On announcing the List of administrative procedures and repealed administrative procedures relating to labor, invalids and social affairs under the competence of Hanoi Department of Labor, Invalids and Social Affairs and commune-level People's Committees in Hanoi

Pursuant to the Law on Organization of the Government dated June 19, 2015 and the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Government’s Decree No. 63/2010/ND-CP dated June 8, 2010, on controlling administrative procedures; the Government's Decree No. 48/2013/ND-CP dated May 14, 2013; and the Government’s Decree No. 92/2017/ND-CP dated August 7, 2017, on amending and supplementing a number of articles of Decrees related to controlling administrative procedures;
Pursuant to the Government Office's Circular No. 02/2017/TT-VPCP dated October 31, 2017, on profession of controlling administrative procedures;
Pursuant to Decision No. 4610/QD-UBND dated November 22, 2022, of Hanoi People's Committee, approving the plan on authorization to settle administrative procedures under the management of Hanoi People’s Committee;
Pursuant to Decision No. 5265/QD-UBND dated December 28, 2022, of Hanoi People’s Committee, on authorizing Hanoi Department of Labor, Invalids and Social Affairs to certify the withdrawal of deposits of enterprises engaged in the employment services under the competence of Hanoi People’s Committee;
Pursuant to Decision No. 5266/QĐ-UBND dated December 28, 2022, of Hanoi People’s Committee, on authorizing the Director of Hanoi Department of Labor, Invalids and Social Affairs to grant, re-grant, extend and revoke licenses for labor lease and withdraw deposits of labor leasing enterprises under the competence of Hanoi People’s Committee;
Pursuant to Decision No. 5267/QD-UBND dated December 28, 2022, of Hanoi People's Committee, on authorizing the Director of Hanoi Department of Labor, Invalids and Social Affairs to settle a number of vocational education-related administrative procedures under the decision competence of the Chairperson of Hanoi People's Committee;
At the proposal of the Director of the provincial-level Department of Labor, Invalids and Social Affairs in Report No. 566/TTr-SLDTBXH dated February 22, 2023.
DECIDES:
Article 1. To promulgated together with this Decision the List of 25 administrative procedures relating to labor, invalids and social affairs under the settlement competence of Hanoi Department of Labor, Invalids and Social Affairs.
To repeal 26 administrative procedures relating to labor, invalids and social affairs. In which: 25 administrative procedures under the settlement competence of Hanoi Department of Labor, Invalids and Social Affairs; 01 administrative procedures under the settlement competence of commune-level People’s Committees in Hanoi.

Article 2. This Decision takes effect on the date of its signing.
The following administrative procedures cease to be effective:

Article 3. The Director of Hanoi Department of Labor, Invalids and Social Affairs is assigned to assume the prime responsibility for, and coordinate with relevant agencies and units in, reviewing and formulating internal regulations to handling administrative procedures announced in this Decision, and submit them to the Chairperson of Hanoi People's Committee for approval according to regulations.
Article 4. Chief of Office of Hanoi People’s Committee, Directors of provincial-level Departments, Heads of Branches, Chairpersons of district-level and commune-level People’s Committees, and relevant organizations and individuals shall implement this Decision./.
