SUMMARY

Focusing on developing Da Nang city into a international financial center

On November 2, 2023, the Prime Minister issues Decision No. 1287/QD-TTg approving the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050.

1. Da Nang city shall focus on economic development based on 3 pillars:

- Tourism associated with leisure real estate, international convention centers and cultural elements, creating uniqueness, disparity, and added value for the tourism pillar;

- Knowledge-based economy with 2 spearheads: hi-tech industry associated with building a creative and startup urban center and information technology, electronics, and telecommunications industries associated with digital economy;

- Hi-quality service center with 2 spearheads: seaport and airport associated with logistics services and regional-scale international financial center.

2. Development objectives through 2030, the economic growth rate of Da Nang city will reach 9.5-10% per year and then 12% per year, in which agro-forestry-fisheries will increase by 2.5-3%; industry-construction, 10-10.5% (industry, 11.5-12%); and services, 9.5-10%.

3. To focus on developing Da Nang city into a regional-scale international financial center with the formation of a non-tariff zone and a free-trade zone and development of hi-quality information technology and communication, healthcare, and education-training services.

DECISION

Approving the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law; the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws Related to the Planning Law; and the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty Seven Laws Related to the Planning Law;

Pursuant to the Political Bureau’s Resolution No. 43-NQ/TW of January 24, 2019, on construction and development of Da Nang city to 2030, with a vision toward 2045;

Pursuant to the Political Bureau’s Resolution No. 26-NQ/TW of November 3, 2022, on socio-economic development and assurance of national defense and security in the North Central and Central Coastal regions up to 2030, with a vision toward 2045;

Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improvement of effect and effectiveness of the implementation of planning policies and laws and a number of solutions to remove difficulties and problems and accelerate the formulation and raise the quality of master plans in the 2021-2030 period;

Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Master Plan for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law; the Government’s Decree No. 58/2023/ND-CP of August 12, 2023, amending and supplementing a number of articles of the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law;

Pursuant to the Prime Minister’s Decision No. 1903/QD-TTg of December 26, 2019, approving the task of formulating the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050;

Pursuant to Appraisal Report No. 418/BC-HDTD of January 17, 2023 of the Council for Appraisal of Provincial Master Plans, on the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050, and opinions of the Council for Appraisal of Provincial Master Plans in Document No. 4679/CV-HDTD of June 16, 2023, on overall review of the dossier of the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050;

At the request of the People’s Committee of Da Nang city in Report No. 176/TTr-UBND of August 23, 2023, requesting approval of the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050; opinions of the Ministry of Planning and Investment in Document No. 8312/BKHDT-QLQH of October 6, 2023, on the overall review of the dossier and a draft decision on approval of the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050.

DECIDES:

Article 1. To approve the Master Plan of Da Nang city for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan) with the following principal contents:

I. SCOPE AND BOUNDARIES OF THE MASTER PLAN

The scope and boundaries of the Master Plan cover the entire Da Nang city with a total land area of 1.284,88 km² with the coordinates from 15°55’ to 16°14’ north latitude and from 107°18’ to 108°20’ east longitude and the sea area of the Paracel islands determined under the 2012 Law of the Sea of Vietnam and the Government’s Decree No. 40/2016/ND-CP of May 15, 2016, detailing a number of articles of the Law on Marine and Island Resources and Environment.

II. DEVELOPMENT VIEWPOINTS AND OBJECTIVES

1. Development viewpoints

a/ To ensure conformity with the Party and State’s policies and development orientations, and consistency with objectives and orientations of the national socio-economic development strategy; to ensure democracy, continuity, inheritance, stability and conformity with national and regional master plans up to 2030, with a vision to 2050, based on the efficient exploitation and use all resources, potential, advantages, geo-economic positions, and important strategies of the city, promoting the effectiveness of regional connectivity and linkages.

b/ To fundamentally renovate the growth model, attaching importance to intensive development combined with extensive development in a rational manner; to regard digital economy, green economy, circular economy and increase of labor productivity as development directions; to regard synchronous and modern infrastructure development and administrative reform as foundations; to regard education and training, attraction of hi-quality creative human resources, and application of science and technology as driving forces; and to regard cultural development, building of a civilized and ecological urban center, maintenance of natural conditions and environmental protection as key points.

c/ To build and develop Da Nang city on the basis of closely linking with growth poles, development centers, and major cities in the country and the region; to rationally distribute space for development after the model of closely interlinked industrial cluster; to focus on economic development based on 3 pillars: (1) tourism associated with leisure real estate, international convention centers and cultural elements, creating uniqueness, disparity, and added value for the tourism pillar; (2) knowledge-based economy with 2 spearheads: (i) hi-tech industry associated with building a creative and startup urban center and (ii) information technology, electronics, and telecommunications industries associated with digital economy; and (3) hi-quality service center with 2 spearheads: (i) seaport and  airport associated with logistics services and (ii) regional-scale international financial center.

d/ To effectively combine the acceleration of urbanization with improving urban economic efficiency, increasing economic density per unit land area and use efficiency of  shared-use infrastructure; combine rapid and sustainable economic development with cultural and human development, developing culture to be on par with the political, social and economic status in association with tourism development to become one of the important pillars, regarding improvement of the people’s life quality to a high level as a central task; and combine socio-economic development with national defense consolidation, assurance of political security, social order and safety, and maintenance of the national sovereignty over the sea and islands.

dd/ To build Da Nang city into a worth-living city; to maintain biodiversity and rationally exploit and use resources; to ensure a rational ratio of land use; to make full use of strengths and advantages of each area, to prioritize the selection of carbon emissions reduction technologies to realize Vietnam’s commitments at the 2021 United Nations Climate Change Conference (COP 26).

2. Development objectives through 2030

a/ General objectives

To build Da Nang city into one of the major socio-economic centers of the country and Southeast Asia, performing the function of a center for startups, innovation, tourism, trade, finance, logistics, hi-tech industry, information technology and supporting industry; one of the country’s centers of culture-sports, education-training, hi-quality healthcare, and science-technology development; the center of regional and international events; a seaport city, an international coastal urban center with the position as the nucleus of the chain of urban centers and a growth pole of the North Central and Central Coast region, the Northern Central Highlands and reaching Asian level; an ecological, modern and smart urban center; and a worth-living city, while firmly maintaining national defense, security and sovereignty over seas and islands.

b/ Specific targets up to 2030

- Economically:

+ The economic growth rate will reach 9.5-10% per year and then 12% per year under the Political Bureau’s Resolution No. 43-NQ/TW of January 24, 2019, in which agro-forestry-fisheries will increase by 2.5-3%; industry-construction, 10-10.5% (industry, 11.5-12%); and services, 9.5-10%. Economic structure: the agro-forestry-fisheries sector will account for 1-2%; industry-construction, 29-30%; services, 61-62%; and taxes less subsidies on products, 8-9%.

+ The per-capita GRDP will be USD 8,000-8,500 (calculated at current prices).

+ The total factor productivity (TFP) will contribute 50-55% to the economic growth.

+ The total number of tourist arrivals served by accommodation establishments will increase by 17.5-18% per year; revenues from accommodation, catering and travel services will increase by 12.5-13% per year; logistics industry will make up around 10% of GRDP; digital economy will account for 35-40% of GRDP, in which hi-tech industrial clusters, information technology, electronics, and telecommunications will account for around 10-15%.

+ Budget revenues in the province will increase by an average of 9-11% per year.

+ Total realized social investment will reach 11-12% per year.

- Socially:

+ The average population growth rate will be 2.9% per year, in which the natural growth rate will be 1.35-1.4% per year. By 2030, the city’s population will be around 1.56 million and its converted population will be around 1.79 million.

+ The rate of trained workers will reach 78%, in which the rate of trained workers possessing degrees and certificates will be 66%.

+ To maintain 5-year-old early childhood, primary education, and lower secondary education universalization; 30-35% of early childhood schools and 40% of general education schools will meet national standards.

+ All communes and wards will meet national health standards with more than 20 medical doctors and 70 hospital beds per 10,000 people.

+ To maintain the poor household reduction rate of 1-1.5%/year according to the city’s multidimensional poverty index.

- Regarding urban infrastructure:

+ The urbanization rate will surpass 90%.

+ The proportion of land used for transport to the urban construction land area will be 23-26%, in which 9-10% will be used for urban transport (calculated up to inter-area roads) will be 9-10%, 3-4%, for static traffic. The rate of public passenger transport (including urban bus, inter-provincial bus, and other public and semi-public transport modes) will be 10-25%.

- Environmentally:

+ The entire urban population will be supplied with clean water through the centralized water supply system; all rural residents will have access to hygienic water.

+ The rate of domestic solid waste collected and treated under environmental technical regulations will reach more than 97%; to invest in building new domestic solid waste treatment facilities to ensure that the rate of waste buried after treatment will not exceed 20%; and all hazardous wastes will be collected and treated under regulations.

+ Ninety percent of urban domestic wastewater will be collected and treated under environmental technical regulations, all concentrated production, business and service zones and cottage industry zones will have centralized wastewater treatment systems meeting environmental technical regulations.

+ The forest coverage rate will be 45-47%.

 - Regarding national defense and security: All communes and wards will satisfy criteria on comprehensively strong unit. To effectively perform the task of assuring national defense, security and safeguarding the sovereignty over the sea and islands of the Fatherland.

3. Key tasks and development breakthroughs

a/ Key tasks

(1) To restructure and build growth models in the direction of transforming to be adaptive and suitable to the new development stage, attracting resources, adjusting investment structures as appropriate to increase investment efficiency, raising the competitiveness of the economy, accelerating administrative reform, building e-government, and laying foundations for improving self-reliance and resilience to external impacts.

(2) To speed up the industrial growth rate, especially the hi-tech and information technology industry which is oriented to be one of the three pillars of Da Nang’s economy in the new era.

(3) To promote internal resources and advantages of its geographical location to develop service sectors with the focus being tourism services and transport and warehousing services; by 2030, to turn Da Nang city into one of the country’s tourism, transport and logistics and seaport centers.

(4) To focus on developing Da Nang city into a regional-scale international financial center with the formation of a non-tariff zone and a free-trade zone and development of hi-quality information technology and communication, healthcare, and education-training services.

(5) To accelerate the restructuring of the agricultural sector toward improvement of value and competitiveness and sustainable development.

(6) To plan urban development based on international standards and development principles of a modern urban center.

(7) To ensure efficient use of natural resources and water resources, protect biodiversity and the environment, and adapt to climate change.

b/ Development breakthroughs

(1) To regard innovation, knowledge-based economy and comprehensive digital transformation as the major factor contributing to the improvement of growth quality.

(2) To promote the role of assorted sectors of the economy, including the collective sector, private sector and foreign-invested sector; to mobilize and efficiently use all social resources to create breakthroughs in building a synchronous and modern socio-economic infrastructure system.

(3) To improve the quality of administrative reform, improve the business investment environment to take advantage of, and bring into play opportunities from, regional and international development trends, movement of investment flows and investment waves in the direction that is beneficial to Vietnam and the city; to promulgate specific mechanisms and policies to build and develop Da Nang city, creating driving forces for the development of the Central Vietnam and Central Highlands and the whole country under the Political Bureau’s Resolution No. 43-NQ/TW of January 24, 2019.

(4) To comprehensively develop education and training, improve human resources quality, and bring into full play cultural and human factors to seve as the foundation for sustainable development.

4. Vision toward 2050

To build Da Nang city into a large, ecological, smart, unique and sustainable urban center on par with the international level, acting as a focal point for connection with, and development of, the network of regional and international urban centers; the International Tourism Center associated with the International Convention Center; the Hi-Tech Industry and Information Technology Center; the Startup and Innovation Center; the regional-scale International Finance Center and a worth-living coastal city in the Asia.

III. ORIENTATIONS FOR DEVELOPMENT OF IMPORTANT SECTORS AND FIELDS AND PLANS FOR ORGANIZATION OF SOCIO-ECONOMIC ACTIVITIES

1. Orientations for development of important sectors and fields

a/ Tourism

- To continue to develop tourism into a key economic sector, thus turning the city into a hi-quality tourism and service center, one of the luxurious, green, smart beach-leisure and ecological tourism center that can host international conferences, events and festivals.

- To focus on developing 3 groups of typical, major and supplementary tourism products; to develop tourism with breakthrough thinking in combination with technology application and in association with the nature and cultural and historical traditions.

- To strive that products and services of all types will meet “high quality” standards; to prioritize the development of deluxe and ultra-luxury product/service products.

b/ Trade

- To build Da Nang into one of the major trade centers with a synchronous and modern infrastructure and distribution system and a goods channeling center of the region and the country. The average growth rate of total retail sales of goods will be 10-12% per year.

- To widely apply e-commerce and promote online payment; to strive for the target that the proportion of retail sales of goods through modern distribution systems will be at least 65%.

- To develop cruise-related service and trade sectors.

c/ Transport and logistics

- To raise the growth rate of logistics-transport and warehousing services to over 11% per year; to develop Da Nang into a logistics center and a road, sea and air forwarding and transportation gateway to localities and countries on the East-West economic corridor and in the Association of Southeast Asian Nations (ASEAN) and around the globe; to form class-I, -II logistics centers and specialized logistics centers.

- To socialize transport and waterways transport services and mass transit routes; to strengthen public transport combined with controlling the use of private motor vehicles.

d/ Information and communications

- To basically complete digital transformation, form a smart city which will be among the country’s top 3 localities in digital transformation, information security, and e-commerce with an average growth rate of 10% per year.

- To vigorously accelerate comprehensive digital transformation in press, radio and television content production, form digital platforms in the cyberspace, and encourage shared-use of multi-service digital platforms; to modernize technical equipment and digitize multimedia content production of district-level media facilities; to develop digital postal services, digital freight forwarding platforms, and m-commerce platforms.

- To develop the information technology, electronics and telecommunications industry into a key economic sector with an annual revenue growth rate of 2-2.5 times the city’s GRDP growth rate; to form concentrated information technology parks and chains of software parks, creating linkages in researching and mastering technology and producing digital technology products; to accelerate research and development of key information technology products, to prioritize the development of software industry, digital content production, integrated circuit design and production, and provision of Vietnam’s information technology services with competitive advantages and export potential.

- To develop the digital technology industry in the spirit of combining self-reliance and innovation and selective international cooperation; to study the formulation and application of regulatory sandbox, promote training, research and development, testing and application of artificial intelligence (AI) for the industry to become a spearhead economic sector with important contribution to digital economic development; to promote the development of an AI ecosystem, propose the pilot deployment of a regional AI technology research, transfer, development and application center in the city; to develop information technology and digital technology enterprises capable of leading and mastering technology, joining the digital economy, building a smart city and an e-government, and applying digital technology in socio-economic fields, and implementing national digital transformation.

- To use interactive digital technology platforms for people to participate in settling issues concerning socio-economic development, political security, and social order and safety; to build a cyber security and safety operation center connected with the national cybersecurity monitoring and operation support system for digital government, and the national cybersecurity system for digital government.

d/ Finance and banking

To develop Da Nang city into a regional-scale international financial center with the sector’s average growth of 8.5% per year; to increase accessibility to hi-quality financial services; to develop new and modern means and methods of payment, accelerate cashless payment; to sustainably develop financial products and services on automated, multi-dimensionally connected and intelligentized platforms so as to ensure security and safety.

e/ Industry

To build Da Nang city into one of the country’s hi-tech industry and supporting industry centers. To continue industrial restructuring in the direction of gradually reducing land- and labor-intensive manufacturing industries with low added value, and restricting and gradually eliminating polluting manufacturing industries; to increase the proportion of eco-friendly manufacturing industries with high content of technology and knowledge and high added value, specifically:

- Developing hi-tech industrial sectors, including microelectronics technology, chip and semiconductor chip technology, precision mechanics, mechanics-electronics, optoelectronics and automation; environmental technology, new energy technology; new material technology, nanotechnology, etc. to become major industries.

- Developing priority industrial sectors, including automobile industry; aviation industry; cruise industry; electronics industry and mechanical manufacturing; pharmaceutical chemistry and cosmetics industry; food and beverage industry in the direction of deep production and processing; the fashion industry associated with model design and other manufacturing and processing industries with high added value. The average growth rate of the processing and manufacturing industry will reach over 12% per year.

- Developing supporting industries with focus on production and supply for priority industries and hi-tech industries; facilitating the formation and development of cottage industry zones.

2. Orientations for development of other sectors and fields

a/ Marine economy

- To build Da Nang into one of the country’s big marine economic centers and an international marine urban center based on vigorous development of marine economic sectors associated with assurance of national defense and security, and safeguarding of independence, sovereignty and territorial integrity.

- To develop tourism and marine services, maritime economy, fisheries and aquaculture processing industries, coastal industry and new marine economic sectors; to rationally arrange space for development of the marine economy and marine urban center to efficiently use land, water surface and marine space; to promote regional linkage in marine economic development and develop the marine economy so as to adapt to climate change and environmental pollution. To strive for the target that the marine economy will contribute 15% to the city’s GRDP by 2030.

b/ Agro-forestry-fisheries

- To develop urban, organic, ecological and sustainable agriculture; to develop hi-tech organic agricultural zones; to study and build agricultural ecological parks in association with rural and agricultural tourism development.

- To build sustainable forestry, protect the ecological environment and water source security, mitigate natural disasters and effectively respond to climate change. To improve forest quality, promote natural regeneration of forests, plant large timber forests, and exploit forests in an industrial direction. To develop ecological tourism and economy under the forest canopy.

- To develop fisheries into a modern economic sector associated with the protection of security and sovereignty over sea and islands. To set up a modern fisheries center associated with the Paracels traditional fishing ground; to invest in building Tho Quang fishing port and aquatic product wholesale market into a trade and fisheries logistics service center associated with tourism.

c/ Science, technology and innovation

- To develop Da Nang into one of the nation’s science and technology, startup and innovation centers. To expand and upgrade the Da Nang Biotechnology Center to serve researches and development of the South Central region.

- To develop and implement the “Da Nang - City of innovation” scheme. To build and develop the components of a complete innovative startup ecosystem, focusing on technology incubation, innovation and startups associated with hi-tech production, information technology and finance-banking.

d/ Culture and sports

- To consider culture and national identity important factors. To develop culture to be on par with the political, social and economic situation and associated with tourism development, providing tourists with opportunities of experiencing and exploring Da Nang’s unique identity, bringing the image of a civilized Da Nang city imbued with national identity closer to international friends.

- To build a “cultural and civilized urban lifestyle”, develop comprehensive, law- abided and internationally integrated Da Nang people. To strive that all cultural and sports institutions at all levels will be invested to fully meet standards and operate effectively. To preserve and promote the values of national cultural heritages, relics, and landscapes; to build unique and typical cultural products.

- To develop cultural industry into an economic sector capable of improving its competitiveness, contributing to building and developing brands and promoting Da Nang’s and Vietnam’s culture to the world, turning Da Nang into the region’s cultural and art center, and to deeply participate in the global cultural product and service value chain.

- To promote the diverse development of the city’s physical training and sports cause; to develop increasingly quality and effective high-performance sports.

d/ Education and training

To develop Da Nang into a hi-quality education and training center of the country and the ASEAN. To expand the network and scale of education and training in the direction of diversifying forms; to promote the mobilization of social resources for education and strive for the target that by 2030 the rate of non-public early childhood primary school, lower secondary school, and senior secondary school students will be around 55%, 3%; 3.2%; and 14.8%, respectively. To steam students after graduating from lower secondary schools, thus mobilizing at least 30% of lower secondary school graduates to professional intermediate or vocational education, etc., so as to ensure that all students will complete senior secondary programs or senior secondary supplementary programs in various forms of training. To raise education and training quality and the rate of teachers meeting qualification standards at all levels will surpass 95%. To build standard school models towards modernization and standardization at all levels and disciplines. To implement effective coordination among vocational education institutions and enterprises in human resources training.

e/ Health and people’s healthcare

- To build and develop the health sector to meet people’s demand for health care, protection and improvement at all levels. To develop Da Nang into a specialized medical and healthcare center and the nucleus of the region and the whole country  providing medical services and  infrastructural facilities up to international standards to meet local residents’ and tourists’ medical examination and treatment needs; to form and develop health tourism products.

- To promote primary health care at commune and ward health stations, develop a network of family doctors and health collaborators and workers at residential quarters. To develop advanced techniques and technologies, train a contingent of hi-quality medical and pharmaceutical personnel. To effectively control epidemics and complete and improve operational capacity of disease control centers of the city and districts; to modernize Testing Centers; to complete the system of state management of food safety; to build and develop the specialized food Testing Center.

g/ Labor, employment and social security

- To develop a comprehensive and sustainable labor market towards modernity, effectiveness and suitability to the city’s characteristics, build a complete and modern labor market information system and database capable of providing hi-quality and reliable forecasts on the human resources.

- To build a modern, civilized, peaceful and worth-living city; to continue building the city with five nos (no hungry households, no illiterate people, no street beggars, no drug addicts, and no murders and robberies), three assurances (housing, employment, and civilized, urban cultural lifestyle), and safety in four areas (public order and security, traffic safety, food safety and social security); to focus on social security work, improving people’s living conditions, especially people with meritorious services and disadvantaged people; to effectively implement social assistance appropriate for each development period of the city.

- To mobilize resources for poverty reduction programs in each period, raising poverty standards to suit people’s lives; to adopt solutions to overcome shortcomings existing in assorted dimensions of poverty, sustainably reduce poverty, and effectively implement the policy of “leaving no one behind”.

h/ National defense and security

To combine socio-economic development with consolidation of national defense and security posture and building of a solid defense zone. To take the initiative in preventing and foiling the “peaceful evolution” strategy, riots and subversion of hostile forces; to stabilize the political security situation in the city, create favorable conditions for socio-economic development, maintain independence and sovereignty, unification and territorial integrity, firmly protect sovereignty over sea and islands.

3. Plan on organization of socio-economic activities

a/ Zoning for development of socio-economic activities

Socio-economic activities will be associated in an organic relationship in the overall structure of the Master Plan of Da Nang city based on ecological areas and 3 specific areas which are connected to one another through the northern and southern economic belts and 4 employment clusters, including (1) the Seaport and Logistics Cluster; (2) Hi-tech Industrial Cluster; (3) Innovation Cluster; and (4) Hi-tech Agriculture Cluster.

- The water surface areas running along the East Coast and Da Nang bay, along the banks of the city’s rivers organically connecting  the districts of Lien Chieu, Thanh Khe, Hai Chau, Son Tra, and Ngu Hanh Son and a part of Cam Le district; and the coastal area connecting the long coastline from Thua Thien Hue province to Quang Nam province will be organized into 4 sub-areas associated with the seaport and logistics employment cluster including (1) administration and trade-service center; (2) airport and central logistics area; (3) multi-functional combined business-tourism development area along the East Coast and Da Nang bay; and (4) Northern Da Nang bay maritime and logistics area.

- The core greenery area in the heart of the city, organically connecting the districts of Lien Chieu, Thanh Khe, Hai Chau, Ngu Hanh Son, and Cam Le and a part of Hoa Vang district, will be organized into 3 sub-areas associated with the Hi-Tech Industry and Innovation employment cluster, including (5) core greenery area on the hills in the city center; (6) industrial parks and hi-tech parks in the city’s northwestern area associated with seaports and logistics; and (7) university and multi-functional zones.

- The hillside area, which is the large open space along the slopes of western hills and mountains organically connecting areas in Hoa Vang district and with other districts, will be organized into 3 sub-areas associated with hi-tech agriculture employment clusters, including (8) hi-tech agricultural zone in the southwest of the city; (9) and development reserve area in the south of the city.

- The ecological area, covering forests, mountains and hills in the West, Son Tra peninsula, Hoang Sa district, and rivers and lakes along with the long coastline in the ecological area, will be organized into 3 sub-areas associated with eco-tourism and forestry development areas, including (10) eco-tourism zones in the north of Lien Chieu Port; (11) eco-tourism zones in the western mountainous region; (12) forest area (natural trees) in Son Tra nature reserve and western ecological forest area.

In addition, to develop residential quarters in the city with unique identities of three specific areas and develop the entire city of Da Nang into a large tourist destination.

b/ Socio-economic development poles and centers

(1) The city center: To encompass existing urban centers in Hai Chau, Thanh Khe and Son Tra districts, especially the new center after urban reconstruction in Da Nang industrial park.

(2) Hi-tech industrial centers: To include Da Nang Hi-Tech Park and centralized information technology park (first and second phases) in Hoa Lien and Hoa Ninh communes, Hoa Vang district.

(3) Seaport and logistics service center: To be located in the northwest of Da Nang bay in association with Lien Chieu port and the logistics center’s railway station; the logistics area and cargo terminal in the west of the airport in association with Da Nang International Airport; logistics areas in the west of Nam Hai Van bypass in Lien Chieu and Hoa Vang districts. To develop another logistics area adjacent to Lien Chieu port to meet the future seaport demand.

(4) Tourism and beach leisure centers: To be located in the coastal areas of Ngu Hanh Son, Son Tra and Lien Chieu districts and tourism, entertainment and night economy complexes in Hai Chau and Thanh Khe districts.

(5) Training service and research centers: To be located in the southeast of the city with university-city complexes, innovation centers, software parks, international hospitals and sports complexes.

(6) Hi-tech agriculture centers: To develop hi-tech agriculture areas and agricultural logistics services in the southwest of Hoa Vang district.

(7) Mountain eco-tourism areas: To include Ba Na-Suoi Mo tourist-urban complex (Ba Na mount foot area), Dong Xanh-Dong Nghe lake area, Hoc Khe lake sports and leisure tourism area, Khe Ram tourism area, Nam River and Bac River tourism areas, northwestern tourism areas and clusters along national highway 14G (Than Tai Mount hot springs park, Hoa stream tourism area, etc.) in Hoa Vang district; Lang Van general leisure and entertainment tourism area, Luong stream eco-tourism area, tourism areas in the east and southwest of Hai Van pass, Chim Chim hill eco-tourism area, tourism area in the west of Hai Van bypass, Lien Chieu district; and leisure ecological area in the east of Son Tra peninsula and Hoang Sa district.

c/ Socio-economic development belts

- To form 2 economic belts by connecting 4 employment clusters in order to create opportunities for socio-economic development linkage for Da Nang city, including:

+ The northern economic belt – the belt of hi-tech industries and seaport-logistics services:  To link the seaport and logistics cluster in Lien Chieu district to the hi-tech industrial cluster in Hoa Vang district,

+ The southern economic belt – the belt of innovation and hi-tech agriculture: To link the innovation cluster in Cam Le district, Ngu Hanh Son district and Hoa Vang district to the hi-tech agriculture cluster in Hoa Vang district.

d/ Plan on re-organization of administrative units

The 2023-2025 period, there are 16 commune-level administrative units (16 wards) subject to reorganization, including Thach Thang, Hai Chau I, Hai Chau II, Nam Duong, Phuoc Ninh, Binh Hien and Binh Thuan wards in Hai Chau district; Tam Thuan, Thanh Khe Dong, Xuan Ha, Tan Chinh, Chinh Gian, Vinh Trung, Thac Gian and Hoa Khe wards of Thanh Khe district; and An Hai Dong ward of Son Tra district. Among them, Thach Thanh ward, having an important position in national defense and security and laying in the center of Hai Chau district with many administrative agencies, historical and cultural elements, and special national relics, falls into cases to be proposed to competent authorities for consideration for no-reorganization. It is expected to reorganize 15 wards, including Hai Chau I, Hai Chau II, Nam Duong, Phuoc Ninh, Binh Hien and and Binh Thuan of Hai Chau district; Tam Thuan, Thanh Khe Dong, Xuan Ha, Tan Chinh, Chinh Gian, Vinh Trung, Thac Gian and Hoa Khe of Thanh Khe district; and An Hai Dong of Son Tra district.

The 2026-2030 period: To reorganize the remaining district- and commune-level administrative units whose land area and population criteria are concurrently less than 100% of the law-prescribed levels; district-level administrative units whose land area criterion is less than 30% of the law-prescribed level and population criterion is less than 200% of the law-prescribed level; and commune-level administrative units whose land area criterion is less than 30% of the law-prescribed level and population criterion is less than 300% of the law-prescribed level.

Land area and population criteria of administrative units must comply with the National Assembly Standing Committee’s Resolution on criteria for administrative units and classification of administrative units. The formulation and implementation of the master plans on reorganization of district- and commune-level administrative units for the 2023-2025 period and 2026-2030 period, must take into account, in addition to land area and population criteria, the previous period’s reorganization results; long-term stability, isolated locations and specific elements of administrative units, and rural administrative units that have been planned into urban administrative units.

IV. PLANS ON THE SYSTEM OF URBAN CENTERS, RURAL AREAS AND FUNCTIONAL ZONES

1. Orientations for urban space development

- The city will be divided into 3 typical urban areas and other ecological areas with 12 sub-areas, including: (1) The sub-area along Han river and the East Coast, covering around 6,644 hectares; (2) Da Nang bayside sub-area, around 1,530 hectares; (3) Lien Chieu seaport sub-area, around 1,285 hectares; (4) Hi-tech sub-area, around 5,585 hectares; (5) Green core center sub-area, around 4,775 hectares; (6) Innovation sub-area, around 3,903 hectares; (7) Airport sub-area, around 1,327 hectares; (8) Hillside urban sub-area, around 2,729 hectares; (9) Hi-tech agriculture sub-area, around 2,986 hectares; (10) Development reserve sub-area, around 5,858 hectares; (11) Western ecological sub-area, around 57,692 hectares; and (12) Eastern ecological sub-area, including Hoang Sa district and Son Tra peninsula, around 4,232 hectares.

- To change the monocentric urban structure (Thanh Khe and Hai Chau districts) into the polycentric urban structure; to develop Da Nang city into a major tourist destination.

2. Plan on organization of the urban system

In the 2021-2030 period, the city’s urban system will include the central urban area (6 existing districts) and its administrative boundaries will be appropriately adjusted to meet the criteria on population density, construction density, and urban development targets under regulations and comply with the approved master plans; to strive to build Hoa Vang district to meet the criteria for grade-IV urban center, with 80% of communes eligible to be upgraded into wards and eligible for becoming a town as soon as possible. By 2030, Hoa Vang town’s population will be some 430,000, including around 380,000 permanent residents, and the urbanization rate will surpass 90%. The town’s administrative center is planned to be located in Hoa Phong commune. Hoang Sa island district will be a special administrative unit.

3. Orientations for development of the inner city

- The existing urban area consists of 6 inner-city districts (Lien Chieu, Thanh Khe, Hai Chau, Son Tra, Cam Le and Ngu Hanh Son with appropriately adjusted administrative boundaries): To set orientations for the reconstruction after the compact city model, reducing the construction density in the existing central urban core area, improving the land-use coefficient, adding urban utilities to be integrated into the public transport system; to form modern-style architectural works, with priority given to the development of public spaces, works and services to create the attractiveness of a modern central business district (CBD) as a friendly and livable locality with high living standards for the people; to control coastal corridors; to implement measures to respond to climate change and sea level rise.

Existing urban centers with population density lower than that in the core area will be developed with higher population  and construction density under regulations, thereby forming public green spaces and open spaces in residential areas with transportation system integrated with the public transportation network of the city.

- New urban centers will developed to the west and northwest of the city. By 2030, the urbanized areas will be in 9 communes of Hoa Vang district, including Hoa Khuong, Hoa Phuoc, Hoa Chau, Hoa Tien, Hoa Phong, Hoa Nhon, Hoa Lien and Hoa Son communes and part of Hoa Ninh commune; the urbanization rate in these urban centers will exceed 90%.

- Orientations for development of underground spaces in the inner city: To build the system of underground spaces at public works, service facilities, high-rise buildings, key traffic interchanges, stations and urban railway routes that are connected to underground parking lots and traffic tunnels in order to create complete and multi-purpose underground spaces.

4. Plan on territorial organization of rural areas, and plans on distribution of residential areas

a/ Plan on territorial organization of rural areas

The rural areas of Da Nang city are mainly in Hoa Vang district and specified in plans on construction of district areas.

b/ To set orientations for development of models of rural residential areas and spots along routes linking residential clusters and spots. Based on the population living in scattered areas along the existing routes, newly formed residential areas will be located mainly in the north (Hoa Lien commune) and the south (Hoa Phong commune) in order to ensure the efficient use of social and technical infrastructure facilities, and create a room for future development. Commune centers will be located in dense residential areas with convenient transport routes to form satellites around key area centers.

5. Plans on development of functional zones

a/ Industrial parks, hi-tech parks, information technology parks and cottage industry zones

- Industrial parks

+ To convert Da Nang industrial park into An Don international financial quarter, thereby forming a modern urban center and a new economic center of the city; to convert Hoa Khanh industrial park to meet the criteria for an eco-industrial park.

+ To establish new industrial parks: Hoa Cam industrial park - phase 2, Hoa Nhon industrial park and Hoa Ninh industrial park; to prioritize attraction of investment in industrial parks in the direction of intensive industry, thereby forming industrial clusters for existing industrial parks.

+ To prioritize investment in Hoa Cam industrial park - phase 2 and Hoa Ninh industrial park to meet the industrial infrastructure demand; to additionally plan Hoa Vang industrial park in order to relocate industrial projects from Lien Chieu industrial park in case of conversion in order to develop logistics services to serve Lien Chieu port.

(Details are provided in Appendix I to this Decision).

- Hi-tech parks

To put the functional zones of hi-tech parks into operation before 2025; to adjust and expand the Da Nang hi-tech park when adding targets in land use master plans and plans and satisfying the law-specified conditions to become an international-class, creative, scientific and technological urban center; to connect hi-tech parks and industrial parks and cottage industry zones to form satellite industrial parks and cottage industry zones to provide production support to the hi-tech parks.

(Details are provided in Appendix I to this Decision).

- Information technology parks

To soon complete investment procedures, commence construction and put into operation software park No. 2 (phase 1); to complete the information technology park, innovation space project in Hoa Xuan ward, Danang Bay information technology park, Viettel Da Nang building, and automatic sorting and warehousing center; to develop software parks invested by telecommunications and information technology service providers.

(Details are provided in Appendix II to this Decision).

- Cottage industry zones

+ Existing cottage industry zones and craft villages:

To repurpose land areas in Thanh Vinh cottage industry zone for development of other fields; to relocate raw production activities from the Non Nuoc Ngu Hanh Son stone carving village to an appropriate industrial park/cottage industry zone; to continue investing in technical infrastructure facilities of the Hoa Son split-rock craft village.

Other handicraft villages: To develop these villages on the basis of exploitation of ecological and environmental protection advantages; to make in-depth investment, promote technology application to improve product quality and designs; to combine economic activities of craft villages with tourism activities and the conservation and development of traditional culture.

+ New cottage industry zones:

To build Cam Le, Hoa Nhon and Hoa Khanh Nam cottage industry zones and put them into operation as soon as possible.

To put the industrial park supporting the hi-tech park (the area serving Da Nang hi-tech park) out of the master plan on industrial parks nationwide in order to form Hoa Lien cottage industry zone (close to the hi-tech park).

To study the formation of Son Tra cottage industry zone; to additionally plan new cottage industry zones in Hoa Vang and Lien Chieu districts; to relocate polluting production facilities out of residential areas.

To study the formation of a number of cottage industry zones on an appropriate area at mineral mines after their closure, thereby ensuring geological, topographical, infrastructure and environmental protection conditions.

(Details provided in Appendix III to this Decision).

b/ Tourism sites

- To develop diverse types of tourist accommodation facilities suitable to characteristics of each tourism space and set orientations for development of high-class tourist accommodations (including cruise ships), with creative, unique, different and environmentally friendly designs.

- To develop Son Tra tourism area and the southern Son Tra peninsula and Ba Na-Suoi Mo tourism-urban area (at the foot of the Ba Na hills) into world-class tourism areas; cultural and historical tourism attractions; modern and unique tourism attractions and entertainment areas; and creative tourism attractions; to plan infrastructure facilities to serve sightseeing and marine tourism on international maritime routes associated with Hoang Sa island tourist destinations.

- To completely build infrastructure facilities to turn the city center into an attractive tourism destination; to develop inland waterway tourism, and build inland waterway wharves and public parks along Han and Co Co rivers in order to exploit water surface and river boats/ships for tourism.

- To develop community-based and ecological tourism models in mountainous areas of Hoa Vang district and Luong stream area in Lien Chieu district.

c/ Research and training zones

To set orientations for the organization of spaces for the development of the education sector to reach the basic objective that wherever there are children there must be schools to meet the schooling need of all school-age children within a specific scope under regulations.

- For existing urban areas: To increase the land use coefficient combined with expanding land areas for education.

- For newly developed areas: To distribute education institutions within an appropriate scope for each level of education under regulations and meeting the need for population growth through 2030, with a vision to 2050.

- To expand existing universities, colleges and research and training centers, mostly in southern Da Nang city in order to create a new university town in Ngu Hanh Son district (Da Nang city) and Dien Ban town (Quang Nam province) which will become one of the three national key higher education centers up to the regional and international standards.

- To form training and vocational training institutions and specialized research institutes for Da Nang hi-tech sub-zone to train and provide high-quality human resources and specialized workers for hi-tech industries, tourism, seaports, logistics, and such high-quality services as microelectronics technology, nanotechnology, semiconductors, microchips, FPGA applications, artificial intelligence, finance and banking, health, education, etc.; to meet the socio-economic development demand of the city and the region.

d/ Sports facilities

- To continue investing and calling for investment for complete construction of Hoa Xuan sports complex, racecources, marine sports clubs, etc.; to develop city-level entertainment and sports spaces and district-level sports centers; to build multi-purpose sports facilities at the district level.

- To invest in the construction of multi-purpose sports complexes such as gymnasiums, multi-purpose sports halls and indoor stadiums; to invest in infrastructure facilities and public sports facilities in residential quarters, residential areas, wards, communes, etc., in order to create a network of physical and sports infrastructure facilities convenient for the people’s practice.

- To maintain existing golf courses and plan new golf course-cum-tourism projects in locations with potential when conditions are met under relevant regulations, including Hoa Trung lake and Hoa Lien-Hoa Bac golf courses combined with tourism sites; Hoa Phong-Hoa Phu hotel and golf course complex; and Hoa Phu-Hoa Nhon golf course combined with a tourism site (at the end of Ba Na-Suoi Mo route).

(Details are provided in Appendix IV to this Decision).

dd/ Conservation sites

- To continue to protect important natural ecosystems of the city, such as Ba Na-Nui Chua nature reserve, Son Tra nature reserve, Nam Hai Van landscape protection site, etc., and coral ecosystems, seagrass beds, wetlands, etc.

- To restore, conserve and promote the value of historical and cultural relics and scenic spots to facilitate the development of tourism and services, thereby bringing about high economic efficiency while preserving tradition cultural values and scenic spots.

e/ Concentrated agricultural production areas

- To form and put into operation organic agricultural production areas with hi-tech application in Hoa Phong, Hoa Khuong, Hoa Phu and Hoa Nhon communes, with the hi-tech application agriculture sub-zone planned to be located in the southwest of the city, along the western ring road (including Hoa Phu, Hoa Phong, Hoa Khuong and Hoa Nhon communes).

- To continue investing in complete construction of infrastructure facilities of Tho Quang fishing port and the storm shelter at Tho Quang ship lock; to build infrastructure facilities to serve the exploitation of Hoang Sa fishing grounds.

- To develop forestry mainly in Hoa Vang district; to develop forestry, and plant large-timber trees for tourism development under the forest canopy in Ba Na hills and Son Tra peninsula.

g/ Difficulty-hit areas

To identify Hoa Bac commune as a difficulty-hit area of the city; to strive to annually reduce the total number of poor households that still have the working capacity by 30-40% according to the multidimensional poverty standards in each period; to focus on the management and protection of forests and water sources; to develop forest economy and agricultural economy; to continue to effectively implement the national target program on building a new-style countryside with its own identity; to improve the people’s living standards; to firmly maintain national defense and security, and political and social stability. By 2025, to develop Hoa Bac commune into a community-based and agricultural eco-tourism destination. By 2030, to develop Hoa Bac into a commune with complete infrastructure facilities meeting grade-V urban center standards, a high-quality community-based ecological and cultural tourism destination of the district and city.

​ h/ Driving-force areas

- Driving-force area No. 1 - core urban center, including the central business district in Hai Chau district (CBD1), in which it is encouraged to develop  the forms of mixed land use, and use of residential land in combination with trade and services in order to create an appropriate environment for both living and working activities, which will become a bustling commercial center; and the inner-city area in Son Tra district, in the east of Han river bridge (CBD2).

- Driving-force area No. 2: Inner city areas of Thanh Khe and Lien Chieu districts along the Da Nang bay, in which marine tourism and entertainment will be developed along the Da Nang bay, and a new CBD will be formed in the bay center associated with the aforesaid commercial and service axis (the compact city area).

- Driving-force area No. 3: Creative urban area in the south of the city, including part of Ngu Hanh Son district (Hoa Quy ward) and Cam Le district, where high-quality education, training, health, fitness and sports services will be developed.

- Driving-force area No. 4: Hoa Vang district administrative center as a multi-sector economic sub-center will connect Quang Nam province and the Central Highlands with Da Nang city. To develop hi-tech agricultural areas and agricultural logistics service areas; to expand the urban space to the northwest to be connected with industrial parks and hi-tech parks with new residential areas.

- Driving-force area No. 5: Hi-tech urban-industrial complex which will form a general cluster in early 2030, consisting of the Central Vietnam exhibition center, trade outlets associated with tourism, and a regional-level logistics service center.

- Driving-force area No. 6: Lien Chieu seaport and urban complexes and logistics service centers for Lien Chieu port.

i/ Military and security zones

- To arrange national defense and security zones, adhering to the principle of maintaining a defense posture, protecting valuable terrains and defense structures, and being ready to deploy forces in response to emergency situations; at the same time, to ensure these zones  meet socio-economic development needs; to invest resources in building defense works at the city and district level and in key areas for national defense mobilization; to build residential areas and socio-economic infrastructure facilities associated with national defense maintenance and protection of borders, seas and islands.

- To work out plans on arrangement, investment, upgrading, renovation and expansion of works, working offices and headquarters of public security forces at the city, district and commune levels and in key locations convenient for the maintenance of security and order, such as airports, ports, hi-tech parks, industrial parks, cottage industry zones, etc.; to ensure that each district has a firefighting, rescue and salvage police office with a maximum service diameter of 3 km, for the inner city areas, or 5 km, for other areas.

​ V. PLANS ON DEVELOPMENT OF TECHNICAL INFRASTRUCTURE FACILITIES

1. Plan on development of the transport network

a/ Roads

- To build Da Nang-Thanh My-Ngoc Hoi-Bo Y expressway connected with the Da Nang-Quang Ngai expressway; to upgrade La Son-Tuy Loan expressway; national highway 14B section running through Da Nang (of around 8 kilometers long) into a 6-lane urban main road; national highway 14G section running through Da Nang (of around 25 kilometers long) into a grade-IV or higher-grade road, 2 lanes; southern Hai Van pass bypass (Hoa Lien-Hai Van and Hoa Lien-Tuy Loan sections); to build interchanges to connect national highways with the urban traffic system.

(Details are provided in Appendix V, Table 5.1, to this Decision).

- The urban road network:

+ To build western ring road 1 located between the western ring road and the expressway; to plan and construct tunnels through the airport connecting the eastern city and western city; to add new routes to connect Lien Chieu port to the southern Hai Van pass tunnel-Tuy Loan bypass, and the roads from the western ring road to the La Son-Tuy Loan expressway (behind the hi-tech park) to connect Nguyen Sinh Sac street to (extended) Hoang Van Thai street, and from Hoa Khanh industrial park to the new railway station in order to form the main east-west axis.

+ To build Le Duan street connected with Dong Da street; and Hoang Hoa Tham street connected with Nguyen Tat Thanh street; to build works across the Han river to connect the Dong Da-Tran Phu streets to Van Don-Tran Hung Dao streets, Nguyen Sinh Sac street extended to Hoang Van Thai street, the western ring road II, and southern Hai Van pass bypass; at the same time, to devise solutions to connect the seaport and Kim Lien station, etc.

(Details are provided in Appendix V, Table 5.2, to this Decision).

+ To build or upgrade and renovate intersections: To build interchanges for intersections between planned national roads and railways.

(Details are provided in Appendix V, Table 5.3, to this Decision).

- Mass transit:

+ To continue to expand the mass transit network by bus in order to increase the route coverage and connectivity with other modes of transport; to develop environmentally friendly vehicles such as electric buses, CNG and LPG vehicles, etc.

+ Urban railways: To build 2 MRT lines, 11 LRT lines, 3 LRT lines for tourism or other railway models with equal transportation capacity and speed. Some LRT lines will continue using or expand the available railway land area of the North-South national railway line (after the relocation of the existing railway station out of the city center) for construction and, at the same time, combine the urban reconstruction along the LRT corridor according to the TOD orientations.

(Details are provided in Appendix V, Table 5.4, to this Decision).

+ To build a public transport route (urban railway or other equivalent modes) to connect Da Nang city with Hoi An city (Quang Nam province) and Lang Co township (Thua Thien-Hue province).

- To develop non-motorized transport; to build roads exclusively for bicycles for experience tourism in the city.

- Static traffic and hub traffic works (bus stations and terminals):

+ To build the northern bus station in the north of the interchange of southern Hai Van pass bypass and western ring road 2; western bus station in Hoa Khuong cement factory area (after relocation), Hoa Vang district; to renovate and upgrade the southern bus station; to convert the central bus station into a public transport hub.

+ To build parking lots, public parking spots and transit parking lots, ensuring that the land area for static traffic reaches 3-4% of the urban construction land area; to encourage the exploitation of underground space for parking lots combined with trade and services.

+ To allocate appropriate land areas (underground/surface) for terminal stations, transit stations (underground/surface/overhead), and depots of MRT and LRT mass transit routes; to set orientations for development of these stations after the transit-oriented development (TOD) model, synchronously connected with other mass transit modes (buses, public bicycles, taxis, etc.) combined with centralized trade and service development. Main midway stations include Da Nang international airport, existing Da Nang train station, planned Da Nang train station, March 29 park, Han river port, etc.

(Details are provided in Appendix V, Table 5.5, to this Decision).

b/ Railways

- To build a high-speed railway and a regular national railway in the same corridor, running parallel with the expressway eastward; to plan the Da Nang-Kon Tum railway connected with the North-South national railway at the new Da Nang station after 2030.

- To relocate Da Nang station, build a new railway station in the north of the interchange between Ba Na-Suoi Mo road and the expressway in Hoa Son commune, Hoa Vang district; to reconstruct the existing Da Nang train station into a major transit hub combining trade and service development under the orientations for development of TOD and CBD.

- To build a logistics center train station in Hoa Lien commune, close to the interchange of the national railway, national highway and city ring road; to plan special-use railways to connect the national railway and the central railway logistics station with Lien Chieu seaport and hubs where railway cargo collection and transportation needs exist.

c/ Aviation

- By 2030, to upgrade and expand the civil aviation area and aircraft aprons to increase the total throughput to around 25 million passengers/year, which will become a specialized aviation logistics center.

- Vision toward 2050: To continue to expand the civil aviation area and aircraft aprons to increase the total throughput to 30 million passengers/year with diverse functional zones and high-quality services, connected with most countries in the world.

d/ Seaports

- To build the new Lien Chieu port as a cargo port with public-service wharves and barges to handle around 50 million tons per year by 2050, and receive ships of a tonnage of 100,000 tons or more and container ships of up to 8,000 TEU.

- Tien Sa wharf area: To gradually convert it into an international tourism port based on the process of investment and exploitation of Lien Chieu wharf area.

- Tho Quang wharf area: To maintain its development space as a general wharf area, public-service wharf and national defense and security wharves for ships of a tonnage of up to 20,000 tons.

d/ Inland waterways

- Inland waterway routes and inland waterway wharves are specified in Appendix VI to this Decision. The Han river-Vinh Dien river route will be converted into a local channel when it meets the criteria set in the national master plan on inland waterways.

- To develop inland waterway passenger transport routes connecting Tien Sa port to Han river port; passenger transport routes from Tien Sa port around Son Tra peninsula, Tien Sa port-Lang Van tourism area-Son Tra Con islet; Tien Sa-Cua Dai-Cu Lao Cham port route, and Cu De river routes to Hoa Bac and Hoa Vang.

- To develop sea passenger transport routes to serve the travel demand of the people and facilitate tourism development, including Ha Long-Da Nang; Da Nang-Ho Chi Minh City, Hue-Thuan An-Tien Sa port-Han river port, Da Nang-Ly Son island, Da Nang-Cu Lao Cham (Quang Nam province), Da Nang-Con Co island (Quang Tri province); international sea passenger transport routes from the USA, Canada, Australia, India, Europe, and Asia to the Da Nang seaport.

e/ Inland container depots: To set orientations for development of inland container depots combined with Hoa Nhon logistics center close to the interchange of Hoang Van Thai street and Da Nang-Quang Ngai expressway, and southern Hai Van pass area.

g/ Vehicle inspection: To build or upgrade registration centers and modern inspection lines, thereby promoting the mobilization of social resources for road motor vehicle inspection. By 2030, there will be 4 new registration units with 8 inspection lines. In the 2030-2050 period, there will be 8 new units.

2. Plans on development of the power supply network

- Power supply sources for the city come from the national power transmission system through the 500 kV and 220 kV transmission grids and 110 kV distribution grid.

- Renewable energy sources: To promote the development of renewable energies, such as rooftop solar power, biomass, energy sources generated from solid waste treatment, offshore wind power, etc. To study the development potential of ground-based solar power, water surface solar power and gas-fired power generation to meet the load demand and conform to practical local conditions.

- To develop power transmission and distribution grids to improve the stability and reliability of the power supply and reduce power loss.

- To build power transmission grids with long-term development backups using multi-circuit poles and multiple voltage levels sharing the same row of poles; to modernize and gradually lay underground power grids in the inner city; to gradually upgrade and convert transformer stations serving the people’s daily life in a modern and aesthetic manner.

- The 500 kV power grid: By 2030, to build the Quang Trach-Doc Soi 500 kV line, with a route length of 2x500 km, the section crossing Da Nang city will have a length of 30.4 km; to build the Da Nang-Doc Soi 500 kV double-circuit line with a route length of 2x100 km, the section crossing Da Nang city with a length of about 6.8 km; to increase the capacity of Da Nang 500 kV transformer station from 2x450 MVA to 2x900 MVA.

- The 220 kV power grid: By 2030, to build 4 new stations and renovate two 220 kV transformer stations with the total capacity of 1,500 MVA. By 2050, to renovate and increase the capacity of three 220 kV transformer stations, with the total capacity of 750 MVA.

- The 110 kV power grid: By 2030, to build 10 new stations and upgrade and renovate twelve 110 kV transformer stations. By 2050, to build 9 new stations and upgrade and renovate 11 stations.

- Medium-voltage power grids for inter-district areas: When planning new residential areas, it is necessary to allocate land areas for building 22/0.4 kV transformer stations in load center areas, ensuring the power supply diameter not exceeding 400 meters in inner city areas and not exceeding 600 meters in rural areas.

- For power supply for the LRT and MRT systems from the network of distribution transformer stations of each area that the tram and railway lines pass through, depending on specific needs of each line or operating station in the system, transformer stations with appropriate capacity will be installed.

- To promote investment in electric vehicle charging stations with mobilized social resources.

(Details are provided in Appendix VII to this Decision).

3. Plan on development of the telecommunications network

- To build Da Nang Software Park, including also Da Nang Software Park 2, into a national key centralized information technology zone.

- To develop a new cable landing station; to expand the transmission capacity of the SMW3 and APG fiber optic cable lines at Hoa Hai cable landing station. To update international, national, and inter-city telecommunications routes in the locality that has been identified in national and regional master plans.

- To attract investment in building 1 regional data center, turning Da Nang into an information technology hub (IT-HUB) of the country and the region and 2 national-scale data centers; to develop the existing data center to serve the local authority, smart urban services and digital transformation; to build 2 new data centers and 1 new high-performance computing center. To develop the KT1 postal network hub and a special-use data transmission network hub serving Party and State agencies. To develop infrastructures of postal mega-hubs and hubs serving e-commerce logistics and the Vietnam Central region.

- To develop the inner-city metronet wired telecommunications network infrastructure using next-generation network (NGN) technologies, 5G and next-generation mobile telecommunications networks, wireless telecommunications networks for IOT devices, and telecommunications networks serving disaster prevention and control and search and rescue. To promote the use of modern backbone switching technologies in conformity with the international development (NGN technologies and subsequent technologies), ensuring adequate transmission bandwidth for broadband telecommunications services.

- To put underground telecommunications cables and develop shared passive telecommunications infrastructure and electricity, lighting and water supply and drainage infrastructure, which will be planned and built concurrently with the building of technical and traffic infrastructure, urban areas and new residential areas, etc. To ensure the effective operation of digital terrestrial television infrastructure; to deploy digital platform-based radio broadcasting systems.

4. Plan on development of hydraulic-work and water supply networks

a/ Hydraulic work

- To invest in repairing and upgrading existing reservoirs; to repair spillways, pumping stations and irrigation and drainage canal systems. To invest in consolidating and upgrading disaster prevention and control, especially the systems of dikes, culverts and anti-saline intrusion and -tidal flooding dams. To build and consolidate the system of anti-riverbank and coastal erosion works.

(Details are provided in Appendix VIII to this Decision).

b/ Water supply

- Key works: To maintain/increase the capacity of current water plants; to plan the construction of a new water plant with a water supply capacity of 120,000 m³/day, using water from Vu Gia river (An Trach-Bau Nit-Ha Thanh river branch) or Thu Bon river in 2030.

- To invest in water regulation works for Cau Do and Hoa Lien water plants (such as Quang Hue dam, Song Nam-Song Bac dam, etc.)

(Details are provided in Appendix IX to this Decision).

5. Plan on development of waste treatment facilities

a/ Wastewater

- Drainage basins: Wastewater will be collected to urban areas’ centralized wastewater treatment stations; wastewater from 12 sub-areas will be collected and treated in basins. Industrial wastewater and medical wastewater will be collected and treated separately at source up to technical regulations before being discharged into receiving waters.

- Wastewater drainage networks: In old urban areas, semi-separate drainage systems will be used; in new urban areas, separate drainage systems will be used; in coastal areas, wastewater will be completely separated or wastewater collection capacity will be improved to prevent wastewater from being discharged into the sea.

- Wastewater treatment stations: The total capacity of domestic wastewater treatment stations in 2030 will reach 515,000 m³/day. In the immediate future, wastewater generated in Hoa Vang district will be collected and treated by decentralized methods.

(Details are provided in Appendix IX to this Decision).

b/ Solid waste

To continue to invest in, and strive to complete, the system of urban environmental sanitation infrastructure works (waste collection points, waste transfer stations, waste sorting stations, waste treatment complexes, etc.) with advanced technologies, specifically as follows:

- By 2030, to complete the Khanh Son solid waste treatment complex with  domestic solid waste treatment plants having the total capacity of 1,800-2,000 tons/day, ensuring the treatment of the entire volume of generated  domestic solid waste; to invest in treatment plants of hazardous waste, sludge, construction solid waste, industrial solid waste, etc.; to call for investment in urban waste recycling plants. The scale and technology of each plant shall be decided by the city based on its actual situation in accordance with law and current regulations.

- After 2030, to continue to invest in technical infrastructure of the solid waste treatment complex in the city’s western area with the scale of 200 ha, with various functions and work items to meet the city’s demand for solid waste treatment and strive toward a circular economy; to study the investment in a domestic solid waste treatment plant with the capacity of 1,000 tons/day in an appropriate period, depending on the actual volume of generated solid waste.

(Details are provided in Appendix X to this Decision).

6. Plan on development of fire prevention and fighting infrastructure

- By 2030, to build, upgrade and renovate 19 headquarters and barracks of the fire prevention and fighting police force in communes and wards, ensuring that each district has at least 1 headquarter or barrack of the fire prevention and fighting and search and rescue police force, attaching importance to key areas including Lien Chieu port, Tien Sa port, Da Nang Hi-Tech Park, Han river, Cu De river, etc. By 2050, to plan locations for 6 new headquarters or barracks of the fire prevention and fighting and search and rescue police force.

- To construct, upgrade and renovate 15 water intake wharfs and traffic systems serving fire prevention and fighting in conformity with the national technical regulation on fire safety for buildings, constructions and communication systems in accordance with the Law on Telecommunications, Law on Radio Frequencies, Ministry of Public Security’s regulations and other relevant legal documents.

VI. PLAN ON DEVELOPMENT OF SOCIAL INFRASTRUCTURE

1. Plan on development of culture and sports infrastructure

- To preserve and promote religious works and historical relics, and make a list of valuable architectural works. To make dossiers for ranking of at least 8 relics of national and higher levels; to propose recognition of 1-2 artifact as national treasures.

- To invest and call for investment in the city’s Opera House, Central Square, thematic museums, ocean parks along Da Nang Bay and the East Coast, a park in the land area of An Hai Radio Transmitter Station (Son Tra district), a culture-cinema center, a regional general science library, general science libraries in the northwestern, southern and southeastern areas, and a central square in the northwestern area of ​​the city, etc.

- To strive for the targets that 100% of municipal cultural institution works will be invested and completed; 50% of industrial parks will have cultural and sports centers; 100% of district-level cultural and sports centers will be invested, meeting the standards set by the Ministry of Culture, Sports and Tourism; 100% of libraries in districts will be invested synchronously, meeting e-library standards and having children’s reading rooms, reading rooms for visually impaired people, information search systems, and internet connection; 50% of district-level administrative units will have children’s cultural houses; and 30% of district-level administrative units will have labor cultural houses.

- To invest in and build more open spaces and gardens in residential areas to improve urban citizens’ spiritual life.

(Details are provided in Appendix XI to this Decision).

2. Plan on development of trade infrastructure

- By 2030, the locality will have 2 wholesale markets (Hoa Phuoc wholesale market and Tho Quang seafood wholesale market) and a logistics and supporting service area for wholesale markets and the wholesale sector in Hoa Phuoc commune. To formulate a land-use master plan for the Hoa Cuong wholesale market after being invested so as to ensure its efficient operation and promote local socio-economic development.

- To prioritize resources for investment in re-building Con market; to upgrade, renovate and expand or re-build Han market, Dong Da market, Hoa Khanh market, Bac My An market, and a number of markets in the locality toward remaining traditional markets in a civilized and modern manner.

- To invest in the construction of Hoa Xuan Sport Hub serving sports, entertainment and trade activities, trade centers and supermarkets in districts, non-tariff areas, free-trade areas and a grade-A international exhibition and fair center (after 2025). To study locations for arranging non-tariff areas along inter-regional traffic routes connecting logistics service areas, seaports and aerodromes such as the Hoang Van Thai-Nguyen Sinh Sac-Nguyen Tat Thanh-Lien Chieu port route; Hoang Van Thai-Railway station route; Hoang Van Thai-Western Belt 2-Le Dai Hanh-Airport route; southern route of location 3 (28.3 ha) connecting to the logistics center in the Hillside urban sub-area; and LRT line on Hoang Van Thai street.

(Details are provided in Appendix XII to this Decision).

- To form centralized logistics clusters, including 1 regional logistics center and supporting logistics clusters, namely (1) Lien Chieu Port Logistics Center (grade-I Regional Logistics Center); (2) railway logistics center; (3) Da Nang High-Tech Park Logistics Center; (4) Hoa Nhon combined Logistics Center and Dry Port; and (5) Da Nang International Airport Logistics Center. At the same time, to develop logistics centers and other warehouses in industrial parks and cottage industry zones and on highway bypasses (Hoa Phuoc Logistics Center, Hoa Phu Logistics Center, Hoa Hiep Bac Logistics Center, etc.).

- Infrastructure for reserve and supply of petroleum and gas: To develop a national-scale system of petroleum warehouses, LPG warehouses and LNG warehouses according to the National Master Plan on petroleum and gas storage and supply infrastructure for the 2021-2030 period, with a vision toward 2050; to develop 2 provincial-scale petroleum warehouses (of a capacity of under 5,000 m³) in Lien Chieu and Son Tra districts, and small-scale gas filling stations in industrial parks and cottage industry zones. Besides, based on the actual demand, to develop petroleum and gas warehouses with appropriate scales and in conformity with the orientations of relevant master plans. To invest in the construction of the Lien Chieu-Hoa Lien (Hoa Vang) low-pressure gas distribution pipeline systems to industrial parks to supply gas to consuming households in industrial parks, gas pipelines from LNG warehouses to power plants, industrial parks, cottage industry zones, consuming households, etc.

(Details are provided in Appendix XII to this Decision).

3. Plan on development of science and technology infrastructure

To prioritize resources for development of technical infrastructure facilities for science and technology, startup and innovation. To focus on stepping up the progress of projects on construction of working and training areas for startups; upgrading and expanding the Da Nang Biotechnology Center for research and development activities in the South Central region. To continue to support the development of incubators, co-working spaces, and centralized service areas to support startups and innovation under regulations; to form startup and innovation centers, working and training areas of startups, business incubators, and investment funds in the high-tech sub-zone and the innovation sub-zone. To continue to invest in modern, synchronous equipment for public non-business units, serving state management in the city’s science and technology sector and the goal of creating regional and inter-regional development linkage.

4. Plan on development of education and training infrastructure

To continue to expand the network, develop the scale of education and training along the line of diversifying forms of education and training, ensuring the law-prescribed limits on the number of children per group or pupils per class, and applying the 2-session model at all primary schools. To increase accessibility to high-quality upper-secondary education; by 2030, each district will have 1 upper-secondary school meeting national standards. To improve physical and technical foundations for 3 continuing education and career guidance centers. To call for investment in establishment of international schools and international inter-level schools.

- To expand existing universities, colleges and research and training centers that are concentrated in the southern area of the city, especially the Da Nang University Village, so as to form a new university-city area. To develop Da Nang University into a national general university, a center for training high-quality human resources and multidisciplinary scientific research on par with the regional level. To strive that public and private universities actively and deeply integrate themselves into the world’s advanced education.

- To form a number of new vocational training institutions, institutes and specialized research centers in the high-tech sub-zone. By 2030, to build 7 high-quality vocational training colleges, of which 4 will reach regional and international levels in a number of occupations.

5. Plan on development of health infrastructure

- To formulate a master plan on the network of health establishments to ensure their balance, synchronicity, connection, efficiency and people’ convenient access. To strive that each urban area has at least one polyclinic (medical center-cum-healthcare center). To consolidate and complete the grassroots health network (in communes and wards); to equip adequate medical devices up to standards, ensuring the sufficient devices for first aid, initial emergency care and examination and treatment of common diseases.

- To invest in upgrading, renovating and expanding municipal- and district-level general and specialized hospitals. To mobilize resources for formation of high-tech hospitals and specialized medical centers; to establish an international hospital in the innovation sub-zone so as to create a linkage with medicine and pharmacy universities in the region. By 2030, to form 1 special-grade hospital, at least 2 hospitals up to regional standards and 2 hospitals up to international standards. To research for forming a medical and pharmaceutical product trading and distribution center.

- To gradually modernize medical equipment in line with the demand and level of the city’s socio-economic development. By 2030, the city’s technical level in terms of medical equipment will be on par with other countries in the region; to build the contingent of cadres with sufficient scientific and technological knowledge to use medical equipment.

6. Plan on development of social security infrastructure

- To continue to improve social infrastructure facilities for sustainable social security, which must be suitable to the city’s socio-economic development in each period, with attention paid to ensuring the quality of public non-business services on social assistance of social protection establishments and employment service providers.

- To allocate an appropriate land area for the  Da Nang Mental Health Nursing Center in conformity with its mental patient admission,  care and nurturing capacity; to attract investment in construction of the second drug rehabilitation establishment and nursing homes.

(The detailed plan on development of education and training, healthcare, and social security infrastructure are provided in Appendix XIII to this Decision).

VII. PLAN ON LAND ALLOCATION AND LAND-USE ZONING THROUGH 2030

1. Land-use norms by land category through 2030

- Agricultural land: ​​66,373 ha, decreased by 4,888.27 ha

- Non-agricultural land: 61,677.96 ha, increased by 5,872.06 ha

- Unused land: 422 ha, decreased by 983.79 ha

(Details are provided in Appendix XIV, Table 15.1, to this Decision).

2. Land-use norms by functional area through 2030

- Agricultural production area: ​​4,595.99 ha, decreased by 2,390.82 ha.

- Forestry area: 23,916.47 ha, decreased by of 8,260.80 ha.

- Tourism area: ​​4,718.1 ha, increased by 3,627.93 ha.

- Nature and biodiversity conservation area: ​​34,130 ha, accounting for 26.57% of natural land area and increased by 3,681.09 ha.

- Industrial development area: ​​2,412ha, increased by 912.08 ha.

- Urban area: ​​20,899 ha, increased by 5,615.86 ha.

- Trade-service area: 1,223.09 ha, increased by 320.31 ha.

- Rural residential area: ​​6,078.31 ha, decreased by 3,505.63 ha.

(Details are provided in Appendix XIV, Table 15.1, to this Decision).

3. Plan on land repurposing through 2030

- Agricultural land repurposed to non-agricultural land: According to the land allocation plan through 2030, the city has 4,906.44 ha of agricultural land repurposed to non-agricultural land.

- Non-agricultural land other than residential land repurposed to residential land: By 2030, the city will have 222.55 ha of non-agricultural land other than residential land repurposed to residential land.

(Details are provided in Appendix XIV, Table 15.2, to this Decision).

4. Plan on use of unused land through 2030

By 2030, the area of ​​unused land put into use will be 983.79 ha.

(Details are provided in Appendix XIV, Table 15.3, to this Decision).

VIII. PLAN ON CONSTRUCTION OF DISTRICT AREAS

1. Plan on organization of rural territories and master plan on Hoa Vang district area

The master plan on Hoa Vang district area embraces the entire administrative boundaries of Hoa Vang district with the total natural land area of ​​about 73,317 ha, a population by 2030 of about 430,000 people, of which the permanent population will be around 380,000 people. To strive to build Hoa Vang district to meet the criteria of a grade-IV urban center, and be qualified for becoming a town under Da Nang city at the soonest time. The Hoa Vang town administrative center is expected to be located in Hoa Phong commune.

- Hoa Vang district area will be spatially zoned off into 2 rural residential sub-areas and 1 ecological sub-area:

+ The northeastern sub-area will be associated with the northern residential sub-area of Hoa Vang district, embracing the 4 communes of Hoa Bac, Hoa Lien, Hoa Ninh and Hoa Son. The key development area will be located in the east of the high-tech park and at the foot of Ba Na mountain; the sub-area’s center will be located in Hoa Lien commune, associated with the high-tech urban-industrial complex.

+ The southeastern sub-area will be associated with the southern residential sub-area of Hoa Vang district, embracing the 7 communes of Hoa Nhon, Hoa Phu, Hoa Khuong, Hoa Phong, Hoa Tien, Hoa Chau and Hoa Phuoc. The sub-area’s center which is also the administrative center of Hoa Vang district will be located in Hoa Phong commune.

+ The western ecological sub-area will embrace the western forests, mountains and hills in Hoa Bac, Hoa Lien, Hoa Ninh, Hoa Phu and Hoa Khuong communes.

- To reorganize the space and functional structure of areas which are undergoing the urbanization process up to urban-area standards in combination with preserving traditional architecture. To form development reserve areas for the periods after 2030 and 2045. Concentrated rural areas in Hoa Vang district will include renovated and embellished rural residential areas, traditional craft villages; and garden houses associated with high-tech agricultural production areas and combined with eco-tourism, community-based tourism, nature conservation, and existing agricultural and forestry production areas.

- To conserve and promote biodiversity, terrains and natural greenery spaces, and develop a system of parks, greeneries, and water surfaces to create a unique image of the city.

- Hoa Vang district will be functionally zoned off into 4 areas:

+ Hi-tech industrial area: To be oriented to develop high-tech industries, concentrated information technology and supporting industries through exploiting the advantages of existing industrial parks, information technology zones and hi-tech parks, forming new industrial parks and expanding Da Nang Hi-Tech Park; to form important industrial and logistic hubs for the entire area.

+ Residential development area: To form concentrated residential clusters with synchronous infrastructure systems in the northeastern and southeastern sub-areas, meeting the housing demand of local workers.

+ Eco-tourism area: To develop ecotourism models associated with leisure tourism and community-based tourism, focusing on the southwestern area (Hoa Ninh, Hoa Phu and Hoa Khuong communes) and the northwest area (Hoa Bac commune).

+ High-tech agricultural area: To exploit the southern production area of ​​Hoa Phu, Hoa Khuong, Hoa Phong and Hoa Nhon communes to develop organic, ecological and high-tech agricultural models combined with agricultural tourism.

2. Master plan on Hoang Sa district area

The development orientation of Hoang Sa island district is to promote exploitation of the marine economic development potential associated with creating and building  strong and widespread national defense and security posture at sea; to ensure marine security and safety at sea; to persistently fight for safeguarding the sovereignty, sovereign rights and jurisdiction of Vietnam by peaceful methods, on the basis of legal foundations and historical evidence, and in conformity with commitments which Vietnam acceded to, including the Declaration on the Conduct of Parties in the East Sea (DOC) and the 1982 United Nations Convention on the Law of the Sea.

IX. PLANS ON ENVIRONMENTAL PROTECTION, CONSERVATION OF NATURE AND BIODIVERSITY; EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES; AND DISASTER PREVENTION AND CONTROL AND CLIMATE CHANGE RESPONSE

1. Plans on environmental protection, conservation of nature and biodiversity

a/ Plan on environmental zoning

- Strictly protected zones include surface water sources for domestic use for Da Nang city; Ba Na-Nui Chua and Son Tra nature reserves; Nam Hai Van landscape protection zone; and Hoang Sa district.

- Low-emission zones include buffer zones of strictly protected zones (if any); important wetlands which have been identified in accordance with law; protection corridors of surface water sources for supply of domestic water in accordance with the law on water resources; concentrated residential areas being inner-city areas of grade-IV and grade-V urban centers in accordance with the law on classification of urban centers; water entertainment area according to the Da Nang People’s Committee’s decision; areas with sensitive environmental elements highly vulnerable to impacts of environmental pollution which need protection.

- Other protected zones include the remaining areas in the city.

b/ Plan on nature and biodiversity conservation

- High-biodiversity areas, embracing natural forest ecosystems, coastal ecosystems, and inland wetlands planned for protection and development.

- Important wetlands, embracing Dong Nghe lake, Hoa Trung lake, Truoc Dong lake and Hoc Khe lake.

- Ba Na-Nui Chua nature reserve, Son Tra nature reserve, and Nam Hai Van landscape protection area.

c/ Plan on sustainable forest development

The total forestry land area allocated under the Prime Minister’s Decision No. 326/QD-TTg of March 9, 2022, on allocation of norms for the National Land-Use Master Plan for the 2021-2030 period, with a vision toward 2050, and the 2021-2025 National Land-Use Plan will be 60,881 ha, of which the special-use forest area will be 34,130 ha; protection forest area, 11,778 ha, and production forest area, 14,973 ha.

The total planned land area of the ​​3 forest types through 2030 will be 56,763.2 ha, covering the 4 districts of Hoa Vang, Son Tra, Lien Chieu and Cam Le, of which the special-use forest area will be, 34,130 ha; protection forest area,  11,778 ha; and production forest area, 10,855.2 ha.

d/ Plan on development of cemeteries, funeral homes and crematoriums

To exploit, renovate and upgrade existing cemeteries toward economical, civilized and modern land use. To formulate a plan on relocation of cemeteries located interspersedly in residential areas to centralized cemetery areas under master plans. To form new crematoriums to meet future needs. To allocate funeral homes in an appropriate manner in districts.

(Details are provided in Appendix X to this Decision).

2. Plan on mineral exploration, exploitation and use

- Construction stone: To formulate plans on exploration, exploitation and use of construction stone in 14 areas with the total land area of ​​452.3 ha and a total forecast reserves of 87,324,500 m³.

- Leveling soil: To formulate plans on exploration, exploitation, and use of leveling soil in 16 areas in Hoa Vang district with the total land area of 872.04 ha and a total forecast reserves of 87,240,000 m³.

(Details are provided in Appendix XV to this Decision).

3. Plan on exploitation, use and protection of water resources; and prevention, control and remediation of water-caused harms

- In all circumstances, priority will be given to domestic water supply.

- Under normal conditions, to supply water for sectors meeting their water demands, ensuring water conservation and efficiency in the following order of priority: (1) domestic water; (2) water for agricultural production; (3) water for industrial production; (4) water for environmental activities; and (5) water for waterway transportation.

- In case of drought or water shortage, to limit the allocation of water sources for water-intensive activities that are not urgent in order to prioritize domestic water supply and water conservation and efficiency activities.

- The main water sources to meet Da Nang city’s demand for domestic water are the surface water source of Vu Gia-Thu Bon river (inter-provincial river) and Cu De river basin (intra-provincial river), specifically as follows:

+ Allocating water sources of Vu Gia river (Yen river branch) at An Trach dam and at Cau Do to maintain the capacity of Cau Do water plant and San Bay (airport) water plant from 320,000 m³/day and night to 420,000 m³/day and night for the 2030-2050 period.

+ Studying the allocation of water sources of Vu Gia river (the An Trach-Bau Nit-Ha Thanh river branch) or Thu Bon river (expected in Giao Thuy) to build a new water plant with a capacity of 120,000 m³/ day and night by 2030 and 240,000 m³/day and night by 2050.

+ Allocating water sources of Cu De river in Nam My and Song Bac lake (building Song Bac lake with a capacity of 50 million m³) to meet the exploitation capacity of Hoa Lien water plant from 120,000 m³/day and night 240,000 m³/day and night by 2030 and 400,000 m³/day and night by 2050.

+ Allocating water sources of Hoa Trung lake from 10,000 m³/day to 20,000 m³/day and night for the 2025-2030 period, and ceasing the exploitation thereof in 2050.

+ Allocating water sources of Da stream and Tinh stream to maintain the exploitation capacity of Son Tra water plants I and II of 7,000 m³/day and night by 2030, and completely ceasing the exploitation thereof in the period after 2030 through 2050.

+ Allocating water sources of Luong stream to maintain the capacity of Hai Van water plant of 5,000 m³/day and night by 2030, and completely ceasing the exploitation thereof in the period after 2030 through 2050.

- Reserve water sources for water demand shall be exploited at Hoa Trung, Dong Nghe and Song Bac lakes (after being built) and underground water.

4. Plans on prevention and control of disasters and response to climate change

a/ Risk zoning for each type of disasters in the province

- Areas affected by storms, tropical depressions and strong winds: the entire mainland and sea areas, in which Lien Chieu urban district and Hoa Vang rural district are areas prone to severe impacts.

- Areas affected by floods, flashfloods and inundation: areas along Yen, Tuy Loan, Qua Giang, Vinh Dien and Cu De rivers, etc.

- Area affected by landslides and rockslides: Hoa Vang district (the mountainous and midland communes of Hoa Phu, Hoa Bac, Hoa Son, Hoa Ninh, Hoa Nhon and Hoa Lien); Lien Chieu district (Hoa Hiep Bac ward); Son Tra district (Tho Quang ward); and Cam Le district (Hoa Tho Tay ward).

- Area affected by coastal landslides and coastal erosion: the coastal areas of Lien Chieu, Thanh Khe, Son Tra and Ngu Hanh Son districts with a length of around 30km.

- Areas affected by riverside landslides: communes and wards along Yen, Cu De, Tuy Loan, Qua Giang, Cau Do-Cam Le and Vinh Dien rivers.

- Areas affected by tsunami: the coastal districts of Hai Chau, Son Tra, Ngu Hanh Son, Thanh Khe and Lien Chieu; the East Sea and Hoang Sa island district.

b/ Plan on management of disaster risks and adaptation to climate change

To consolidate, upgrade or build the systems of river and sea embankments along Da Nang bay and in Da Phuoc urban area and Nam O embankment, ensuring that they can withstand storms of above level 12 and peak frequency P = 1%, while taking into account the phenomenon of sea level rise due to global climate change. To strengthen the renovation of dikes and embankments for flood control, ensuring satisfaction of flood control standards for rivers.

X. LIST OF PROJECTS PRIORITIZED FOR IMPLEMENTATION

Based on sectoral development orientations, to identify large and important projects that can create motivation for growth and socio-economic development for investment and investment attraction, depending on the demand and ability to balance and mobilize investment capital in each period.

(Details are provided in Appendix XVI to this Decision).

XI. SOLUTIONS FOR IMPLEMENTATION OF THE MASTER PLAN

1. Mobilization and use of resources, attraction of investment

- For the 2021-2030 period, it is estimated to mobilize around VND 800 trillion of development investment funds (calculated at current prices), accounting for around 40% of GRDP, of which investment capital from the state economic sector will account for around 25% of total investment capital (25-30% for the 2021-2025 period and 20-25% for the 2026-2030 period); investment capital from the non-state economic sector should be mobilized at a high level, making up 60-65% of total investment capital; FDI capital will account for 10-15% of total investment capital.

- To continue to prioritize the allocation of state budget funds to promote the implementation of key works and projects serving as driving forces, ensuring synchronization and focused investment as a basis for attracting non-budgetary investment resources and developing complete and modern infrastructure facilities.

- To implement suitable mechanisms and policies to attract domestic and international investment; to strengthen the application of PPP forms in infrastructure investment and construction.

- To continue to remove difficulties and obstacles regarding administrative procedures, planning and land based on inspection and examination conclusions and judgments. To focus on studying the mechanisms to mobilize, attract and effectively use domestic and foreign investment resources; to promulgate particular policies and mechanisms to create driving forces for building and developing Da Nang city according to the Political Bureau’s Resolution No. 43-NQ/TW of January 24, 2019.

- To review land areas to have options for appropriate planning and investment attraction; to promote administrative reform, increase dialogues to resolve difficulties and obstacles for businesses to unlock resources; to exploit and effectively use land resources.

- To focus on attracting strategic and key investors in line with Da Nang city’s development orientations and in key sectors, high technology, new and advanced technology, modern governance, etc. To expand the connection of domestic and foreign markets; to deeply participate in the production network and global value chain, contributing to improving labor productivity and technological level of the economy and competitiveness of Da Nang city, promoting economic restructuring associated with changing the growth model on the basis of the Fourth Industrial Revolution.

2. Development of human resources

- To effectively implement the Scheme on attraction of human resources in the public sector and Scheme on development of human resources in the private sector to attract high-quality workers for spearhead economic sectors.

- To improve the quality of training of human resources through close coordination between schools and businesses, increasing physical foundations for complete and in-depth practice activities, building teaching curricula suitable to reality, and employing  highly-skilled experts of businesses for practice guidance, etc.

- To continue to implement policies on vocational training for workers in the agricultural and rural sector; to carry out vocational training for workers in households having production land lost due to relocation and ground clearance; financial policies such as non-refundable investment, provision of soft loans, etc., for new and effective production and business models that generate many jobs.

- To improve the system of labor market information and human resource demand forecast; to implement the Scheme on human resource demand forecast and labor market information; to accurately and completely collect data information of labor supply-demand from businesses, associations, and employers’ representative organizations.

- To effectively organize periodical job exchanges; to increase the number of mobile job exchange sessions in localities, universities and vocational schools to connect learners with businesses. To improve the quality of consultancy, job introduction, career advice, interview skills, job selection, etc.

- To properly settle the policy of unemployment insurance in association with unemployment settlement, consultancy for job placement and vocational training. To improve the effectiveness of occupational safety and health.

3. Environmental protection, science-technology, innovation and digital transformation

a/ Environmental protection

- To strengthen measures to manage, improve and restore environmental quality; to promote the implementation of projects on treatment of environmental pollution in urban and residential areas. To enhance nature and biodiversity conservation.

- To invest in or change technology of domestic solid waste treatment facilities to waste treatment technology combined with energy recovery, with priority given to applying technology with optimal efficiency in terms of environmental quality, applying circular economic model, mitigating greenhouse gas emissions, promoting and developing the use of new energy of high efficiency.

- To strengthen the state management of the environment; to increase examination and inspection of the observance of the law on environmental protection, and prevention and combat of environmental crimes, focusing on entities highly likely to cause environmental pollution.

- To promote public information and communication and take solutions to raise awareness of all strata of the population, tourists and business visitors in Da Nang city to build a green, clean, beautiful, secure, safe and civilized living environment for residents and tourists, contributing to the development of green and sustainable tourism.

b/ Science and technology, innovation

- To increase investment in developing scientific and technological potential; to continue to invest in complete and modern infrastructure and technical equipment, meeting the requirements on state management of science and technology and scientific and technological service activities.

- To effectively carry out scientific research and apply the research outcomes to Da Nang city’s socio-economic development, and apply scientific and technological advances of the Fourth Industrial Revolution.

- To effectively support for improving capacity and competitiveness for businesses through innovation, application of advanced technology, improvement of productivity and goods and product quality, and protection and development of intellectual assets. To develop science and technology businesses in terms of both quantity and quality, supporting the commercialization of science and technology products.

- To continue to formulate mechanisms and policies in order to develop Da Nang city’s innovation startup ecosystem, effectively using resources in the ecosystem.

c/ Digital transformation

- To effectively implement Resolution No. 05-NQ/TU of June 17, 2021, of the Da Nang city’s Party Executive Committee, and the Scheme on digital transformation in Da Nang city by 2025, with orientation toward 2030, in association with the implementation of the Scheme on building a smart city for the 2018-2025 period, with orientations toward 2030; the Plan on development of e-government toward digital government in Da Nang city for the 2022-2025 period; and the Plan on implementation of the National Strategy on development of digital economy and digital society in Da Nang city through 2025, with orientations toward 2030.

- To organize the management of smart city master plans based on a digitalized urban database systems and data analysis and forecast tools. To manage, maintain and update e-government architecture and smart city architecture in conformity with the Vietnam E-Government Architecture Framework and meeting the requirements for developing a digital government and smart city.

4. Mechanisms and policies for development linkage

- To focus on implementing regional linkage and international cooperation in a number of areas identified as spearhead economic sectors of Da Nang city such as tourism, information technology, logistics, etc.

- To properly implement activities of linkage between provinces and cities in the Northern Central and Central Coast region; to coordinate in formulating a strategy on economic development with the objective of identifying key priorities for each locality associated with competitive advantages of the entire region in terms of exploitation and use of seaports, hi-tech products, supporting industry; logistics services, and linkage for tourism development, etc.

- To strengthen development cooperation in the fields of investment, logistics, commerce, tourism, etc., through the East-West economic corridors connecting Da Nang city and localities on the corridor route in Vietnam with provinces of southern and central Laos, northeast Thailand and Myanmar.

- To improve and create an open environment to attract foreign investment and aid through strengthening friendly cooperation with international organizations, foreign agencies for international cooperation and foreign trade promotion, embassies and foreign representative offices, and foreign non-governmental organizations in Vietnam.

- To actively participate promoting in investment, trade, tourism and local diplomatic cultural activities. To strengthen coordination with the Ministry of Foreign Affairs, the Committee for Foreign Non-Governmental Organizations’ Affairs, the People’s Aid Coordinating Committee (PACCOM) and related ministries and central sectors in introducing and coordinating non-governmental aid programs and projects to localities to increase resources for development investment.

5. Management and control of urban and rural development

- To improve the quality of management of construction master plans and construction order, focusing on in-depth management of master plans and architecture, aiming to build green urban areas and smart cities; to continue to review, supplement and complete administrative order and procedures for management of architectural planning.

- To strictly control land areas, protect and use land economically, and reasonably repurpose land, bringing high economic efficiency, linking economic benefits with environmental protection, meeting requirements of the Da Nang city’s strategy on socio-economic development in a stable and sustainable manner.

- To invest in building and completing a modern, centralized and integrated system of land information and cadastral records. To direct the serious, public and transparent implementation of land allocation and land lease to implement socio-economic development projects.

6. Organization and supervision of implementation of the Master Plan

- To promptly organize the announcement of the Master Plan, formulate plans on implementation of the Master Plan, and regularly review, inspect and urge the implementation thereof; to promptly detect problems for appropriate adjustment, creating consensus in implementation.

- To review, adjust and supplement or formulate district-level land-use master plans and other master plans according to the planning law in a synchronous manner.

- All levels, sectors and district-level People’s Committees shall, within the ambit of their functions and tasks, focus on reviewing, adjusting and supplementing socio-economic development programs and plans to make them conform to the Master Plan and meet market demands in order to promote and effectively exploit the potential and advantages of each region and in conformity with socio-economic conditions of each locality, ensuring connection of orientations for sectoral and territorial development and regional linkage; at the same time, to ensure consistency and connection among master plans.

- To promote investment with focuses; to prioritize the implementation of driving-force projects that can bring high economic efficiency, quickly recover capital, and exert spillover effects to other projects.

- State management agencies in charge of planning shall strengthen inspection and supervision of the implementation of the Mater Plan at all levels and in all sectors; to promptly detect and handle or propose competent authorities to handle violations so as to improve the effectiveness and efficiency of master plans. Fatherland Front Committees at all levels and socio-political organizations shall, within the ambit of their assigned functions and tasks, strengthen supervision of the implementation of the Master Plan, promptly detect and report violations that affect the implementation of the Master Plan to competent agencies for handling under regulations.

- To step up administrative reform and improve executive capacity in order to effectively and efficiently organize and supervise the implementation of the Master Plan.

XII. MAPS OF THE MASTER PLAN

The list of maps of the Master Plan is provided in Appendix XVII to this Decision.

Article 2.

1. The Master Plan serves as a basis for formulating urban and rural master plans as well as technical and specialized master plans in Da Nang city according to relevant regulations.

2. The approval of or decision on investment policy and implementation of programs, projects and schemes in the province must comply with Article 1 of this Decision and other relevant master plans; at the same time, the persons who approve or decide on investment policy shall take full responsibility before law for their decision.

In the process of studying and implementing specific projects, agencies competent to approve or decide on investment policy shall take full responsibility before law for determining the location, area, scale, capacity and investment phasing in compliance with the progress and actual situation, ensuring compliance with the order, procedures, competence and relevant regulations.

The implementation of projects after the Master Plan is approved must comply with the norms of land use master plans according to the Prime Minister’s Decision No. 326/QD-TTg of March 9, 2022, on allocation of norms of the national land-use master plan for the 2021-2030 period, with a vision toward 2050, the 2021-2025 national land use plan, and amending and supplementing decisions (if any) of competent authorities.

3. For projects planned for investment after 2030, if there is the demand for investment to serve socio-economic development and resources can be mobilized, it is required to report such to competent authorities for approval of earlier investment.

Article 3.

1. Responsibilities of the People’s Committee of Da Nang city

a/ To complete the Master Plan’s dossier in compliance with this Decision; to update the database of the Master Plan’s dossier to the national information and database system on master plans under Clause 20, Article 1 of the Government’s Decree No. 58/2023/ND-CP of August 12, 2023.

b/ To organize the announcement and publicization of the Master Plan according to the planning law.

c/ To formulate and submit for promulgation a plan on implementation of the Master Plan; to formulate 5-year and annual plans, key development programs and specific projects to implement the Master Plan; to organize evaluation of the implementation of the Master Plan according to the planning law.

d/ To study formulation of and promulgate or submit to competent authorities for promulgation mechanisms and policies in conformity with development requirements and in accordance with law to mobilize resources for implementation of the Master Plan.

dd/ To implement requirements and contents on environmental protection when carrying out projects on implementation of the Master Plan, ensuring the harmony between socio-economic development and environmental protection, contributing to sustainable development; to organize environmental monitoring, supervision and management; to store databases and share environmental information and databases to serve digital transformation in the course of implementation of the Master Plan.

e/ To review contents of the Master Plan after national-level and regional master plans are decided or approved by competent authorities, and promptly report adjustments to the Prime Minister for consideration and approval in case the Master Plan’s contents are contradictory to those of higher-level master plans under Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022.

2. The Chairperson of the People’s Committee of Da Nang city shall take full responsibility before law for: (i) the accuracy of the contents, information, data, figures, documents, diagrams, maps and databases in the Master Plan’s dossier, ensuring compliance with the law on state secrets and other relevant laws; (ii) appendices on plans on development of sectors and fields, plans on development of functional areas, technical and social infrastructure and list of projects prioritized for implementation in the planning period promulgated together with this Decision, ensuring uniformity and no overlap or conflict in contents of sectoral development plans, satisfaction of technical regulations, standards and relevant regulations; (iii) contents of reply and explanation about the reply and preservation of opinions of related ministries, agencies, organizations and individuals in the process of giving opinions, appraising and reviewing the Master Plan’s dossier; and (iv) seriously and fully implementing the commitments stated in Report No. 176/TTr-UBND of October 23, 2023.

Article 4. Related ministries and agencies shall, within the ambit of their assigned functions and tasks, guide the People’s Committee of Da Nang city in the process of implementing the Master Plan. In case of necessity, they shall coordinate with the city’s authorities to study and formulate or submit to competent authorities for promulgation a number of appropriate mechanisms and policies to mobilize and effectively use resources for implementation of the Master Plan.

Article 5. This Decision takes effect on the date of its signing.

Article 6. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, the Chairperson of the People’s Committee of Da Nang city and related units shall implement this Decision.-
