty-one members, including the Head, Secretary and members who are representatives of state agencies, political organizations, socio-political organizations, social organizations and voters in the locality.

A people’s armed forces unit determined as a separate electorate may establish an Election Team composed of between five and nine members, including the Head, Secretary and members who are representatives of commanders and army men of that people’s armed forces unit.

In case the people’s armed forces unit and the locality where the people’s armed forces unit is stationed share an electorate, the commune-level People’s Committee shall, after reaching agreement with the Standing Body of the People’s Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level and commanders of the people’s armed forces unit, decide to establish an Election Team composed of between eleven and twenty-one members, including the Head, Secretary and members who are representatives of state agencies, political organizations, socio-political organizations, social organizations and voters in the locality and representatives of commanders and army men of that people’s armed forces unit.”.

9. To amend and supplement Clause 1, Article 31 as follows:

“1. Voter lists shall be draw up by commune-level People’s Committees for electorates.”.

10. To amend and supplement Clause 3, and add Clause 4 below Clause 3, Article 36 as follows:

“3. A citizen may submit a dossier of candidacy as deputy to People’s Council at no more than two levels in the same term of office. If having submitted a dossier of candidacy as deputy to the National Assembly, he/she may only submit a dossier of candidacy as deputy to People’s Councils at one level.

4. After the expiration of the time limit for submitting a dossier of candidacy as deputy to the National Assembly or deputy to provincial-level People’s Council, if the candidate is subject to work transfer from one administrative unit to another, the forwarding of the candidacy dossier must comply with the National Election Council's guidance.”.

11. To amend and supplement Clause 2, Article 41 as follows:

“2. The leadership of a state agency shall propose its persons to be nominated as candidates of deputies to the National Assembly and collect comments from the conferences of voters in that agency. Based on these comments, the leadership of the agency shall organize a conference with the participation of leaders of the agency and representatives of leaders of its attached units to hold discussions and nominate the agency’s persons as candidates of National Assembly deputies;”.

12. To amend and supplement Clause 2, Article 42 as follows:

“2. The leadership of a non-business unit or an economic organization shall, in coordination with the trade union executive committee (if any) of that unit or organization; or the leadership of a state agency shall, propose representatives of the unit/organization/agency to be nominated as candidates of deputies to the National Assembly, and collect comments from the conferences of voters in that unit/organization/agency. Based on these comments, the leadership of the unit/organization/agency shall organize a conference with the participation of leaders of the unit/organization/agency, representatives of the trade union executive committee (if any) and representatives of leaders of its attached units to hold discussions and nominate representatives of the unit/organization/agency as candidates of deputies to the National Assembly;”.

13. To amend and supplement Clauses 1 and 2, Article 45 as follows:

“1. The conference of voters in a commune, ward or special zone that is organized in the village or residential quarter as the place of permanent residence of the candidate of deputy to the National Assembly shall be convened and chaired by the Standing Board of the commune-level Vietnam Fatherland Front Committee in coordination with the People’s Committee at the same level.

Candidates of deputies to the National Assembly and representatives of the agencies, organizations or units having nominated the candidates shall be invited to attend this conference.

2. The conference of voters in a state agency, political organization, socio-political organization or social organization shall be convened and chaired by the leadership of that agency/organization; the conference of voters in a non-business unit or an economic organization shall be convened and chaired by the head of that unit/organization in coordination with the trade union executive committee (if any) of that unit or organization; the conference of voters in a people’s armed forces unit is the conference of army men that is convened and chaired by the leader or commander of that people’s armed forces unit.

Candidates of deputies to the National Assembly shall be invited to attend this conference.”.

14. To amend and supplement a number of clauses of Article 50 as follows:

a/ To amend and supplement Clause 2 as follows:

“2. The first consultative conference at the provincial level shall agree on the proportion, composition and number of members of political organizations, socio-political organizations, social organizations, people’s armed forces units and state agencies at the same level and of non-business units, economic organizations and subordinate administrative units in the locality who are nominated as candidates of deputies to People’s Councils.”;

b/ To amend and supplement Clause 4 as follows:

“4. The minutes of a consultative conference must clearly state the composition and number of participants, developments and results of the conference.

The minutes of a consultative conference at the provincial level shall be promptly sent to the National Election Council, the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, and the Standing Body of the People’s Council and the Election Committee at the same level.

The minutes of a consultative conference at the commune level shall be promptly sent to the Standing Body of the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the provincial level, and the Standing Body of the People’s Council and the Election Committee at the same level.”.

15. To amend and supplement Clause 2, Article 52 as follows:

“2. The leadership of a non-business unit or an economic organization shall, in coordination with the trade union executive committee (if any) of that unit or organization; or the leadership of a state agency shall, propose representatives of that unit/organization/agency to be nominated as candidates of deputies to People’s Councils and collect comments from the conferences of voters in that unit/organization/agency. Based on these comments, the leadership of the unit/organization/agency shall organize a conference with the participation of leaders of that that unit/organization/agency, representatives of the trade union executive committee (if any) and representatives of leaders of attached units of that unit/organization/agency to hold discussions and nominate representatives of that unit/organization/agency as candidates of deputies to People’s Councils;”.

16. To amend and supplement a number of clauses of Article 53 as follows:

a/ To amend and supplement Clause 1 as follows:

“1. The second consultative conference at each level shall be organized by the Standing Board of the Vietnam Fatherland Front Committee at the same level at least 40 days before the election day. The composition of participants in the second consultative conference must comply with Clause 1, Article 50 of this Law.”;

b/ To amend and supplement Clause 3 as follows:

“3. The minutes of the consultative conference must clearly state the composition and number of participants, developments and results of the conference.

The minutes of a consultative conference at the provincial level shall be promptly sent to the National Election Council, the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, and the Standing Body of the People’s Council and the Election Committee at the same level.

The minutes of a consultative conference at the commune level shall be promptly sent to the Standing Body of the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the provincial level, and the Standing Body of the People’s Council and the Election Committee at the same level.”.

17. To amend and supplement Clauses 1 and 2, Article 54 as follows:

“1. The conference of voters in a commune, ward or special zone that is organized in a village or residential quarter shall be convened and chaired by the Standing Board of the Vietnam Fatherland Front Committee in coordination with the People’s Committee at the same level.

2. The conference of voters in a state agency, political organization, socio-political organization or social organization shall be convened and chaired by the head of that agency/organization; the conference of voters in an economic organization or a non-business unit shall be convened and chaired by the head of that organization/unit in coordination with the trade union executive committee (if any) of that organization/unit. The conference of voters in a people’s armed forces unit is the conference of army men that is convened and chaired by the leader or commander of that people’s armed forces unit.”.

18. To amend and supplement a number of clauses of Article 56 as follows:

a/ To amend and supplement Clause 1 as follows:

“1. The third consultative conference at each level shall be organized by the Standing Board of the Vietnam Fatherland Front Committee at the same level at least 23 days before the election day. The composition of participants in the third consultative conference must comply with Clause 1, Article 50 of this Law.”;

b/ To amend and supplement Clause 3 as follows:

“3. The minutes of the third consultative conference must clearly state the composition and number of participants, developments and results of the conference.

The minutes of a consultative conference at the provincial level shall be promptly sent to the National Election Council, the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, and the Standing Body of the People’s Council and the Election Committee at the same level.

The minutes of a consultative conference at the commune level shall be promptly sent to the Standing Body of the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the provincial level and the Standing Body of the People’s Council and the Election Committee at the same level.”.

19. To amend and supplement Clauses 1 and 2, Article 58 as follows:

“1. At least 21 days before the election day, the Standing Board of the provincial-level Vietnam Fatherland Front Committees shall send the minutes of the third consultative conference and the list of persons qualified as candidates of deputies to the People’s Council to the National Election Council, the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front and the Standing Body of the People’s Council and the Election Committee at the same level; the Standing Board of the commune-level Vietnam Fatherland Front Committee shall send the minutes of the third consultative conference and the list of persons qualified as candidates of deputies to the People’s Council to the Standing Body of the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the provincial level, and the Standing Body of the People’s Council and the Election Committee at the same level.

2. At least 17 days before the election day, the Election Committee shall draw up and make public the official list of candidates of deputies to the People’s Council for each constituency.

The drawing of the official list of candidates of deputies to the People’s Council must comply with Clause 5, Article 57 of this Law.”.

20. To amend and supplement Article 66 as follows:

“Article 66. Meetings with voters

1. The Standing Board of the provincial-level Vietnam Fatherland Front Committee shall assume the prime responsibility for, and coordinate with the People’s Committee in constituencies in organizing meetings with voters for candidates of deputies to the National Assembly or deputies to the provincial-level People’s Council. Participants in a meeting with voters must include representatives of agencies, organizations, units and voters in the locality.

The Standing Board of the commune-level Vietnam Fatherland Front Committee shall coordinate with the same-level People’s Committee in constituencies in organizing meetings with voters for candidates of deputies to the People’s Council at the same level. Participants in a meeting with voters must include representatives of agencies, organizations, units and voters in the locality.

A meeting with voters may be organized as an in-person meeting or may, based on reality, be organized as an online meeting or a hybrid meeting. Online or hybrid meetings with voters may be organized only when meeting technical conditions, and cyber information security and cyber security conditions.

The People’s Committee in the locality where meetings with voters are organized shall notify the form, contents, time and venues of the meetings, and online access points for greater participation by voters.

2. The agenda of a meeting with voters must cover:

a/ Announcing the reason of the meeting;

b/ A representative of the Standing Board of the Vietnam Fatherland Front Committee that organizes the meeting chairs the meeting, introduces candidates and reads aloud the summarized biographies of candidates;

c/ Each candidate reports to voters on his/her program of action once he/she is elected as deputy to the National Assembly or deputy to the People’s Council;

d/ Voters raise their opinions and express their aspirations to the candidates. The candidates and voters shall exchange their opinions on matters of mutual concern in a democratic, straightforward and open manner;

dd/ The meeting’s chair concludes the meeting.

3. After the meeting with voters, the Standing Board of the provincial-level Vietnam Fatherland Front Committee shall prepare a report on organization of the meeting with voters for candidates of deputies to the National Assembly or deputies to People’s Council in the locality and voters’ comments on each candidate of deputy to the National Assembly, and send the report to the National Election Council and the Standing Board of the Central Committee of the Vietnam Fatherland Front. The Standing Board of the commune-level Vietnam Fatherland Front Committee shall prepare a report on organization of the meeting with voters for candidates of deputies to the People’s Council in the locality and send the report to the Election Committee at the same level and the Standing Board of the provincial-level Vietnam Fatherland Front Committee.”.

21. To amend and supplement Clause 3, Article 85 as follows:

“3. A written minutes summing up an election of deputies to the People’s Council shall be made in six copies, bearing the signatures of the Chairperson and Vice Chairpersons of the Election Committee. The written minutes summing up an election of deputies to the commune-level People’s Council shall be sent to the People’s Councils, People’s Committees and Vietnam Fatherland Front Committees at the same level and provincial level. The written minutes summing up an election of deputies to the provincial-level People’s Council shall be sent to the People’s Council, the People’s Committee and the Vietnam Fatherland Front Committee at the same level, the National Assembly Standing Committee, the Government and the Central Committee of the Vietnam Fatherland Front.”.

22. To add Clause 3 below Clause 2, Article 98 as follows:

“3. In the course of conducting electoral work, if any problems arise, the National Election Council shall proactively adjust the timing as appropriate and guide the organizations in charge of election to comply with regulations.”.

23. To replace a number of phrases in several articles, clauses and points as follows:

a/ To replace the word “townships” in Clause 5, Article 37 with the phrase “special zones”;

b/ To replace the phrase “district-level” in Clause 1, Article 39 with the phrase “commune-level”;

c/ To replace the phrase “25 days” at Point g, Clause 1; and Point h, Clause 2, Article 23; and in Clause 4, Article 57, with the phrase “17 days”;

d/ To replace the phrase “70 days” in Clause 1, Article 35 with the phrase “42 days”;

dd/ To replace the phrase “65 days” in Clause 1, Article 43 and Clause 1, Article 44 with the phrase “40 days”;

e/ To replace the phrase “40 days” in Clause 4, Article 46 and Clause 4, Article 55 with the phrase “35 days”;

g/ To replace the phrase “55 days” in Article 47 with the phrase “38 days”;

h/ To replace the phrase “35 days” in Clause 1, Article 48 and Clause 1, Article 49 with the phrase “23 days”;

i/ To replace the phrase “30 days” in Clauses 1 and 2, Article 57 with the phrase “21 days”;

k/ To replace the phrase “20 days” in Clause 7, Article 57, and Article 59, with the phrase “16 days”; 

l/ To replace the phrase “15 days” in Clause 3, Article 79; Clause 4, Article 80; and Clause 2, Article 81, with the phrase “7 days”;

m/ To replace the phrase “20 days” in Clause 1, Article 86 with the phrase “10 days”;

n/ To replace the phrase “5 days” in Clause 1, Article 87 with the phrase “3 days”;

o/ To replace the phrase “30 days” and the phrase “20 days” in Clause 2, Article 87 with the phrase “7 days”.

24. To annul a number of phrases in several articles, clauses and points as follows:

a/ To annul the phrase “district’s Election Committees” in Clause 4, Article 61;

b/ To annul the phrase “, district-level” in Clauses 3 and 4, Article 29; Clauses 3 and 4, Article 30; Clause 1, Article 51; and Clause 3, Article 62; to annul the phrase “district-level,” in Clause 3, Articled 89;

c/ To annul the phrase “centrally run” in Article 7; in Clauses 2, 3 and 5, Article 15; at Point a, Clause 1, Article 23; in the title and Clause 1 of Article 39; in the title and Clause 1 of Article 44; in the title and Clause 1 of Article 49; in the title and Clauses 2 and 3 of Article 83.

25. To annul Point c, Clause 1, Article 76; and Article 96.  

Article 2. Effect

This Law takes effect on July 1, 2025.

This Law was passed on June 24, 2025, by the 15th National Assembly of the Socialist Republic of Vietnam at its 9th session.-
