In the implementation of the directions in the Government Office’s Official Dispatch No. 1606/VPCP-QHQT dated March 15, 2022, regarding the negotiation on mutual recognition of vaccine passports with other countries/territories, the Ministry of Foreign Affairs notifies as follows:
1. To officially recognize on the principle of reciprocity of the COVID-19 vaccination certificate/certificate of recovery from COVID-19 (hereinafter referred to as the vaccine passport) with the following countries: The United States of America, the United Kingdom of Great Britain and Northern Ireland, Japan, Australia, the Republic of Belarus, the Republic of India, the Republic of the Philippines, the Republic of Maldives, the State of Palestine, the Republic of Turkey, Arab Republic of Egypt, the Democratic Socialist Republic of Sri Lanka, New Zealand, the Republic of Singapore, the Republic of Saint Lucia and Korea. Requirements and vaccine passport templates to be recognized are provided in the Appendix hereto.
Holders of vaccine passports of these countries and Vietnam shall be entitled to the same medical measures as those applicable to local vaccinated people. This recognition means the exemption from consular certification/legalization procedures when using this document in the arriving country.
2. The Ministry of Foreign Affairs shall post information about the list of countries/territories, enclosed with requirements and recognized vaccine passport templates on its e-portal (https://mofa.gov.vn/vi/) and the consular information portal (https://lanhsuvietnam.gov.vn) for monitoring and searching by agencies.
3. Vaccine passports of countries and territories, whose official templates have been introduced to the Ministry of Foreign Affairs of Vietnam, shall continue to comply with temporary measures as notified by the Consular Department under the Ministry of Foreign Affairs, in the direction of allowing vaccinated people to directly bring such papers to Vietnam, and Vietnamese functional agencies shall check and compare with the officially introduced templates. The Ministry of Foreign Affairs shall inform any adjustment to the above-mentioned temporary measures in the coming time (if any).
The Ministry of Foreign Affairs hereby informs agencies for implementation./.

GUIDANCE
On recognition and use of vaccine passports owned by foreigners entering Vietnam
(Attached to the Official Dispatch No. 967/BNG-LS dated March 17, 2022)
1. Vaccine passport means a COVID-19 vaccination certificate or/and a certificate of recovery from COVID-19. A vaccine passport is used as proof of a person’s vaccination and recovery history and does not replace other immigration papers (such as passports, visas, international travel documents, laissez-passers, temporary and permanent residence cards, and certificates of visa exemption, etc.).
2. A foreign vaccine passport shall be considered valid and can be used directly in the territory of Vietnam if it is officially or temporarily recognized according to the following list:

2.2. The list of temporarily recognized vaccine passports (the list of templates of vaccination certificate/certificate of recovery from COVID-19 that have been officially introduced to the Ministry of Foreign Affairs of Vietnam) are published on the Consular Department’s website according to the following link: https://lanhsuvietnam.gov.vn —> Legal document system —> Legal documents of Vietnam —> Templates of vaccination certificate, certificate of recovery from COVID-19 of foreign countries). For proper implementation, please actively and regularly update these lists.
3. People entering Vietnam, who hold vaccine passports of countries/territories other than those specified in the list of officially recognized vaccine passports as well as the list of temporarily recognized vaccine passports mentioned at Point 2, must carry out consular certification/legalization procedures at the overseas Vietnamese representative missions./.
