RESOLUTION
OF THE POLITICAL BUREAU
On a number of breakthrough solutions to strengthen the protection, care and improvement of the people’s health
The protection, care and improvement of the people’s health have always received the special attention of the Party and the State. Numerous guidelines, orientations and policies have been adopted and vigorously implemented, yielding important achievements. Vietnam has been highly commended by the international community for its progress in realizing the United Nations Sustainable Development Goals on health; the index of coverage of essential health services in Vietnam exceeds the regional average, and many health indicators of the population are superior to those of countries at a similar level of development.
Nevertheless, the protection, care and improvement of the people’s health still reveals limitations, inadequacies, difficulties and challenges. Environmental protection, regular exercise and health enhancement, food safety and nutrition have not yet received adequate attention. Preventive medicine has not been sufficiently invested in and remains unable to fully meet the requirements of epidemic and disease prevention and control; the capacity for domestic production and supply of medicines, medical materials and equipment remains limited and dependent on imports; and the mobilization of human resources remains still passive, particularly in the event of large-scale epidemics. Primary healthcare has yet to provide adequate basic health services; regular health check-ups and screening for early disease detection have not been widely implemented, and have not gained sufficient public confidence. Consequently, many people bypass lower-level facilities and seek medical examination and treatment at higher levels, even for common ailments, leading to congestion and overload at upper-level hospitals. The quality of medical examination and treatment, as well as the accessibility of healthcare services, remains unequal among professional levels, regions and localities. Health care for vulnerable groups has not been given sufficient attention. In some localities and at the grassroots level, the health workforce remains inadequate in number, qualification and quality; special incentive and preferential policies commensurate with their roles and responsibilities are lacking. The potential and strengths of traditional medicine have not been fully utilized. Scientific research, technological application and digital transformation in the health sector remain slow. Mechanisms, policies and incentive regimes are not sufficiently strong to mobilize resources for the development of the health sector. Certain violations of law, abuses and acts of profiteering in the fields of medical examination and treatment, pharmaceuticals and food have caused public discontent and social concern.
Given the urgent requirements arising from practice, the protection, care and improvement of the people’s health must undergo a vigorous transformation in both perception and action; at the same time, comprehensive renovation with breakthrough solutions is required to move toward the goal of building a healthy Vietnam, where all people are cared for, live long, healthy and wholesome lives, improve their physical strength and health awareness, and proactively prevent diseases throughout society, thereby making an important contribution to the development of a prosperous, civilized and thriving nation in the new era.
In light of the above, the Political Bureau requires that the following orientations be thoroughly grasped and effectively implemented:
I - GUIDING VIEWPOINTS
1. Health is the most valuable asset of human beings, the most important foundation for everyone’s happiness, for the survival of the nation, and for the prosperous and sustainable development of the country. The protection, care and improvement of the people’s health constitute a fundamental goal, a driving force and a top political task that must be given priority in all development strategies and policies. It is the responsibility of the entire political system, the whole society and every citizen.
2. The people are the central subject and highest priority in formulating and implementing policies to strengthen the protection, care and improvement of physical and mental health, stature, longevity and healthy life expectancy for comprehensive human development. All people are entitled to full, fair and equal access to health services, with particular attention paid to children, the poor, social policy beneficiaries and the assurance of gender equality. Disease prevention, healthy lifestyles and the fostering of a culture of health among the population must be highly emphasized.
3. Due attention shall be given to the training and development of a qualified and balanced health workforce, possessing sound ethics and professional competence, capable of fulfilling their duties and ensuring the satisfaction of the people. Special preferential and incentive policies shall be instituted throughout all stages, from training, recruitment and utilization to the promotion of the capacity and strengths of health personnel.
4. A fundamental shift shall be made from a treatment-focused mindset to a preventive and holistic health approach, with attention paid to comprehensive and continuous health protection, care and improvement throughout the life cycle. The proper position and role of preventive medicine, primary healthcare and traditional medicine must be clearly defined. Efforts shall be focused on building, improving and enhancing the capacity of preventive medicine and the primary healthcare system to ensure disease prevention at an early stage, from the grassroots and from a distance, with readiness to respond to public health emergencies. Priority shall be given to comprehensive development and investment in human resources, physical infrastructure and equipment for commune-level health stations to meet operational requirements and assigned tasks. The quality of healthcare services shall be improved in all respects; intensive healthcare shall be further developed; and national health security shall be safeguarded.
5. Breakthrough policies and mechanisms shall be adopted to effectively mobilize and utilize all resources for enhancing the quality of the protection, care and improvement of the people’s health; science, technology and digital transformation in the health sector shall be vigorously promoted; health financing shall undergo comprehensive reform to ensure the effectiveness and sustainability of health insurance policies; the policy of state budget allocation and health insurance coverage shall continue to ensure payment for basic healthcare services, while service users shall bear the cost for services beyond the covered scope.
II - OBJECTIVES
1. Objectives by 2030
- To enhance the physical strength, stature, intellectual capacity and healthy life expectancy of the people. By 2030, the average height of children and adolescents aged 1 to 18 shall increase by at least 1.5 centimetres; the average life expectancy shall reach 75.5 years, with the number of healthy life years being at least 68.
- To reduce the burden of disease and strengthen the control of health risk factors. The vaccination coverage rate under the Expanded Programme on Immunization shall exceed 95%. The proportion of people regularly engaging in physical activity shall increase by 10%. To strengthen the control of health risk factors, including the consumption of alcohol, beer and tobacco, as well as environmental risks arising from soil, water and air pollution, etc.
- To ensure that all people have access to quality health services, moving towards comprehensive healthcare. From 2026, all citizens shall be entitled to periodic or free screening health check-ups at least once a year and to an electronic health record for life-course health management, thereby gradually reducing the financial burden of healthcare. By 2030, basic hospital fees shall be waived within the scope of health insurance entitlements, in accordance with the established roadmap.
- To ensure that 100% of commune-level health stations are equipped with adequate infrastructure, medical equipment and human resources in line with their assigned functions and tasks. By 2027, each station shall have at least four to five doctors. The rate of medical examination and treatment covered by health insurance at commune-level health stations shall exceed 20%.
- To achieve health insurance coverage for more than 95% of the population by 2026, and universal health insurance coverage by 2030; and to develop diverse forms of health insurance.
2. Vision to 2045
To strive for a high-quality living environment and ensure that the people’s health indicators and the coverage of essential healthcare services are on par with those of developed countries in the region and the world. The average life expectancy of the people shall exceed 80 years, with healthy life years rising above 71. The stature, physical strength and average height of young people shall be comparable to those of nations at a similar level of development. The health system shall be modern, equitable, efficient and sustainable, giving top priority to disease prevention and capable of meeting the increasingly diverse and higher healthcare needs of the people.
III - TASKS AND SOLUTIONS
1. To strongly renew thinking and actions in the leadership, direction and organization of the protection, care and improvement of the people’s health
Party committees at all levels, Party organizations, officials and Party members shall thoroughly grasp and gain a deep and comprehensive understanding of the particularly important role of the protection, care and improvement of the people’s health as a central element of socio-economic policy. To integrate and give priority to indicators relating to the protection, care and improvement of health in socio-economic development strategies, master plans, plans and policies.
To strengthen the sense of self-discipline, habits, lifestyle and responsibility of every citizen and the whole society in proactively exercising, protecting and improving health. To promote the nationwide movement for proactive healthcare and the building of a culture of health among the people. To designate the date of April 7, the World Health Day, as the “National Health Day”.
To proactively prevent and strictly control health risks, thereby creating a healthy living environment. To reduce the consumption of products harmful to health, especially tobacco, alcohol, beer and addictive or health-damaging substances. To pay attention to mental healthcare and to create balanced living, working and learning environments that help reduce stress and pressure. To focus on planning, investment, construction and the effective use of public cultural, sports and recreational facilities and spaces serving the people’s health training needs. To implement comprehensive measures to ensure traffic order and safety, occupational hygiene and safety, and the prevention and control of fires, explosions, accidents, injuries and domestic violence. To develop safe and healthy models for communities, schools and workplaces.
To effectively implement national target programmes and strategies on enhancing the intellectual capacity, physical strength, stature and life expectancy of the Vietnamese people, the National Nutrition Strategy, and the School Health Care Programme. To attach importance to nutrition for disease prevention throughout the life course, by age group, stage of development and health status, ensuring balance in diet, nutritional composition and meal quality, in conformity with the physical condition, culture and economic circumstances of the Vietnamese people.
To regularly carry out communication, education, counselling and dissemination of knowledge on health protection, care and improvement, particularly for children, adolescents and the elderly. To promote physical education in schools and incorporate health and nutrition education into the curricula at appropriate educational levels. To adopt policies to improve population quality, ensure adaptation to population ageing, and increase the birth rate to achieve sustainable replacement-level fertility.
To strongly reform the governance mindset of the health sector, creating a transparent and accountable management environment associated with administrative reform and thorough decentralization and devolution. To specify the responsibilities of all levels, sectors, localities, state management agencies and health facilities; and to prevent and combat policy abuse, profiteering and violations of law in the protection, care and improvement of the people’s health.
2. To promptly complete the institutional framework and focus on strengthening the capacity of the health system, particularly preventive medicine and primary healthcare, while promoting the strengths of traditional medicine
To complete and synchronize the institutional framework and effectively implement legal provisions on the protection, care and improvement of the people’s health in the 2026-2030 period. To focus on finalizing and promulgating the Laws on Population, Disease Prevention, Food Safety, Medical Equipment, and Traditional Medicine, etc., ensuring the timely removal of difficulties and obstacles and meeting practical requirements.
To streamline the health system in an efficient manner suited to the three-tier administrative model, ensuring linkage and timely support among professional levels within the health system. To continue reorganizing and transferring a number of hospitals under the Ministry of Health to provincial management, while the Ministry of Health shall directly manage a number of specialized, hi-tech and leading hospitals to perform tasks of professional guidance, high-quality human resource training, scientific research, technology transfer, and coordination in the prevention and control of epidemics, public health emergencies, natural disasters, catastrophes and health security.
To consolidate and enhance the capacity of the preventive medicine system toward modernization, with sufficient capacity for surveillance, early warning and timely containment of epidemics, and for proactive organization and implementation of epidemic prevention and control activities. To expand the scope and target groups of the Expanded Programme on Immunization. To implement life-course health management and care. To encourage people to proactively access counselling and health check-up services before marriage, prenatal and neonatal screening, and screening for certain common and serious diseases appropriate to each age group and target population. To strengthen the capacity of systems for testing, inspection and control of factors affecting health, the quality of living, learning and working environments, and the quality of medicines, cosmetics, food, medical equipment and health services.
To improve the quality and effectiveness of primary health care. To focus on completing the functions, tasks and organizational structure of commune-level health stations in accordance with the model of public service units, ensuring the provision of basic and essential services in disease prevention, primary health care, medical examination and treatment, and social care services. To consolidate and comprehensively strengthen commune-level health stations in terms of human resources, ensuring proper structure and sufficient numbers of doctors in line with their functions and tasks; to maintain village and residential health workers, village midwives and population collaborators according to their assigned functions and tasks; and to ensure adequate physical facilities, medicines and basic medical equipment, particularly in remote, mountainous, difficult, border and island areas. During the 2025-2030 period, localities shall, on a rotational basis, deploy and second at least 1,000 doctors each year to work for a fixed term at commune-level health stations; full-time doctors shall be added to commune-level health stations so that by 2030 each station will have a sufficient number of doctors in accordance with its assigned functions and tasks. Each commune-level health station shall be equipped with basic medical equipment as prescribed. To implement health care based on the family medicine model, and to strengthen linkages and support among professional and technical levels within the health system, with a focus on supporting commune-level health stations. Regional health centres shall be organized according to the healthcare needs of the local population, providing adequate and timely preventive and curative services, including both inpatient and outpatient treatment, at the basic level. To give priority to investment in developing medical facilities in remote, mountainous, ethnic minority and difficult areas with limited access to health-care services.
To develop intensive healthcare to meet practical requirements and international integration. To promote linkages among hospitals, research institutes, training institutions and enterprises for the development of hi-tech and specialized medicine; to focus on developing several high-quality specialized health centres meeting regional and international standards so as to attract and promote medical tourism in Vietnam and reduce the number of people seeking treatment abroad. Each province and centrally run city shall have at least one hospital at the specialized level and a geriatric hospital or a general hospital with a geriatrics department. To develop facilities for elderly care. To continue improving the rehabilitation service system and to ensure effective coordination between medical establishments and elderly care facilities.
To strengthen the coordination between military, public security and civilian health systems in order to promptly respond to public health emergencies and to provide health care for people in remote, mountainous, ethnic minority and difficult areas. To develop and implement a nationwide pre-hospital emergency medical service system; to ensure effective coordination among health, public security, military and other relevant forces so that people can promptly and timely access emergency care services at the scene.
To promote the potential and strengths of traditional medicine. To strengthen state management and enhance the capacity of the traditional medicine system. To combine traditional and modern medicine in human resource training, disease prevention, and medical examination and treatment. To promote the dissemination of knowledge and techniques of traditional medicine to the community. To develop mechanisms for harnessing the potential of medicinal herbs, and to accelerate the planning and development of standardized medicinal plant cultivation areas. To preserve traditional knowledge and promote the diverse values of medicinal herbs, remedies and traditional methods. To focus on improving the quality of traditional medicine, particularly traditional drugs and medicinal materials, to a level equivalent to that of countries with advanced traditional medicine systems.
3. To enhance medical ethics and develop a qualified and comprehensive health workforce capable of ensuring patient satisfaction and meeting the requirements of international integration
To comprehensively renew the working style, spirit and attitude of service toward the people and patients, in close association with improving the professional competence of health personnel, thereby fulfilling President Hồ Chí Minh’s teaching that “a good doctor must be like a kind mother.” Health professionals and medical staff shall strive to master medical theory, excel in medical practice, cultivate medical ethics and devote themselves wholeheartedly to their profession so as to be worthy of the trust and respect of society. To review and improve regulations on professional ethical standards for health personnel; to reform and strengthen the teaching of medical ethics and legal knowledge in health-related training institutions; and to regularly foster self-study, professional training, and the cultivation of ethics, codes of conduct, and communication and patient counselling skills. To improve the working environment, ensure occupational safety, and reduce stress and pressure on health workers; to reform the management and delivery of medical services based on output quality, ensuring the satisfaction of both patients and medical staff. To carry out extensive communication campaigns and emulation movements to promote, commend and replicate exemplary models of medical ethics; to enhance the sense of responsibility and labor discipline; and to resolutely rectify and remedy negative behaviors in medical establishments, while strictly and promptly handling acts of violence or violations against health staff. To strengthen the prevention and control of corruption, misconduct and wastefulness in the health sector.
To develop a health workforce that is balanced in quantity, quality and structure, with particular attention to personnel for primary healthcare, preventive medicine, and healthcare in remote, mountainous, difficult, especially difficult, border and island areas. To resolutely and effectively implement the Scheme on the training and fostering of doctors to provide personnel for commune-level health stations, particularly in remote, mountainous, difficult, border and island communes. To give priority to the allocation and mobilization of resources and adopt preferential and breakthrough mechanisms and policies for health workforce development. To focus investment on developing a number of high-quality health training institutions reaching regional standards. To organize specialized postgraduate training in health sciences within the national education system under the management of the Ministry of Health.
To implement preferential policies commensurate with the view that medicine is a special profession requiring special training, utilization and treatment. Doctors, preventive medicine doctors and pharmacists shall be classified from grade 2 of the recruited professional title scale. To implement special and exceptional preferential policies for medical staff directly engaged in professional work at commune-level health stations and preventive health establishments; to raise the minimum rate of professional preferential allowances to 70% for those regularly and directly performing medical professional work at commune-level health stations and preventive health establishments, and to 100% for those working regularly and directly in such facilities in ethnic minority and mountainous areas, socio-economically difficult and especially difficult areas, border and island areas, and in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency and resuscitation, pathology and other specific disciplines appropriate to socio-economic development conditions.
To strengthen international cooperation and integration in research, application, transfer of techniques, science and technology, and training of human resources in the health sector, as well as in the exchange and promotion of the strengths and potentials of Vietnamese medicine. To give priority to attracting foreign investment and highly qualified intellectuals and experts in the health sector to invest and work in Vietnam; to send excellent students and health personnel for specialized training in countries with advanced health systems, with costs covered by scholarship programmes.
4. To promote the reform of health financing and develop health insurance policies in an effective and sustainable manner
The State budget shall ensure expenditure tasks meeting the fundamental and essential requirements of the protection, care and improvement of the people’s health, play a leading role in financing and investing in physical infrastructure and medical equipment for primary healthcare and preventive medicine, and in providing healthcare for social policy beneficiaries, certain specific groups and in ethnic minority and mountainous areas, socio-economically difficult and especially difficult areas, border and island regions, and in such fields as psychiatry, forensic medicine, forensic psychiatry, emergency and resuscitation, pathology and other specific disciplines.
To give priority to allocating and ensuring an annual increase in State budget expenditure for healthcare in conformity with requirements and assigned tasks. To ensure recurrent and investment expenditures for primary healthcare and preventive medicine from the State budget. To adopt appropriate financial mechanisms to mobilize all social resources for investment in public healthcare service delivery.
To organize periodic health check-ups or free health screening for the people at least once a year according to target groups and a defined priority roadmap. To organize, from 2026, the coordination between periodic health check-ups, free health screening, health examinations for pupils and students, occupational health examinations, health examinations for employees as prescribed, and medical examination and treatment covered by health insurance, so as to provide free medical check-ups and complete the establishment of electronic health records for all citizens. To adopt appropriate support policies for pre-hospital emergency transportation costs for certain social policy beneficiaries.
To gradually implement a hospital fee exemption policy, initially applicable to social policy beneficiaries, vulnerable groups, low-income earners and other priority groups, within the scope of health insurance benefits according to a defined roadmap. To progressively increase, from 2026, the rate and level of payment and expenditure from the Health Insurance Fund for disease prevention, early diagnosis and treatment of certain diseases and priority groups, thereby reducing the financial burden on patients, in line with the increase of health insurance contribution rates as prescribed by law from 2027. To ensure that the State budget and the Health Insurance Fund cover certain services relating to disease prevention, management of chronic diseases, periodic health check-ups and health screening as required by professional regulations at the primary and basic healthcare levels, following an appropriate roadmap.
To enhance the effectiveness of management and ensure the sustainable use of the Health Insurance Fund; to reform administrative procedures; to economize management expenses and increase spending on medical examination and treatment. To pilot and diversify health insurance packages and supplementary health insurance in accordance with people’s needs, ensuring linkage between health insurance and private health insurance provided by insurance enterprises. To encourage the diversified development of health insurance schemes.
To proactively mobilize forces, establish human resource coordination and allocation mechanisms, and ensure adequate vaccines, reserves of medicines, medical supplies and equipment to promptly meet the requirements of epidemic prevention and control, public health emergencies and health security.
5. To make breakthroughs in the development of science, technology, innovation and comprehensive digital transformation in healthcare
To vigorously promote comprehensive digital transformation in the health sector. To complete the establishment of health databases meeting standards of connectivity, sharing and interoperability. To effectively operate electronic health records, electronic health records and electronic prescriptions; to ensure synchronized connection and management of the people’s health data throughout the life cycle. To implement initiatives to enhance digital health literacy. To strengthen inspection and control of misinformation, ensuring that people have the necessary knowledge and skills for health care. To urgently establish the national health database and the data interconnection system between the health and health insurance sectors. To develop mechanisms for the effective sharing, exploitation and use of data, ensuring security and safety. To adopt mechanisms to effectively attract information technology and digital transformation personnel in the health sector.
To give priority to investment for the implementation of breakthrough solutions for scientific and technological development and innovation in the health sector in accordance with Resolution No. 57-NQ/TW of the Political Bureau dated December 22, 2024. To promote the application of artificial intelligence (AI), blockchain, big data and the Internet of Things (IoT) in the health sector to enhance transparency and efficiency in the provision and utilization of health services. To establish interdisciplinary and specialized research centres in scientific research, combining institutes and universities, and to strengthen the capacity of research, testing, hi-tech and key laboratories, as well as other scientific research establishments in the health sector, particularly in the fields of nanotechnology, genetic technology, regenerative medicine and nuclear medicine, etc.
To focus on developing the pharmaceutical and medical equipment industries and to ensure self-sufficiency in vaccines, medicines and medical devices. To diversify the sources of raw materials and equipment, make full use of domestic materials and resources, enhance capacity and promote research and technology transfer for the production of medicines, biological products, pharmaceutical raw materials, medical equipment and vaccines. To establish a pharmaceutical industrial park by 2030. To give the highest priority to the health sector in the use of the National Fund for Science and Technology Development, focusing on research and production of new drugs, hi-tech medicines, standardized herbal medicines, modern dosage forms, vaccines and biological products for disease prevention and treatment. To study and establish centres for the production of new-technology vaccines, contributing to the prevention of tropical, emerging and re-emerging diseases.
6. To promote the development of the private health sector, mobilize and efficiently utilize all resources for health development
To comprehensively and effectively implement the solutions set forth in Resolution No. 68-NQ/TW of the Political Bureau dated May 4, 2025, strongly promote the participation of the private economic sector and the mobilization of social resources in people’s health care, particularly in the investment and development of high-quality healthcare services, preventive services, scientific research, health-workforce training, and the production, testing, inspection and standardization of medicines, vaccines and medical equipment. To give special encouragement to the development of large-scale private hospitals with advanced technical capacity comparable to that of developed countries, healthcare facilities in ethnic minority and mountainous areas, socio-economically difficult and especially difficult areas, border and island areas, and facilities providing care for the elderly, persons with disabilities and children, as well as participation in epidemic prevention and control and the safeguarding of health security, etc. To develop breakthrough mechanisms to unlock, mobilize and efficiently utilize all social resources for programmes aimed at improving the physical strength, intellectual capacity and stature of the Vietnamese people.
To encourage and create favorable conditions for private investment and public-private partnership activities in the health sector in accordance with the law. To give priority to allocating cleared land and recovered land from other projects, and to allow flexible conversion of land-use purposes for health purposes; to focus on site clearance and the allocation of cleared land for the construction and development of healthcare establishments. To exempt domestic healthcare establishments from land-use fees and reduce land rent and land-related taxes. To exempt public and private non-profit healthcare establishments from corporate income tax. To give priority to allocating surplus premises of state agencies after restructuring for healthcare establishments, and permit the lease of state-owned buildings to private healthcare establishments in accordance with law. To strengthen inspection and supervision, prevent policy abuse, wastefulness, inefficiency and loss of resources, and strictly handle any violations.
IV - ORGANIZATION OF IMPLEMENTATION
1. The Party Committee of the National Assembly shall lead and direct the amendment, supplementation and improvement of laws to create breakthroughs in the protection, care and improvement of the people’s health; give priority to the consideration and approval of a number of laws, resolutions and national target programmes on health care, population and development for the 2026-2035 period at the 10th session of the XVth National Assembly; and strengthen supervision over the formulation and implementation of the Resolution to meet socio-economic development requirements in the new context.
2. The Party Committee of the Government shall lead and direct the development of plans for the implementation of the Resolution; coordinate with the Party Committee of the National Assembly to fully institutionalize the guidelines and policies set out in this Resolution and give priority to ensuring adequate resources for implementation; where necessary, submit to the National Assembly a proposal for the adoption of a thematic resolution on mechanisms and policies for the effective implementation of this Resolution; and organize, direct and assign responsibilities for reporting, evaluating and monitoring the implementation progress and outcomes in accordance with assigned functions and tasks.
3. The Party Committee of the Vietnam Fatherland Front and central socio-political organizations shall lead and direct the formulation of programmes and plans to guide, advocate and mobilize the people to implement the Resolution; promote their roles in supervision and social criticism; and participate in the formulation of laws, mechanisms and policies relating to breakthrough solutions for the protection, care and improvement of the people’s health.
4. The Central Military Commission and the Central Public Security Party Committee shall coordinate with the Party Committee of the Ministry of Health to develop programmes for the implementation of the Resolution on the protection, care and improvement of health for officers, soldiers, the people and those under their respective management.
5. Provincial and municipal Party Committees, Party Committees under the Central Government and Party commissions shall organize study sessions and thoroughly disseminate the Resolution among officials and Party members; formulate programmes and plans for its implementation. Party committees and local administrations at all levels shall direct, urge, inspect and supervise the implementation of assigned tasks and solutions within their respective localities in accordance with regulations.
6. The Central Commission for Information and Education and the Central Commission for Mass Mobilization shall assume the prime responsibility for, and coordinate with relevant agencies in, developing n plans for the dissemination and implementation of the Resolution.
7. The Party Committee of the Government shall assume the prime responsibility and coordinate with the Central Commission for Policy and Strategy, the Office of the Party Central Committee, Party Committees under the Central Government, and provincial and municipal Party Committees in monitoring, evaluating and reporting to the Political Bureau on the implementation results of the Resolution.
This Resolution shall be disseminated to all Party cells.
