Ref: Making public the national e-database of administrative procedures and organizing the review of administrative procedures at ministries, sectors, localities
Hanoi, June 30, 2009
 

 To:
- Ministers, Heads of Ministerial level agencies;
- Chairmen of People’s Committees of provinces and cities under central management;
- General Directors of agencies: Vietnam Bank for Social Policies; Vietnam Development Bank, Vietnam Social Insurance;
-Director of the Prime Minister’s Administrative Procedure Special Task Force
 
To make public on internet the national e-database of administrative procedures Implemented at 4 governmental levels (ministry, province, district, and commune) in September 2009 and make good preparation for conducting the administrative procedure review phase of Project 30, the Prime Minister requests:
1. Ministers, Heads of Ministerial level agencies, General Directors of agencies: Vietnam Bank for Social Policies; Vietnam Development Bank; Vietnam Social Insurance to issue a decision on making public the set of administrative procedures within their management functions in accordance with requirements and guidelines of the Special Task Force before August 15, 2009.
2. People’s Committees of provinces and cities under central management to issue a decision on making public the set of administrative procedures within settling authority of departments, branches, sectors in accordance with requirements and guidelines of the Special Task Force before August 20, 2009.
3. Ministers, Heads of Ministerial level agencies, General Directors of the three agencies, Chairmen of People’s Committees of provinces and cities under central management to take responsibility to frequently and timely update administrative procedures that have not been inventoried, have just been issued, revised, and added into the announced set of administrative procedures or eliminate, replace the revised, revoked and canceled administrative procedures in order to update into the national e-database of administrative procedures.
4. Ministers, Heads of Ministerial level agencies, Chairmen of provinces, cities under central management, General Directors of agencies: Vietnam Bank for Social Policies; Vietnam Development Bank; Vietnam Social Insurance:
- To arrange sufficient full-time staffs working at Project 30’s Task Forces at ministries, sectors, localities (excluding Task Forces of ministries of National Defense, Foreign Affairs, Inspection, Ethnic Committee) to ensure that each Task Force has 5 full-time staffs at minimum working at the Task Force office till the Project is completed. These staffs only implement tasks assigned by Director of the Task Force.
- To direct directors of Task Forces of ministries, sectors and localities to fully participate in trainings on reviews of administrative procedures organized by the Special Task Force in July 2009. Organize the trainings on reviews of administrative procedures for agencies, units responsible for reviewing administrative procedures and complete preparation works for the review phase before August 31, 2009. Heads of these agencies are requested to full participate in trainings organized by Task Forces of ministries, sectors, localities.
- To organize the reviews and request all agencies, bureaus and attached units (for ministries, ministerial level agencies) and departments, braches, sectors, people’s committees of district and commune levels selected for reviews (for provincial people’s committees) to review inventoried administrative procedures within their authority and submit review results to the Task Force of the agency in charge before November 30, 2009.
- To direct Task Forces of ministries, sectors and localities to summarize review results of attached units for studying, analyzing and consulting stakeholders; develop options for administrative procedure simplification and submit to heads of ministries, sectors, localities for approval; complete reports of review results of ministries, sectors, localities and solutions for revision and supplement to submit to Ministers, Heads of Ministerial level agencies, Chairmen of the provincial People’s Committees, General Directors of 3 agencies for signatures and forward this report of review results to the Special Task Force before February 28, 2010.
- Organize the implementation of solutions to the administrative procedure simplification approved by the Government and the Prime Minister before December 31, 2010.
5. To assign the Prime Minister’s Administrative Procedure Special Task Force to take lead and coordinate with the Advisory Council for Administrative Procedure Reform to select for reviewing administrative procedures within the decision authority of the Government, the Prime Minister, ministries, sectors and localities which are causing troubles for citizens and businesses; to work directly with relevant ministries, sectors, localities to supervise and provide them guidance for the implementation.
6. To assign provinces, cities of Hà Nội, Cần Thơ, Hải Phòng, Hồ Chí Minh, Thanh Hóa, Bà Rịa - Vũng Tàu and relevant ministries, sectors to conduct quick reviews of selective administrative procedures in accordance with requirements and guidelines by the Special Task Force; submit the report of review results to the Special Task Force for synthesizing, and submit to the Government solutions to administrative procedures simplification.
7. Ministers, Heads of Ministerial agencies having their administrative procedures in the list of administrative procedures prioritized for reviews, Chairmen of people’s committees of provinces, cities of Hà Nội, Cần Thơ, Hải Phòng, Hồ Chí Minh, Bà Rịa - Vũng Tàu, Thanh Hóa to take responsibility to the Prime Minister on the progress and quality of reviews of administrative procedures in this prioritized list.
