DECREE
SUPPLEMENTING DECREE No. 195/CP OF DECEMBER 31, 1994 OF THE GOVERNMENT THAT DETAILS AND GUIDES THE IMPLEMENTATION OF A NUMBER OF ARTICLES OF THE LABOR CODE ON THE WORKING AND REST TIME
THE GOVERNMENT
Pursuant to the Law on the Organization of the Government of September 30, 1992;
Pursuant to the Labor Code of June 23, 1994;
At the proposal of the Minister of Labor, War-Invalids and Social Affairs,
DECREES:
Article 1.- To add to Article 12 of Decree No. 195/CP of December 31, 1994 of the Government detailing and guiding the implementation of a number of Articles of the Labor Code on the working and rest time the following:
"Jobs of seasonal nature and export goods processing on goods orders are jobs of special nature".
Article 2.- The Ministry of Labor, War Invalids and Social Affairs shall have to coordinate with the concerned ministries and branches in stipulating the working and rest time for laborers who perform the jobs mentioned in Article 1 of this Decree.
Article 3.- This Decree takes effect 15 days after its signing.
Article 4.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decree.

RESOLUTION
NO.03/1999/NQ-CP OF MARCH 1ST, 1999 ON THE GOVERNMENT’S FEBRUARY 1999 REGULAR MEETING
The Government held its regular meeting on February 24, 1999 to discuss and resolve the following issues:
- To adopt the draft Decree on the transformation, transfer, lease, inheritance, mortgage of and capital contribution with, the value of land use right, submitted by the General Director of Land Administration. To assign the General Land Administration to assume the prime responsibility and coordinate with relevant agencies in completing the draft Decree, then submit it to the Prime Minister for signing and promulgation thereof in March 1999.
- To adopt the Bill on Officers of Vietnam People’s Army (amended), submitted by the Minister of Defense. To assign the Ministry of Defense to assume the prime responsibility and coordinate with relevant agencies in completing the Bill then submit it to the Government for consideration in March 1999 and further submission to the National Assembly.
- To hear the report on the main features of the socio-economic situation in February as well as in the first two months of 1999, presented by the Minister of Planning and Investment; and the report on the "Y2K" presented by the Minister of Science, Technology and Environment.- (Summary)
