On the conclusion of the Prime Minister Nguyen Xuan Phuc in the meeting of the Standing Government on COVID-19 Prevention and Control

On May 15, the Prime Minister Nguyen Xuan Phuc presides over in the meeting of the Standing Government on COVID-19 Prevention and Control. Present at the meeting are the Deputy Ministers: Truong Hoa Binh, Pham Binh Minh, Vu Duc Dam, Trinh Dinh Dung, the Minister and Chairman of the Government Office Mai Tien Dung, the Minister of Information and Communications Nguyen Manh Hung, the Deputy Chief of the Office of Communist Party of Vietnam Central Committee Nguyen Dac Vinh, representatives of the National Assembly Committee for Culture, Education, Youth, Adolescents and Children, Central Propaganda Department, People’s Committee of Hanoi, People’s Committee of Ho Chi Minh City and members of the National Steering Committee for COVID-19 Prevention and Control.

After listening to the reports from the National Steering Committee for COVID-19 Prevention and Control, opinions of Deputy Ministers and attendances of the meeting, the Prime Minister gives the direction as follows:

1. At a recent time, all levels, branches and localities have made efforts to implement the COVID-19 pandemic prevention and control measures, at the same time restoring socio-economic activities, ensuring social security and have achieved important initial steps in implementing the dual goals set by the Government. Up to now, the country has no infected cases in the community, Vietnam has well controlled the pandemic; at the same time, it has actively implemented measures to boost production and business, disburse public investment capital, promote import and export, and gradually restore socio-economic activities.

The Prime Minister highly appreciated all levels, branches and localities, especially health sector which has effectively controlled the pandemic; defense forces have effectively carried out the concentrated isolation measure for cases of entry, prevent from infecting in the community; education has well organized for students going back to school to ensure safety, etc.

2. To continue to mobilize the power of the entire political system, promote the spirit of solidarity, determination to make efforts to overcome difficulties and innovate to successfully accomplish the dual goals while boosting socio-economic development and effectively preventing the pandemic in the new normal condition, ensuring the peace for the people.

3. Health forces, the army, the police and authorities at all levels shall not be subjective, neglecting in the prevention and control of pandemic, especially in key areas, large and densely populated cities; make sure to be ready to respond to any pandemic situation, prevent the pandemic outbreaks.

4. To continue to prevent the external transmission sources, not yet open for international tourism.

The army, police and health sectors shall continue to strictly control people who enter Vietnam, to strictly carry out the concentrated isolation, avoiding infection in the community. For cases of being investors, technical experts, workers with high skills, business managers, civil servants on duty and foreign students studying in Vietnam, such people shall be facilitated for their entry but must carry out the appropriate isolation measures. To continue closely control people on trails and openings on road border routes.

5. The Ministry of Foreign Affairs recommends that Vietnamese living abroad not return home and take measures to prevent and control pandemic provided by the host countries. The Ministry of Foreign Affairs shall only consider returning home for special cases such as students under 18 years of age, people going to medical examination and treatment, tourism, visiting relatives, expired business; announce the criteria for returning home and assume the prime responsibility for organizing the return of Vietnamese citizens on an appropriate, open and transparent roadmap.

6. The health sector, especially public health and functional authorities shall continue to maintain on-the-duty teams, respond quickly and promptly handle arising issues; promote the application of technological tools for prevention and control of pandemic such as Bluezone and nCoV, etc.; continue to speed up research on treatment drugs, preventive vaccines, complete the COVID-19 treatment regimen, and prepare people s health records.

The Ministry of Health shall research and request for the announcement of the pandemic termination and the Strategy for preventing and control the COVID-19 pandemic for the new and long-term period, ensuring health efficiency and economic sustainability.

7. Strictly handling cases of spreading false information related to the pandemic prevention and control.

8. The ministries, agencies and localities shall strictly implement the safety measures to ensure the pandemic prevention and controls in production and business activities, pay high attention to well manage and facilitate while ensure the strictly implementation of medical quarantine to experts, high performance workers and managers allowed to entry.

9. The ministries, agencies and localities shall promptly implement the package of social welfare, ensure the accurate subject, prevent drainage and benefit seeking from policy; reward the good experiments who give up their potion for more difficult people. The representatives of local government are not allowed to force people to sign in the application of reject social allowance, detected cases shall be strictly handled.

10. Strengthen the promotion of production and business activities, stimulate and attract investment and import and export duties; push up the activities of export medical face mask, SARS-CoV2 testing KIT.

The National Steering Committee on COVID-19 prevention and control, the Ministry of Foreign Affairs, the Ministry of Health shall strengthen international coordination in pandemic prevention and control, in which to sponsor and support medical equipment, face masks, testing KIT, ventilator...for other countries to prevent and control of COVID-19, priority to African countries, so that contribute to raise the position of Vietnam.

11. To promote domestic travel. The Ministry of Culture, Sports and Tourism shall take the prime responsibility and coordinate with the following ministries: The Ministry of Foreign Affairs, the Ministry of Health and related agencies to promote travel advertisement, prepare necessary conditions to open for foreign guest, at first shall be guests from countries and territories which well control of the pandemic; study and suggest on the time and principles for gradually loosen the exit and entry policy, to reconnect a number of aviation routes for business, visit family, travel, commercial and investment purpose on the bilateral foundations, report to the Prime Minister for consideration and decision.

12. The Prime Minister highly appreciate Vietnam Fatherland Front Central Committee and Fatherland Front Central Committee at all level for implementation the mobilization movement in which people support by multiple sources to the pandemic prevention and control, with the positive result and meaningful. Assign to the Ministry of Health and the Ministry of Finance to unify and report to the Deputy Minister Vu Duc Dam and the Chairman of Vietnam Fatherland Front Central Committee Tran Thanh Man to study and formulate the specific plan for using the received finance, ensure the publicity, equity in allocation and use of this amount, in which shall spend a potion to support for Vietnamese facing extremely difficult abroad, including Vietnamese in Laos and Cambodia.

13. All the sectors, at first shall be health and military sector, shall make phase 1 settlement for the finance used in pandemic prevention and control, ensure to follow law provisions, prevent violations.

14. Medical officers, people carry out the pandemic prevention and control operation shall continue to enjoy allowance in accordance with law provisions.

15. The National Steering Committee of COVID-19 prevention and control shall continue to operate. Foremost, to organize the first stage synthesize of pandemic prevention and control in the past time, propose to promptly reward and encourage typical organizations and individuals who have had many achievements in pandemic prevention and control in the past time.

Agree to stretch longer the meeting frequency of the National Steering Committee. The Standing Government shall meet with the Steering Committee in an approximately period of once in 1 to 2 weeks to decide great arising problems.

The Government Office informs ministries, agencies and People s Committees of provinces and municipal cities for reference and compliance./.
