DIRECTIVE
On restoration of industrial production amidst COVID-19 prevention and control
The outbreak of the COVID-19 pandemic has seriously affected production and business activities of enterprises as well as the health and lives of people. The Party Central Committee, National Assembly, and Government adopted many resolutions, directives and instructive conclusions on prevention and control of the COVID-19 pandemic.
With the active engagement of the whole political system, business community and people, up to now, the pandemic has been step by step controlled and basically repelled. At a video conference of manufacturing enterprises based in industrial parks, export processing zones, hi-tech parks and industrial clusters, People’s Committees of 28 provinces and centrally run cities, ministries and central agencies, enterprises raised their voice about difficulties in production and business: not a few production and supply chains have been broken, leading to cancellation of domestic manufacturing orders while the workforce becomes insufficient, etc. In order to timely remove difficulties for enterprises on the principle that “production must be safe and safety for production”, the Prime Minister requests:
1. Enterprises, in the role as the subject of the process of production and business restoration, to closely work with provincial-level People’s Committees so as to reach agreement on plans on organization of goods production and circulation and arrangement of travel and accommodation for workers, ensuring absolute safety amidst complicated developments of the pandemic.
2. Provincial-level People’s Committees, in the capacity of agencies directly managing enterprises located in their localities, to promptly set up and assign specific tasks to production restoration steering boards (it is possible to set up several working groups) to implement plans and adopt production and business plans of local enterprises, aiming at maintaining production and business activities while ensuring epidemic safety under the guidance of the Ministry of Health. To take the initiative in working with the Ministry of Health so as to timely distribute vaccines serving the vaccination for workers at enterprises; to consider allowing the re-opening of a number of services essential for workers’ life; closely coordinate with one another in managing and reaching agreement on workers’ travel between localities, ensuring epidemic safety and facilitating the restoration of production and business activities, especially in localities where the development of the pandemic remains complicated.
3. The Ministry of Health to urgently issue specific regulations on distancing and testing for application to production and business activities of enterprises; prescribe conditions on production and methods of handling when detecting coronavirus infections in industrial parks or clusters; prescribe the isolation of persons having close contact with people with COVID-19 in order to ensure absolute safety in production and business activities of enterprises. To timely distribute vaccines to localities for local administrations to organize vaccination for workers at enterprises; to support enterprises to access sources of supply of COVID-19 test kits for the latter to take the initiative in purchasing medical supplies serving epidemic prevention and control work.
4. The Ministry of Transport shall guide localities to ensure goods circulation, well serve the restoration of production and business; to enhance inspection and examination and strictly handle violations committed by collectives and individuals that fail to comply with regulations of the Government and Prime Minister on goods circulation and transportation.
5. The Ministry of Planning and Investment shall promptly direct, guide and remove difficulties and problems regarding procedures for investment in the development of infrastructures of industrial parks and economic zones.
6. The Ministry of Foreign Affairs shall coordinate with the Ministry of Public Security and related units in removing difficulties and problems and creating favorable conditions for foreign specialists and workers to enter Vietnam and undergo isolation according to regulations of the Ministry of Health.
7. The Ministry of Finance and the State Bank of Vietnam shall review and timely guide the implementation of policies and regulations on tax exemption and reduction so as to adopt mechanisms on interest-rate and credit support for enterprises in the spirit of the Government’s Resolution No. 105/NQ-CP of September 9, 2021.
To request ministers, heads of ministerial-level agencies and government-attached agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals to implement this Directive.-
