DIRECTIVE
On building the five-year socio-economic development plan
for the 2021-2025 period
---------------------
To implement the Resolution of the 12thParty Congress and the Resolution No. 142/2016/QH13 of the National Assembly on the five-year socio-economic development plan for the 2016-2020 period, in the context of the region and the world with many favorable factors and difficulties, affecting the socio-economic development of the country, under the Party s leadership of the Party, the National Assembly’s supervision, the Government s autonomy and the effort of all branches and levels, the business community and the people overcame challenges and achieved many important achievements in economic development, improving people s lives and solving environmental problems.
In the coming period, the world economic situation continues to evolve in a complicated and unpredictable manner, while the domestic economy still faces numerous difficulties and potential risks, posing many challenges to the sustainable development process, including the complicated development of the COVID-19 pandemic. Given that fact, the tasks set out for the 2021-2025 period will be very heavy. To continue building on the obtained results, overcoming challenges and implementing the 10-year socio-economic development strategy for the 2021-2030 period, paving the way for socio-economic development in the next period, the Prime Minister requests ministries, ministry-level agencies, government-attached agencies, economic groups, state corporations, provinces and centrally-run cities (hereinafter referred to as ministries, central and local agencies) to design a five-year socio-economic development plan for the 2021-2025 period and develop an action program for the realization of the five-year socio-economic development plan for the 2021-2025 period for approval and implementation immediately after the five-year plan is adopted by competent authorities.
A. THE MAIN CONTENT OF THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2021-2025 PERIOD
The five-year socio-economic development plan for the 2021-2025 period must be built on the basis of fully and accurately evaluating the situation and implementation results of the five-year socio-economic development plan for the 2016-2020 period, Resolutions of the Party, National Assembly, Government and the forecasts of the situation in the country, the world and region in the next period, affecting the country’s socio-economic development; thereby determining the development goals of the five-year plan for the 2021-2025 period consistent with the targets of the 10 years socio-economic development strategy for the 2021-2030 period. The main content of the report of the five-year socio-economic development plan for the 2021-2025 includes:
I. Evaluating the implementation of the five-year socio-economic development plan for the 2016-2020 period:
Based on the implementation of the socio-economic development plan for the 2016-2019 period and the expected plan for 2020, ministries, central and local agencies shall comprehensively evaluate the implementation of the five-year socio-economic development plan for the 2016-2020 period in all sectors and fields assigned to manage; within that, it is necessary to stick to the goals, targets and tasks adopted in the Resolution of the XIIthParty Congress, the Resolutions of the National Assembly, Government and the People s Councils at all levels on five-year socio-economic development plan for the 2016-2020 period; fully, substantially and accurately assessing the achieved results (especially stating the outstanding achievements of the 2016-2020 period), weaknesses, difficulties, limitations and reasons (in terms of institutions, institutional implementation, etc.), responsibilities and lessons to take corrective measures (especially measures to improve the institution and improve the effectiveness of institutional implementation) for the next period, including the evaluation of natural disaster and epidemic impacts such as the COVID-19 pandemic. The content to be focused on evaluating comprises:
1. Ministries and central agencies shall evaluate according to tasks assigned in the Resolution of the 12thParty Congress and the Resolution No. 142/2016/QH13 of the National Assembly on the five-year socio-economic development plan for the 2016-2020 period, especially the full report on the implementation of targets and criteria assigned in such Resolutions (targets and criteria of the Party Congress’ Resolutions and the National Assembly s Resolutions in Appendix I attached hereto). Localities shall evaluate according to tasks assigned in the Resolutions of the Party Congress and the People’s Council of provinces and centrally-run cities on the five-year socio-economic development plan for the 2016-2020 period.
2. The implementation of major undertakings and policies to restructure the economy associated with renovating the growth model, improving efficiency and competitiveness in each sector, field and locality and territory. Within that, to focus on:
a) Analyzing the quality of economic growth.
b) Restructuring each sector, field and local; the competitiveness of a number of major and key products; the exploitation and use of resources, especially land, mineral resources and water resources, etc.
c) Restructuring number key fields, including public investment; credit institutions; state-owned companies, State budget, public areas and public non-business units.
d) Improving labor productivity and competitiveness; improving the business environment, supporting and developing business; new business environment based on digital technology application; increasing new production capacity in the period of 2016-2020.
3. The implementation of major breakthroughs in perfecting socialist-oriented market economy institutions; human resource development and training; improving the quality and efficient use of human resources; building harmonious and progressive labor relations; renovating education and training associated with development, strengthening scientific and technological potentials, innovating and building a synchronous infrastructure system (transport, telecommunications and energy, etc.).
4. The implementation of macro- balances on money, credit; State budget revenues and expenditures; public debt management, government debt, local government debt; import, export and energy, especially electricity, etc.
5. The mobilization and use of development investment capital, such as State budget capital, Government bond capital, state development investment credit capital; investment capital of state-owned companies; capital from residential areas; investment capital from the private sector; official development assistance (ODA) and concessional loans of foreign donors; foreign direct investment (FDI) and other mobilized capital.
6. The implementation of social and cultural objectives, the implementation of social progress and social justice, such as social security, development of social insurance, health insurance, unemployment insurance, occupational disease insurance and labor accident; take care of people with meritorious services; caring for elderly people, people with disabilities, people with mental illness, children in extremely difficult circumstances; population aging; improve income, eradicate hunger and reduce poverty, implement the National Target Program on Sustainable Poverty Reduction; medical work, people s health care, especially the prevention and control of COVID-19 pandemic; job creation; information and culture; sports; exercise children s rights, develop young people, promote gender equality and the advancement of women; implementation of policies on ethnicity, religion, beliefs; prevention and control of social evils and information fraud; fire prevention; etc.
7. The implementation of regional and inter-regional planning and development; marine economy associated with the protection of national sovereignty and security of social order and social safety; urban development; implementation of the National Housing Development Strategy; implementation of the National Target Programs for New Rural Development.
8. The management of resource, environmental protection and climate change response; deploying and implementing the 2030 Agenda for Sustainable Development; preventing and dealing with facilities which cause environmental pollution, especially illegal sand and gravel exploitation, handling facilities which cause serious environmental pollution, droughts, landslides, saltwater intrusion and sea level rise, urban environment pollution and inundation in big cities, competing for water resources, etc.
9. The performance of duties on the consolidation of national defense and security, protection of national sovereignty; ensure political security, national cybersecurity and social order and social safety; effectively deploying foreign affairs and international integration. Evaluating the performance of duties on socio-economic development associated with ensuring security and order in key fields and areas.
10. Building and perfecting the legal system and organizing the law implementation; implement administrative and judicial reform; building the e-government, e-authority, providing online public services; effectiveness and efficiency of state management; quality of officials, discipline; arrange and streamline the apparatus; anti-corruption, thrift practice and waste combat; etc.
11. The results of the direction, coordination and implementation organization of the five-year plan for the 2016-2020 period in each sector, field and locality.
Based on characteristics, situation and fields, management areas, ministries, central and local agencies shall conduct the assessment and supplement of contents and targets to suit and fully comply with the situation of the units and localities.
II. The five-year socio-economic development plan for the 2021-2025 period
The five-year socio-economic development plan for the 2021-2025 period is designed in the context of complicated and unpredictable evolutions in the world situation, with the strategic competition, trade wars, and competition for resources, markets, technology and high-quality human resources among countries becoming increasingly fierce; global economic growth likely to be slower than the previous period; the Fourth Industrial Revolution continues to have a strong and broad impact on all aspects of life; non-traditional security challenges, especially climate change, reporting the growing impact and intensity; and the diseases developing complicatedly, particularly the COVID-19 pandemic, etc. For our country, after more than 30 years of renovation, the country s position and power have grown significantly in both size and competitiveness; socio-political and macroeconomic are stable and the trust of the business community and people is increasing, etc. However, from 2021 to 2025, the economy will face tremendous difficulties and challenges due to unresolved internal weaknesses of the economy as well as social - environmental issues that put great pressure on socio-economic development such as aging population, income gap, natural disaster, epidemics, climate change, sea level rise and saltwater intrusion, etc.
In that context, ministries, central and local agencies shall study and identify the basic issues of the five-year socio-economic development plan for the 2021-2025 period, focusing on the key content as follows:
1. The context of building the five-year socio-economic development plan for the 2021-2025 period, including identification and analysis of opportunities, advantages, challenges, risks of domestic, regional and international context that impact on the formulation and implementation of socio-economic development objectives.
2. The overall objectives of the five-year socio-economic development plan for the 2021-2025 period: The objectives of ministries, central and local agencies toward 2025.
3. Main objective and some major balances, including the country s average growth rate (GDP) in 05 years from 2021 to 2025 shall increase about 7%, ministries, central and local agencies shall rely on the growing reality of sectors, areas and localities to work out appropriate growth plans, some basic targets set out in Appendix I attached hereto, and propose a number of basic targets for ministries, branches and localities in the 2021-2025 period.
4. Key orientations and tasks:
a) To continue improving the institutions of the socialist-oriented market economy, with a view for rapid and sustainable economic development on the basis of macro-economic stability and inflation under control.
b) To push for economic restructuring associated with transforming the growth model towards higher productivity, quality, efficiency, competitiveness and strengthen the resilience of the economy; promote a comprehensive digital transformation, digital economic development and the Vietnamese establishment of digital firms with international competitiveness; improve the business environment, promote entrepreneurship, creativity, and effectively participate in regional and global cluster and value chains; deal with the damage, restore production and business and economic growth after natural disasters and pandemics period; expand export and import markets, diversify partners and sources of goods.
c) To push for the development of economic regions and zones according to the approved planning, study and promulgate regulations on regional and inter-regional coordination; formulate specific mechanisms an policies to promote regional and inter-regional development; develop green economic models for economic regions and zones; develop domestic raw material areas, with a view to meeting the need of the basic production inputs and develop marine economy.
d) To promote to establish synchronous infrastructure systems in transportation, seaports, energy, information technology and communications, urban and agriculture, among others, etc. while developing urban areas in line with the trend of smart, green, environmentally friendly urban centers, adapting to climate change and focusing on improving urban quality. To continue to develop and implement the national housing development strategy and national target programs for new rural development.
dd) To utilize efficiently investment resources for economic development; develop the collective economy, private economy and perfect the institutions to develop new economic models with the application of digital technologies. To enhance efficiency in public debt management and utilization; accelerate the construction progress of investment projects, especially national important projects and key projects.
e) To enhance quality and efficient use of human resources associated with promoting the innovation, application and strong development of science and technology; focus on training human resources with high skill and technical qualifications, meet the requirements of the Fourth Industrial Revolution; enhance the role and responsibility of enterprises in training. To continue basic and comprehensive renovation of education and training to meet the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration. To strongly develop science and technology, innovate to improve productivity, quality, efficiency and competitiveness of the economy.
g) To continue to build and promote the values of Vietnamese culture and people and the strength of the entire nation; implement social progress and social justice, create jobs and improve people s lives; protect, care for and improve the people s health and population quality; disease prevention and control; implement the ethnic and religious policies; ensure a harmonious connection between economic development and society. To promote hunger eradication and poverty alleviation; promote economic development in deep-lying, remote, border, island and ethnic minority areas. To develop and promote the journalism and communication quality.
h) To proactively respond to climate changes, prevent and control natural disasters; implement the sustainable development objectives; strengthen resource management and environmental protection.
i) To continue to promote the formulation, perfecting and enforcing laws, raising the effectiveness and efficiency of state management, quality of officials, observing discipline, arrangement and streamlining apparatus; anti-corruption; thrift practice and waste combat; judicial work, settlement of complaints and denunciations.
k) To continue judicial reform; accelerate the improvement of laws associated with law enforcement organizations in order to improve the effectiveness and efficiency of state management and development capacity; improve the quality and efficiency of a number of judicial administrative and judicial supplementary activities, enforce judgments and administrative reform. To promote digital transformation to make Vietnam a digital country; building e-government towards digital government, digital economy and digital society.
l) To consolidate and strengthen national defense and security; resolute and persistent struggle to protect and maintain the independence, sovereignty, unity and territorial integrity of the Fatherland; maintain political security and social order and safety; ensure information security and network security.
m) To continue to effectively implement foreign affairs and international integration, consolidate a peaceful, stable and favorable environment for national development.
On the basis of the above-mentioned objectives, orientations and tasks, the ministries, central and local agencies shall concretize the mechanisms, solutions and policies to successfully implement the five-year socio-economic development plan for the 2021-2025 period. Such mechanisms, solutions and policies must ensure uniformity in the principles and common objectives and must be consistent with practical conditions and the development of each industry and locality.
B. REQUIREMENTS AND FUNDING FOR BUILDING THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2021-2025 PERIOD
I. Requirements
1. For the evaluation of the five-year socio-economic development plan for the 2016-2020 period:
a) To stick to the development objectives, targets and orientations according to the Resolution of the XII Party Congress, the National Assembly’s Resolutions and the resolutions of the People s Councils at all levels (for localities) on socio-economic development in 05 years from 2016 to 2020, the Government s Resolutions, the Prime Minister’s decisions on administering the implementation of the annual plan.
b) To ensure the objectivity, honesty, close to reality and comparison with the results of the 2011-2015 period. The data for the evaluation of the implementation of the five-year socio-economic development plan for the 2016-2020 period shall be used according to the data not yet re-evaluated and adjusted to the economic scale.
c) To mobilize and promote the coordination of the organizational apparatus of ministries, central and local agencies; the participation and suggestions of domestic and foreign research institutions, universities, mass organizations, associations, communities, investors and enterprises, donors and experts to ensure improved reporting quality.
2. For the formulation of the five-year socio-economic development plan for the 2021-2025 period
a) The national plan must closely follow the resolutions, guidelines and policies of the Party, National Assembly and Government and be in line with the 10-year socio-economic development strategy for the 2021-2030 period.
b) The plans of branches, fields and local authorities must be in line with relevant master plans in accordance with the law on master plans, strategies and plans of five-year socio-economic development; suitable with the characteristics and development of each branch and locality and ensuring regional connectivity and connection with neighboring provinces and cities; it is necessary to follow closely the forecasts, assessment of the situation and context in the country and the world in the next period; ensure the inheritance of the achievements of the five-year plan from 2016 to 2020, innovate and acquire, approach advanced regional and international development as well as ensure the overcome of shortcomings, limitations and weaknesses in the implementation of the five-year socio-economic development tasks in for the 2016-2020 period.
c) Objectives, orientations, solutions and policies must ensure the feasibility, associated with the ability to balance, mobilize and effectively use resources; analyze, evaluate, select and organize the priority targets in the plan; ensure the coherence between the socio-economic development plan and the medium-term public investment plan for the 2021-2025 period; ensure integration of sustainable development objectives under the action program for the implementation of the 2030 Agenda into the socio-economic development plan. At the same time, such plans must be in accordance with the implementation of branches, levels and localities.
The objectives and targets are calculated and forecasted based on the data of the 2016-2020 period which are re-evaluated and adjusted to economic scale.
d) The development of implementation solutions must ensure the uniformity, system, and close coordination among agencies, units, branches and levels.
dd) To organize to collect opinions when making plans.
II. Funding
Funding for the formulation of the five-year socio-economic development plan for the 2021-2025 period and the action program for implementation of the five-year socio-economic development plan for the 2021-2025 period, including evaluation of the implementation of the five-year socio-economic development plan for the period of 2016-2020 and setting goals and tasks of the 5-year socio-economic development plan for the 2021-2025 period according to the current decentralization of the state budget, and mobilize other lawful capital sources to ensure the quality, economy and efficiency of the five-year socio-economic development plan for the 2021-2025 period.
C. KEY CONTENT OF THE GOVERNMENT S ACTION PROGRAM TO IMPLEMENT THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2021-2025 PERIOD
1. To fully and accurately evaluate the implementation of tasks in the plan/action program to perform the five-year socio-economic development plan for the 2016-2020 period, including achieved results (including implementation organization and coordination), weakness, limitations, reasons and responsibilities related to such weakness and limitations, and lessons learned to take remedies for the period 2021-2025; within that:
a) Ministries and central agencies shall evaluate according to the following content: (i) The Government s Resolution No. 63/NQ-CP dated July 22, 2016 on promulgating the Government s action program to implement the National Assembly s Resolution on the five-year socio-economic development plan for the 2016-2020 period and reports made according to Appendix 2 attached hereto; (ii) The Government’s Resolution No. 64/NQ-CP dated July 22, 2016 on promulgating the Government s action program to implement the Resolution of the 12thNational Party Congress; (iii) The Government’s Resolution No. 100/NQ-CP dated November 18, 2016 on promulgating the Government’s action program for the 2016-2021 period; (iv) and tasks assigned in the Government’s Programs and Resolutions for the socio-economic development.
b) Localities shall evaluate according to the Decisions of People’s Committees of provinces and centrally-run cities on promulgating the plan/action program to implement Resolutions of the National Assembly and the People’s Council of the same level on the five-year socio-economic development plan for the 2016-2020 period of such locality.
2. Based on the five-year socio-economic development plan for the 2021-2025 period of the affiliated agencies and units, ministries, central and local agencies shall formulate the action program to implement the five-year socio-economic development plan for the 2021-2025 period of ministries, branches and localities and propose tasks and schemes into the Government’s action program to implement the five-year socio-economic development plan for the 2021-2025 period (reports shall be made in accordance with Appendix 3 attached hereto).
D. ASSIGNMENT AND PROGRESS OF THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2021-2025 PERIOD AND THE ACTION PROGRAM FOR IMPLEMENTING THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2021-2025 PERIOD
1. The Ministry of Planning and Investment shall:
a) To formulate the schemes for the five-year socio-economic development plan for the 2021-2025 period of the whole country and the action program to implement the five-year socio-economic development plan for the 2021-2025 period, assign specific tasks and report schedule for ministries, central and local agencies in the second quarter of 2020.
b) To preside and coordinate with ministries, central and local agencies in calculating and formulating economic growth plan for 05 years from 2021-2025 and summarize major balance in the third quarter of 2020.
Regarding the target of gross regional domestic product of the provinces and centrally-run cities (GRDP), the General Statistics Office of Vietnam shall calculate and publish fully for the years from 2016 to 2019 for localities to use the official data for the formulation of the five-year socio-economic development plan for the 2021-2025 period; provide guidance for transformation in 2020; 2020 also is the base year for calculating statistical indicators at constant prices.
c) To preside and coordinate with ministries, branches and localities to organize and deal with ministries, central agencies and the People s Committees of provinces and centrally-run cities, economic groups and state corporations about the five-year socio-economic development plan for the 2021-2025 period in the third quarter of 2020. To summarize the formulation of the five-year socio-economic development plan for the 2021-2025 period at all levels, branches and localities.
d) To summarize and formulate the draft Report on evaluating the implementation the five-year socio-economic development plan for the 2016-2020 period, build the five-year socio-economic development plan for the 2021-2025 period and submit the Prime Minister in the fourth quarter of 2020, submit the Government in the first quarter of 2021 and report the XVthNational Assembly at the first session of 2021.
dd) To summarize and formulate the draft Report on evaluating the implementation of the Government’s action program to implement the socio-economic development plan for the 2016-2020 period and formulate the Government s action program to implement the five-year socio-economic development plan for the 2021-2025 period, submit the Prime Minister in the fourth quarter of 2020 and submit the Government for consideration and opinions in the first quarter of 2021.
e) To urge and inspect the formulation of the five-year socio-economic development plan for the 2021-2025 period and the action program to implement the five-year socio-economic development plan for the 2021-2025 period of the ministries, central and local agencies.
g) To develop a system of planned targets to ensure feasibility, in line with the 10-year socio-economic development strategy for the 2021-2030 period and coordinate with ministries and central agencies in guiding how to collect industry-specific targets to ensure the accuracy, uniformity and consistency of information and statistics nationwide for monitoring, evaluation and planning.
2. Ministries, central and local agencies shall:
A) To provide guidance for branches and levels to build the five-year socio-economic development plan for the 2021-2025 period and the action program to implement the five-year socio-economic development plan for the 2021-2025 period of sectors, fields and localities, including evaluating the implementation of the five-year socio-economic development plan for the 2016-2020 period and formulation of the five-year socio-economic development plan for the 2021-2025 period; evaluate the implementation of the action program to implement the five-year socio-economic development plan for the 2016-2020 period and formulation of the action program to implement the five-year socio-economic development plan for the 2021-2025 period in May 2020.
Regarding the gross regional domestic product of provinces and centrally-run cities (GRDP), localities shall use the official data calculated and published for each year from 2016 to 2019 by the General Statistics Office of Vietnam; closely coordinate with the statistics agencies in reviewing and forecasting for 2020 and estimate to implement for the whole 2016-2020 period. On that basis, to formulate the targets for the five-year socio-economic development plan for the 2021-2025 period.
b) The drafts of the five-year socio-economic development plan for the 2021-2025 period and the action program to implement the five-year socio-economic development plan for the 2021-2025 period of sectors, fields and localities shall comply with national plannings, national sectoral plannings and plannings in accordance with regulations of the law on planning and development orientations of the country and their respective branches and levels according to the above contents and requirements and shall be submitted to competent authorities; at the same time, reported to the superior agencies and central agencies according to the prescribed schedule. The drafts of the five-year socio-economic development plan for the 2021-2025 period and the action program to implement the five-year socio-economic development plan for the 2021-2025 period of sectors, fields and localities shall be sent to the Ministry of Planning and Investment before July 31, 2020.
State-owned corporations and groups shall report on the five-year business and production plan for the 2021-2025 period to the managing unit or the State capital management committee at the enterprise.
c) Extensive consultations with relevant agencies, including domestic and foreign research institutions, universities, non-governmental organizations, communities, and in particular investors and enterprises, sponsors and experts, etc. on the draft of the five-year socio-economic development plan for the 2021-2025 period in order to create a high consensus before submitting it to the competent authorities for decision.
d) To allocate sufficient funding in the annual state budget expenditure estimates of ministries, central and local agencies to develop the five-year socio-economic development plan for the 2021-2025 period to ensure the quality of reports on the socio-economic development plan.
The Prime Minister requests Minister, Heads of ministerial-level agencies, government-attached agencies and other central agencies, Chairpersons of the People s Committees of provinces and centrally-run cities, Chairpersons of the Board of Directors, General Directors of Economic Groups and State Corporations to be responsible for organization and implementation of this Directive./.
