On continuing to control people entering and leaving Ho Chi Minh City and Binh Duong, Dong Nai, and Long An provinces

THE PRIME MINISTER notifies:
- People’s Committees of Ho Chi Minh City, and Binh Duong, Dong Nai, and Long An provinces;
- People's Committees of provinces and centrally-run cities;
- Special working group of the Government in charge of COVID-19 prevention and control.
With the coordination, support, and reinforcement of the central and local forces, Ho Chi Minh City and Binh Duong, Dong Nai, and Long An provinces (hereinafter referred to as the "Region") have made great efforts and gradually control the pandemic. Many necessary adjustments have been implemented to restore production and business, gradually bringing people's lives to the new normal in a safe and certain way.
Currently, the need for the movement of citizens within the "Region" and between other provinces and cities is huge and justifiable. The pandemic in the "Region" is gradually put under control, but it remains complicated because the disease has spread deeply in the community. On the other hand, although citizens in the "Region" have been given priority to get the first dose of the COVID-19 vaccine, they can still be infected with the virus and transmit it to others while the vaccine coverage in other localities is still low. If the pandemic spreads, it will overload the health system, seriously affecting people's lives and health.
Therefore, the Prime Minister requests as follows:
To continue to strictly control people entering and leaving the "Region". The transportation of people in or out of the "Region" must be organized safely and carefully as agreed by authorities of provinces and cities in the “Region” and other provinces and cities. Authorities of Ho Chi Minh City, Binh Duong, Dong Nai, and Long An provinces shall take responsibility to the Prime Minister for any case of leaving their localities to other provinces and cities outside the “Region” without permission.
Other provinces and cities shall continue to closely and effectively coordinate with provinces and cities in the “Region” in propagandizing, mobilizing, and providing necessary support to encourage the people not to move to their hometowns without permission. To coordinate to transport workers and employees who had moved to their hometowns to return to provinces and cities in the "Region" to restore production and business.
Provinces and cities in the “Region" shall reach an agreement on the plan on managing the citizens' movements within the "Region" to facilitate safe production and business restoration.
The Ministry of Public Security, the Ministry of National Defence, the Ministry of Transport, and the Ministry of Health shall direct to strengthen checkpoints at gateways in and out the “Region” to ensure safety and order.
The special working group of the Government shall implement the COVID-19 prevention and control; coordinate with the Ministry of Health in monitoring and urging the implementation, and timely report to the Prime Minister for directions./.
