Official Dispatch 5845/BYT-KCB 2024 classification of technical and professional levels of medical establishments

To:   

• Hospitals under the Ministry of Health;
• Departments of Health of provinces and centrally-run cities; 
• Departments of ministries and sectors.

       (hereinafter referred to as Units)

On January 09, 2023, the National Assembly passes Law No. 15/2023/QH15 on Medical Examination and Treatment and on December 30, 2023, the Government promulgates Decree No. 96/2023/ND-CP detailing a number of articles of the Law on Medical Examination and Treatment, with regulations on classification of professional and technical levels in medical examination and treatment. To ensure the proper implementation of regulations and completion of classification of technical and professional levels of medical examination and treatment establishments by January 01, 2025, the Ministry of Health requests the following contents:

1. Directors of Health Departments of provinces and centrally-run cities, Heads of Health Departments of ministries and sectors shall study documents and classify medical examination and treatment establishments in accordance with regulations. 

1. To submit reports on the work that has been implemented related to the classification of technical and professional levels of the provincial-level Departments of Health and implementation progress to the Ministry of Health before October 15, 2024.
2. To submit reports and results of synthesis of the self-assessment scorecard for classification of professional and technical levels, made in accordance with Appendix V issued together with Decree No. 96/2023/ND-CP, of all affiliated hospitals in the localities under their management and of private hospitals for which operation licenses have been granted by the Ministry of Health, except for hospitals under the Ministry of Health, the Ministry of National Defence, and the Ministry of Public Security to the Ministry of Health (Department of Medical Services Administration) before October 25, 2024.

2. Directors of hospitals under the Ministry of Health shall self-assess and complete their dossiers of application for classification of professional and technical level, and send it to the Ministry of Health (Department of Medical Services Administration) to carry out the classification in accordance with regulations before October 15, 2024.
3. All hospitals shall self-assess and enter the self-assessment results according to Appendix V issued together with Decree No. 96/2023/ND-CP on the online software at chatluongbenhvien.vn before October 25, 2024.

The Ministry of Health requests that Heads of Units prioritize the direction and urging of the implementation of such important task to ensure the roadmap prescribed in the Law No. 15/2023/QH15 on Medical Examination and Treatment.
