DIRECTIVE
ON PLANNING THE DEVELOPMENT OF PHYSICAL CULTURE AND SPORTS
Over the past few years, physical culture and sports have made some progress. The popular movement for physical culture and sports has expanded. The level of a number of sports has been raised, and Vietnamese sportsmen and women have obtained good achievements in international competition.
However, the general level of the physical culture and sport movement is still low and backward in many respects. The scope, quality and efficiency of physical culture at schools are very low. The level of many sports is below that of many other countries in the region. The organization and personnel of the physical culture and sports service are still weak. The material, scientific and technical facilities of the physical culture and sports service are still weak. The material, scientific and technical facilities of the physical culture and sports service are poor and backward. The leadership of many branches and localities still underestimate the role of physical culture and sports.
To create favorable conditions for a rapid and steady development of physical culture and sports in out country and help it to catch up in the not too distant future with the level of other countries in the region, the Prime Minister requests the General Department of Physical Culture and Sports, the People's Committees of the provinces and cities, and the branches concerned, to urgently make long-term plans to develop physical culture and sports in the whole country, in each locality and in each branch according to the following contents and requirements:
1. The physical culture and sports service must set the direction for development of a strategic character, and clearly define those sports and forms of activity which can be practiced by people of all ages, and launch a broad movement for physical culture and sports among the people under the motto "Keep fit to build and defend the Fatherland". At the same time, the service must clearly select those key sports in which Vietnam can raise its level in order to quickly catch up with the level of other countries in the region.
2. In the above-mentioned direction, the physical culture and sports service must immediately make a plan to develop the material and technical facilities and a contingent of physical culture and sport coaches to meet the immediate and long-term requirements for development of physical culture and sports and the renovation process of the country, not only for the next 5-10 years, but also for several decades to come.
This plan will include national sport centers, regional sport centers, the sport centers and material and technical facilities for physical culture and sports of the provinces and cities. The regional (or area) sport centers should conform with the requirements of the socio-economic development of the key areas in the North, the South and the Center, the Mekong River delta, the Central Highlands, the Viet Bac region, the areas susceptible for tourist proportion. It is necessary to clearly define the task and requirements of each of these centers in the development of sport, and invest in the construction of the necessary material and technical facilities. These centers may be built on the basis of upgrading, refurbishing and expanding the existing facilities; at the same time, it is necessary to consider and re-designate the existing facilities according to the general plan, including the national sport centers, if irrationality is detected.
With regard to the physical culture and sports facilities directly managed by the localities, on the basis of the deployment of the general plan, the capacity and conditions of the localities, and under the guidance of the General Department of Physical Culture and Sports, the People's Committees of the provinces and cities shall direct the building of the material and technical facilities for the physical culture and sport centers of the provinces and cities. In the major cities having centrally-run sport facilities, it is necessary to make a general plan for physical culture and sport facilities in each city, and the distinction between central and local is only one in management.
The general plan for the development of the material and technical facilities for physical culture and sports in Vietnam from now to the year 2000 includes 2 phases: 1995-1997 and 1998-2000, including the concrete plan for each year, a number of necessary projects should be completed early to create favorable material and technical conditions for the physical culture and sports service to enter into the 21st century in the direction of industrialization and modernization. The Prime Minister shall ratify this general plan, and incorporate in into the plan of socio-economic development for the next 5 years.
The State Planning Committee, the Ministry of Finance, the Ministry of Construction, and the General Department of Cadastre shall have to cooperate with the General Department of Physical Culture and Sports and the People's Committees of the provinces and cities, to complete this general plan in the second quarter of 1995. As for the general plans for development of the material and technical facilities for physical culture and sports of Hanoi city and Ho Chi Minh City, they should be finished right in April 1995.
3. While making an general plan for development of the physical culture and sports service itself, it is necessary to set the direction for development of physical culture and sports in each branch. The Ministry of Education and Training, the Ministry of Defense, the Ministry of Interior, the Ministry of Health, the Ministry of Culture and Information, and the General Department of Tourism shall have, together with the General Department of Physical Culture and Sports, to set the direction, make a plan and take measures to expand physical culture and sports activities and raise their quality, and step by step build the material and technical foundations and a contingent of physical culture and sport officials for the branch.
The Ministry of Education and Training should attach special importance to physical culture at schools, improve the contents of the physical culture and sports training and field activities, and set the physical culture standards for pupils at all levels; issue regulations compelling the schools, particularly the universities, to have the ground and gymnasiums for physical exercises; prepare a list of recruitment and a plan to actively train a contingent of physical culture and sport coaches to meet the requirements at all levels of education. The Ministry of Education and Training should appoint a full-time vice-minister in charge of directing physical culture and sports at schools.
The Ministry of Defense and the Ministry of the Interior must set the regulations on obligatory physical exercises, to develop physical culture and sports activities in the units with the aim of improving the health and fighting spirit of the officers and men; define those sports that conform to the characteristics of their branch, and cooperate with the General Department of Physical Culture and Sports in building a number of key disciplines of the national sports service.
4. While making the general plan and the long-term and immediate plans of development, it is necessary to invest immediately in training sport talents in the key disciplines. This is an urgent task aimed at quickly raising the level of our athletes in these disciplines. To achieve this, it is necessary to make full use of the existing material and technical facilities, while urgently building a number of necessary new technical facilities; urgently make a general plan and train a contingent of high-standard athletes, and perfect the regimes and concrete policies necessary for this work; call on domestic and foreign organizations and individuals to sponsor physical culture and sport activities, thus creating conditions for the selection, training, and fostering of young athletic talents.
The General Department of Physical Culture and Sports, together with the State Planning Committee, the Ministries and branches concerned, and the People's Committees of the provinces and cities, shall have to organize the implementation of this Directive.
