Resolution 38/NQ-CP 2023 pilot implementation of special mechanisms, policies for develop Ho Chi Minh City

RESOLUTION

On the proposal on formulation of a resolution of the National Assembly on pilot implementation of a number of special mechanisms and policies for development of Ho Chi Minh City

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

After considering the Minister of Planning and Investment’s proposal in Report No. 1764/TTr-BKHDT of March 14, 2023, on the proposal on formulation of a resolution of the National Assembly on pilot implementation of a number of special mechanisms and policies for development of Ho Chi Minh City,

RESOLVES:

Article 1. The Government approves on a consensus the proposal on formulation of a resolution of the National Assembly on pilot implementation of a number of special mechanisms and policies for development of Ho Chi Minh City as stated in the Ministry of Planning and Investment’s report.

Article 2. To assign to the Minister of Justice, as authorized by the Prime Minister and on behalf of the Government, to sign the Government’s report to the National Assembly Standing Committee for inclusion of the proposal on formulation of a resolution of the National Assembly on pilot implementation of a number of special mechanisms and policies for development of Ho Chi Minh City in the 2023 law and ordinance-making program according to the simplified order and procedures at a session of the National Assembly.

Article 3. To assign the Minister of Planning and Investment to assume the prime responsibility for, and coordinate with the People’s Committee of Ho Chi Minh City and related ministries and sectors in, completing the dossier of the draft resolution of the National Assembly on pilot implementation of a number of special mechanisms and policies for development of Ho Chi Minh City, and sending it to the Ministry of Justice for appraisal and finalization for submission to the Government for opinion and subsequent submission to the National Assembly Standing Committee for submission to the National Assembly for opinion and passage at the 5^th session of the XV^th National Assembly
