SUMMARY

IN 2020, 95% CHILDREN WITH SPECIAL DIFFICULT CIRCUMSTANCE SHALL RECEIVE THE ASSISTANCE BY SOCIAL SERVICES

This is the target suggested at the Scheme on caring helpless orphans, neglected children, HIV/AIDS infected children, victims of chemical toxic, serious disable children and children that are affected by natural disasters and community-based disasters in 2013-2020 issued with the Decision No. 647/QD-TTg dated April 26, 2013.

At this Scheme, the Prime Minister has plan on Mobilizing the participation of society, especially families and community in caring and providing assistances for children with special difficulty circumstance to stabilize life, have opportunity for realization of children's rights and integrate into the community in accordance with law; developing the caring modalities for children with special difficult circumstance that rely on assistance of community; gradually narrowing the living gap between children with special difficult circumstance with normal children in their residence.

To archive above objectives, the most important contents are as follows: to formulate policies and laws on mobilization of participation of community in caring and assisting children with special difficult circumstance; to implement the pilot modalities of which families and individuals receiving for nurturing children with special difficult circumstance; provision of vocational training in association with creating jobs for children with special difficult circumstance and several other assistance modalities; to improve the material facilities and equipment for social relief establishments and social houses to be eligible for caring children with special difficult circumstance; formulating modality of temporary shelters for receiving and nurturing children influenced by natural disasters, other disasters in some localities; to set up the database and information system of social relief for children with special difficult circumstance.

This Decision takes effect on the signing date.

THE PRIME MINISTER

Decision No.  647/QD-TTg dated April 26, 2013 of the Prime Minister approving the Scheme on caring helpless orphans, neglected children, HIV/AIDS infected children, victims of chemical toxic, serious disable children and children that are affected by natural disasters and community-based disasters in 2013-2020

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Decision No. 1555/QD-TTg dated October 17, 2012 of the Prime Minister, on approving the national action program for children in the 2012-2020 period;   

At the proposal of the Minister of Labor, War Invalids and Social Affairs,

DECIDES:

Article 1.To approve the scheme on caring helpless orphans, neglected children, HIV-AIDS-infected children and children being victim of chemical toxic, serious disable children and children influenced by natural disasters, other community-based disasters in the 2013-2020 period (hereinafter called Scheme on caring children with special difficult community-based circumstance in the 2013-2020 period) with primary contents as follows:

I. SCHEME’S OBJECTIVES

1. General objectives:

Mobilizing the participation of society, especially families and community in caring and providing assistances for children with special difficulty circumstance to stabilize life, have opportunity for realization of children s rights and integrate into the community in accordance with law; developing the caring modalities for children with special difficult circumstance that rely on assistance of community; gradually narrowing the living gap between children with special difficult circumstance with normal children in their residence.

2. Specific objectives by 2020:

a. 95% of children with special difficult circumstance shall receive the assistance and be provided suitable social services.

b. To develop modalities of receipt for the defined-term nurturing with respect to children with special difficult circumstance; the semi-boarding caring for seriously-disable children, children being victim of chemical toxic, HIV/AIDS-infected children. 

c. To improve the quality of caring, providing assistance with respect to children with special difficult circumstance at social relief establishments, social houses and community.

II. SCHEME’S OPERATIONAL CONTENTS

1. To formulate policies and laws on mobilization of participation of community in caring and assisting children with special difficult circumstance.

2. To implement the pilot modalities of which families and individuals receiving for nurturing children with special difficult circumstance; provision of vocational training in association with creating jobs for children with special difficult circumstance and several other assistance modalities. 

3. To improve the material facilities and equipment for social relief establishments and social houses to be eligible for caring children with special difficult circumstance; formulating modality of temporary shelters for receiving and nurturing children influenced by natural disasters, other disasters in some localities.

4. To set up the database and information system of social relief for children with special difficult circumstance.

III. SCHEME’S SOLUTIONS

1. To perform communication activities to raise awareness and responsibility of community in caring and assisting children with special difficult circumstance.

2. To strengthen examination, supervision and evaluation in execution of policies and laws on caring and assisting children with special difficult circumstance.

3. To step up the science studies in areas of prevention, detecting, early intervention and caring for children with special difficult circumstance that rely on community.

4. To strengthen the cooperation with foreign organizations, individuals in technical, experience and resource supports to care for children with special difficult circumstance that rely on community.

IV. FUNDING FOR SCHEME IMPLEMENTATION

To fund for implementation of scheme is covered by the State budget, and is allocated in the annual budget estimates of Ministries, central and local agencies; grants, aids, and other mobilized resources (if any).

Article 2.Responsibilities assignment of Ministries, sectors

1. The Ministry of Labor, War Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with other relevant Ministries, sectors and the provincial People’s Committee in carrying out the Scheme nationwide; coordinate activities of the Scheme; assume the prime responsibility for organization and implementation of contents, solutions that it has been assigned in this Scheme in accordance with the existing regulations; guide, examine and sum up the situation of implementation of the Scheme and periodically report to the Prime Minister; organize preliminary and final reviews on implementation of the Scheme.

2. The Ministry of Health shall provide direction and guidance for medical establishments in medical examination and treatment assistance for children with special difficult circumstance.

3. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with other relevant Ministries and sectors in carrying out the education and integration program for children with special difficult circumstance; provide direction and guidance for educational facilities in exemption or reduction of payable amounts to build material facilities applicable to children with special difficult circumstance.

4. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Labor, War Invalids and Social Affairs, based on the annual the State budget capacity, allocate budget for implementation of Scheme, guide, inspect, examine the utilization of budget for Scheme implementation in accordance with the State budget law and other relevant laws.

5. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Labor, War Invalids and Social Affairs and other relevant Ministries, sectors and localities in mobilization foreign aid for caring children with special difficult circumstance that relies on community.

6. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with relevant Ministries and sectors in formulating the communication plans on caring children with special difficult circumstance that relies on community; provide directions for the information and communication agencies in stepping up the propagation on caring children with special difficult circumstance that relies on community.

7. Other relevant Ministries and sectors shall, based on their assigned functions and tasks, carry out the Scheme; study, formulate, issue under their authorities or submit to competent agencies for issuance of policies and laws on development of caring for children with special difficult circumstance that relies on community.

8. The provincial People’s Committee shall:

a. Formulate the plans to implement the Scheme on caring children with special difficult circumstance that relies on community.

b. Direct and carry out contents, solutions of the Scheme in provinces and cities.

c. Allocate budget for Scheme in accordance with the State budget law.

9. The Central Committee of Vietnam Fatherland Front and its members should participate in propagation, popularization and education on policies and laws, examination, supervision over implementation of policies and laws on caring children with special difficult circumstance that relies on community; mobilize their individual and organizational members in caring for children with special difficult circumstance that relies on community.

Article 3.This Decision takes effect on the signing date.

Article 4.Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, heads of relevant agencies and organizations, the chairpersons of provincial/municipal People’s Committees shall implement this Decision.
