On the reorganization of commune-level administrative divisions
of Hanoi in 2025

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended and supplemented by the Resolution No. 203/2025/QH15;

Pursuant to the Law No. 72/2025/QH15 on Organization of Local Administration;

Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee, on the reorganization of administrative divisions in 2025;

Considering the proposals of the Government in the Report No. 368/TTr-CP and Scheme No. 369/DA-CP dated May 09, 2025, and Appraisal Report No. 423/BC-UBPLTP15 dated June 3, 2025, of the NA Committee for Legal and Judicial Affairs,

RESOLVES:

Article 1. Reorganization of commune-level administrative divisions of Hanoi

Based on the Scheme No. 369/DA-CP dated May 09, 2025 of the Government on the reorganization of commune-level administrative divisions of Hanoi in 2025, the National Assembly Standing Committee decides the reorganization of commune-level administrative divisions of Hanoi as follows:

1. To merge the entire natural area and population of wards of Hang Bac, Hang Bo, Hang Buom, Hang Dao, Hang Gai, Hang Ma and Ly Thai To, and part of the natural area and population of wards of Cua Dong, Cua Nam, Dien Bien, Dong Xuan, Hang Bong, Hang Trong and Trang Tien into a new ward named Hoan Kiem ward.

2. To merge the entire natural area and population of Hang Bai, Phan Chu Trinh and Tran Hung Dao wards, part of the natural area and population of Cua Nam, Nguyen Du and Pham Dinh Ho wards, and the remaining part of Hang Bong, Hang Trong and Trang Tien wards after the reorganization defined in Clause 1 of this Article into a new ward named Cua Nam ward.

3. To merge the entire natural area and population of Quan Thanh ward and Truc Bach ward, part of the natural area and population of Cua Nam, Dien Bien, Doi Can, Kim Ma and Ngoc Ha wards, part of the natural area of Thuy Khue ward, and the remaining part of Cua Dong and Dong Xuan wards after the reorganization defined in Clause 1 of this Article into a new ward named Ba Dinh ward.

4. To merge the entire natural area and population of Vinh Phuc ward and Lieu Giai ward, part of the natural area and population of Cong Vi, Kim Ma, Ngoc Khanh and Nghia Do wards, and the remaining part of Doi Can and Ngoc Ha wards after the reorganization defined in Clause 3 of this Article into a new ward named Ngoc Ha ward.

5. To merge the entire natural area and population of Giang Vo ward, part of the natural area and population of Cat Linh, Lang Ha, Ngoc Khanh and Thanh Cong wards, the remaining part of Cong Vi ward after the reorganization defined in Clause 4 of this Article, and the remaining part of Kim Ma ward after the reorganization defined in Clauses 3 and 4 of this Article into a new ward named Giang Vo ward.

6. To merge the entire natural area and population of Dong Nhan ward and Pho Hue ward, part of the natural area and population of Bach Dang, Le Dai Hanh, Nguyen Du and Thanh Nhan wards, and the remaining part of Pham Dinh Ho ward after the reorganization defined in Clause 2 of this Article into a new ward named Hai Ba Trung ward.

7. To merge part of the natural area and population of Mai Dong, Thanh Luong, Vinh Hung and Vinh Tuy wards into a new ward named Vinh Tuy ward.

8. To merge the entire natural area and population of Bach Mai, Bach Khoa and Quynh Mai wards, part of the natural area and population of wards of Minh Khai (Hai Ba Trung district), Dong Tam, Le Dai Hanh, Phuong Mai and Truong Dinh, and the remaining part of Thanh Nhan ward after the reorganization defined in Clause 6 of this Article into a new ward named Bach Mai ward.

9. To merge the entire natural area and population of Thinh Quang ward, and part of the natural area and population of wards of Quang Trung (Dong Da district), Lang Ha, Nam Dong, O Cho Dua and Trung Liet into a new ward named Dong Da ward.

10. To merge the entire natural area and population of Kim Lien ward and Khuong Thuong ward, part of the natural area and population of Nam Dong, Phuong Lien - Trung Tu, and Trung Liet wards, the remaining part of Phuong Mai ward after the reorganization defined in Clause 8 of this Article, and the remaining part of Quang Trung ward (Dong Da district) after the reorganization defined in Clause 9 of this Article into a new ward named Kim Lien ward.

11. To merge the entire natural area and population of Kham Thien, Tho Quan and Van Chuong wards, part of the natural area and population of Dien Bien, Hang Bot and Van Mieu - Quoc Tu Giam wards, the remaining part of Cua Nam ward after the reorganization defined in Clauses 1, 2 and 3 of this Article, the remaining part of Le Dai Hanh ward after the reorganization defined in Clauses 6 and 8 of this Article, the remaining part of Nam Dong ward after the reorganization defined in Clauses 9 and 10 of this Article, the remaining part of Nguyen Du ward after the reorganization defined in Clauses 2 and 6 of this Article, and the remaining part of Phuong Lien - Trung Tu ward after the reorganization defined in Clause 10 of this Article into a new ward named Van Mieu - Quoc Tu Giam ward.

12. To merge the entire natural area and population of Lang Thuong ward, the remaining part of Lang Ha ward after the reorganization defined in Clauses 5 and 9 of this Article, and the remaining part of Ngoc Khanh ward after the reorganization defined in Clauses 4 and 5 of this Article into a new ward named Lang ward.

13. To merge the remaining part of Cat Linh ward after the reorganization defined in Clause 5 of this Article, the remaining part of Dien Bien ward after the reorganization defined in Clauses 1, 3 and 11 of this Article, the remaining part of Thanh Cong ward after the reorganization defined in Clause 5 of this Article, the remaining part of O Cho Dua ward after the reorganization defined in Clause 9 of this Article, the remaining part of Trung Liet ward after the reorganization defined in Clauses 9 and 10 of this Article, and the remaining part of Hang Bot and Van Mieu - Quoc Tu Giam wards after the reorganization defined in Clause 11 of this Article into a new ward named O Cho Dua ward.

14. To merge the entire natural area and population of Chuong Duong, Phuc Tan and Phuc Xa wards, part of the natural area and population of Nhat Tan, Phu Thuong, Quang An, Thanh Luong, Tu Lien and Yen Phu wards, part of the natural area of Bo De and Ngoc Thuy ward, and the remaining part of Bach Dang ward after the reorganization defined in Clause 6 of this Article into a new ward named Hong Ha ward.

15. To merge part of the natural area and population of Linh Nam, Thanh Tri and Tran Phu wards, part of the natural area of Yen So ward and the remaining part of Thanh Luong ward after the reorganization defined in Clauses 7 and 14 of this Article into a new ward named Linh Nam ward.

16. To merge part of the natural area and population of Giap Bat, Hoang Liet, Hoang Van Thu, Linh Nam, Tan Mai, Thinh Liet, Tuong Mai, Tran Phu, Vinh Hung and Yen So wards into a new ward named Hoang Mai ward.

17. To merge part of the natural area and population of Vinh Hung ward, the remaining part of Linh Nam ward after the reorganization defined in Clauses 15 and 16 of this Article, the remaining part of Thanh Tri ward after the reorganization defined in Clause 15 of this Article, and the remaining part of Vinh Tuy ward after the reorganization defined in Clause 7 of this Article into a new ward named Vinh Hung ward.

18. To merge part of the natural area and population of Giap Bat and Phuong Liet wards, the remaining part of Mai Dong ward after the reorganization defined in Clause 7 of this Article, the remaining part of Minh Khai (Hai Ba Trung district), Dong Tam and Truong Dinh wards after the reorganization defined in Clause 8 of this Article, the remaining part of Hoang Van Thu, Tan Mai and Tuong Mai wards after the reorganization defined in Clause 16 of this Article and the remaining part of Vinh Hung ward after the reorganization defined in Clauses 7, 16 and 17 of this Article into a new ward named Tuong Mai ward.

19. To merge part of the natural area and population of Dinh Cong, Hoang Liet and Thinh Liet wards, Tan Trieu and Thanh Liet communes, part of the natural area and the entire population of Dai Kim ward and the remaining part of Giap Bat ward after the reorganization defined in Clauses 16 and 17 of this Article into a new ward named Dinh Cong ward.

20. To merge part of the natural area and population of Hoang Liet ward, Van Dien town, Tam Hiep commune (Thanh Tri district) and Thanh Liet commune, and part of the natural area of Dai Kim ward into a new ward named Hoang Liet ward.

21. To merge part of the natural area and population of Thinh Liet ward, Yen So ward and Tu Hiep commune, the remaining part of Hoang Liet ward after the reorganization defined in Clauses 16, 19 and 20 of this Article, and the remaining part of Tran Phu ward after the reorganization defined in Clauses 15 and 16 of this Article into a new ward named Yen So ward.

22. To merge part of the natural area and population of Nhan Chinh, Thanh Xuan Bac, Thanh Xuan Trung, Thuong Dinh, Trung Hoa and Trung Van wards into a new ward named Thanh Xuan ward.

23. To merge part of the natural area and population of Ha Dinh, Khuong Dinh and Khuong Trung wards, part of the natural area of Dai Kim ward and Tan Trieu commune, and the remaining part of Thanh Xuan Trung and Thuong Dinh wards after the reorganization defined in Clause 22 of this Article into a new ward named Khuong Dinh ward.

24. To merge the entire natural area and population of Khuong Mai ward, the remaining part of Thinh Liet ward after the reorganization defined in Clauses 16, 19 and 21 of this Article, the remaining part of Phuong Liet ward after the reorganization defined in Clause 18 of this Article, the remaining part of Dinh Cong ward after the reorganization defined in Clause 19 of this Article, and the remaining part of Khuong Dinh and Khuong Trung wards after the reorganization defined in Clause 23 of this Article into a new ward named Phuong Liet ward.

25. To merge part of the natural area and population of Dich Vong, Dich Vong Hau, Quan Hoa, My Dinh 1, My Dinh 2 and Yen Hoa wards into a new ward named Cau Giay ward.

26. To merge the entire natural area and population of Nghia Tan ward, part of the natural area and population of Co Nhue 1, Mai Dich, Nghia Do, Xuan La and Xuan Tao wards, and the remaining part of Dich Vong, Dich Vong Hau and Quan Hoa wards after the reorganization defined in Clause 25 of this Article into a new ward named Nghia Do ward.

27. To merge part of the natural area and population of Me Tri, Nhan Chinh and Trung Hoa wards, and the remaining part of Yen Hoa ward after the reorganization defined in Clause 25 of this Article into a new ward named Yen Hoa ward.

28. To merge the entire natural area and population of Buoi ward, part of the natural area and population of Phu Thuong and Xuan La wards, the remaining part of Nhat Tan, Quang An, Tu Lien and Yen Phu wards after the reorganization defined in Clause 14 of this Article, the remaining part of Nghia Do ward after the reorganization defined in Clauses 4 and 26 of this Article, and the remaining part of Thuy Khue ward after the reorganization defined in Clause 3 of this Article into a new ward named Tay Ho ward.

29. To merge part of the natural area and population of Dong Ngac, Xuan La, Xuan Dinh and Xuan Tao wards, and the remaining part of Phu Thuong ward after the reorganization defined in Clause 14 and Clause 28 of this Article into a new ward named Phu Thuong ward.

30. To merge part of the natural area and population of Minh Khai ward (Bac Tu Liem district), part of the natural area and the entire population of Tay Tuu ward, and part of the natural area of Kim Chung commune (Hoai Duc district) into a new ward named Tay Tuu ward.

31. To merge the entire natural area and population of Phu Dien ward, and part of the natural area and population of Co Nhue 1, Mai Dich and Phuc Dien wards into a new ward named Phu Dien ward.

32. To merge part of the natural area and population of Xuan Dinh ward, the remaining part of Co Nhue 1 ward after the reorganization defined in Clauses 26 and 31 of this Article, the remaining part of Xuan La ward after the reorganization defined in Clauses 26, 28 and 29 of this Article, and the remaining part of Xuan Tao ward after the reorganization defined in Clauses 26 and 29 of this Article into a new ward named Xuan Dinh ward.

33. To merge the entire natural area and population of Duc Thang ward, part of the natural area and population of Co Nhue 2 and Thuy Phuong wards, part of the natural area of Minh Khai ward (Bac Tu Liem district), the remaining part of Dong Ngac ward after the reorganization defined in Clause 29 of this Article, and the remaining part of Xuan Dinh ward after the reorganization defined in Clauses 29 and 32 of this Article into a new ward named Dong Ngac ward.

34. To merge the entire natural area and population of Lien Mac and Thuong Cat ward, part of the natural area of Minh Khai ward (Bac Tu Liem district) and Tay Tuu ward, and the remaining part of Co Nhue 2 and Thuy Phuong wards after the reorganization defined in Clause 33 of this Article into a new ward named Thuong Cat ward.

35. To merge the entire natural area and population of Cau Dien ward, part of the natural area and population of Me Tri and Phu Do wards, the remaining part of Mai Dich ward after the reorganization defined in Clauses 26 and 31 of this Article, and the remaining part of My Dinh 1 and My Dinh 2 wards after the reorganization defined in Clause 25 of this Article into a new ward named Tu Liem ward.

36. To merge the entire natural area and population of Phuong Canh and Xuan Phuong wards, part of the natural area and population of Dai Mo and Tay Mo wards, part of the natural area of Van Canh commune, the remaining part of Minh Khai ward (Bac Tu Liem district) after the reorganization defined in Clauses 30, 33 and 34 of this Article, and the remaining part of Phuc Dien ward after the reorganization defined in Clause 31 of this Article into a new ward named Xuan Phuong ward.

37. To merge the entire natural area and population of Dai Mo ward, Duong Noi ward and An Khanh commune, and the remaining part of Tay Mo ward after the reorganization defined in Clause 36 of this Article into a new ward named Tay Mo ward.

38. To merge part of the natural area and population of Duong Noi, Dai Mo and Mo Lao wards, the remaining part of Me Tri ward after the reorganization defined in Clauses 27 and 35 of this Article, the remaining part of Nhan Chinh and Trung Hoa ward after the reorganization defined in Clauses 22 and 27 of this Article, the remaining part of Phu Do ward after the reorganization defined in Clause 35 of this Article, and the remaining part of Trung Van wards after the reorganization defined in Clause 22 of this Article into a new ward named Dai Mo ward.

39. To merge part of the natural area and population of Cu Khoi, Phuc Dong and Thach Ban wards, and Bat Trang commune, part of the natural area and the entire population of Long Bien ward, and part of the natural area of Bo De and Gia Thuy wards into a new ward named Long Bien ward.

40. To merge the entire natural area and population of Ngoc Lam ward, part of the natural area and population of Duc Giang, Gia Thuy and Thuong Thanh wards, part of the natural area of Phuc Dong ward, the remaining part of Ngoc Thuy ward after the reorganization defined in Clause 14 of this Article, the remaining part of Bo De ward after the reorganization defined in Clauses 14 and 39 of this Article, and the remaining part of Long Bien ward after the reorganization defined in Clause 39 of this Article into a new ward named Bo De ward.

 41. To merge part of the natural area and population of Giang Bien, Phuc Dong and Viet Hung wards, part of the natural area of Phuc Loi ward, the remaining part of Gia Thuy ward after the reorganization defined in Clauses 39 and 40 of this Article, and the remaining part of Duc Giang and Thuong Thanh wards after the reorganization defined in Clause 40 of this Article into a new ward named Viet Hung ward.

42. To merge part of the natural area and population of Thach Ban ward and Co Bi commune, the remaining part of Giang Bien, Viet Hung and Phuc Loi wards after the reorganization defined in Clause 41 of this Article, and the remaining part of Phuc Dong ward after the reorganization defined in Clauses 39, 40 and 41 of this Article into a new ward named Phuc Loi ward.

43. To merge the entire natural area and population of Phuc La and Van Phuc wards, part of the natural area and population of wards of Quang Trung (Ha Dong district), Dai Mo, Ha Cau, La Khe, Van Quan and Tan Trieu commune, and the remaining part of Mo Lao ward after the reorganization defined in Clause 38 of this Article into a new ward named Ha Dong ward.

44. To merge part of the natural area and population of Duong Noi, Phu La, Yen Nghia wards and La Phu commune, the remaining part of Dai Mo ward after the reorganization defined in Clauses 36, 37, 38 and 43 of this Article, and the remaining part of La Khe ward after the reorganization defined in Clause 43 of this Article into a new ward named Duong Noi ward.

45. To merge part of the natural area and population of Dong Mai ward, and the remaining part of Yen Nghia ward after the reorganization defined in Clause 44 of this Article into a new ward named Yen Nghia ward.

46. To merge the entire natural area and population of Phu Lam ward, and part of the natural area and population of Kien Hung and Phu Luong wards, Cu Khe and Huu Hoa communes into a new ward named Phu Luong ward.

47. To merge part of the natural area and population of Kien Hung and Phu Luong wards, the remaining part of Quang Trung ward (Ha Dong district) and Ha Cau ward after the reorganization defined in Clause 43 of this Article, and the remaining part of Phu La ward after the reorganization defined in Clause 44 of this Article into a new ward named Kien Hung ward.

48. To merge part of the natural area and population of Ta Thanh Oai commune, the remaining part of Dai Kim ward after the reorganization defined in Clauses 19, 20 and 23 of this Article, the remaining part of Thanh Xuan Bac ward after the reorganization defined in Clause 22 of this Article, the remaining part of Ha Dinh ward after the reorganization defined in Clause 23 of this Article, the remaining part of Van Quan ward after the reorganization defined in Clause 43 of this Article, the remaining part of Thanh Liet commune after the reorganization defined in Clauses 19 and 20 of this Article, and the remaining part of Tan Trieu commune after the reorganization defined in Clauses 19, 23 and 43 of this Article into a new ward named Thanh Liet ward.

49. To merge the entire natural area and population of Bien Giang ward, Chuc Son town, Dai Yen, Ngoc Hoa, Phung Chau, Tien Phuong and Thuy Huong communes, and the remaining part of Dong Mai ward after the reorganization defined in Clause 45 of this Article into a new ward named Chuong My ward.

50. To merge the entire natural area and population of Ngo Quyen, Phu Thinh, Vien Son wards and Duong Lam commune, and part of the natural area and population of Trung Hung ward, Son Loc ward and Thanh My commune into a new ward named Son Tay ward.

51. To merge the entire natural area and population of Xuan Khanh ward, Trung Son Tram ward and Xuan Son commune, and the remaining part of Trung Hung ward, Son Loc ward and Thanh My commune after the reorganization defined in Clause 50 of this Article into a new ward named Tung Thien ward.

52. To merge part of the natural area and population of Van Dien town, Ngu Hiep commune and Vinh Quynh commune, part of the natural area and the entire population of Yen My commune, part of the natural area of Duyen Ha commune, the remaining part of Tu Hiep commune after the reorganization defined in Clause 21 of this Article, and the remaining part of Yen So ward after the reorganization defined in Clause 15, 16 and 21 of this Article into a new commune named Thanh Tri commune.

53. To merge the remaining part of Tam Hiep commune (Thanh Tri district) after the reorganization defined in Clause 20 of this Article, the remaining part of Huu Hoa commune after the reorganization defined in Clause 46 of this Article, the remaining part of Kien Hung ward after the reorganization defined in Clauses 46 and 47 of this Article, the remaining part of Van Dien township after the reorganization defined in Clauses 20 and 52 of this Article, the remaining part of Ta Thanh Oai commune after the reorganization defined in Clause 48 of this Article, and the remaining part of Vinh Quynh commune after the reorganization defined in Clause 52 of this Article into a new commune named Dai Thanh commune.

54. To merge the entire natural area and population of Van Phuc commune, part of the natural area and population of Lien Ninh and Ninh So communes, part of the natural area and the entire population of Dong My commune, part of the natural area of Duyen Thai commune, and the remaining part of Ngu Hiep, Yen My and Duyen Ha communes after the reorganization defined in Clause 52 of this Article into a new commune named Nam Phu commune.

55. To merge the entire natural area and population of Ngoc Hoi commune, part of the natural area and population of Duyen Thai, Dai Ang and Khanh Ha communes, and the remaining part of Lien Ninh commune after the reorganization defined in Clause 54 of this Article into a new commune named Ngoc Hoi commune.

56. To merge the entire natural area and population of communes of Tan Minh (Thuong Tin district), Dung Tien, Quat Dong, Nghiem Xuyen and Nguyen Trai into a new commune named Thuong Phuc commune.

57. To merge the entire natural area and population of Thuong Tin township and communes of Tien Phong (Thuong Tin district), Hien Giang, Hoa Binh, Nhi Khe, Van Binh, Van Phu, and the remaining part of Dai Ang and Khanh Ha communes after the reorganization defined in Clause 55 of this Article into a new commune named Thuong Tin commune.

58. To merge the entire natural area and population of Chuong Duong, Le Loi, Thang Loi and Tu Nhien communes, and part of the natural area and population of To Hieu and Van Nhat communes into a new commune named Chuong Duong commune.

59. To merge the entire natural area and population of Ha Hoi, Hong Van, Lien Phuong and Van Tao communes, the remaining part of Duyen Thai commune after the reorganization defined in Clauses 54 and 55 of this Article, and the remaining part of Ninh So and Dong My communes after the reorganization defined in Clause 54 of this Article into a new commune named Hong Van commune.

60. To merge the entire natural area and population of Phu Minh town, Phu Xuyen town, and Hong Thai, Minh Cuong, Nam Phong, Nam Tien, Quang Ha and Van Tu communes, and the remaining part of To Hieu and Van Nhat communes after the reorganization defined in Clause 58 of this Article into a new commune named Phu Xuyen commune.

61. To merge the entire natural area and population of Hoang Long, Hong Minh, Phu Tuc, Van Hoang and Phuong Duc communes into a new commune named Phuong Duc commune.

62. To merge the entire natural area and population of communes of Tan Dan (Phu Xuyen district), Chau Can, Phu Yen, Van Tu and Chuyen My into a new commune named Chuyen My commune.

63. To merge the entire natural area and population of Bach Ha, Khai Thai, Minh Tan, Phuc Tien, Quang Lang, Tri Thuy and Dai Xuyen communes into a new commune named Dai Xuyen commune.

64. To merge the entire natural area and population of Kim Bai town, Do Dong, Kim An, Phuong Trung and Thanh Mai communes, and part of the natural area and population of Kim Thu commune into a new commune named Thanh Oai commune.

65. To merge the entire natural area and population of Bich Hoa, Binh Minh, Cao Vien and Thanh Cao communes, part of the natural area and population of Lam Dien commune, the remaining part of Cu Khe commune after the reorganization defined in Clause 46 of this Article, and the remaining part of Phu Luong ward after the reorganization defined in Clauses 46 and 47 of this Article into a new commune named Binh Minh commune.

66. To merge the entire natural area and population of My Hung, Thanh Thuy, Thanh Van and Tam Hung communes into a new commune named Tam Hung commune.

67. To merge the entire natural area and population of Cao Xuan Duong, Hong Duong, Lien Chau, Tan Uoc and Dan Hoa communes into a new commune named Dan Hoa commune.

68. To merge the entire natural area and population of Van Dinh township and Cao Son Tien, Phuong Tu and Tao Duong Van communes into a new commune named Van Dinh commune.

69. To merge the entire natural area and population of Hoa Vien, Lien Bat, Quang Phu Cau and Truong Thinh communes into a new commune named Ung Thien commune.

70. To merge the entire natural area and population of communes of Hoa Phu and Thai Hoa (Ung Hoa district), Binh Luu Quang and Phu Luu into a new commune named Hoa Xa commune.

71. To merge the entire natural area and population of Dai Cuong, Dai Hung, Dong Lo, Dong Tan, Kim Duong, Minh Duc, Tram Long and Trung Tu communes into a new commune named Ung Hoa commune.

72. To merge the entire natural area and population of Dai Nghia township, An Phu, Dai Hung, Hop Thanh and Phu Luu Te communes into a new commune named My Duc commune.

73. To merge the entire natural area and population of communes of Phung Xa (My Duc district), An My, Hop Tien, Le Thanh, Xuy Xa and Hong Son into a new commune named Hong Son commune.

74. To merge the entire natural area and population of My Xuyen, Phuc Lam, Thuong Lam and Tuy Lai communes, and part of the natural area and the entire population of Dong Tam commune into a new commune named Phuc Son commune.

75. To merge the entire natural area and population of An Tien, Hung Tien, Van Tin and Huong Son communes into a new commune named Huong Son commune.

77. To merge the entire natural area and population of Xuan Mai township, Nam Phuong Tien and Thuy Xuan Tien communes, and part of the natural area and population of Tan Tien commune into a new commune named Xuan Mai commune.

78. To merge the entire natural area and population of Hoang Van Thu, Huu Van, My Luong and Tran Phu communes, the remaining part of Dong Tam commune after the reorganization defined in Clause 74 of this Article, and the remaining part of Tan Tien commune after the reorganization defined in Clause 77 of this Article into a new commune named Tran Phu commune.

79. To merge the entire natural area and population of communes of Hoa Phu (Chuong My district), Dong Lac, Hong Phu, Thuong Vuc and Van Vo, and the remaining part of Kim Thu commune after the reorganization defined in Clause 64 of this Article into a new commune named Hoa Phu commune.

80. To merge the entire natural area and population of Hoang Dieu, Hop Dong, Quang Bi and Tot Dong communes, and the remaining part of Lam Dien commune after the reorganization defined in Clause 65 of this Article into a new commune named Quang Bi commune.

81. To merge the entire natural area and population of Minh Chau commune and part of the natural area of Tay Dang township and Chu Minh commune into a new commune named Minh Chau commune.

82. To merge the entire natural area and population of Cam Thuong, Dong Quang and Tien Phong communes, and part of the natural area and the entire population of Thuy An commune, and the remaining part of Tay Dang township and Chu Minh commune after the reorganization defined in Clause 81 of this Article into a new commune named Quang Oai commune.

83. To merge the entire natural area and population of communes of Thai Hoa and Phu Son (Ba Vi district), Dong Thai, Phu Chau and Vat Lai into a new commune named Vat Lai commune.

84. To merge the entire natural area and population of communes of Phu Cuong (Ba Vi district), Co Do, Phong Van, Phu Hong, Phu Dong and Van Thang into a new commune named Co Do commune.

85. To merge the entire natural area and population of Thuan My, Tong Bat and Son Da communes, and part of the natural area and population of Cam Linh and Minh Quang communes into a new commune named Bat Bat (Bất Bạt) commune.

86. To merge the entire natural area and population of Ba Trai and Tan Linh communes, the remaining part of Thuy An commune after the reorganization defined in Clause 82 of this Article, and the remaining part of Cam Linh commune after the reorganization defined in Clause 85 of this Article into a new commune named Suoi Hai commune.

87. To merge the entire natural area and population of Ba Vi and Khanh Thuong communes, and the remaining part of Minh Quang commune after the reorganization defined in Clause 85 of this Article into a new commune named Ba Vi commune.

88. To merge the entire natural area and population of Van Hoa and Yen Bai communes, and part of the natural area and population of Thach Hoa commune into a new commune named Yen Bai commune.

89. To merge the entire natural area and population of Kim Son and Son Dong communes, and part of the natural area and population of Co Dong commune into a new commune named Doai Phuong commune.

90. To merge the entire natural area and population of Phuc Tho township and communes of Long Thuong, Phuc Hoa, Phung Thuong, Tich Loc and Trach My Loc into a new commune named Phuc Tho commune.

91. To merge the entire natural area and population of Nam Ha, Sen Phuong, Van Phuc, Vong Xuyen and Xuan Dinh communes into a new commune named Phuc Loc commune.

92. To merge the entire natural area and population of communes of Tam Hiep (Phuc Tho district), Hiep Thuan, Lien Hiep, Ngoc Tao, Tam Thuan, Thanh Da and Hat Mon into a new commune named Hat Mon commune.

93. To merge the entire natural area and population of Lien Quan township, Cam Yen, Dai Dong, Kim Quan, Lai Thuong and Phu Kim communes into a new commune named Thanh That commune.

94. To merge the entire natural area and population of Can Kiem and Dong Truc communes, part of the natural area and population of Binh Yen, Ha Bang and Tan Xa communes, and part of the natural area of Phu Cat commune into a new commune named Ha Bang commune.

95. To merge the entire natural area and population of communes of Phung Xa (Thach That district), Huong Ngai, Lam Son and Thach Xa, part of the natural area and population of Quang Trung commune, and part of the natural area of Quoc Oai township, Ngoc Liep and Phuong Son communes into a new commune named Tay Phuong commune.

96. To merge the entire natural area and population of Tien Xuan and Thach Hoa communes, the remaining part of Co Dong commune after the reorganization defined in Clause 89 of this Article, and the remaining part of Binh Yen, Ha Bang and Tan Xa communes after the reorganization defined in Clause 94 of this Article into a new commune named Hoa Lac commune.

97. To merge the entire natural area and population of communes of Dong Xuan (Quoc Oai district), Yen Binh and Yen Trung, the remaining part of Tien Xuan commune after the reorganization defined in Clause 96 of this Article, and the remaining part of Thach Hoa commune after the reorganization defined in Clauses 88 and 96 of this Article into a new commune named Yen Xuan commune.

98. To merge the entire natural area and population of Thach Than and Sai Son communes, and part of the natural area of Ngoc My commune, and the remaining part of Quoc Oai township and Phuong Son commune after the reorganization defined in Clause 95 of this Article into a new commune named Quoc Oai commune.

99. To merge the entire natural area and population of Cong Hoa, Dong Quang and Hung Dao communes into a new commune named Hung Dao commune.

100. To merge the entire natural area and population of Can Huu, Liep Nghia and Tuyet Nghia communes, the remaining part of Ngoc Liep and Quang Trung communes after the reorganization defined in Clause 95 of this Article, and the remaining part of Ngoc My commune after the reorganization defined in Clause 98 of this Article into a new commune named Kieu Phu commune.

101. To merge the entire natural area and population of Dong Yen, Hoa Thach and Phu Man communes and the remaining part of Phu Cat commune after the reorganization defined in Clause 94 of this Article into a new commune named Phu Cat commune.

102. To merge the entire natural area and population of Tram Troi township, Di Trach, Duc Giang and Duc Thuong communes, and part of the natural area of Tay Tuu ward and Tan Lap commune, and the remaining part of Kim Chung commune (Hoai Duc district) after the reorganization defined in Clause 30 of this Article into a new commune named Hoai Duc commune.

103. To merge the entire natural area and population of Cat Que, Duong Lieu, Dac So, Minh Khai and Yen So communes into a new commune named Duong Hoa commune.

104. To merge the entire natural area and population of Lai Yen, Son Dong and Tien Yen communes, part of the natural area and population of An Khanh, Song Phuong and Van Con communes, part of the natural area of An Thuong commune, and the remaining part of Van Canh commune after the reorganization defined in Clause 36 of this Article into a new commune named Son Dong commune.

105. To merge the entire natural area and population of Dong La commune, the remaining part of Duong Noi ward after the reorganization defined in Clauses 37, 38 and 44 of this Article, the remaining part of An Khanh commune after the reorganization defined in Clauses 37 and 104 of this Article, the remaining part of La Phu commune after the reorganization defined in Clause 44 of this Article, and the remaining part of Song Phuong, Van Con and An Thuong communes after the reorganization defined in Clause 104 of this Article into a new commune named An Khanh commune.

106. To merge the entire natural area and population of Phung township and Dong Thap, Song Phuong, Thuong Mo and Dan Phuong communes into a new commune named Dan Phuong commune.

107. To merge the entire natural area and population of Ha Mo and Tan Hoi communes, part of the natural area and the entire population of communes of Lien Ha (Dan Phuong district), Hong Ha, Lien Hong and Lien Trung, part of the natural area of Van Khe commune, the remaining part of Tay Tuu ward after the reorganization defined in Clauses 30, 34 and 102 of this Article, and the remaining part of Tan Lap commune after the reorganization defined in Clause 102 of this Article into a new commune named O Dien commune.

108. To merge the entire natural area and population of Phuong Dinh commune, part of the natural area and the entire population of Trung Chau, Tho Xuan and Tho An communes, and part of the natural area of Hong Ha and Tien Thinh communes into a new commune named Lien Minh commune.

109. To merge the entire natural area and population of Duong Xa and Kieu Ky communes, part of the natural area and the entire population of Trau Quy township, part of the natural area and population of Thach Ban ward and communes of Phu Son (Gia Lam district), Co Bi and Da Ton, and part of the natural area of Bat Trang commune into a new commune named Gia Lam commune.

110. To merge the entire natural area and population of Duong Quang and Le Chi commune, part of the natural area and the entire population of Dang Xa commune, and the remaining part of Phu Son commune (Gia Lam district) after the reorganization defined in Clause 109 of this Article into a new commune named Thuan An commune.

111. To merge the entire natural area and population of Kim Duc commune, the remaining part of Cu Khoi ward after the reorganization defined in Clause 39 of this Article, the remaining part of Thach Ban ward after the reorganization defined in Clauses 39, 42 and 109 of this Article, the remaining part of Trau Quy township and Da Ton commune after the reorganization defined in Clause 109 of this Article, and the remaining part of Bat Trang commune after the reorganization defined in Clauses 39 and 109 of this Article into a new commune named Bat Trang commune.

112. To merge the entire natural area and population of Yen Vien township, Ninh Hiep, Phu Dong, Thien Duc, Yen Thuong and Yen Vien communes, the remaining part of Co Bi commune after the reorganization defined in Clauses 42 and 109 of this Article, and the remaining part of Dang Xa commune after the reorganization defined in Clause 110 of this Article into a new commune named Phu Dong commune.

113. To merge the entire natural area and population of Thuy Lam and Van Ha communes, part of the natural area and the entire population of Xuan Non commune, and part of the natural area and population of Dong Anh township and communes of Lien Ha (Dong Anh district), Duc Tu, Nguyen Khe, Uy No and Viet Hung into a new commune named Thu Lam commune.

114. To merge the entire natural area and population of Co Loa, Dong Hoi and Mai Lam communes, part of the natural area and population of Dong Anh township and Tam Xa, Tien Duong, Vinh Ngoc and Xuan Canh communes, and the remaining part of Lien Ha (Dong Anh district), Duc Tu, Uy No and Viet Hung communes after the reorganization defined in Clause 113 of this Article into a new commune named Dong Anh commune.

115. To merge the entire natural area and population of Bac Hong, Nam Hong and Van Noi communes, part of the natural area of Vinh Ngoc commune, the remaining part of Nguyen Khe and Xuan Non communes after the reorganization defined in Clause 113 of this Article, the remaining part of Tien Duong commune after the reorganization defined in Clause 114 of this Article, and the remaining part of Dong Anh township after the reorganization defined in Clauses 113 and 114 of this Article into a new commune named Phuc Thinh commune.

116. To merge the entire natural area and population of Vong La commune, part of the natural area and the entire population of Kim Chung (Dong Anh district), Dai Mach and Kim No communes, and part of the natural area of Tien Phong commune (Me Linh district) and Hai Boi commune into a new commune named Thien Loc commune.

117. To merge the remaining part of Tam Xa and Xuan Canh communes after the reorganization defined in Clause 114 of this Article, the remaining part of Vinh Ngoc commune after the reorganization defined in Clauses 114 and 115 of this Article, and the remaining part of communes of Kim Chung (Dong Anh district), Hai Boi and Kim No after the reorganization defined in Clause 116 of this Article into a new commune named Vinh Thanh commune.

118. To merge the entire natural area and population of Trang Viet commune, part of the natural area and population of communes of Tien Phong (Me Linh district), Van Khe and Me Linh, part of the natural area of Dai Thinh and Hong Ha communes, the remaining part of communes of Lien Ha (Dan Phuong district), Lien Hong and Lien Trung after the reorganization defined in Clause 107 of this Article, and the remaining part of Dai Mach commune after the reorganization defined in Clause 116 of this Article into a new commune named Me Linh commune.

119. To merge the entire natural area and population of Chu Phan, Hoang Kim and Lien Mac communes, part of the natural area and population of Thach Da commune, part of the natural area of Van Khe commune, the remaining part of Tien Thinh, Trung Chau, Tho Xuan and Tho An communes after the reorganization defined in Clause 108 of this Article, and the remaining part of Hong Ha commune after the reorganization defined in Clauses 107, 108 and 118 of this Article into a new commune named Yen Lang commune.

120. To merge the entire natural area and population of Tam Dong, Tien Thang and Tu Lap communes, part of the natural area and population of Dai Thinh, Kim Hoa and Thanh Lam communes, the remaining part of Van Khe commune after the reorganization defined in Clauses 107, 118 and 119 of this Article, and the remaining part of Thach Da commune after the reorganization defined in Clause 119 of this Article into a new commune named Tien Thang commune.

121. To merge the entire natural area and population of Chi Dong and Quang Minh townships, the remaining part of Me Linh commune after the reorganization defined in Clause 118 of this Article, the remaining part of Tien Phong commune (Me Linh district) after the reorganization defined in Clauses 116 and 118 of this Article, the remaining part of Dai Thinh commune after the reorganization defined in Clauses 118 and 120 of this Article, and the remaining part of Kim Hoa and Thanh Lam communes after the reorganization defined in Clause 120 of this Article into a new commune named Quang Minh commune.

122. To merge the entire natural area and population of Soc Son township, communes of Tan Minh and Dong Xuan (Soc Son district), Phu Lo, Phu Linh and Tien Duoc communes, part of the natural area and the entire population of Mai Dinh commune, and part of the natural area of Phu Minh and Quang Tien communes into a new commune named Soc Son commune.

123. To merge the entire natural area and population of Bac Phu, Duc Hoa, Kim Lu, Tan Hung, Viet Long, Xuan Giang and Xuan Thu communes into a new commune named Da Phuc commune.

124. To merge the entire natural area and population of communes of Phu Cuong (Soc Son district), Hien Ninh and Thanh Xuan, and the remaining part of Mai Dinh, Phu Minh and Quang Tien communes after the reorganization defined in Clause 122 of this Article into a new commune named Noi Bai commune.

125. To merge the entire natural area and population of Bac Son, Hong Ky, Nam Son and Trung Gia communes into a new commune named Trung Gia commune.

126. To merge the entire natural area and population of communes of Tan Dan (Soc Son district), Minh Phu and Minh Tri into a new commune named Kim Anh commune.

127. After the reorganization, Hanoi has 126 commune-level administrative divisions, including 51 wards and 75 communes.

Article 2. Effect

1. This Resolution takes effect on the date of its approval.

2. Competent authorities shall expeditiously carry out the necessary preparations to ensure that the local governments of the commune-level administrative divisions formed after the reorganization, as prescribed in Article 1 of this Resolution, officially commence operations from July 01, 2025.

3. The local governments of the commune-level administrative divisions prior to the reorganization shall continue to operate until the local governments in the commune-level administrative divisions formed after the reorganization officially commence operations.

Article 3. Organization of implementation

1. The Government, the People's Council and People's Committee of Hanoi, local governments of the administrative divisions related to the reorganization and other relevant agencies and organizations shall organize the implementation of this Resolution; arrange and stabilize the apparatus of local agencies and organizations; stabilize the lives of local people, and ensuring requirements of socio-economic development, national defense, and security in the localities.

2. The Government shall, based on this Resolution and Scheme No. 369/DA-CP dated May 9, 2025 of the Government, to accurately determine the natural areas of commune-level administrative divisions and publicly announce such information before September 30, 2025. Concurrently, it must urgently deploy surveying efforts to define the boundaries of administrative divisions on the ground to establish administrative boundary dossiers according to regulations.

3. The Ethnic Council, the National Assembly’s Committees, National Assembly deputies’ delegations and National Assembly deputies of Hanoi shall, within the scope of their duties and powers, be responsible for supervising the implementation of this Resolution.
