DECREE
Prescribing the lists of narcotic substances and precursors
Pursuant to the Law on Organization of the Government No. 63/2025/QH15;
Pursuant to the Law on Drug Prevention and Control No. 73/2021/QH14;
Pursuant to the Penal Code No. 100/2015/QH13, amended and supplemented under Law No. 12/2017/QH14 and Law No. 86/2025/QH15;
Pursuant to the Law on Chemicals No. 69/2025/QH15;
Pursuant to the Law on Pharmacy No. 105/2016/QH13, amended and supplemented under Law No. 44/2024/QH15;
At the proposal of the Minister of Public Security;
The Government hereby promulgates the Decree prescribing the lists of narcotic substances and precursors.
Article 1. Lists of narcotic substances and precursors
Promulgated together with this Decree is the Appendix on the lists of narcotic substances and precursors as follows:
List I: Narcotic substances absolutely prohibited from use in medicine and social life; the use of which in research, testing, assessment, or for national defense and security purposes shall comply with special regulations of competent agencies:
IA. Addictive substances and their salts, isomers, esters, ethers, and salts of such isomers, esters, and ethers that may exist of the following substances (except where such esters or ethers are included in another list);
IB. Psychotropic substances and their salts, isomers, and salts of such isomers that may exist of the following substances.
List II: Narcotic substances allowed for restrictive use in research, testing, assessment, or for national defense and security purposes, or in the health sector under regulations of competent agencies:
IIA. Addictive substances and their salts, isomers, esters, ethers, and salts of such isomers, esters, and ethers that may exist of the following substances (except where such esters or ethers are included in another list);
IIB. Psychotropic substances and their salts, isomers, and salts of such isomers that may exist of the following substances.
List III: Narcotic substances allowed for use in research, testing, assessment, or for national defense and security purposes, or in the health and animal health sectors under regulations of competent agencies:
Psychotropic substances and their salts, isomers, and salts of such isomers that may exist of the following substances.
List VI: Precursors:
IVA: Essential precursors that are involved in formation of the structure of narcotic substances, and have no legitimate use in medicine and social life, permitted for restricted use in research, testing, assessment, or for national defense and security purposes in accordance with special regulations of competent agencies;
IVB: Essential precursors involved in the structure of narcotic substances, having legitimate uses in medicine and social life;
IVC: Precursors that are chemicals, solvents, or catalysts used in the production of narcotic substances.
Article 2. Management responsibilities
1. The Ministry of Public Security shall be responsible for state management of narcotic substances and precursors serving research, testing, and assessment (except for narcotic substances and precursors used in the fields of health, agriculture and environment under the management of the Ministry of Health and the Ministry of Agriculture and Environment; and precursors used in the fields of industry and national defense under the management of the Ministry of Industry and Trade and the Ministry of National Defence), and for national defense and security purposes.
2. The Ministry of Industry and Trade shall be responsible for state management of precursors used in the field of industry.
3. The Ministry of Health shall be responsible for promulgating lists of, and exercising state management over, narcotic substances and precursors used in the field of health.
4. The Ministry of Agriculture and Environment shall be responsible for promulgating lists of, and exercising state management over, narcotic substances and precursors used in the fields of agriculture and environment.
5. The Ministry of National Defence shall be responsible for state management of precursors used in the field of national defense.
Article 3. Effect and organization of implementation
1. This Decree takes effect from January 19, 2026.
2. Decree No. 57/2022/ND-CP dated August 25, 2022, of the Government, prescribing the lists of narcotic substances and precursors; and Decree No. 90/2024/ND-CP dated July 17, 2024, modifying the lists of narcotic substances and precursors promulgated together with the Government’s Decree No. 57/2022/ND-CP of August 25, 2022, providing the lists of narcotic substances and precursors, cease to be effective as from the effective date of this Decree.
3. Organizations and individuals lawfully producing or trading in Carisoprodol and Etomidate shall comply with regulations on management of narcotic substances under this Decree and relevant documents from June 1, 2026.
4. Organizations and individuals lawfully producing or trading in 1,4-Butanediol shall comply with regulations on management of precursors under this Decree and relevant documents before December 31, 2026.
5. The Minister of Public Security, ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of provinces and centrally-run cities, and related organizations and individuals shall implement this Decree.
6. Upon detection of new substances not yet included in the lists of narcotic substances and precursors promulgated together with this Decree that are related to illicit purposes or in accordance with the provisions of the three United Nations conventions on drug prevention and control, the Ministry of Public Security shall assume the prime responsibility for, and coordinate with the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Agriculture and Environment, the Ministry of National Defence, and relevant agencies in, reviewing and submitting to the Government for amendment, supplementation, and announcement of such lists./.
