DECISION
Approving the Scheme on further training of cadres, civil servants and public employees engaged in foreign affairs and international integration to be capable of working in the international environment in the new era for the 2026-2031 period[1]
THE PRIME MINISTER
Pursuant to the June 24, 2025 Law on Cadres and Civil Servants;
Pursuant to the December 10, 2025 Law on Public Employees;
Pursuant to the Politburo’s Resolution No. 59-NQ/TW of January 24, 2025, on international integration in the new context;
Pursuant to the Government’s Resolution No. 153/NQ-CP of May 31, 2025, promulgating the Government’s Action Programme for implementing the Politburo’s Resolution No. 59-NQ/TW of January 24, 2025, on international integration in the new context;
Pursuant to the Government’s Decree No. 171/2025/ND-CP of June 30, 2025, on training and further training of civil servants;
At the proposal of the Minister of Foreign Affairs,
DECIDES:
Article 1. To approve the Scheme on further training of cadres, civil servants and public employees engaged in foreign affairs and international integration to be capable of working in the international environment in the new era for the 2026-2031 period (below referred to as the Scheme) with the following contents:
I. VIEWPOINTS
1. Developing human resources capable of working in the international environment is a pivotal task, creating a fundamental transformation in human resource quality and integration capacity in association with the building of a contingent of cadres with sufficient qualities and capacity on par with their tasks in the new context in accordance with the policies of the Party and the State.
2. To develop the capacity of cadres, civil servants and public employees engaged in foreign affairs and international integration for them to work in the international environment through training and further training on knowledge and updated skills approaching regional and international standards under the motto of raising the overall baseline capacity concurrently with building a contingent of leaders, managers and highly specialised personnel.
3. To systematically and comprehensively inherit and promote ongoing training and further training programmes for cadres, civil servants and public employees engaged in foreign affairs and international integration, avoiding overlaps and duplication while focusing on renewing and adding training and further training contents and methods in a practical and effective direction appropriate to each target group. On that basis, to formulate under the Scheme a framework plan on further training in basic capacities essential for working in the international environment as a foundation for implementation.
II. SUBJECTS, SCOPE AND PERIOD OF IMPLEMENTATION
1. Subjects
- Persons directly and regularly engaged in foreign affairs and international integration: cadres, civil servants and public employees of central and local agencies assigned to job positions in foreign affairs, international integration and international cooperation; or directly involved in the strategic research and policy advisory work on foreign affairs and international integration; or directly implementing foreign affairs and international integration activities in agencies and organisations operating directly and regularly in the fields of foreign affairs and international integration.
- Persons occasionally engaged in foreign affairs and international integration: cadres, civil servants and public employees of central and local agencies assigned to participate in or support foreign affairs and international integration activities; or to implement international exchange and cooperation activities in line with the Party’s foreign policy and the State’s laws and policies.
2. Scope
The Scheme shall be implemented within ministries, ministerial-level agencies and provincial-level People’s Committees.
3. Period of implementation: From 2026 to 2031.
III. OBJECTIVES
1. General objectives
- To contribute to realising the Party’s lines and guidelines and the State’s policies, particularly the lines and guidelines on building the contingent of cadres of the 14th National Party Congress, key tasks and solutions of the Politburo’s Resolution No. 59-NQ/TW of January 24, 2025, on international integration in the new context and targets set out in the 12th Communist Party of Vietnam Central Committee’s Resolution No. 26-NQ/TW of May 19, 2018, on building a contingent of cadres at all levels, especially leading and managerial cadres to be capable of working in the international environment.
- To build a well-structured contingent of personnel engaged in foreign affairs and international integration who possess steady political stance, good moral character, appropriate expertise, proficient professional skills, thereby creating a fundamental shift in the quality of human resources and international integration capacity of cadres at all levels to meet regional standards.
2. Specific targets
a/ Phase 1 (2026-2028)
- To strive for the target that 30%-40% of cadres, civil servants and public employees of central agencies and localities who are directly and regularly engaged in foreign affairs and international integration will receive further training in capacities essential for working in the international environment.
- To strive for the target that 30%-40% of cadres, civil servants and public employees of central agencies and localities who are occasionally engaged in foreign affairs and international integration will receive further training in capacities essential for working in the international environment.
b/ Phase 2 (2029-2031)
- To strive for the target that 70%-80% of cadres, civil servants and public employees of central agencies and localities who are directly and regularly engaged in foreign affairs and international integration will receive further training in capacities essential for working in the international environment.
- To strive for the target that 50%-60% of cadres, civil servants and public employees of central agencies and localities who are occasionally engaged in foreign affairs and international integration will receive further training in capacities essential for working in the international environment.
IV. TASKS AND SOLUTIONS
1. Group of solutions regarding communications and awareness raising
- To conduct communications about, and disseminate to ministries, sectors, and localities, the urgency and importance of training and further training as well as the enhancement of each individual’s awareness of self-training and further training on capacity building for working in the international environment.
- For agencies managing and employing cadres, civil servants and public employees engaged in foreign affairs and international integration:
+ To renew thinking and raise the awareness and role of agencies and units as well as their heads in creating favourable conditions for cadres, civil servants and public employees engaged in foreign affairs and international integration to practise; to focus on on-the-job training and further training and practical work experience.
+ To raise the awareness and sense of responsibility; to highlight the spirit of study, self-study and self-training; to enhance the awareness of lifelong learning responsibilities to continuously improve working capacity and official-duty performance capacity of cadres, civil servants and public employees engaged in foreign affairs and international integration.
2. Group of solutions regarding mechanisms and policies
- To actively integrate training and further training for cadres, civil servants and public employees engaged in foreign affairs and international integration to be capable of working in the international environment with strategies on training and further training, and demands for employment, of cadres, civil servants and public employees engaged in foreign affairs and international integration of each agency and organisation so as to ensure efficiency.
- To create favourable conditions for sending cadres, civil servants and public employees directly engaged in foreign affairs and international integration for joining the plan for further training in basic capacities essential for working in the international environment under the Scheme.
- To focus on training, further training and developing a team of experts specialised in specific fields according to particular requirements of each ministry, sector and locality. To encourage ministries, sectors and localities, based on the Scheme’s General Competency Framework to proactively formulate plans for training, further training, and coaching for cadres, civil servants and public employees engaged in foreign affairs and international integration.
3. Group of solutions regarding determination of capacities required for working in the international environment
- To determine capacities for cadres, civil servants and public employees engaged in foreign affairs and international integration to work in the international environment, including: (i) basic capacities to work the international environments and (ii) sector- and field-specific capacities combining specific requirements for leading/managerial cadres.
- To determine groups of capacity essential for cadres, civil servants and public employees engaged in foreign affairs and international integration to work in the international environment, including: (i) political stance and ideology; (ii) professional expertise and skills; and (iii) skills and demeanour.
- To provide orientations for establishing criteria to evaluate basic and specific capacities essential for cadres, civil servants and public employees engaged in foreign affairs and international integration to work the international environment, serving as a basis for developing and providing training and further training.
4. Group of solutions regarding provision of further training in capacity for working in the international environment for cadres, civil servants and public employees engaged in foreign affairs and international integration
To formulate and implement the Plan on further training in basic capacities essential for working in international environments based on 2 groups of essential capacity (professional expertise and skills and skills and demeanour) based on 3 levels:
a/ Further training in professional expertise and skills
- Foundation level:
+ To provide further training in institutions, operation, major trends in the system of international political and economic relations, issues regarding international development, international law and international practices; historical, political, cultural and religious characteristics of countries and territories that are important partners of Vietnam as well as multilateral organisations and institutions of which Vietnam is a member.
+ To provide further training in general knowledge of Vietnam’s foreign affairs lines, guidelines and policies; major Party foreign affairs, state diplomacy and people-to-people diplomacy contents; national development priorities through periods; legal documents and regulations related to international integration and cooperation in all fields; major issues related to national interests that need to be protected; major cultural, historical, national identity and human characteristics that need to be highlighted when participating in international activities.
- Advanced level: To provide further training in general and comprehensive knowledge to enhance the ability to apply this knowledge in the capacity of head of delegation or official representative of Vietnam when participating in activities in the international environment, contributing to demonstrating Vietnam’s role and position and maximising national interests.
- Specialised level: To provide further training in specialised knowledge about the neighbouring countries of Laos, Cambodia and China for cadres to be able operate and provide policy advise to leaders of border provinces as well as Party Central Committee’s leaders.
b/ Further training in skills and demeanour
- Foundation level:
+ To provide further training in global mindset and international vision: Issues in the overall linkage between international trends and Vietnam’s national demands and interests; viewing of the world as an interconnected network with a high level of interdependence and mutual restraint; open and creative mindset, explorative spirit, respect for and ability to adapt to the diversity of nations and peoples; proactive and active contribution to global common issues.
+ To provide further training in the ability to effectively apply professional skills to work in the international environment: skills of negotiating, presenting, presiding over and directing, organising and attending international multilateral conferences and workshops; skills of synthesising, analysing, evaluating and forecasting international issues, formulating Vietnam’s recommendations, guidelines, policies and strategies and countermeasures; skills of negotiating and drafting international documents and agreements; settling international disputes; skills of writing speeches and addresses for attending international activities and conferences; communication skills in the international environment.
+ To provide further training in soft skills that complement professional skills and help form a professional style and working demeanour when participating in activities in the international environment: communication skills, behavioural conduct, foreign diplomatic protocol in multicultural environments; teamwork skills when participating in multilateral frameworks; skills of lobbying, persuasion and networking in multicultural environments and with specialised target groups; crisis management and incident response skills in foreign affairs, international cooperation and integration activities; skills of adapting to change, regulating pressure and managing risks when participating in activities in the international environment.
+ To provide further training in foreign language skills and proficient use of technological applications to meet requirements of working in the international environment, with special emphasis on foreign language proficiency, English, Chinese, Lao and Khmer translation and interpretation skills in specialised activities.
- Advanced level:
+ Global mindset and international vision linking Vietnam with the world.
+ Leading capacity, with sufficient knowledge and vision necessary for exchange on an equal footing with peer leaders of foreign countries and international organisations and corporations.
c/ Further training in sector- and field-specific capacities
- To provide further training in groups of capacities for working in the international environment in conformity with specific specialised requirements of ministries, sectors and localities according to the objectives provided in the Scheme (if necessary).
- To provide specialised further training in foreign affairs and international issues:
+ The operation of the systems of international relations and international law in specialised fields such as politics and foreign affairs, national defence, security, economics, finance, legal affairs, labour, environment, culture, education, science and technology, etc., as well as Vietnam’s system of regulations and laws in these fields; global security, development and governance issues;
+ The operations of regional and international multilateral institutions such as ASEAN, APEC, ASEM, the WTO, the United Nations, etc., and Vietnam’s guidelines, objectives and modes of participation; characteristics of Vietnam’s major partners or neighbouring countries and guidelines, objectives and modes of developing relations between Vietnam and these partners;
+ High priority issues or those potentially impacting Vietnam’s national interests and Vietnam’s guidelines and countermeasures in each specific field, issue and framework.
+ To organise further training in the form of full-time short-term courses in the country combined with field trips both in the country and abroad. Further training activities shall be organised in-person or online, appropriate to conditions on resources, facilities and equipment, thus ensuring efficiency and convenience for participants.
+ To attach importance on providing further training through actual working experience: To create favourable conditions for cadres, civil servants and public employees to work, learn and study through participating in important events, activities and tasks in the international environment; to expand practice and internship at major, key multilateral forums and mechanisms.
+ Curricula and training materials shall be formulated by designated training institutions, following requirements of the Scheme, and jointly appraised by the agency in charge of coordinating the implementation of the Scheme and related specialised agencies; e-lectures shall be developed for appropriate training materials.
+ To apply modern, learner-centred, and highly interactive teaching methods that effectively integrate theory and practice, with an increased focus on seminars, discussions, case study research, simulations, field trips, and internship.
+ To organise general knowledge and skills training and further training courses alongside tailor-made programmes requested by ministries, sectors and key localities or clusters of regions with shared characteristics and requirements.
+ Further training courses shall be organised annually at designated training institutions or at qualified ministerial-level agencies, sectors and localities.
+ Lecturers shall include lecturers from training and further training institutions assigned to organise further training courses and Vietnamese and concurrent lecturers who are Vietnamese and foreign experts in related fields.
+ Further training certificates shall be issued by the agency in charge of coordinating the implementation of the Scheme in accordance with regulations on issuance of certificates based on specialised knowledge and skills.
5. Group of solutions regarding increasing the quality and effectiveness of further training work
- To innovate the methods of formulating, organising and implementing further training programmes and materials that are close to cadres’ practical job requirements linked with title standards and job positions. To ensure efficiency and complementarity to ongoing training and further training programmes for civil servants and public employees engaged in foreign affairs and international integration. To accelerate the application of science, technology and innovation in further training work; promote the digitisation of basic knowledge content on digital platforms to increase accessibility for local cadres.
- To smoothly combine further training through providing knowledge and skills to learners with practical on-the-job training and experience alongside each individual’s self-improvement efforts.
- To gradually shift from mass further training to differentiated and personalised training based on titles and job positions to meet requirements for enriching the knowledge and skills that cadres, civil servants and public employees engaged in foreign affairs and international integration still lack.
- To develop and improve the quality of the contingent of lecturers, including mechanisms and policies to leverage and utilise experts specialising in foreign affairs and working in the international environment, especially reputable individuals who have held key positions and built extensive coordination networks at home and abroad. To regularly update and enhance the capacity and qualifications and pedagogical methods of lecturers at training and further training institutions.
- To strengthen cooperation and make the full use of international resources, particularly from advanced and developed countries, for the training and further training of cadres, civil servants and public employees engaged in foreign affairs and international integration.
V. FUNDING FOR IMPLEMENTATION
The Scheme shall be funded by the state budget in accordance with current regulations on decentralisation of the state budget and other lawful financial and mobilised sources, encouraging funding sources from domestic and foreign enterprises, organisations and individuals; increasing use of funds integrated into approved relevant programmes and schemes as well as other lawful funding sources to perform the tasks.
- Funds for organising the implementation of the Plan on training in basic capacities for cadres, civil servants and public employees engaged in foreign affairs and international integration to work in the international environment for shall be allocated annually to the Ministry of Foreign Affairs. Ministries, sectors and localities shall pay travel expenses in accordance with current regulations when sending cadres, civil servants and public employees engaged in foreign affairs and international integration to attend further training courses.
- Expenses for organising further training courses for cadres, civil servants and public employees engaged in foreign affairs and international integration to enhance their capacities to work in the international environment based on specific expertise of ministries and sectors shall be drawn from the annual training and further training funds allocated by the state budget to ministries and sectors under current regulations on budget decentralisation.
VI. ORGANISATION OF IMPLEMENTATION
1. The Ministry of Foreign Affairs
a/ To assume the prime responsibility for, and coordinate with others in, performing the Scheme’s tasks; to assume the prime responsibility for, and coordinate with ministries, sectors localities and related agencies in, formulating and implementing the Plan on training in basic capacities for cadres, civil servants and public employees engaged in foreign affairs and international integration to work in the international environment.
b/ To assume the prime responsibility for the formulation of curricula and training materials and for organising further training in specialised capacities in foreign affairs and international issues, such as international politics, international economics, international development, international law, territorial borders, consular affairs, economic diplomacy, people-to-people diplomacy and diplomatic skills, etc.
c/ To provide guidance on monitoring, urging and inspecting the implementation to ensure quality, efficiency and progress.
d/ To synthesise and report to the Prime Minister difficulties and obstacles encountered, together with proposed solutions in the course of implementation.
dd/ To organise reviews, preliminary and final evaluations, and report thereon to the Prime Minister.
2. The Ministry of Home Affairs shall coordinate with the Ministry of Foreign Affairs and functional agencies in guiding, urging, monitoring and inspecting central and local agencies and units in the implementation of the Scheme.
3. Ministries, sectors and provincial-level People’s Committees shall organise the implementation of guidelines, orientations, tasks and solutions provided in the Scheme in association with the practical requirements of sectors, fields, or localities under their management. Specifically:
-To coordinate with the Ministry of Foreign Affairs, especially in monitoring, evaluating and proposing adjustments to curricula and contents (if necessary) during the implementation of the Scheme;
- To create favourable conditions for cadres, civil servants and public employees engaged in foreign affairs and international integration to actively and proactively participate in further training programmes in conformity with the demand and requirements relevant to their job positions within the framework of the Plan for further training in capacities essential for working in the international environment; to allocate annual funding to send cadres, civil servants and public employees engaged in foreign affairs and international integration to attend further training courses under the Scheme;
- To assume the prime responsibility for the development of curricula and materials and organising further training in capacities for working in international environments tailored to sector- or locality-specific expertise for cadres, civil servants and public employees engaged in foreign affairs and international integration based on practical job requirements.
4. The Ministry of Finance shall allocate funding for the implementation of the Scheme in accordance with the law on the state budget and relevant laws.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, heads of related agencies and organisations, and related individuals shall implement this Decision.-
