For implementation of the Action Month for Occupational Safety and Health in 2024

In the implementation of the Prime Minister's Decision No. 87/QD-TTg dated January 12, 2016, on the annual organization of the Action Month for Occupational Safety and Health; based on the reality of occupational safety and health work and the situation of occupational accidents and diseases recently, the Central Steering Committee for Action Month for Occupational Safety and Health has developed a Plan implementation of the Action Month for Occupational Safety and Health in 2024 with specific contents as follows:

I. OBJECTIVES AND REQUIREMENTS FOR ORGANIZATION

1. Objectives

To create a peak in communication activities, raise awareness and compliance with laws on occupational safety and health, and promote specific action programs on occupational safety and health and implement the theme of the Action Month for Occupational Safety and Health in 2024.

2. Requirements

To organize activities for the Action Month for Occupational Safety and Health in 2024, ensuring practicality, effectiveness, and focus.

II. THEME OF THE ACTION MONTH FOR OCCUPATIONAL SAFETY AND HEALTH IN 2024.

In order to promote and create a clear change in consciousness, awareness as well as specific actions on ensuring occupational safety and health in the workplace, approaching social responsibility towards consumers and in the supply chain of products, goods, and services, the Action Month for Occupational Safety and Health in 2024 is launched with the following theme: “Strengthening occupational safety and health in the workplace as well as in the supply chain”.

III. IMPLEMENTATION DURATION AND SCOPE

1. Organization duration: The Action Month for Occupational Safety and Health in 2024 is held from May 1 to May 31, 2024.

2. Scope of implementation: Nationwide.

IV. ORGANIZATION CONTENTS

1. Organization of the Action Month for Occupational Safety and Health in 2024

a) Activities of the Central Steering Committee for Action Month for Occupational Safety and Health:

The Central Steering Committee for Action Month for Occupational Safety and Health shall organize the Launching Ceremony of the Action Month for Occupational Safety and Health in combination with organizing the Workers' Month in 2024.

Scale and organization as follow:

- Time: Expected on April 26, 2024 (on Friday).

- Launching Ceremony location: in Hanoi

- Co-hosted by: The Ministry of Labor, Invalids and Social Affairs and the Vietnam General Confederation of Labor.

- Expected contents:

+ Reportage/Report on overview of results and tasks of occupational safety and health of the Ministry of Labor, Invalids and Social Affairs and implementation of Workers' Month of the Vietnam General Confederation of Labor.

+ Launch of the Action Month for Occupational Safety and Health and the Workers' Month in 2024 by the Government Leader/or Head of the Central Steering Committee for the Action Month for Occupational Safety and Health, Minister of Labor, Invalids and Social Affairs and Chairperson of the Vietnam General Confederation of Labor.

+ Commendation for occupational safety and health work and good organization of the Action Month for Occupational Safety and Health, and Workers' Month in 2023.

+ Visiting and giving gifts to victims and families suffering from occupational accidents and diseases at the Launching Ceremony (expected 8-10 gifts).

- Scale and participants at the Launching Ceremony: about 500 people, including representatives of Steering Committee member agencies, ministries, sectors, representatives of a number of provincial-level Departments of Labor, Invalids and Social Affairs, Labor Confederation, Departments of Health of provinces and cities; representatives of employers, employees, enterprises, associations, workers, farmers, vocational school students, press reporters, etc.

- Before, during and after the launching ceremony, the Central Steering Committee for the Action Month for Occupational Safety and Health shall assign and organize 4-5 delegations to visit and encourage victims and families of victims of occupational accidents and diseases, or those who encounter difficult circumstances; organize a number of field trips to visit and inspect the implementation and response to the Action Month for Occupational Safety and Health, workers' month, and occupational safety and health work in a number of localities, groups, and corporations with large numbers of workers or at risk or high risk of occupational accidents and diseases.

b) In ministries, sectors, and localities: Depending on the conditions of the ministries, sectors and localities, organize rallies in response or activities in response to the Action Month for Occupational Safety and Health and Workers' Month in 2024 in accordance with the conditions and characteristics of ministries, sectors and localities.

2. Organization of a number of thematic activities and events during the Action Month for Occupational Safety and Health in 2024

a) Strengthening and diversifying information and communication activities to raise awareness in terms of ensuring safety, health, and life for workers and people on mass media and social media platforms. Propagandizing and timely providing information about the causes of occupational accidents and diseases, and incidents to prevent occupational accidents and diseases, and prevent fire and explosion within enterprises, manufacturers, and communities.

b) Promoting the implementation of specific action programs on ensuring safety and occupational hygiene, preventing occupational accidents and diseases, preventing fire and explosion, and reducing stress in the workplace and in the product and service supply chain. Paying attention to improving working conditions, building a safe - green - clean - beautiful - friendly working environment.

c) Improving the quality of training activities on occupational safety and health, focusing on practical training and safe working skills for employees; enhancing dialogue and answering policies and problems in occupational safety and health work from central to local levels, in enterprises and establishments to improve the effectiveness of implementing the Law on occupational safety and health and its guiding documents. Reviewing, identifying, and evaluating occupational safety and health risks, especially in high-risk industries, occupations, and jobs such as working at height, welding and cutting, working in confined spaces, in construction, mining, in using electricity, etc.

d) Strengthening consulting activities, providing information, and guiding occupational safety and health measures at enterprises and establishments; promoting inspection and examination in a number of industries and fields where many occupational accidents occur such as construction, production of building materials, mining, working in confined spaces, using pressure equipment, chemicals, using machines, equipment, and materials with strict occupational safety and health requirements, craft village areas, industrial clusters, etc. Inspecting, self-inspecting and reviewing occupational safety and health rules and procedures in enterprises, factories, workshops, groups and teams to detect shortcomings, risks of endangering occupational safety and health and take solutions to ensure occupational safety and health.

d) Organizing activities to visit and give gifts to victims and families of victims of occupational accidents and diseases to promptly share losses and encourage them to overcome difficulties and stabilize their lives. At the same time, associating with promoting communication activities about the consequences caused by occupational accidents and diseases to warn and propagate to the community, enterprises and employees.

3. Organization of remuneration in terms of occupational safety and health

Ministries, branches and localities shall, based on the Law on Emulation and Commendation, remuneration guidelines of ministries, branches and localities and the achievements of collectives and individuals in occupational safety and health work, organize remuneration for collectives and individuals with outstanding achievements in occupational safety and health during the Action Month for Occupational Safety and Health.

Regarding forms of remuneration in terms of occupational safety and health under the Ministry of Labor, Invalids and Social Affairs’ competence: The Ministry of Labor, Invalids and Social Affairs shall provide detailed instructions.

V. ORGANIZATION OF IMPLEMENTATION

1. Relevant ministries, branches and agencies shall

- Relevant ministries, branches and agencies shall develop and promulgate plans and organize appropriate and practical activities to respond to the Action Month for Occupational Safety and Health and Workers’ Month in 2024; consolidate the Steering Committee and Organizing Committee of the Action Month for Occupational Safety and Health (if any); direct and regularly urge affiliated units to implement specific action programs to ensure occupational safety and heath; strengthen the transmission of occupational safety and health messages on social networking platforms appropriate to each ministry, branch, locality, field, enterprise, and establishment; summarize and evaluate implementation results.

- The Ministry of Information and Communications shall coordinate with the Central Steering Committee for Action Month for Occupational Safety and Health, ministries, branches and localities in directing central and local press agencies and grassroots information systems to strengthen information and propaganda work on the topics and contents of the Action Month for Occupational Safety and Health and Workers’ Month in 2024.

- The Ministry of Labor, Invalids and Social Affairs and the Vietnam General Confederation of Labor shall co-chair and coordinate with ministries and branches to organize the Launching Ceremony of the Action Month for Occupational Safety and Health and Workers' Month in 2024; direct the Golden Heart Fund to increase support and allocate funds for activities to encourage and visit victims and families of victims of occupational accidents and diseases, and those with difficult circumstances.

2. Localities shall

- Based on socio-economic conditions and situations, proactively develop and promulgate plans to implement activities to respond to the Action Month for Occupational Safety and Health and Workers' Month in 2024 in an appropriate and effective manner. Strengthen the organization of dialogue activities on occupational safety and health at the provincial, city, enterprise and grassroots levels. Organize the dissemination of the Action Month theme, appropriate to the conditions and characteristics of localities on social networking platforms. Organize visits to victims, families of victims of occupational accidents and diseases, and workers in difficult circumstances in localities.

- Direct enterprises and establishments to implement specific action programs to promote activities to raise awareness, and action on ensuring safety and occupational hygiene at the workplace, in supply chain. Focus on solutions to prevent and control risks and risks related to occupational safety and health and fire and explosion. Continue to implement action programs on improving working conditions, reducing stress in the workplace, preventing occupational accidents and diseases, and preventing fires and explosions due to failure to ensure labor safety.

- Arrange funds to organize activities in response to the Action Month for Occupational Safety and Health appropriate to local conditions.

3. Groups, corporations, production and business establishments shall

- Develop specific programs and action plans, including strengthening coordination and integration in implementing activities to respond to the Action Month for Occupational Safety and Health and Workers' Month in 2024, ensuring practicality and effectiveness.

- Direct and guide affiliated units and departments to implement specific action programs to promote activities to ensure occupational safety and health at the workplace; approach social responsibility on occupational safety and health for consumers and in the supply chain of products, goods and services.

- Innovate and improve the quality of information, communication, training, and occupational safety and health training activities, with focus given on practical training and safe working skills for employees; review and develop working procedures and measures for occupational safety and health and fire and explosion prevention in workshops, factories, machines and equipment; organize dialogues and share typical initiatives and good models in implementing occupational safety and health.

- Strengthen the study and investment in improving modern lines, machines and equipment, applying information technology in controlling dangerous and harmful factors in the workplace, preventing occupational accidents and diseases. Continue to implement health care activities, improve working conditions, and reduce stress in the workplace.

4. Media agencies shall

Media agencies are required to pay attention and promote information and propaganda activities on the topics and activities of the Action Month for Occupational Safety and Health and Workers' Month in 2024; widely share models, initiatives, and applications of information technology to improve working conditions; promote propaganda and timely provide information about the causes of occupational accidents and diseases, and incidents to prevent occupational accidents and diseases, fires and explosions in enterprises, production establishments and the community.

VI. SCHEDULES AND FUNDING FOR IMPLEMENTATION

1. Implementation schedules

a) The Central Steering Committee for the Action Month for Occupational Safety and Health shall promulgate the Plan to implement the Action Month for Occupational Safety and Health in 2024 before November 30, 2023. Ministries, branches, localities, and enterprises shall develop and issue plans to implement the Action Month within their units (before January 30, 2024).

b) Development and release of publications and communication materials on occupational safety and health:  Quarter I, Quarter II of 2024.

c) Development of reports on overview of results and tasks of occupational safety and health of the Ministry of Labor, Invalids and Social Affairs and implementation of Workers' Month of the Vietnam General Confederation of Labor: Quarter I of 2024.

d) Organization of meeting of the Central Steering Committee for Action Month for Occupational Safety and Health: April 2024.

dd) Organization of the Action Month for Occupational Safety and Health in 2024 and dialogue of the National Council for Occupational Safety and Health: Expected to be held on April 26, 2024.

e) Conferences, seminars, and seminars on occupational safety and health: April 2024 and May 2024.

g) Organization of campaigns, movements, consulting, guidance, inspection and testing activities on occupational safety and health: March - October 2024.

h) Summarization and report on results:  Ministries, branches, groups, corporations, and localities shall summarize and report the results of implementing the Action Month for Occupational Safety and Health to the Ministry of Labor, Invalids and Social Affairs before July 30, 2024, using form provided in the Appendix to Circular No. 02/2017/TT-BLDTBXH dated February 20, 2017, of the Minister of Labor, Invalids and Social Affairs, guiding organization of the action month on occupational safety and hygiene.

2. Funding for implementation

a) For ministries, sectors, and localities: Funding for organizing the Action Month for Occupational Safety and Health in 2024 shall comply with Article 3 of the Prime Minister's Decision No. 87/QD-TTg dated January 12, 2016, on organizing the Action Month for Occupational Safety and Health.

- The Ministry of Labor, Invalids and Social Affairs shall allocate funds to organize Steering Committee meetings, direction work, a number of activities of the Steering Committee and organizing committee at the Launching Ceremony; develop and release publications and sample documents according to 2024 theme; coordinate and organize propaganda activities at the workplace and on the mass media; coordinate with the Vietnam General Confederation of Labor on the venue for the launching ceremony of the Action Month for Occupational Safety and Health and Workers' Month in 2024.

- The Vietnam General Confederation of Labor shall arrange funds for coordination activities in organizing the Launching Ceremony, activities of the Action Month for Occupational Safety and Health and Workers' Month in 2024 (location of the Launching Ceremony, organization of the Launching Ceremony, funding for the Central Steering Committee for Action Month for Occupational Safety and Health to visit families, victims of occupational accidents and diseases, workers in difficult circumstances from the Golden Heart Fund, and activities of communications, propaganda, conferences, seminars, etc.).

- Member agencies of the Central Steering Committee for Action Month for Occupational Safety and Health shall allocate funds for appropriate coordination, direction, propaganda, and organization of activities to respond to the Action Month for Occupational Safety and Health; funds to visit families, victims of occupational accidents, occupational diseases, and workers in difficult circumstances.

b) For enterprises, production and business establishments: Develop plans and funds to implement the Action Month for Occupational Safety and Health in 2024 in the annual occupational safety and health plans of enterprises, production and business establishments./.
