SUMMARY

People from other localities to Hanoi are not required to present SARS-CoV-2 test results

This noticeable content is prescribed in the interim guidance on measures applied for those from other localities to Hanoi provided in the Official Dispatch No. 17403/SYT-NVY dated October 21, 2021 of Hanoi Department of Health.

In accordance with this interim guidance, people from other localities to Hanoi shall be not required to present results of the test for SARS-CoV-2. Specifically, not indicate testing for the citizens’ movements; testing is only required for those who come from level-4 pandemic risk areas or blockage areas and suspected cases or those who come from level-3 pandemic risk areas and are subject to epidemiological investigation requirement.

People from localities with the pandemic at very high risk (level 4 - labeled red) or blockade areas who are fully vaccinated against COVID-19 with a green card shown on the electronic health record or a certificate of having received full doses of COVID-19 vaccine issued by the competent authority after at least 14 days from the date of receiving the last dose, or people who have recovered from COVID-19 no more than 06 months up to the time of arrival to Hanoi (possessing a hospital discharge paper or certificate of recovery from COVID-19) shall self-monitor their health status at home or accommodations within 07 days and be tested by RT-PCR method once on the first day upon arrival to Hanoi.

People from localities with the pandemic at medium risk (level 2 - labeled yellow), who are fully vaccinated against COVID-19 with a green card shown on the electronic health record or a certificate of having received full doses of COVID-19 vaccine issued by the competent authority after at least 14 days from the date of receiving the last dose, or people who have recovered from COVID-19 no more than 06 months up to the time of arrival to Hanoi (possessing a hospital discharge paper or certificate of recovery from COVID-19 shall not be subject to quarantine or testing.

On interim guidance on measures applied for those from other localities to Hanoi

Hanoi, October 21, 2021

 

To:

- Hanoi Center for Disease Control;

- Public and non-public medical examination and treatment establishments;

- Health centers of districts, towns.

 

Implementing the Resolution No. 128/NQ-CP dated October 11, 2021 of the Government; Decision No. 4800/QD-BYT dated October 12, 2021 of the Ministry of Health; Directive No. 08-CT/TU dated October 14, 2021 of the Standing Committee of the City Party Committee on strengthening the leadership and direction of implementation of “safe and flexible adaptation and effective control over the COVID-19 pandemic in Hanoi” in Hanoi; and the Official Telegram No. 22/CD-UBND dated October 20, 2021 of the City People's Committee on implementation of temporary measures for “safe and flexible adaptation and effective control over the COVID-19 pandemic in the province” in the City. The Department of Health requires the implementation as follows:

1. For people from other localities to Hanoi

1.1. People from other localities to Hanoi shall be not required to present results of the test for SARS-CoV-2.

Not indicate testing for the citizens’ movements; testing is only required for those who come from level-4 pandemic risk areas or blockage areas and suspected cases or those who come from level-3 pandemic risk areas and are subject to epidemiological investigation requirement.

1.2. Adjustment of the monitoring/quarantine applied to people from other localities to Hanoi:

1.2.1. For people from provinces and centrally-run cities, from localities with the pandemic at very high risk (level 4 - labeled red) or blockade areas, the following regulations must be applied:

a) For people who are fully vaccinated against COVID-19 with a green card shown on the electronic health record or a certificate of having received full doses of COVID-19 vaccine issued by the competent authority after at least 14 days from the date of receiving the last dose, or people who have recovered from COVID-19 no more than 06 months up to the time of arrival to Hanoi (possessing a hospital discharge paper or certificate of recovery from COVID-19): They shall self-monitor their health status at home or accommodations within 07 days and be tested by RT-PCR method once on the first day upon arrival to Hanoi.

b) For people not fully vaccinated against COVID-19 (possessing a yellow card shown on the electronic health record or a certificate of having received a dose of COVID-19 vaccine issued by the competent authority): They shall be quarantined at home or accommodations for 07 days, continue to self-monitor their health status at home or accommodations for the next 07 days and always comply with the 5K Messages; they shall be tested by RT-PCR method twice on the first and the seventh days from the date of arrival to Hanoi.

c) For unvaccinated people: They shall be quarantined at home or accommodations for 14 days from the date of arrival to Hanoi, continue to self-monitor their health status for the next 14 days; they shall be tested for SAR-COV-2 by RT-PCR method three times, on the first, seventh, and fourteenth days from the date of arrival to Hanoi.

Immediately upon arrival to Hanoi, all the above-mentioned people must make health declaration, notify and make commitment to the local authority; during the period of home quarantine and self-monitoring of health status, they must always comply with the 5K Messages; and promptly notify local health agencies for taking samples for testing and carrying out pandemic prevention and control measures when showing any suspected symptoms such as  cough, fever, sore throat, loss or reduction of taste, smell, etc.

1.2.2. For people from provinces and centrally-run cities, from localities with the pandemic at high risk (level 3 - labeled orange), the following regulations must be applied:

a) For people who are fully vaccinated against COVID-19 with a green card shown on the electronic health record or a certificate of having received full doses of COVID-19 vaccine issued by the competent authority after at least 14 days from the date of receiving the last dose, or people who have recovered from COVID-19 no more than 06 months up to the time of arrival to Hanoi (possessing a hospital discharge paper or certificate of recovery from COVID-19): They shall self-monitor their health status at home or accommodations within 07 days from the date of arrival to Hanoi.

b) For people not fully vaccinated against COVID-19 or unvaccinated people: They shall self-monitor their health status at home or accommodations within 14 days.

Immediately upon arrival to Hanoi, all the above-mentioned people must make health declaration, notify and make commitment to the local authority that during the period of self-monitoring of health status, they must always comply with the 5K Messages; and promptly notify local health agencies for taking samples for testing and carrying out pandemic prevention and control measures when showing any suspected symptoms such as cough, fever, sore throat, loss or reduction of taste, smell, etc.

Testing is required for suspected cases or those who come from level-3 pandemic risk areas and are subject to epidemiological investigation requirement.

1.23. For people from provinces and centrally-run cities, from localities with the pandemic at medium risk (level 2 - labeled yellow), the following regulations must be applied:

a) For people who are fully vaccinated against COVID-19 with a green card shown on the electronic health record or a certificate of having received full doses of COVID-19 vaccine issued by the competent authority after at least 14 days from the date of receiving the last dose, or people who have recovered from COVID-19 no more than 06 months up to the time of arrival to Hanoi (possessing a hospital discharge paper or certificate of recovery from COVID-19): They must not be quarantined or tested.

b) For unvaccinated people or people not fully vaccinated against COVID-19: They shall self-monitor their health status within 14 days.

Immediately upon arrival to Hanoi, all the above-mentioned people must make health declaration, notify and make commitment to the local authority; during the period of self-monitoring of health status, they must always comply with the 5K Messages; and promptly notify local health agencies for taking samples for testing and carrying out pandemic prevention and control measures when showing any suspected symptoms such as cough, fever, sore throat, loss or reduction of taste, smell, etc.

1.2.4. For people from provinces and centrally-run cities, from localities with the pandemic at low risk (level 1 - labeled green), the following regulations must be applied:

a) For people who are fully vaccinated against COVID-19 with a green card shown on the electronic health record or a certificate of having received full doses of COVID-19 vaccine issued by the competent authority after at least 14 days from the date of receiving the last dose, or people who have recovered from COVID-19 no more than 06 months up to the time of arrival to Hanoi (possessing a hospital discharge paper or certificate of recovery from COVID-19): They must not be quarantined or tested.

b) For unvaccinated people or people not fully vaccinated against COVID-19: They shall self-monitor their health status within 07 days.

Immediately upon arrival to Hanoi, all the above-mentioned people must make health declaration, notify and make commitment to the local authority; during the period of self-monitoring of health status, they must always comply with the 5K Messages; and promptly notify local health agencies for taking samples for testing and carrying out pandemic prevention and control measures when showing any suspected symptoms such as cough, fever, sore throat, loss or reduction of taste, smell, etc.

2. People moving through Hanoi

They must not be quarantined and tested; upon moving through Hanoi, they must fully comply with regulations on pandemic prevention and control as guided by the Ministry of Health, the Ministry of Transport and must not stop in the City, except for force majeure.

3. Task assignment

3.1. Hanoi Center for Disease Control.

Give professional guidance to units and localities in the City to apply and implement measures for medical monitoring, pandemic prevention and control for people from pandemic-hit areas and other localities to Hanoi.

3.2. Public and non-public medical examination and treatment establishments.

To strengthen the work of safe hospitals and safe clinics for COVID-19 prevention and control in accordance with the guidance of the Ministry of Health; pay attention to those from other localities to Hanoi for medical examination and treatment in order to implement pandemic prevention and control measures according to regulations.

3.3. Health centers of districts, towns.

- To direct health stations of communes, wards and townships to advise People's Committees of communes, wards and townships to strictly manage those from pandemic-hit areas, take samples for testing, quarantine them and monitor their health according to regulations of the Ministry of Health.

- To organize the vaccination against COVID-19 for people from other localities to Hanoi in case they have not been vaccinated; or have received the first dose and eligible to get the second dose.

People's Committees of districts, towns are required to: Direct Health Centers, Health Divisions, People's Committees of communes, wards, townships and relevant units to perform testing, quarantine, management, strict supervision, medical monitoring and implementation of pandemic prevention and control measures for people from pandemic-hit areas and other localities to Hanoi according to the above guidance.

The Department of Health requests units to coordinate in the implementation of this Official Dispatch./.
