RESOLUTION
Promulgating the Government’s action program for materialization of the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of undertakings and policies for proactive participation in the Fourth Industrial Revolution[1]
THE GOVERNMENT
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the Political Bureau’s Resolution No.52-NQ/TW of September 27, 2019, on a number of undertakings and policies for proactive participation in the Fourth Industrial Revolution;
At the proposal of the Minister of Science and Technology,
RESOLVES:
Article 1.To promulgate together with this Resolution the Government’s action program for materialization of the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of undertakings and policies for proactive participation in the Fourth Industrial Revolution.
Article 2.This Resolution takes effect on the date of its signing.
Article 3.Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals shall implement this Resolution.-

THE GOVERNMENT’S ACTION PROGRAM
For materialization of the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of undertakings and policies for proactive participation in the Fourth Industrial Revolution
(Promulgated together with the Government’s Resolution No. 50/NQ-CP of April 17, 2020)
The Political Bureau has approved Resolution No. 52-NQ/TW of September 27, 2019, (below referred to as Resolution No. 52-NQ/TW) on a number of undertakings and policies for proactive participation in the Fourth Industrial Revolution with the general objective “To effectively make full use of the opportunities brought about by the Fourth Industrial Revolution in order to accelerate the process of renewing the growth model, restructuring the economy in association with the implementation of the strategic breakthroughs and national modernization; the vigorous development of digital economy; fast and sustainable development based on science and technology, innovation and high-quality human resources; the raising of the quality of the people’s lives and welfare; and the firm preservation of national defense and security, and protection of the ecological environment”.
Based on the viewpoints, objectives, undertakings and policies set forth in Resolution No. 52-NQ/TW, the Government promulgates the action program with the following principal contents:
I. PURPOSES, REQUIREMENTS
1. To thoroughly study and fully and effectively materialize the viewpoints, objectives, undertakings and policies set forth in Resolution No. 52-NQ/TW.
2. To clearly identify major and specific contents and tasks for ministries, ministerial-level agencies, government-attached agencies, provincial-level People’s Committees (below referred to as ministries, sectors and localities) to concentrate on directing and organizing the successful achievement of the general and specific objectives set forth in Resolution No. 52-NQ/TW.
II. MAJOR TASKS AND SOLUTIONS
In order to achieve the objectives set forth in Resolution No. 52-NQ/TW, in the coming period, in addition to the regular tasks, ministries, sectors and localities should concretize and implement the following tasks:
1. To renew thinking, unify perceptions, enhance the Party’s leadership and the State’s management, and promote the participation of the Fatherland Front and socio-political organizations
a/ Ministries, sectors and localities shall organize the dissemination and thorough grasp of the viewpoints, objectives, significance, requirements and contents of the modes of approaching the Fourth Industrial Revolution to cadres, civil servants, public employees, armed forces and laborers under their respective management, regarding this as their regular tasks.
b/ The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Ministry of Public Security, the Ministry of Science and Technology, the Party Central Committee’s Communication and Education Commission, the Vietnam Fatherland Front Central Committee and ministries, sectors and localities in, well disseminating the contents of Resolution No. 52-NQ/TW to ministries, sectors and localities, Party organizations at all levels, Fatherland Front Committees, organizations, enterprises and people of all strata; concretizing the contents of the Resolution in combination with updating and supplementing new issues, matters to be warned, for orientation and communication in the media in order to heighten awareness of cadres, Party members, civil servants, public employees and the masses about major undertakings and policies for proactive participation in the Fourth Industrial Revolution, creating a consensus in society and the entire political system.
To raise the effectiveness and intensiveness of public information work on the Fourth Industrial Revolution suitable to each target group, to popularize and widely expand pilot models and advanced models. To take the fullest use of the digital technology for effective public information activities.
2. To improve the institutions to facilitate the proactive participation in the Fourth Industrial Revolution and the national digital transformation process
a/ Ministries, sectors and localities:
- To further resolutely implement the Government’s Resolution No. 99/NQ-CP of October 3, 2017, promulgating the Government’s action program for realization of Resolution No. 11-NQ/TW of June 3, 2017, of the 5thplenum of the 12thParty Central Committee, on improvement of institutions of the socialist-oriented market economy; and the Government’s Resolution No. 22/NQ-CP of October 18, 2019, promulgating the Government’s action program for materialization of the Political Bureau’s Resolution No. 30-NQ/TW of July 25, 2018, on the National Cyber Security Strategy.
- To build a flexible management mechanism suitable to the digital business environment, creating a favorable space for innovation. To early promulgate a controlled institutional frame for pilot implementation before large-scale application of potentially high-risk technologies, products, services, business models which are newly created from the Fourth Industrial Revolution. The scope and duration of pilot implementation must be clearly identified.
- To step up the application of technologies of the Fourth Industrial Resolution in forecast, policy analysis, and law drafting, promulgation, enforcement organization and supervision, ensuring mechanisms for feedback and timely and accurate policy response to fast changes of socio-economic life.
b/ The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and related ministries and sectors in:
- Studying, amending and supplementing laws, first of all the laws on enterprises, investment and business, in order to facilitate the development of new economic models and activities based on such foundations as digital economy, sharing economy, circular economy and innovation-based economy, while preventing in time negative economic and social impacts, ensuring enterprises’ freedom of business in business lines not banned by law; creating a fair business environment for both new and traditional economic models and activities.
- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, amending regulations on investment toward facilitating capital attraction, share purchase, merger and acquisition of technological enterprises; foreign investors’ contribution of capital to innovative startups.
c/ The Ministry of Information and Communications:
- To proactively participate in regional and global legal frameworks for development of digital economy. To improve the laws and policies on data and data administration, facilitating the data creation, connection, sharing and exploitation, ensuring domestic information safety and cyber security, proceeding to connection with the ASEAN region and the world. To build a legal corridor for digital identification and national e-certification; to establish a national digital identification frame.
- To study, review and improve the legal frame on e-transactions.
- To build technical infrastructure facilities to serve the testing of products and solutions in the field of information and communications technology.
d/ The Ministry of Science and Technology:
- To improve financial policies toward encouraging and mobilizing all social resources for investment in scientific research, technological development and application and innovation activities. To adopt mechanisms for state enterprises to invest in technological research and development, make venture investment and investment in innovative startups activities.
- To improve the law on intellectual property, protecting and efficiently and rationally exploiting made-in-Vietnam intellectual assets; to encourage the commercialization and transfer of technologies and intellectual property rights, especially inventions in Vietnam, in accordance with national laws and guaranteeing the national security interests. To encourage multinational companies to locate their research and development establishments in Vietnam.
dd/ The Ministry of Finance:
- To build and complete the national database on finance, connecting, integrating and exchanging data and information between the Ministry of Finance and other ministries, sectors and localities. To assume the prime responsibility for, and coordinate with the State Bank of Vietnam and related agencies in, reviewing and improving the financial and tax administration policies for cross-border services in conformity with the economic development trend.
- To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Information and Communications and related agencies in, creating a mechanism on the State’s placement of production and public procurement orders for digital technological products made by Vietnam.
e/ The Ministry of Labor, Invalids and Social Affairs shall study, propose and create a legal corridor for assistance to the creation of new jobs, developing the system of labor market information and forecasts based on the application of digital technology, restructuring the social security system and finalizing the social policies in conformity with the development trend of new business models in the Fourth Industrial Revolution, ensuring that every citizen earns standard income, is capable of warding off, overcoming and minimizing risks; and promptly tackle challenges posed for social development.
g/ The Ministry of Construction, the Ministry of Public Security, the Ministry of Information and Communications, the Ministry of Science and Technology and related localities shall study, build and improve the legal framework for sustainable development of smart cities; systems of national standards and technical regulations; data infrastructure systems and systems of criteria for operation evaluation of smart cities. To clearly set a roadmap for experimentation and selection of smart cities; to permit the experimentation of a number of particular mechanisms in the process of experimental development of smart cities to ensure their effectiveness and conformity with practical conditions.
h/ The Ministry of Justice shall study and propose the improvement of the legal frames on property, contracts, ownership and other relevant issues of the Fourth Industrial Revolution.
i/ The Ministry of Natural Resources and Environment shall study, formulate and improve the legal frame for development of new models on environmental pollution control, adaptability to climate change and sea level rise, environmental standards and technical regulations, specific criteria for assessment of waste treatment technologies; formulate mechanisms and policies and organize the implementation thereof in order to collect, create and comprehensively manage the digital resources on natural resources and environment to serve the objective of managing the national “development space”; create a legal corridor for development of digital content services on natural resources and environment.
3. To build and develop essential infrastructure facilities up to the requirements of the Fourth Industrial Revolution
a/ The Ministry of Information and Communications:
- To develop high-quality broad band nationwide to all villages, schools, hospitals and community centers, ensuring its uninterruptedness and backup. To study, develop and propose mechanisms and policies to encourage qualified private enterprises to participate in the construction of telecommunications infrastructure and other infrastructure facilities for digital transformation.
- To assume the prime responsibility for, and coordinate with ministries, sectors, localities and related bodies in, synchronously building and developing the national data infrastructure. To establish the system of national, regional and local data centers, which are synchronously connected and unified. To regard data as a resource important for socio-economic development. To form stable and reliable data systems of the State and enterprises.
- To build capability for technological research and development, equipment manufacture and development of applications at home to serve the digital transformation process and digital economy.
b/ The Ministry of Science and Technology shall increase investment in raising the basic research capability of universities and research institutes in combination with developing technological enterprises; continue implementing the Prime Minister-approved scientific and technological programs; encourage the establishment of digitally, Internet and cyber space-based intermediary institutions of the science and technology market.
c/ The State Bank of Vietnam shall assume the prime responsibility for, and coordinate with the Ministry of Finance and related ministries and sectors in, implementing the master plan on national digital payment infrastructure development toward synchronism, unification and common use in order to reduce connection intermediaries and costs so as to provide affordable payment services for people; complete the development of policy mechanisms to boost non-cash payment and manage and supervise forms of cross-border online payment.
d/ The Ministry of Industry and Trade and the Ministry of Transport shall study, construct, upgrade infrastructure to meet the requirements of application of technologies of the Fourth Industrial Revolution, first of all energy and transport infrastructure; ensure firm national energy security; review and adjust design standards to ensure compatibility in order to apply new technologies in operation and management; selectively invest in essential works determined as bottlenecks in order to create widespread impacts; encourage to the utmost private investment in the development and operation of public infrastructure facilities.
dd/ The Ministry of Information and Communications, the Ministry of National Defense, the Ministry of Public Security, the Government Cipher Committee and related agencies shall:
- Study and propose investment in upgrading the technical infrastructure ensuring information safety and cyber security; effectively materialize the Political Bureau’s Resolution No. 29-NQ/TW of July 25, 2019, on the Strategy for national defense in the cyber space; Resolution No. 30-NQ/TW of July 25, 2019, on the National Cyber Security Strategy; improve the model and mechanisms for national supervision of information safety and cyber security; systems of cyber security regulations and standards; adopt policies on infrastructure investment, development of full-time cyber security manpower, heightening of the cyber security sovereignty capability; raise the awareness of organizations, enterprises and people about cyber security, prevention and combat of hi-tech crimes and data management; closely cooperate with international organizations in order to control transnational cyber crimes and hi-tech crimes; form cyber security alliances; develop and propose strategies, undertakings, policies and plans to protect the cyber security; attach importance to ensuring the confidentiality of data stored in critical national security systems, such as information systems in important agencies of the Party and the State, and in the financial, energy, aviation and other sectors; appraise, assess, inspect and supervise the response to and handling of incidents in critical national security information systems.
- Study and propose concentrated investment in the construction and modernization of telecommunications networks exclusively used for national defense and security activities as well as activities of the Party and State agencies.
- Assume the prime responsibility for developing legal corridors to be submitted to the Government and the Prime Minister, ensure the concentrated investment in the construction and modernization of telecommunications networks exclusively used for activities of the Party and State agencies, and create favorable conditions to promote the digital transformation process in the Party and State agencies to catch up with the trends of the Fourth Industrial Revolution.
- Develop and implement support programs for enterprises researching and applying digital technology to the digital transformation and digital economy.
- Study and propose to the Government the investment in, building, development and manufacture of equipment and facilities, software and security industrial products with specialized technology contents to serve national security protection, social order and safety maintenance, thereby step by step mastering the core technologies, localizing components and modern information technological equipment and facilities.
e/ The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in, establishing, updating, processing, providing and using digital information and data on natural resources and environment, state management, socio-economic development and international integration of the country.
4. Policies to develop and raise the national innovation capability
a/ The Ministry of Science and Technology:
- To study, scrutinize and propose a plan on comprehensive restructuring of public scientific and technological research institutions; to build and develop national innovation centers, focusing on key technologies of the Fourth Industrial Revolution.
- To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the Ministry of Finance in, raising the efficiency of public investment in scientific and technological research activities, based on the application of new administration models according to good international practices.
- To develop the national innovation system toward taking enterprises as the center and higher education institutions and research institutes as strong research institutions.
- To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the Ministry of Finance in, studying, formulating and proposing special mechanisms and policies as breakthroughs in the building and operation of innovation centers. To encourage universities, enterprises and organizations at home and abroad to set up innovation centers in Vietnam.
- To assume the prime responsibility for and guide the coordination with related ministries and sectors in, studying, formulating and promulgating systems of national standards and technical regulations on products and services serving the participation in the Fourth Industrial Revolution. To synchronously and promptly establish the legal framework and system of policies for development of new technologies.
- To assume the prime responsibility for, and coordinate with related agencies in, making and issuing lists of key technologies of the Fourth Industrial Revolution.
- To study and propose models and mechanisms as well as policies in order to create a breakthrough development of hi-tech parks.
- To coordinate with the People’s Committees of Hanoi, Ho Chi Minh City and Da Nang in boosting the development of the national innovation startup eco-system; to develop innovative centers of international level on the basis of Hoa Lac, Ho Chi Minh City and Da Nang Hi-Tech Parks.
- To develop and implement support programs for technological research and application enterprises. To review and revise regulations on establishment and use of scientific and technological development funds of enterprises toward creating maximum proactiveness and optimal conditions for enterprises’ use of the funds for technology transfer, research and development.
- To develop and implement support programs for technological research and application enterprises, raising the productivity, quality, efficiency and competitiveness of the economy.
- To study and build experimentation areas for technological enterprises after the advanced models in the world. To identify, recognize and establish systems of standards and technical regulations for new products, technologies and business models.
- To study and propose mechanisms on prioritization and encouragement of scientific research in the fields of information technology, cyber security and information security; to adopt policies on preferential treatment, employment of and favorable conditions for scientists and talented experts in these fields to research and create good products for the country.
- To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the Ministry of Information and Communications in, formulating and implementing the national strategy on development of technological enterprises, prioritizing the development of hi-tech enterprises engaged in designing, innovation and production activities in Vietnam.
b/ The Ministry of Planning and Investment:
- To assume the prime responsibility for, and coordinate with the Ministry of Science and Technology and related agencies in, building and early commissioning the National Innovation Center at Hoa Lac Hi-Tech Park under the Prime Minister’s Decision No. 1269/QD-TTg of October 2, 2019.
- To develop the Vietnam Innovation Network already established in 2018 by the Ministry of Planning and Investment.
5. To develop human resources meeting the requirements of the Fourth Industrial Revolution
a/ The Ministry of Information and Communications:
- To universalize digital skills and information security and cyber security skills among the people. To step up communications activities, raising the awareness of, and building the digital culture in the community.
- To assume the prime responsibility for, and coordinate with the Ministry of Education and Training and related ministries, sectors and localities in, training and developing human resources specialized in information security and cyber security up to the requirements of the Fourth Industrial Revolution.
b/ The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications, the Ministry of Labor, Invalids and Social Affairs and related ministries, sectors and localities in:
- Conducting an overall review of and renewing the education and training contents and programs toward developing the capability to approach, creative thinking and the adaptability to the constantly changing and developing technological environment. Introducing minimum digital skill contents and foreign language skills into the general education program; renewing the teaching and learning methods based on the application of digital technology; taking the assessment by enterprises as a measure of the training quality of higher education institutions in the field of information technology universities; encouraging new education and training models based on digital platforms. Applying incentive and preferential mechanisms to organizations, individuals and technological enterprises directly engaged in the education and training process and creation of products for the digital economy; building a number of outstanding technological education and training centers in the form of public-private partnership; further improving the incentive mechanisms and policies to attract and employ talents and high-quality human resources.
The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, developing strong research groups in key technologies of the Fourth Industrial Revolution.
The Ministry of Education and Training shall build and develop a network of associated foreign education and training institutions in order to create conditions for Vietnamese to participate in research, study, raising their qualifications to meet the requirements of the Fourth Industrial Revolution.
c/ The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and related ministries and sectors in:
- Vigorously developing vocational training and skills training to meet the requirements of the Fourth Industrial Revolution; creating favorable conditions for vocational training institutions to enter into joint ventures or partnerships with domestic and foreign enterprises for launching necessary training disciplines; adopting support policies for laborers attending retraining and professional and skills training courses for new jobs.
- Formulating and implementing programs to improve the digital skills and creative skills of the labor force in all fields in appropriate forms. The State shall adopt policies to assist laborers participating in professional and skills retraining for new jobs.
d/ The Ministry of Public Security:
- To assume the prime responsibility for, and coordinate with the Ministry of Education and Training in, developing teaching contents and documents on information security and cyber security protection suitable to different educational levels and grades for inclusion in training programs and knowledge dissemination programs for the entire society.
- To assume the prime responsibility for, and coordinate with related ministries and sectors in, training in cyber security for cyber security protection forces and civil servants, public employees as well as those engaged in cyber security protection.
- To assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and related ministries and sectors in, disseminating knowledge about cyber security and hi-tech crime prevention and combat for the people.
dd/ The Ministry of Science and Technology:
- To assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs in, building and developing networks of intellectuals and talents in key technologies of the Fourth Industrial Revolution. To further improve mechanisms and policies to create more favorable conditions for mobilizing overseas Vietnamese as well as foreign intellectuals and scientists in the training in, scientific research and transfer of new technologies in Vietnam.
- To assume the prime responsibility for, and coordinate with the Ministry of Education and Training in, stepping up the effective implementation of the scheme on domestic and overseas training and further training of scientists and technologists with state budget funds; training of scientists and technologists through performing technological research and development tasks at prestigious research and training institutions overseas with a view to acquiring and mastering new technologies; studying and revising relevant regulations in order to increase the effectiveness of the training and further training of scientific and technological human resources.
6. Policies on development of priority branches and technologies
a/ The Ministry of Information and Communications, the Ministry of Public Security, the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Health, and the Ministry of Culture, Sports and Tourism shall, within the ambit of their respective functions and tasks, study and propose policies to develop priority sectors with high preparedness such as information technology, electronic and telecommunications industry; information security and cyber security; smart manufacturing industry; banking and finance; e-commerce; digital agriculture; digital tourism; digital cultural industry; health; education and training.
b/ The Ministry of Science and Technology shall prioritize human resources for implementation of a number of national key research programs on the Fourth Industrial Revolution; concentrate on the development of priority technologies with high applicability in order to develop specific products suitable to the country’s competitive advantages, in each sector and strategic and platform technologies of the Fourth Industrial Revolution, with spillover effects on other sectors, mainly information and communications technology, electronic engineering; new technologies in the field of energy; artificial intelligence and automation; bio-technology; biomedical electronics.
c/ The Ministry of Health shall research and develop vaccine production technologies; master and apply advanced bio-technology in the medical-pharmaceutical field; apply modern technologies to preventive medicine, medical examination and treatment; step up the application of information technology in the health field; strongly step up non-cash payment in the health sector.
7. Policies on international integration
a/ The Ministry of Planning and Investment:
- To assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, stepping up the attraction and efficient use of resources from foreign countries and international partners for research, application, innovation, innovative startup and technology transfer activities.
- To assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Information and Communications, and the State Bank of Vietnam in, improving the laws and policies on foreign direct investment toward heightening the technological standards, encouraging the form of joint venture and enhancing alignment and technology transfer between domestic enterprises and foreign-invested enterprises; to strictly manage activities of enterprises based on the provision of cross-border services in order to ensure a fair domestic environment for businesses in the country; to improve regulations on venture investment with foreign capital.
b/ The Ministry of Foreign Affairs:
- To proactively step up technological diplomacy in implementing economic diplomacy. To further promote and connect domestic research institutions and enterprises with prestigious foreign research organizations and technological groups; to mobilize and promote technology transfer and foreign investment with high technologies, especially in the field of key technologies of the Fourth Industrial Revolution.
- To coordinate with the Ministry of Science and Technology and related ministries and sectors in monitoring and informing the development trend of the Fourth Industrial Revolution, and other countries’ policies on and experiences of participation in the Fourth Industrial Revolution.
c/ The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs in, studying, expanding and further deepening the scientific, technological and innovation cooperation with partners, especially strategic partner countries with advanced scientific and technological level, currently taking the lead in the Fourth Industrial Revolution; proactively participate in global innovation network.
8. Policies on promotion of digital transformation in agencies of the Party, the State, the Fatherland Front, socio-political organizations
a/ Ministries, sectors and localities shall continue the resolute implementation of the Government’s Resolution No. 17/NQ-CP of March 7, 2019, on a number of central tasks and solutions to the development of e-government in the 2019-2020 period, with orientations toward 2025, creating favorable conditions for people and enterprises to further participate therein, raising the state management effectiveness; build digital data for the administrations at all levels, creating conditions for every citizen to be able to update necessary information on activities of the state apparatus; invest in the construction of infrastructure facilities for data collection and management and transactions on the Internet at state agencies.
b/ The Ministry of Information and Communications shall build a legal framework to create favorable conditions for people and enterprises to exploit and use data for interaction with the administrations at different levels on the basis of digital identification; invest in the construction of infrastructure facilities for data collection and management and transactions on the Internet at state agencies.
c/ The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with related agencies in, developing and implementing the scheme on building a contingent of cadres, civil servants and public employees up to the requirements of the Fourth Industrial Revolution; standardize and build the capacity of state management officials at all levels; clearly define the functions, tasks and mechanisms of coordination among state management agencies in digital transformation; improve the administrative processes and procedures in conformity with the operation of the digital administrations, reducing to the utmost face-to-face transactions.
III. ORGANIZATION OF IMPLEMENTATION
1. Based on the major contents of the Political Bureau’s Resolution No. 52-NQ/TW on a number of major undertakings and policies for proactive participation in the Fourth Industrial Revolution and the Government’s action program, ministries, sectors and localities shall, according to their respective functions and tasks, prepare plans on implementation of the Resolution and the Government’s action program before June 1, 2020.
2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees shall direct the materialization of the contents of specific tasks and solutions; intensify inspection and urge the implementation of the Government’s action program, reporting on the implementation results to the Ministry of Science and Technology before December 1 every year for sum-up reporting to the Government at its year-end session.
3. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, monitoring and urging the implementation of the action program, reporting on December 31 thereon every year and proposing to the Government and the Prime Minister necessary measures to ensure the synchronous and effective implementation of the action program; adhere to relevant contents in the working program of the Party Central Committee, the Political Bureau, the Secretariat, the National Assembly and National Assembly Standing Committee to make reports according to regulations.
4. In the course of organizing the implementation, if finding it necessary to amend or supplement specific contents of the Government’s action program, ministries, sectors and localities shall proactively send proposals thereon to the Ministry of Science and Technology for sum-up and reporting to the Government for consideration and decision.-
