DECREE
ON TRANSFERRING A NUMBER OF TASKS FROM THE MINISTRY OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS TO THE MINISTRIES CONCERNED
THE GOVERNMENT
Pursuant to the Law on Organization of the Government on the 30th of September 1992;
In furtherance of the conclusions made by the Government Standing Committee at its session on the 28th of February 1995;
Considering the proposals of the Minister of Labor, War Invalids and Social Affairs, and the Minister-Chairman of the Government Commission on Organization and Personnel,
DECREES :
Article 1.- To transfer a number of tasks from the Ministry of Labor, War Invalids and Social Affairs to the following ministries and branches :
1. The task of resettling people in new economic zones and the rural water supply program funded by UNICEF, to the Ministry of Agriculture and Food Industry.
2. The task of educating handi ped children, including deaf and mute children, to the Ministry of Education and Training.
3. The task of archiving and preserving documents, relics, testimonies and evidences on war crimes to the Ministry of Culture and Information.
4. The task of managing the wage system and policy of officials and public servants in the State managing agencies (including legislative, executive and judiciary institutions) and in professional organizations and social organizations, to the Government Commission on Organization and Personnel.
Article 2.- The Minister of Labor, War Invalids and Social Affairs shall have to transfer all the organizations performing the above-mentioned tasks, including cadres and employees (registered both on payrolls and on contracts), the salary and wage funds of officials and public servants according to their profession and grades; the dossiers, documents, material facilities and equipment, to the Ministries mentioned in Article.
The Minister of Education and Training, the Minister of Culture and Information, the Minister of Agriculture and Food Industry, and the Minister-Chairman of the Government Commission on Organization and Personnel shall have to take over the tasks, and carry them out well.
The Presidents of the People's Committees of the provinces and cities directly under the Central Government shall have to guide the Labor, War Invalids and Social Affairs Service, the Agro-Forestry Office, the Education and Training Service, the Culture and Information Service, and the Organization Commission of the local administration, to adequately effect the transfer as mentioned above from the Labor, War Invalids and Social Affairs Service to the services and branches concerned.
The transfer must be completed before the 31st of July 1995.
Article 3.- This Decree takes effect from the date of its promulgation. All stipulations made earlier which are contrary to this Decree are now annulled. The Ministry of Labor, War Invalids and Social Affairs in cooperation with the Ministries concerned and the Government Commission on Organization and Personnel shall provide detailed guidance on the implementation of this Decree.
Article 4.- The Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, and the Presidents of the People's Committees of the provinces and cities directly under the Central Government shall have to implement this Decree.
