SUMMARY

All people returning from HCM City must be tested for SARS-CoV-2

The remarkable content is defined in the Official Dispatch No. 8399/BYT-MT dated October 06, 2021 of the Ministry of Health on applying COVID-19 pandemic prevention and control measures for people returning from Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces.

Specifically, the People's Committees of provinces and cities receiving people returning from Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces must organize RT-PCR tests or rapid antigen tests of SARS-CoV-2 for all people returning from Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces at the day of receiving them.

Additionally, unvaccinated people shall be quarantined for 14 days from the date of return to the localities; continue to self-monitor their health status for the next 14 days, always comply with the 5K Messages; be tested on the first, seventh, and fourteenth days from the date of return to the localities.

For people not fully vaccinated against COVID-19, be quarantined at home or accommodations for 07 days from the date of return to the localities; continue to self-monitor their health status for the next 07 days, always comply with the 5K Messages; be tested on the first and seventh days from the date of return to the localities are required.

To: People's Committees of provinces and centrally-run cities.

 

Currently, the COVID-19 pandemic in Ho Chi Minh City and southern provinces is gradually put under control, but the risk of the pandemic’s complicated development still exists; implementing the Official Telegram No. 1265/CD-TTg dated September 30, 2021 of the Prime Minister on continuing to control people entering and leaving Ho Chi Minh City and Binh Duong, Dong Nai, and Long An provinces; and apart from implementing the Official Dispatch No. 6386/BYT-MT dated August 06, 2021 of the Ministry of Health on applying COVID-19 prevention and control measures for people returning from pandemic-hit areas; the Official Dispatch No. 8318/BYT-DP dated October 03, 2021 of the Ministry of Health on applying testing and quarantine measures for COVID-19 prevention and control for people moving among at-risk areas; the Ministry of Health (the standing agency of the National Steering Committee for COVID-19 Prevention and Control) requests People's Committees of Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces and People's Committees of provinces and centrally-run cities to urgently direct and implement the following contents:

1. People's Committees of Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces shall closely coordinate with the People's Committees of other provinces and cities in organizing the transportation of people, reaching an agreement on a testing plan for citizens, ensuring the attentiveness, safety and meeting the requirements of COVID-19 pandemic prevention and control in accordance with regulations.

2. The People's Committees of provinces and cities receiving people returning from Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces shall direct the quarantine and testing for citizens as follows:

2.1. Organize RT-PCR tests or rapid antigen tests of SARS-CoV-2 for all people returning from Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces at the day of receiving them and according to Section 2.3 of this Official Dispatch. If their SARS-CoV-2 test results are positive, to handle according to regulations.

2.2. Direct provincial Departments of Health, district-level and commune-level People’s Committees the following contents:

a) Commune-level People's Committees shall organize the reception, management, monitoring, inspection and supervision of people who are being in quarantine and self-monitoring their health status at home or accommodations in the localities.

b) Based on the localities’ conditions, provincial Departments of Health shall direct the management of confirmed cases at home in accordance with the Decision No. 4038/QD-BYT dated August 21, 2021 of the Ministry of Health and the establishment of mobile health stations to ensure health care and pandemic prevention and control for citizens according to the Decision No. 4042/QD-BYT dated August 21, 2021 of the Ministry of Health.

2.3. Direct the application of quarantine for people returning from Ho Chi Minh City, Binh Duong, Dong Nai and Long An provinces as follows:

a) People who are fully vaccinated against COVID-19 (having a green card shown on the electronic health record or a certificate of having received full doses of COVID-19 vaccine issued by the competent authority), or people who have recovered from COVID-19 no more than 6 months up to the time of return to the locality (possessing a hospital discharge paper or certificate of recovery from COVID-19): They shall self-monitor their health status at home or accommodations within 07 days from the date of return to the localities, always comply with the 5K Messages; be tested on the first day; and notify health agencies for monitoring and handling as prescribed upon showing any abnormal signs such as cough, fever, dyspnoea, sore throat, loss of taste.

b) People not fully vaccinated against COVID-19 (possessing a yellow card shown on the electronic health record or a certificate of having received a dose of COVID-19 vaccine issued by the competent authority): They shall be quarantined at home or accommodations for 07 days from the date of return to the localities; continue to self-monitor their health status for the next 07 days, always comply with the 5K Messages; be tested on the first and seventh days from the date of return to the localities.

c) Unvaccinated people:

They shall be quarantined for 14 days from the date of return to the localities; continue to self-monitor their health status for the next 14 days, always comply with the 5K Messages; be tested on the first, seventh, and fourteenth days from the date of return to the localities.

d) For those who have been vaccinated against COVID-19 or have recovered from COVID-19 in other countries, the inspection and recognition of vaccination certificates and certificates of recovery from COVID-19 or other equivalent papers issued by foreign agencies shall comply with the Ministry of Foreign Affairs’ instructions.

3. Based on pandemic development and actual conditions of the localities, provincial-level People's Committees shall direct the implementation of the above contents, ensuring pandemic prevention and control requirements, creating favorable conditions for citizens, avoiding imposing the pressure, overload and risk of cross-infection in concentrated quarantine establishments.
