SUMMARY

VOV is a major multimedia communications agency

This content is prescribed in the Decree No. 92/2022/ND-CP defining the functions, tasks, powers and organizational structure of the Voice of Vietnam (VOV), which is issued on November 03, 2022 by the Government.

Accordingly, VOV is a government-attached agency, a national radio station and a major multimedia communications agency that performs the function of informing and disseminating the Party’s guidelines and undertakings and the State’s policies and laws; contributing to educating and raising the people’s intellectual level, and serving the people’s spiritual life through radio programs and other forms of press and multimedia communications.

According to the new provisions, the Planning and Finance Department may organize 2 divisions, and the Office may organize 5 divisions instead of 7 divisions. At the same time the Inspection Department will no longer exit, besides, the VOV Television (VOVTV) is newly established.

VOV is allowed to implement the financial autonomy mechanism in accordance with law; for particular cases, it may propose and coordinate with related ministries and agencies in, formulating a special financial autonomy mechanism, and submit it to a competent authority for promulgation.

This Decree takes effect on November 10, 2022.

DECREE

Defining the functions, tasks, powers and organizational structure of the Voice of Vietnam[1]

 

Pursuant to the June 19, 2015 Law on Organization of the Government, and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Government’s Decree No. 10/2016/ND-CP of February 1, 2016, on government-attached agencies (below referred to as Decree No. 10/2016/ND-CP); and the Government’s Decree No. 47/2019/ND-CP of June 5, 2019, amending and supplementing a number of articles of Decree No. 10/2016/ND-CP (below referred to as Decree No. 47/2019/ND-CP);

At the proposal of the Minister of Information and Communications;

The Government promulgates the Decree defining the functions, tasks, powers and organizational structure of the Voice of Vietnam.

 

Article 1. Position and functions

 1. The Voice of Vietnam is a government-attached agency, a national radio station and a major multimedia communications agency that performs the function of informing and disseminating the Party’s guidelines and undertakings and the State’s policies and laws; contributing to educating and raising the people’s intellectual level, and serving the people’s spiritual life through radio programs and other forms of press and multimedia communications.

2. The Voice of Vietnam’s abbreviated name is TNVN in Vietnamese and VOV in English.

3. The Voice of Vietnam shall submit to the state management of the press by the Ministry of Information and Communications.

Article 2. Tasks and powers

The Voice of Vietnam shall perform the tasks and exercise the powers specified in Decree No. 10/2016/ND-CP and Decree No. 47/2019/ND-CP, and the following specific tasks and powers:

1. To formulate and submit to the Government and Prime Minister its strategies, programs, long-term, medium-term and annual plans and important projects, and organize the implementation thereof after they are approved.

2. To study and propose the formulation of, and submit to competent authorities for announcement, national standards; to promulgate in-house standards in accordance with law.

3. To decide on and take responsibility for contents, programs and daily broadcast time on its program channels, coverage range, and scope of impacts of internal and external information; to direct and guide its attached press agencies to adhere to the principles, purposes, tasks and directions of operation in accordance with law.

4. To participate in the formulation of strategies for, and master plans and plans on, development of the Vietnam’s press network.

5. To organize the production, transmission, broadcasting, distribution and storage of radio and television programs, electronic newspapers and printed newspapers in accordance with law.

6. To manage and decide on investment and construction projects falling under its competence in accordance with law; to participate in the appraisal of important schemes and projects according to its expertise at the Government’s or Prime Minister’s request.

7. To directly manage its specialized technical system serving content production; to transmit signals on telecommunications infrastructures and broadband Internet; to broadcast programs via terrestrial and satellite radio networks; to provide programs and program channels at home and abroad on its digital platform and other digital platforms in accordance with law.

8. To research and apply scientific and technological advances and carry out digital transformation in its operations;

9. To carry out international cooperation in the fields within its functions, tasks and powers in accordance with law.

10. To implement the financial autonomy mechanism in accordance with law; for particular cases, to propose and coordinate with related ministries and agencies in, formulating a special financial autonomy mechanism, and submit it to a competent authority for promulgation.

11. To exercise the rights and discharge the responsibilities of the state owner’s representative with regard to the enterprises it establishes and the capital amounts it contributes at other enterprises in accordance with law.

12. To decide on, and direct the implementation of, its own administrative reform program according to objectives and contents of the state administrative reform program approved by the Government and Prime Minister.

13. To provide professional training and further training in press in accordance with law.

14. To manage its organizational apparatus, public employees and workers; to appoint, re-appoint, transfer, rotate, dismiss, relieve from duty, provide training and further training to, and conduct commendation and discipline work; to implement the salary regime and other regimes and policies applicable to public employees and workers under its management in accordance with law.

15. To manage and use state budget allocations and public assets in accordance with the law on the state budget, the law on management and use of public assets and other relevant laws;

16. To organize service provision activities in accordance with law.

17. To report to the Government, Prime Minister, Ministry of Information and Communications and other competent agencies in accordance with law.

18. To perform other tasks and exercise other powers as assigned by the Government or Prime Minister and provided by law.

Article 3. Organizational structure

1. The Editorial Secretariat.

2. The Organization and Personnel Department.

3. The Planning and Finance Department.

4. The International Cooperation Department.

5. The Office.

6. The News and Current Affairs Department (VOV1).

7. The Cultural and Social Affairs Department (VOV2).

8. The Music and Entertainment Department (VOV3).

9. The Ethnic Language Department (VOV4).

10. The VOV World (VOV5).

11. The Arts and Literature Department (VOV6).

12. The VOV E-newspaper (VOV.VN).

13. The VOV News.

14. Vietnam Television Corporation (VTC).

15. The VOV Television (VOVTV).

16. The VOV Transport Radio (VOVGT).

17. The VOV Bureau in Northeastern Region.

18. The VOV Bureau in Northwestern Region.

19. The VOV Bureau in Central Vietnam.

20. The VOV Bureau in Central Highlands.

21. The VOV Bureau in Ho Chi Minh City.

22. The VOV Bureau in the Mekong River Delta.

23. VOV overseas bureaus established in accordance with law.

24. The Program Production and Archive Center.

25. The Radio and Television Technical Center.

26. The Advertising and Service Center.

27. The Information Technology Research and Development (R&D) Center.

The units specified in Clauses 1 thru 5 of this Article are those assisting the General Director of the Voice of Vietnam; the units specified in Clause 6 thru Clause 24 of this Article are content and program production units; the unit specified in Clause 25 of this Article is a transmission and broadcasting unit; and the units specified in Clauses 26 thru 27 of this Article are non-business units.

The Editorial Secretariat Department may organize 5 divisions; the Planning and Finance Department, 2 divisions, and the Office, 5 divisions.

Article 4. Leadership

1. The Voice of Vietnam has a General Director and no more than 4 Deputy General Directors.

2. The General Director and Deputy General Directors of the Voice of Vietnam shall be appointed, relieved from office and dismissed by the Prime Minister in accordance with law.

3. The General Director of the Voice of Vietnam shall take responsibility before the Government and Prime Minister and before law for all activities of the Voice of Vietnam. Deputy General Directors shall assist the General Director in, and take responsibility before the General Director and before law for, their assigned tasks.

4. The General Director shall appoint, relieve from duty, dismiss and discipline heads and deputy heads, and define the functions, tasks, powers, organizational structures and working relations, of units attached to the Voice of Vietnam.

Article 5. Effect

1. This Decree takes effect on November 10, 2022.

2. This Decree replaces the Government’s Decree No. 03/2018/ND-CP of January 4, 2018, defining the functions, tasks, powers and organizational structure of the Voice of Vietnam.

Article 6. Implementation responsibility

Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decree.-
