SUMMARY

Mekong River delta strives to have 65% trained laborers by 2030

On June 18, 2022, the Government issues the Resolution No. 78/NQ-CP promulgating the Government’s Action Program on implementation of the Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and assurance of national defense and security in the Mekong River delta through 2030, with a vision toward 2045.

Accordingly, strive to 2030, the annual average growth rate in the 2021-2030 period will reach around 6.5%-7%. By 2030, the size of the national economy will increase by 2-2.5 times the 2021’s figure. Besides, the rate of trained laborers will reach 65%; the urbanization rate will be 42-48%, and 80% of total communes will satisfy new-countryside criteria; all common solid wastes and urban and industrial hazardous wastes will be collected and treated, etc.

To achieve the above-mentioned targets, the Government directs to speed up the urbanization and improve urban quality; to develop Can Tho city into a regional development hub; to develop My Tho, Tan An, Long Xuyen, Rach Gia, Ca Mau and Soc Trang cities into general and specialized centers; to focus on developing Phu Quoc island into a high-quality service and eco-tourism center for regional and international sea and island tourism connected with large economic centers in the region and the world.

In addition, to develop strategic agricultural centers associated with intensive farming zones connected with urban centers; to focus on investing in the development of the An Giang border-gate economic zone; to promulgate incentive policies to develop the Dong Thap border-gate economic zone; to complete the system of expressways linking the Mekong River delta and the Southeastern region, the system of seaports and international border gates, etc.

This Resolution takes effect on the date of its signing.

Promulgating the Government’s Action Program on implementation of the Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and assurance of national defense and security in the Mekong River delta through 2030, with a vision toward 2045[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and Law on Organization of Local Administration;

Pursuant to the Politburo’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and assurance of national defense and security in the Mekong River delta through 2030, with a vision toward 2045;

At the proposal of the Minister of Planning and Investment.

 

RESOLVES:

Article 1. To promulgate together with this Resolution the Government’s Action Program on implementation of the Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and assurance of national defense and security in the Mekong River delta through 2030, with a vision toward 2045.

Article 2. This Resolution takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals shall implement this Resolution.

THE GOVERNMENT’S ACTION PROGRAM  

On implementation of the Political Bureau’s Resolution No. 13-NQ-TW of April 2, 2022, on orientations for socio-economic development and assurance of national defense and security in the Mekong River delta through 2030, with a vision toward 2045

(Promulgated together with the Government’s Resolution No. 78/NQ-CP
of June 18, 2022)

Based on the objectives, tasks and solutions set in the Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and assurance of national defense and security in the Mekong River delta through 2030, with a vision toward 2045 (below referred to as Resolution No. 13-NQ/TW), the Government promulgates the Action Program on implementation of Resolution No. 13-NQ-TW as follows:

I. OBJECTIVES AND REQUIREMENTS

1. The formulation and promulgation of the Government’s Action Program aim at unifying the direction work at all levels and in all sectors so that they can fully grasp and drastically and effectively organize the implementation of Resolution No. 13-NQ/TW in order to create considerable changes in the awareness and action of cadres, civil servants and public employees of ministries, central agencies and localities in the Mekong River delta about the importance of the implementation of the Resolution.

2. To concretize objectives, tasks and solutions set in Resolution No. 13-NQ/TW so as to efficiently tap and bring into play potential and advantages of each locality in the region in particular and the Mekong River delta in general, thus contributing to the national socio-economic development.

3. To bring into play the Government’s facilitative and coordinative role on the principle of clear task assignment, centralization, democracy and close coordination in association with responsibilities of each ministry, central agency or locality in the Mekong River delta, and ensure the Program’s  feasibility; to speed up the delegation of powers and decentralization to ministries, central agencies and localities in the Mekong River delta in association with the monitoring, inspection and oversight in order to fully bring into play the spirit of autonomy, creativity and self-reliance of the regional localities.

4. Specific objectives through 2030:

- The annual average growth rate in the 2021-2030 period will reach around 6.5%-7%. By 2030, the size of the national economy will increase by 2-2.5 times the 2021’s figure. The proportion of agriculture, forestry and fisheries will be around 20%; industry-construction, around 32%; services, around 46%; and taxes and subsidies, around 2%, of the total gross regional domestic product (GRDP). The annual average per-capita GRDP will reach around VND 146 million. The urbanization rate will be 42-48%, and 80% of total communes will satisfy new-countryside criteria, 30% of which will satisfy upper criteria.

- The rate of trained laborers will reach 65%, of whom  academic degree or certificate holders will be 25%; the proportion of non-agricultural laborers will reach 75%-80%; the poverty rate will fall by 1.5%-2% per year. The rate of educational institutions satisfying standards will be 75% for early education level, 70% for primary education level, 80% for lower secondary education level, and 90% for upper secondary education level. There will be 30 hospital beds, 10 medical doctors, 2.8 pharmacists holding university degrees and 25 nurses for every 10,000 people.

- The forest coverage rate will reach 7.5%; 98%-100% of urban people and 70% of rural people will have access to clean and hygienic water. All common solid wastes and urban and industrial hazardous wastes will be collected and treated.

II. TASKS AND MAJOR SOLUTIONS

1. Grasping, carrying out public communication about, creating unity and social consensus in the formulation and implementation of action programs and plans for implementation of Resolution No. 13-NQ/TW

- To promptly study and grasp contents of Resolution No. 13-NQ/TW and action programs and plans for implementation of Resolution No. 13-NQ/TW in order to create positive changes in the awareness and thinking and lead to resolute determination of all sectors and levels to perform the task of socio-economic development and national defense and security assurance in the Mekong River delta through 2030, with a vision toward 2045.

- Ministries, related agencies and localities in the Mekong River delta shall take the initiative in effectively coordinating with news and press agencies in carrying out public communication and dissemintion of information about Resolution No. 13-NQ/TW and action programs and plans on implementation of the Resolution in an intensive and extensive manner, and intensifying the application of information technology and other diverse forms and modes of public communication to achieve the best effectiveness.

2. Concentrating on the improvement of development institutions and policies and promotion of regional linkages

  - To improve the legal framework for regional linkages regarding the organization, apparatus, resources as well as mechanisms and policies; to review and revise legal documents, including contents on regional linkages, formulated by ministries, central agencies and localities being members to the Regional Coordination Council.

- To improve development institutions and raise quality of, and efficiently use, human resources, particularly high-quality human resources and skilled laborers, so as to meet the Mekong River delta’s demand for human resources for the socio-economic development of the region in the context of international integration and the Fourth Industrial Revolution.

- To raise the operational effectiveness of the Regional Coordination Council in the 2020-2025 period, take the initiative in giving advices and proposing to the Prime Minister mechanisms, policies, strategies, master plans, plans, programs, schemes, tasks and projects of the regional scale and regional linkage nature and sustainable development of the climate-resilient Mekong River delta, focusing on the following tasks: (i) effectively implementing the Master Plan on the Mekong River delta for the 2021-2030 period, with a vision toward 2050; (ii) the list of programs and projects of the regional scale and regional linkage nature; (iii) schemes on mobilization of resources and allocation of investments for the Mekong River delta; medium-term and annual public investment plans for the Mekong River delta’s projects of the regional scale and regional linkage nature; (iv) mobilization of domestic and international support resources for regional linkages; and (v) effectively taking part in cooperation activities within the framework of Mekong River and ASEAN cooperation mechanisms, other international institutions and with related countries.

- To formulate and promulgate provincial master plans of regional localities in conformity with the Master Plan on the Mekong River delta for the 2021-2030 period, with a vision toward 2050, ensuring the linkage, synchronism, uniformity, efficiency and sustainability, thereby creating a foundation for transforming scattered and thinned-out development models into concentrated development models by developing production chains, sector clusters, economic corridors and chains of urban centers.

- To effectively implement the Master Plan on urban and rural systems in the 2021-2030 period, with a vision toward 2050; to speed up the urbanization and improve urban quality; to develop chains of modern, smart and climate-resilient dynamic urban centers in the region; to develop economic zones associated with strategic urban centers and industrial parks and clusters in dynamic urban areas.

- To develop Can Tho city into a regional development hub with commercial services, healthcare, education-training, science-technology, culture, tourism and modern processing industry; to develop My Tho, Tan An, Long Xuyen, Rach Gia, Ca Mau and Soc Trang cities into general and specialized centers.

- To focus on developing Phu Quoc island into a high-quality service and eco-tourism center for regional and international sea and island tourism connected with large economic centers in the region and the world.

- To step by step form agro-industrial urban centers associated with development and agriculture-rural tourism hubs.

- To continue implementing the Program on building of residential areas and houses in flood- and landslide-prone areas; to build houses on irrigation canals and improve the urban environment along river banks.

- To develop strategic agricultural centers associated with intensive farming zones connected with urban centers, including the general strategic center in Can Tho city associated with the development of logistics services in Hau Giang province; strategic centers in An Giang and Dong Thap provinces associated with freshwater aquatic, fruit and rice material zones; strategic centers in Kien Giang, Ca Mau and Soc Trang provinces associated with coastal aquatic material zones and strategic centers in Tien Giang and Ben Tre provinces associated with main fruit and vegetable material zones.

- To focus on investing in the development of the An Giang border-gate economic zone with state budget funds and other lawfully mobilized capital sources; to promulgate incentive policies to develop the Dong Thap border-gate economic zone into a general economic zone covering industry, trade, service, tourism, urbanization and agro-forestry-fisheries and an economic exchange and development center for the countries in the Greater Mekong Sub-region.

- To invest in building and modernizing the system of hydraulic works serving the sustainable agricultural transformation and development in ecological sub-regions, integrated hydraulic works and basic infrastructure facilities in areas where people need to be resettled; to implement the scheme on prevention and control of river bank and coastal erosion through 2030.

- To develop power sources and grids in conformity with the master plan on electricity development and overall national energy master plans; to build regional water plants to supply water to areas with difficult access to water sources; to develop information and communications infrastructure facilities under master plans with new, synchronous and modern technologies; to implement programs to solidify schools and classrooms; to build a regional hematology-blood transfusion center; to upgrade Can Tho city’s center for disease control and invest in communal medical clinics and private hospitals; to improve infrastructure facilities of industrial clusters and parks, logistics centers, traditional markets and wholesale markets, etc.

- To prioritize the development of socio-economic infrastructure systems, particularly transport infrastructure, and complete the transport network; to ensure harmonious, rational and efficient connection of various modes of transport; to attach importance to developing multimodal transport with waterways being the central mode; to rapidly develop climate-resilient infrastructure facilities, make breakthroughs in synchronous, modern and smart development of information technology infrastructure facilities associated with the development of economic corridors, thereby promoting the linkage and integration of the urban-industrial economic corridor from Can Tho city to Long An province, the economic corridor along the Tien-Hau rivers, the coastal economic corridor from Long An and Ca Mau provinces to Kien Giang province, and the border economic corridor from Long An province to Kien Giang province; to mobilize and efficiently use resources, especially those used in PPP projects, for infrastructure development associated with the accelerated delegation of powers and decentralization to local administrations.

- By 2030, to complete the system of expressways linking the Mekong River delta and the Southeastern region, the system of seaports and international border gates, including the eastern and western sections of the North-South expressway, and Ho Chi Minh City-Soc Trang, Chau Doc-Can Tho-Soc Trang, Ha Tien-Rach Gia-Bac Lieu and Hong Ngu-Tra Vinh expressways; to upgrade the system of key national highways and bridges; to invest in the system of coastal roads running through Tien Giang, Ben Tre, Tra Vinh, Soc Trang, Bac Lieu, Ca Mau and Kien Giang provinces; to develop a number of axial roads connecting major transport hubs and industrial parks; to focus investing in inland waterway infrastructure facilities with special importance attached to connecting strategic centers with the region’s main waterway transport route; to develop clusters of cargo and passenger ports and the system of specialized inland waterway ports; to complete the system of seaports under master plans in which Tran De port will be developed into a special port and regional gateway; Hon Khoai port will be developed into a general wharf; navigable channels will be upgraded to receive large-tonnage ships going to Hau river together with Tran De navigable channel; to expand the Phu Quoc international airport; to adjust master plans on and invest in Rach Gia and Ca Mau airports; to complete preparation for investment in the Ho Chi Minh City-Can Tho railway; to speed up the progress of projects on construction of container ports and road sections behind such ports for conveniently linking seaports with the national transport network.

3. Rapidly and sustainably developing the regional economy

- To accelerate the region’s economic restructuring associated with the transformation of the growth model toward accelerating the application of science-technology, digital technologies, innovation and creativity, development of digital economy, green economy, circular economy and night economy based on the ecosystem conformable with laws of nature, biodiversity, culture and people in the Mekong River delta.

- To develop green industry, clean energy, renewable energy, particularly wind power and solar power, in association with forest and coastline protection; to attach importance to developing processing industry, industries in service of agriculture, supporting industries, industries applying high technologies and telecommunications, and information technology; to develop rural industry for fine and deep processing, thus contributing to adding value and increasing hi-tech contents in industrial and handicraft products.

 - To shift the development of agricultural production to an agricultural, ecological and sustainable economy with key products being aquatic products, fruits and rice associated with clusters of agriculture, forestry and fisheries, strategic centers; to develop agro-ecological zones based on water sources, including freshwater ecological zones, marine-brackish ecological zones, transitional zones between fresh and marine waters; to focus on improving the efficiency of agricultural production and developing hi-tech agriculture, organic agriculture and clean agriculture associated with building of the new countryside and enhancing urban-rural linkages.

- To develop diversified types of services with focus on services supporting industrial and agricultural development and developing Can Tho city into the region’s trade and service center; to develop tourism in areas along rivers and canals into a spearhead sector in association with the protection of natural ecosystems and cultural-historical values; to strongly and synchronously develop the region’s logistics system, complete the planning and invest in developing a logistics center in Cai Cui (Can Tho province) and expand air logistics services.

- To strongly develop the marine economy with focus on developing tourism, marine services, maritime economy, oil and gas exploitation and renewable energy, offshore aquaculture and fishing, coastal economic zones and industrial parks, regenerate aquatic resources, and protect marine biodiversity resources, thereby proactively adapting to climate change, with Kien Giang province to be developed into a national marine economic center.

- To enhance the management and efficient use of natural resources, particularly land and water resources; to protect the environment and proactively respond to natural disasters and climate change which are regarded as a particularly important task and a nucleus in the region’s development decisions, mechanisms and policies; to exploit and use water sources in conformity with regulations on zoning and protection of water sources; to control and restrict the use of ground water sources and construct on a pilot basis flow-regulating works; to promulgate special financial policies and mechanisms to be applicable to the region’s water sector in the direction of smart governance; to intensify international cooperation in the protection and efficient use of the Mekong River’s water resources and related resources; to take the initiative in controlling flood, preventing and controlling riverbank erosion; to invest in the system of hydraulic works to control water sources; to proactively collect and store water, drain water and regulate flood; to protect and develop nature reserves, biodiversity and important wetlands; to set up a biodiversity corridor connecting Ca Mau Cape National Park-Dam Doi bird sanctuary-Thanh Phu-Can Gio biosphere reserve; and to establish a biodiversity research center on Phu Quoc island.

- To develop science and technology and promote creative innovation and digital transformation to make them a major driving force for regional economic development; to develop and apply biotechnology and environmental technology to the development of circular economy models; to support enterprises to deeply participate in global value chains, make use of opportunities brought about by the Fourth Industrial Revolution and free trade agreements Vietnam has acceded to; to attach importance to investment in the development of digital infrastructure facilities in order to build a digital government, digital economy and support enterprises in performing the digital transformation and smart production development; to raise the operational efficiency of hi-tech parks, information technology parks and technology incubators; to establish and develop a regional start-up and creative innovation center in Can Tho city; to build and develop the Can Tho hi-tech park into a national hi-tech park.

- To continue strongly developing the innovative startup ecosystem in association with cooperation between universities, research institutes and industrial sectors and enterprises and bring into play the system of start-up and creative innovation spaces and demand-supply linking points in order to raise the quality and competitiveness, thereby creating and developing markets for key products of each locality in the region.

- To seek advanced technologies, intensify the application and transfer of scientific and technological advances, and renew technologies in order to solve pressing issues in practical production and business activities, serve socio-economic development and assure national defense and security for each locality and the whole region.

- To study and improve principles and criteria for budget allocation for the region; to prioritize the provision of resources for and make appropriate phases of investment in key works; to improve business investment environment and step up the administrative reform; to attract and efficiently use loans and private funds in the public-private partnership (PPP) form so as to develop infrastructure and advantageous sectors and proactively adapt to climate change; to selectively attract foreign-invested projects.

4. Developing culture and social affairs, improving the people’s material and spiritual lives

- To conserve and promote the value of natural and cultural-historical heritages, river and garden culture and ethnic groups’ culture; to develop high-quality human resources and digital human resources in association with the application and development of science and technology; to promote vocational training associated with labor export markets and agricultural labor movement; to synchronously implement measures to improve the quality and efficiently use human resources, particularly high-quality human resources; to attach importance to training and improving vocational qualifications and skills for laborers to be adaptable to new production conditions and meet the demand for human resources of the Mekong River delta’s socio-economic development.

- To develop the network of universities and expand colleges, vocational training schools and vocational education institutions; to prioritize investment in and development of high-quality, multi-disciplinary universities and colleges, vocational education centers; to attach importance to health science, techniques, technologies and digital economy; to develop Can Tho city into a national and regional education-training center.

- To combine the economic development with the cultural and social development, build the new countryside with sustainable poverty reduction, job generation and assurance of social security; to adopt mechanisms for integrating resources for the implementation of national target programs; to develop the labor market, intensify the provision of information on and analysis and forecast of labor supply and demand, and link the labor market information system between the Mekong Delta provinces and the southeastern provinces as well as the whole country.

To synchronously and effectively implement social security and social welfare policies, particularly incentive policies for people with meritorious services to the nation, poverty reduction and social relief; to care for the life of the elderly, people with disabilities and children in special circumstances; to carry out public communication to raise the public awareness about gender equality and promote gender equality; to prevent and cope with gender-based violence.

- To improve the people’s health care with a quality medical system and give them access to hi-tech services and ensure an expanded health insurance coverage rate; to attach importance to investment in grassroots healthcare and preventive medicine systems; to invest in developing the Can Tho central general hospital into a specialized medical center of the region; to complete the building of regional general hospitals in Kien Giang, Dong Thap and Tien Giang provinces.

  - To properly implement ethnic and religious policies; to support, restore, conserve and bring into play values of ethnic minority cultural heritages; to mobilize ethnic minority people to properly implement the Party’s guidelines and State’s policies and laws; to continue carrying out public communication about and mobilizing the people to abide by the State’s regulations on belief and religious activities.

- To intensify information and public communication activities, thereby creating a social consensus; to take the initiative in fighting and rejecting negative and untruthful information on digital platforms.

5. Firmly safeguarding national defense and security

- To enhance national defense and security in association with economic, cultural and social development under highly feasible master plans, schemes and plans and ensuring economic security in the new situation and cyber safety and security in any circumstances; to continue effectively implementing the Government’s Resolution No. 88/NQ-CP of September 13, 2017, promulgating the Government’s action program on implementation of the Political Bureau’s Directive No. 12-CT/TW of January 5, 2017, on enhancing the Party’s leadership over assurance of economic security in the context of socialist-oriented market economic development and international economic integration.

- To effectively implement the Scheme on assurance of national defense for the 2015-2020 period, with a vision toward 2030, and an overall master plan on arrangement of national defense associated with socio-economic development; to build and consolidate the all-people defense posture associated with the people’s security posture; to consolidate the organization of civil defense, proactively and promptly respond to non-traditional security challenges, natural calamities, disasters and epidemics, etc.; to build the people’s police force in communes and townships capable of addressing security and order issues right upon their occurrence and those at grassroots levels; to bring into full play the role of prestigious persons and religious dignitaries to solve complicated issues, conflicts and disputes arising among the people.

- To firmly maintain political security, social order and safety, proactively prevent, fight, deter and neutralize every “peaceful evolution”, riot, subversion and “separatism, self-ruling” plot of hostile and reactionary forces; to prevent the formation of reactionary and terrorist organizations that take advantage of issues related to ethnic minority groups, religions, democratic freedom and human rights; to resolutely handle in accordance with law such organizations’ leaders and key members and extremists; to thoroughly grasp related countries’ policies on the greater Mekong River subregion so as to take proper responding measures; to focus on fighting and suppressing crimes, particularly transnational, cross-border, criminal, economic, environmental and drug-related crimes; to enhance the management of entry and exit and activities of foreigners in the region; to effectively exploit the national population database to study and utilize application software for the state management of social order and safety, and analyze, summarize and forecast the population development in order to serve the formulation of socio-economic policies and ensure national security and defense.

- To complete the formulation of an overall master plan and adjustment of the system of defense works in regional localities, synchronously build and step by step modernize defense and security infrastructure facilities in the mainland, coastal areas and islands; to invest in building dual-use civil works to be connected with civil defense works, rear bases and strategic rears mainly on the borders and in maritime zones and islands; to build the borderline of peace, stability, friendship, cooperation and development, and standby militia posts along the border and militia squadrons; to complete the building of a southeastern sea and island defense economic zone, border patrol roads and border works, and continue demarcating and planting land border markers and perform the maritime border demarcation and delimit boundaries of maritime zones with neighboring countries.

6. Concentrating on building and rectifying the Party and political system

- To focus on building a clean and strong Party and political system; to effectively implement the 13th National Party Congress’s Resolution, the Party Central Committee’s Conclusion No. 21-KL/TW of October 25, 2021, and the Political Bureau’s Plan No. 03-KH/TW of December 1, 2021, on implementation of Conclusion No. 21-KL/TW, on intensification of the Party and political system building and rectification; to resolutely prevent, repel and strictly handle cadres and party members who show signs of degradation in political ideology, morals and lifestyle, and of “self-evolution” and “self-transformation” in association with the Political Bureau’s Directive No. 05-CT/TW on “promoting the Movement of studying and following of Ho Chi Minh’s thoughts, morals and style” and Resolutions No. 18 and 19-NQ/TW of the 6th plenum of the 12th Party Central Committee in order to effectively implement policies on renewal and reorganization and streamlining of the organizational apparatus; to consolidate the functions, tasks and powers and raise the operational effectiveness and efficiency of the administrative apparatus and reorganize the apparatus of specialized agencies of provincial-level People’s Committees; to further reorganize district- and commune-level administrative units under the National Assembly Standing Committee’s Resolutions, and improve operational effectiveness of the administrative apparatus, ensuring its facilitation, integrity and action.

- To uphold revolutionary ethics of the contingent of cadres, party members and young generations; to persistently and resolutely prevent and combat corruption, practice thrift and fight waste and negative phenomena; to enhance the leadership by the Party and management by local administrations at all levels.

- To build a contingent of cadres, civil servants and public employees, particularly leaders and managers at all levels, with a firm political stance, high professionalism, dynamism and creativity; to speed up the administrative reform and develop an e-government toward a digital government, digital economy and digital society and smart urban centers; to uphold the sense of responsibility of leaders; to protect cadres who dare to innovate, think and act, are creative and bear responsibility for the sake of common interests; to arouse the devotion spirit of cadres, civil servants and public employees.

- To step up the delegation of powers and decentralization associated with power inspection, supervision and control; to renovate the mass mobilization work and operation modes of the Vietnam Fatherland Front, socio-political organizations, especially oversight and social critics; to consolidate the great national unity bloc; to build solidarity and friendship between the people of Vietnam and other countries.

III. ORGANIZATION OF IMPLEMENTATION

1. Ministers, heads of ministerial-level agencies and government-attached agencies; and chairpersons of People’s Committees of provinces and cities in the Mekong River delta shall:

a/ Within the ambit of their assigned functions and tasks, implement the tasks and solutions set in Resolution No. 13-NQ/TW and tasks and solutions set in this Resolution in a fast, efficient, substantive and thorough manner; take the initiative in implementing specific tasks and solutions of their ministries, sectors and localities, promptly solve arising issues, uphold leaders’ responsibility for supervising and organizing efficient performance of their assigned tasks; bear total responsibility before the Government and Prime Minister for implementation results of their ministries, sectors and localities.

b/ Before September 30, 2022, formulate and promulgate the Action Program and Plan, and specific documents on implementation of this Resolution with clearly and fully defined objectives, tasks, implementation progress and projected output results regarding assigned tasks and assignment of units to take charge of implementation.

c/ In the course of implementation, promptly propose modified contents to suit the reality and send them to the Ministry of Planning and Investment for summarization and reporting to the Prime Minister.

d/ Regularly monitor, inspect and supervise the implementation progress and results of the performance of assigned tasks and schemes; annually, summarize and evaluate implementation results and send them to the Ministry of Planning and Investment before December 15 for summarization and reporting to the Prime Minister.

2. Agencies of the Party, National Assembly and Vietnam Fatherland Front and socio-political organizations shall closely coordinate with state administrative agencies at all levels in intensifying the supervision of public duty performance, giving social criticism and contributing opinions, thus contributing to creating public consensus on the organization of the implementation of the Government’s Action Program promulgated together with this Resolution.

3. The Ministry of Information and Communications shall assume the prime responsibility for, and closely coordinate with the Party Central Committee’s Commission for Communication and Education, news and press agencies, ministries, central sectors and localities in, disseminating and carrying out public communication about this Resolution.-
