To: The Party Committees of provinces and cities
To implement the Central Steering Committee’s Plan No. 04-KH/BCD of November 13, 2024, regarding the review of the 12th Central Committee of the Communist Party’s Resolution No. 18-NQ/TW of October 25, 2017, pursuant to practical circumstances, the Party Committee of the Vietnam General Confederation of Labor discusses and requests the Party Committees of provinces and cities to coordinate in organizing and restructuring the apparatus of provincial-level labor unions as follows:
1. Restructuring the departments under the labor unions of provinces and centrally-run cities
- The labor unions of provinces and centrally-run cities currently operating under the model of 07 departments according to Regulation No. 212-QD/TW, shall restructure to a maximum of 05 departments, reducing 02 departments in accordance with current regulations, representing a reduction rate of 28.6%.
- The labor unions of provinces and centrally-run cities currently operating under the model of 06 departments according to Regulation No. 212-QD/TW shall restructure to a maximum of 04 departments, reducing 02 departments in accordance with regulations, representing a reduction rate of 33.3%.
- The labor unions of provinces and centrally-run cities currently operating under the model of 04 departments shall restructure to a maximum of 03 departments, reducing 01 department in accordance with regulations, representing a reduction rate of 25%.
2. For the labor unions of industrial zones
Due to the significance and critical role of labor unions in industrial zones, economic zones, export processing zones, and high-tech zones in the new context, the Party Committee of the Vietnam General Confederation of Labor recommends that the Party Committees of provinces and cities maintain the existing model for labor unions in industrial zones, economic zones, export processing zones, and high-tech zones without dissolution, merger, or consolidation.
3. For the sectoral labor unions in localities
- Dissolve all other labor unions of local sectors and equivalent organizations (including labor unions in the sectors of education, health, and industry and trade in localities not participating in the pilot implementation) and establish the Party Bloc Labor Union and the Government Bloc Labor Union under the labor unions of provinces and centrally-run cities to manage grassroots labor unions and union members from the dissolved units.
- Do not proceed with the restructuring or dissolution of the labor unions of local sectors currently implementing the pilot project for reorganizing sectoral labor unions and labor unions of centrally-managed corporations in a focused, consistent, and effective manner, in accordance with the Politburo’s Resolution No. 02-NQ/TW of June 12, 2021, on "Renewing the organization and operation of the Vietnam Trade Union in the new context", including the following sectoral labor unions in these localities: Labor unions in industry and trade sector (Labor unions in Hanoi, Hai Phong; Tien Giang, Thai Nguyen, Bac Ninh); Labor unions in education sector (Labor unions in Hanoi, Ho Chi Minh City, Bac Giang, Nghe An, Binh Duong); Labor unions in health sector (Labor unions in Bac Giang, Dong Nai, Hoa Binh, Quang Ninh, Khanh Hoa, Binh Duong) and labor unions in textile and garment sector (Labor unions in Hanoi, Ho Chi Minh City, Binh Duong).
The Party Committee of the Vietnam General Confederation of Labor discusses and requests the Party Committees of provinces and cities to pay attention, facilitate, and direct the labor unions of provinces and centrally-run cities to implement the apparatus organization and restructuring in accordance with the spirit of Resolution No. 18-NQ/TW.
